ANGELES CITY–Mayor Edgardo Pamintuan reiterated yesterday that there were no “anomalous projects” implemented by the city government which are being monitored and checked by the City Project Monitoring Committee (CPMC) of the Local Development Council (LDC).
Pamintuan issued the statement following a letter-complaint made by broadcaster Medardo David to the Office of the President in Malacañang alleging that the findings of the CPMC reported certain infrastructure projects of the city government as “overpriced, poorly planned and poorly constructed.”
The mayor received a letter from the Malacañang Legal Affairs Office, dated February 7, 2013, and was asked to provide necessary comments regarding the allegations.
In his reply and contrary to the claim of David, Pamintuan stressed that there were no irregular projects reported by the CPMC.
“The committee, which is very active from its creation up to now, presented its observations including perceptions of some of its members during one formal sessions of the LDC last year. These observations were properly answered and clarified during the said meeting,” Pamintuan said.
Pamintuan created and activated the CPMC in 2011 as part of the policy of his administration to ensure transparency, a major component of his program for good governance.
“I am surprised why the alleged observations of the CPMC are now being used against me and my administration when it is a known fact that the said committee reports to me through the City Planning and Development Office, and is directly administered by the Office of the Mayor,” Pamintuan stated in his explanation.
Further, Pamintuan noted the following in his reply: (a) the alleged “poor planning” for the projects in Barangays Amsic and Anunas was a baseless perception as the projects underwent the required process of identification by the concerned offices of the city government and approval of the LDC; (b) there was no additional cost incurred by the city government involved on the alleged variance relative to the road construction at Angeles-Magalang Road; (c) on the Office of the city’s Persons with Disabilities Office (PWDO) not being “PWD friendly,” the city government was very transparent with regard to the construction of the said office. Since the construction of the office was under warranty, the contractor was notified to install the necessary facilities such as ramps, hand railings, etc immediately.
Pamintuan also explained the following issues: on the allegation of “perceived overpricing” of the Legislative Building, the building is about 85 percent complete. It was the past administration which determined the costs of the project. In other words the project, which we inherited from the past administration, is still unfinished.
“We cannot see any basis how the alleged overpricing occurred on a project that is yet to be completed,” the mayor said.
On the issue of the restrooms at the Pampang Public Market, Pamintuan said the amount allotted for the repair of the eight restrooms totalled P600,000 or P75,000 per restroom.
“It must be considered that these are public restrooms and the government can only regulate, not prohibit, the use of these restrooms. Public restrooms as they are, they were constructed for the free use of the public and we cannot be picky as to who should or could use them. As such, daily use will definitely affect the physical appearance of the restrooms,” he said.
“We believe that the letter of Mr. David, who is a very close associate of Congressman Carmelo ‘Tarzan’ Lazatin, my political opponent this coming May elections, is bereft of truth and nothing but a political move to destroy my credibility as the incumbent city mayor,” Pamintuan stressed in his letter. ● Charlene Cayabyab

Region 3 provinces train on infant, young child feeding
About the Philippines, Pampanga, Clark, and Angeles CityCITY OF SAN FERNANDO–Bulacan, Pampanga, Tarlac, and Nueva Ecija provinces will be trained this March on Infant and Young Child Feeding cum “Pabasa sa Nutrisyon” to improve the nutritional status and health of children especially under three years old in their respective areas.
Some 44 municipalities and four cities’ nutrition committees will be attending the “Training of Trainers’” to be held in Baguio City, spearheaded by the National Nutrition Council Region 3 (NNC).
NNC Nutrition Program Coordinator Victoria Mañez disclosed that prior to the said training, same activity was undertaken from November to December in 2012 and January to February 2013 wherein the region’s 49 municipalities and seven cities participated.
The said training will help prevent the risks of children in malnutrition, she said.
IYCF is also aimed to reduce infant and under-five-years-old mortality and intends to improve, protect and promote infant and young child feeding practices, increase political commitment and ensure its sustainability, she added.
Meanwhile, barangay roll-out trainings was also conducted wherein members of the Barangay Nutrition Committee, including Rural Health Midwife, Barangay Health Worker, Sangguniang Barangay-Kagawad on Health, and Mother Leader are the participants.
In February, Guagua town benefited from this activity; and this March, Cities of Mabalacat and San Fernando, towns of Sto. Tomas, Minalin, Mexico, Sasmuan, Lubao, in Pampanga; Castillejos, Subic, and Sta. Cruz in Zambales; and Meycauayan City in Bulacan. ●Joelyn G. Baluyut

