CITY OF SAN FERNANDO — The race for the mayoralty post in Angeles City continues to take twists and turns, as it now takes on the battle of political affiliation identification cards (IDs).
Mayor Edgardo Pamintuan, during his regular Kapihan forum, showed to mediamen several Team Lazatin ID cards which, he said, were reportedly surrendered to him.

Pamintuan also noted that the ID cards are tools for alleged vote buying which must be stopped immediately.
“The Team Lazatin red IDs are evidence of pay-off, as each holder is given P300. They say no to corruption, but they are actually corrupting the people,” Pamintuan said.
Pamintuan said traditional and dirty politicians are treating the people like commodities that they can simply buy during elections.
However, IC Calaguas, chief of staff of Representative Carmelo Lazatin (first district), said: “There they go again. Binabaligtad na naman nila where in fact, iyung Abe Kapampangan cards nila na priority cards for services daw ang bayad ng P500 bawat cardholder. Puro kasinungalingan na lang lahat ng alam nila because it seems they are lagging behind sa laban.”
She said that the free Team Lazatin cards are mere IDs of loyal leaders of Lazatin, with a strong anti-corruption call at the back, unlike the Agyu Tamu ID, Pamintuan’s ID cards, which extends priority and privileges to preferred holders for government services, including using it as a safe pass from traffic violations.
The Partido Abe Kapampangan, in retaliation, said the Pamintuan IDs issued to its members are “proof of membership” and not privilege cards as alleged by the camp of Lazatin.
“AbeKa card holders are not paid. The IDs are given for free,” said William Aguilar, AbeKa deputy secretary general.
He said the Agyu Tamu IDs are old IDs issued in 2010.

“The Pamintuan administration does not give preferential treatment or services to anyone; when in fact it has already assisted thousands of Angelenos through its different programs especially on health services,” Aguilar said.
Calaguas said: “Their (Pamintuan’s) IDs are the ones questionable. We have more than 100 of those surrendered to us for free because the cardholders told us that they are not contented with the way things are going at the Pamintuan camp. Iyun naming sinasabi nilang IDs naming na surrendered daw ng aming supporters, ay kanilang binili sa halagang P700 each. In fact, there is one ‘Masing’ from their group going around EPZA and Northville buying our cards.”
Aguilar noted that the present AbeKa cards have the picture of the bearer and not the photo of Pamintuan and at the back are the four basic party principles.
Early news reports indicate that leaders of the have been conducting massive vote-buying operations of urban poor families in Northville, Epza resettlement and other communities in Angeles City.
Relatives of AbeKa members reported the scheme and have voluntarily surrendered their IDs to the camp of Pamintuan.
“Their votes are not for sale, they told us. They may take the money given to them but they will still vote for Mayor EdPam,” Aguilar said.

Board member calls on cops to advance women’s rights
About the Philippines, Pampanga, Clark, and Angeles CityCITY OF SAN FERNANDO — Third district Board Member Monina Laus has urged officials of the Pampanga Provincial Police Office to advance the rights and welfare of women in line with the celebration of the Women’s Month.
Laus said police officers are in the forefront of cases and incidents dealing with abuses against women.
She said police operatives can effectively pursue cases against criminal elements victimizing women and advance the effective implementation of women’s desks in various police precincts here.
“The police are essential partners in the implementation of laws and policies on the protection of women. The more they effectively implement the law, the more people will be able to accept the fact that women’s rights are also human rights,” Laus said.
Kababaihan: Gabay sa Pagtahak sa Tuwid na Daan is this year’s theme for the Women’s Month Celebration, which underscores the need to accelerate women’s participation in governance and enhance gender perspective in upholding good governance.
The theme highlights the importance of strengthening the mechanisms and institutions that support women and to widen the arena for their participation.
Laus said the Provincial Government of Pampanga will work closely with the police in implementing policies and regulations for women’s protection in the local level.