Pamintuan vows innovative, creative governance
About the Philippines, Pampanga, Clark, and Angeles CityANGELES City Mayor Edgardo Pamintuan vowed that his administration will be more innovative and creative in governance if he succeeds in his re-election bid.
The mayor even stated that he will sustain the implementation of his Contract with Angeleños (CWA) with new and bigger components.
“Innovation and creativity shall be the hallmark of my next administration, if given a new mandate. We have to go beyond our comfort zones, dare to do the extraordinary,” he said in a speech before the Rotary Club of Kuliat.
Pamintuan’s CWA is an eight-point program that covers education, health, social services, environment and other issues.
He also cited the awards and recognition from prestigious national and international institutions that were given to Angeles City and to him during the last two years.
Pamintuan also said that his administration has “walked the talk” insofar as containing corruption is concerned.
He cited a nationwide survey conducted by the Social Weather Stations (SWS) late last year, wherein Angeles City scored the lowest at 27 percent among seven highly urbanized areas in the country on corruption incidence involving the local government based on the perception of the business community.
Pamintuan also said his administration has been into some strategic moves that would eventually boost business, the economy of the city, create more jobs and stir greater economic activity among our people.
“We are seriously working on developing our human capital, which includes the establishment of the City College of Angeles that offers market-driven courses and training to students and local manpower, to help fill the gaps in the personnel and manpower requirements of the business sector,” he said.
“Our city being essentially tourism and service oriented whose economy is largely consumer driven, we have also been seriously working on developing a brand and a character for Angeles, from which we should anchor our development efforts. I believe these efforts shall impact on the investments and expansion plans of the business sector,” he added.

Consumer group vows support to Morales
About the Philippines, Pampanga, Clark, and Angeles CityMABALACAT CITY – Over 30,000 members of the Mabalacat Consumer Group have expressed their support to the re-election bid of Mayor Marino “Boking” Morales, citing the concrete positive changes the official brought in the city.
MCG president Roberto Dizon said the consumer-members also vowed to support the candidacy of Morales’s teammates.
According to Dizon, the group wants sustainability of the good projects being undertaken by Morales and his team.
Dizon said the Morales administration was able to stabilize the supply of water and electricity in the city.
“Naging maayos po ang serbisyo ng tubig at kuryente sa ating bayan, lahat po ng barangay ay mayroon na,” said Dizon. “Hindi po katulad noong hindi pa siya ang nakaupong mayor halos walang tubig at araw-araw ay brownout,” he said.
Mabalacat is one of the most progressive areas in the province now because of the presence of Clark Freeport and the Clark International Airport, which are both located in the city’s territorial jurisdiction.
“Umunlad po ang Mabalacat at naging siyudad dahil gumanda po ang negosyo dahil may sapat na pasilidad kagaya po ng kuryente at tubig,” Dizon added.
Mabalacat City will also be an integral part of the move to develop an “aerotropolis” where the Clark airport will serve as an economic engine to businesses operating in the Metro Clark area.

Illegal drugs drive nets 2
About the Philippines, Pampanga, Clark, and Angeles CityCITY OF SAN FERNANDO – The strengthened campaign against illegal drugs by the City of San Fernando Police netted two suspected drug pushers in separate buy-bust operations on Tuesday.
Anti-illegal drug agents identified the suspects as Mariella Ocampo Lingat, 20, a resident of Barangay San Pedro Cutud; and Darrel Supan Cunanan, 27, from San Antonio, Mexico town.
Police operatives told Sun.Star Pampanga that Lingat was cornered along MacArthur Highway in Barangay San Isidro, this city, when she handed over to a poseur-buyer a sachet of suspected methamphetamine hydrochloride or better known in the streets as “shabu,” weighing about .020 grams, worth P500.
Confiscated from her possession were three more sachets of approximately the same weight of the suspected illegal substance.
Cunanan, meanwhile, fell into the net when he sold a sachet of suspected shabu valued at P500 to an undercover narcotics agent, near the new footbridge in the vicinity of two schools along Jose Abad Santos Avenue in Barangay Dolores. The suspect was on board a gray L-300 van and yielded four more sachets of suspected shabu when cornered by police.
“Matagal na pong under surveillance itong si Darrel Cunanan at nabitag nga namin mga 10:00 ng umaga. Patuloy po kaming nagtatatrabaho sa pina-igting na kampanya laban sa illegal na droga kaya’t muli po kaming nagbababala sa mga pushers at distributors na hindi sila makakaligtas sa kamay ng batas. Buti pa ay tumigil na sila,” the agents said.
The suspects have been appraised of their rights and are detained at the Community Police Assistance Center in Barangay Sindalan prior to inquest for violation of Section 5 and Article 11 of Republic Act 9165.

7,500 students get P 37.5-M educational aid
About the Philippines, Pampanga, Clark, and Angeles CityMACABEBE – A total of 7,500 poor but deserving students from the fourth district received scholarship grants amounting to about P 37.5 million from Congresswoman Anna York Bondoc-Sagum.
The grants of P5,000 each were distributed by Bondoc-Sagum and Board Member Nestor “Bay” Tolentino, together with congressional aspirant Juan Pablo “Rimpy” Bondoc.
Also present during the awarding were San Luis Mayor Venancio “Asyong” Macapagal, former Minalin Mayor Egdar Flores and LP senatorial candidate Riza Hontiveros.
Representative Bondoc told Sun.Star Pampanga that the educational assistance is meant to augment the annual school expenses of the students, most of who are in college.
“The study grants are meant to help the thousands of students and their parents in their school expenses. These are given annually so that they could finish their studies and work later on,” Bondoc said.
Meanwhile, Tolentino said a similar educational assistance is accorded by Governor Lilia Pineda through the board members, where students receive P2,500 per semester or P5,000 each annually.
“This is actually some sort of counterparting with the Provincial Government so we can help and send more of our poor but deserving students to college. All we want them to do is grab the opportunity so they could help their families and others someday. As we have been telling them, be a scholar today and be a good leader tomorrow,” said Tolentino. Port of Clark among top Customs collecting districts
About the Philippines, Pampanga, Clark, and Angeles CityCLARK – The Port of Clark has maintained its position as one of the highest tax collecting district of the Bureau of Customs (BOC) in the country for five consecutive years.
Lawyer Ronnie Silvestre, Clark Customs collector, said the top five major source of collection last year were PTT Philippines Trading Corporation, United Parcel Service (UPS), LUBWELL Corporation, Trust International Paper Corporation (TIPCO) and Yokohama Tire Philippines.
The Port of Clark, Silvestre said, collected from PTT a total revenue of P532,821,063.75 seconded by UPS with a total contributions of P468,378,182, LUBWELL remitted a total of P49,341,576.44, TIPCO dropped to P33,888,002 while Yokohama with an average of P19,207,280.56.
Meanwhile, topping the list of top five exporters for the year 2012 were Yokohama Tire Philippines followed by Phoenix Semiconductor Philippines Corporation, Nanox Philippines Inc., L&T International Group Philippines Inc. and HLD Clark Steel Pipe Company Inc.
In line with this, the BOC on Monday gave due recognition to its partners and stakeholders inside the Freeport zone.
Silvestre led the awarding ceremony to the said deserving locators who were among the Freeport’s top five major exporters and source of collection last year.
Other top government officials who graced the awarding ceremony were Arthur Tugade, president of Clark Development Corporation and Victor Jose Luciano, president of Clark International Airport Corporation. (Chris Navarro)