Capitol spends P260 million in education
About the Philippines, Pampanga, Clark, and Angeles CityCITY OF SAN FERNANDO — The Provincial Government has spent some P260 million for the education of students in Pampanga, particularly in the construction of school structures and facilities, and scholarship grants.
Governor Lilia Pineda, during her first 30 months in office, implemented the construction of at least 183 classrooms with appropriate comfort rooms and six covered courts amounting to P179,242,962.
The initiative was recognized by the Department of Education (DepEd) wherein the Provincial Government was previously conferred with Adopt-A-School Program Award.
Pineda said education is another top priority of her administration, because she believes sustainable growth and development will only be achieved when the people are educated or at least given access to free education.
The Provincial Government also partnered with the Don Honorio Ventura Technological State University (DHVTSU) for an intensive delivery of scholarship grants to qualified students.
It has funded the construction of the DHVTSU Sto. Tomas satellite campus wherein some P22 million was spent by the Capitol for the renovation of the Department of Health’s abandoned building in Barangay Moras Dela Paz.
Pineda also supported the construction of a P12-million two-storey building for DHVTSU’s satellite campus in Porac town.
The Philippine State College of Aeronautics (Philsca) in Floridablanca town got some P25 million from the current administration for its building improvements to further strengthen the school’s capability in providing quality education.
From 2010 to 2012, the Provincial Government distributed around P14-million worth of scholarship grants and financial assistance to some students under the Provincial Government’s Educational Fund Assistance Program (Efap).
Each of the scholars received P5,000 per semester or a total of P10,000 for one school year except for the VisualCom beneficiaries who received P5,000 educational assistance for one semester only.
The Provincial Board at the same time passed an ordinance providing scholarship for the students who graduated valedictorian, salutatorian and first honorable mention.

About the Philippines, Pampanga, Clark, and Angeles CityCITY OF SAN FERNANDO — Members of the fourth City Council of San Fernando said on Monday that their most recent award as the Philippines’ best Sangguniang Panlungsod — the Hall of Fame distinction — is due to their “common ground taking the interests of Fernandinos above all.”
In turning over the award to the City Government, Vice Mayor Edwin Santiago said the concerted effort of councilors Alex Patio, Noel Tulabut, Reden Halili, Ruping Dumlao, Ayzel Macalino, Ruping Dumlao, Lito Ocampo, Arnel Sicat, Ato Agustin and Philippine Councilors Leaguer-Pampanga Chapter president Dein Henson, in crafting and passing essential legislative measures was the “driving spirit” behind the success of the august body.
Mayor Oscar Rodriguez agreed and said that despite the members’ varying political affiliations, the City Council was able to achieve its goals and deliver results to Fernandinos.
Patio and Tulabut, majority and minority leaders, respectively, both described their sessions in the plenary as “full of debates and arguments” since they consider Fernandinos on proposed measures and every legislation passed.
“The landmark legislation in education, health, environment, infrastructure and other measures are for Fernandinos. We also have been supported by our fellow city officials as we seek to make the city truly a habitat of human excellence. The award belongs to the people of San Fernando because it is their trust and confidence in us that moves us all. We thank them so much for that,” Lazatin said.

Lazatin: Loans above board
About the Philippines, Pampanga, Clark, and Angeles CityANGELES CITY — The camp of first district Representative Carmelo Lazatin said the loans incurred by his administration, when he was the city mayor, were above board.
Lazatin issued the statement in reaction to statements accusing him of alleged irregularities.
Lazatin asked Mayor Edgardo Pamintuan to focus instead on how to explain the city’s current “sorry” financial state and the illegal use of its resources by his political party Partido Abe Kampangan (PAK), rather than unearthing the debts incurred in 2003 to 2007, which are all legal and “above board.”
IC Calaguas, Lazatin’s chief political affairs officer, said the Commission on Audit (COA) stated that the projects funded by the P340.97-million loan are all intact and functional.
Among the projects funded by the Lazatin’s loans were the San Nicolas Public Market (P186 million), the construction of the Angeles City Slaughterhouse (P20 million), the computerization of Rafael Lazatin Memorial Medical Center (P10 million), construction of school buildings (P45 million), construction of socialized housing (five million), construction of the Angeles City Abattoir (P5.6 million), Internal Revenue Allotment monetization (P25.46 million), purchase of equipment and garbage bins (P43.55 million), and equipment pool (P0.36 million).
Calaguas said: “If Congressman Lazatin did incur bad credit during his term, the succeeding mayor, in this case former Mayor Francis Nepomuceno, wouldn’t have been able to acquire another P800-million loan originally intended for the construction of the sports complex.”
Calaguas also said there is no problem with local government units (LGUs) acquiring loans as long as the projects intended for the loan are accomplished.
“All the debts incurred during Congressman Lazatin’s time as mayor were approved by the City Council and the Bureau of Local Government Finance,” Calaguas said.
“We advise Mayor Pamintuan to address the issues hounding his administration first, particularly the city’s bankruptcy and his favoring his political party by allowing PAK to use the equipment of the City Government, before inventing accusations against Congressman Lazatin,” Calaguas added.
Calaguas explained the balance of the said loan, amounting to P228,447,999.57, was taken out through another loan acquired by the City Government in 2009 from the Philippine Veterans Bank (PVB).
Calaguas said that Lazatin’s term expired on June 30, 2007, but the City Government was able to obtain another loan from the PVB, amounting to P600,000,000 for the construction of the Sports Complex in October 2009.
The said P600,000,000 loan was originally intended for Sports Complex, but was diverted by Pamintuan for the construction of the still unused City College of Angeles City and the expansion of Rafael Lazatin Memorial Medical Center or Ospital Ning Angeles.
On August 13, 2009, the City Government entered into a Term Loan Facility Agreement with PVB, which is payable within a period of 12 years and divided into two tranches.
Tranche I of the loan was used to cover the city’s outstanding loans to the Land Bank of the Philippines and the Development Bank of the Philippines, while Tranche II was used to finance the then proposed Angeles City Sports Complex.
On October 9, 2009, the City Government received Tranche I of the loan amounting to P228,447,999.57 and the money was used to refinance the loans of Lazatin.