Dennis, Sta. Rita mayor support gays’ programs
About the Philippines, Pampanga, Clark, and Angeles CityLUBAO, Pampanga – Former Lubao Mayor Dennis Pineda and his wife, Sta. Rita Mayor Yolanda Pineda, have deep respect and admiration for gays, helping organize a group called “Rosas” in 2007.
Dennis, in his speech on Tuesday at the Lubao Gym, said the Rosas was “primarily a creation and concept of my wife.” Its founding members are from Sta. Rita, one of the smallest towns in Pampanga known for its production of “duman.”
Dennis said his wife, the two-term Sta. Rita mayor, had “wanted them to be active and productive members of the community.”
Larry Tolentino, president of Rosas, disclosed that they have almost 300 members coming other towns of the district: Porac, Floridablanca, Sasmuan, Guagua and Lubao.
“We started six years ago in Sta. Rita. Now, we are planning to have more members from other districts,” said Tolentino in the dialect.
“It is best,” he added when asked to comment about the program organized for them by Gov. Lilia Pineda on Tuesday.
In an interview with Rosas members, they said Dennis, also known as Delta, “has been helping us since the group started.”
“More importantly, Delta and Mayor Yolly Pineda show respect and friendship to us,” they added.
In his speech, Dennis urged the Rosas to help the provincial government and police “maintain peace and order and stop crimes.”
“You must give information about illegal activities in your area,” said Dennis, who is running for vice governor.

Nanay cites importance of gays’ talent in society
About the Philippines, Pampanga, Clark, and Angeles CityLUBAO, Pampanga – Gov. Lilia Pineda on Tuesday stressed the importance the development of skills and personality of at least 282 gays from Pampanga’s Second District towns.
Pineda said the members of the “Rosas” gay group should be encouraged to be more productive and their contributions to the society must be recognized.
“The gays should be respected. They are very talented and we must help them with their means of livelihood,” said Pineda in the dialect shortly after meeting the group at the Lubao Gym.
“Isang gunting, Isang Suklay mula kay Nanay (one scissor, one comb from mother),” was organized by Pineda for the benefit of the members of the Rosas club led by their president, Larry Tolentino. They are mostly working in beauty parlors and spas.
Mamerto Gatus, head of the Provincial Cooperative and Entrepreneurial Office (PCEO), said they will give seminars on “personality and skills’ development” to the Rosas members. He added that the provincial government gave beauty kits and other materials they need for their work.
Pineda also announced that they will be given free membership of the Philippine Health Insurance Corporation (PhilHealth), “especially those who are really poor.”
She added that they will also be tapped to ensure a “free and peaceful election” in May 2013.

2 dead, 5 injured in Sto. Tomas road mishap
About the Philippines, Pampanga, Clark, and Angeles CityCAMP OLIVAS, Pampanga–Two persons died and five others were injured when a car crashed against a tricycle in Sto. Tomas, Pampanga on Sunday dawn.
The fatalities were identified as Manuel Operana and Noel Operana, the driver of the tricycle; both of Barangay Sampaloc, Apalit, Pampanga.
Injured were Jeffrey Arevalo, Juan Cabrera, Remedios Operana, Judith Operana, all residents of Apalit, Pampanga; and Francis Xavier Santillan, driver, of Villa Carmen Subd., San Matias, Sto Tomas, Pampanga.
Investigation showed that Santillan was driving a Black Isuzu Big Horn along MacArthur Highway in Barangay Moras De la Paz, Sto. Tomas, Pampanga at about 3:35 a.m. when he abruptly occupied the other lane and hit a motorcycle driven by Manuel Operana.
As result, Manuel and his passenger, Noel Operana, were thrown several meters from the vehicle and sustained fatal injuries.
Police said another tricycle, which was tailing the tricycle of Manuel, was also hit and its passengers were injured and were taken to a nearby hospital.