Mexico mayor given deadline to act on COA findings
About the Philippines, Pampanga, Clark, and Angeles CityMEXICO, Pampanga — The Commission on Audit (COA) has given Mayor Teddy Tumang 60 days to act and implement its recommendations on findings of its recent examination, particularly the restitution of P149,133,819.18 “in favor of the Municipality of Mexico by persons determined to be liable.”
Documents obtained by Sun.Star Pampanga show that on February 12, 2013, COA chair Ma. Gracia Pulido-Tan wrote Tumang about the “FAIO [Fraud Audit and Investigation Office] Report No. 2012-010” or the “Report on the Results of the Audit on the Purported Anomalous Projects and Expenditures of the Municipality of Mexico, Pampanga for the Calendar Years 2007 to mid 2010.”
The letter was reportedly received at the Mayor’s Office in February 28, a Sun.Star Pampanga source said.
In its recommendations, the COA team led by supervisor lawyer Alexander Juliano, State auditor Desiree Aquino, and members Special Investigator IV Engr. Francisco Valentino Jr., State auditor II Deborah Araojo and State auditor I Eduardo Acosta requested Tumang to “comply strictly with the provisions of the IRR [Implementing Rules and Regulations] of Republic Act 9184 and the relevant GPPB [Government Procurement Policy Board] Resolutions in the procurements to be made by the municipality.”
The COA recommended courses of action also asked Tumang to “institute proper charges, administrative and criminal, against concerned officials and private individuals in accordance with the penal provision under Section 65 of IRR-A of RA 9184 and Section 3 (e) and (h) of RA No. 3019 and Article 171 of the Revised Penal Code.”
The audit, documents show, was requested by Vice Mayor Roy Manalastas and councilors Rex Calma, Emmanuel Manalo and Rudencio Gonzales on August 31, 2010, and was authorized under Audit Office 2010-653 dated October 4 of the same year. Its primary objective was “to determine whether the selection of contractors/suppliers for projects/expenditures and award of contracts by the Municipality of Mexico implemented in 2007 up to mid 2010 were made in accordance with RA 9184 or the “Government Procurement Act.”
In its findings discussed with municipal officials during the July 26, 2012 exit conference, the COA found out that some P43,168,403.79 for procurement of vehicles and medicines was awarded to bidders, who “had either close relationship or personal dealings with the head of the procuring entity; used the same name of another or allowed another to use one’s name for participation in biddings; and who maliciously submitted different bids through two or more persons, corporations, partnerships or any other business entity in which he has an interest, to create the appearance of competition that does not exist so as to be adjudged as the winning bidder.
The COA said the municipal Bids and Awards Committee failed to discharge its mandate as the law requires, thereby producing results that are disadvantageous to the public.
The COA also noted that the municipality went on a P39,321,098.10 contract shopping from 2007 to mid 2010, all awarded to one Buyu Trading and Construction, on the basis of irregularly filled-up canvass forms and alleged fraudulent names and signatures. The audit also disclosed that 164 disbursement vouchers totaling P26,719,162.53 were paid without the approval of the municipal accountant.
“We request that the recommendations be implemented and that this Commission be informed of the actions taken within 60 days (from receipt hereof),” the COA urged the mayor.
Sun.Star Pampanga tried to reach Tumang, but repeated calls remained unanswered, although in an interview last year, he said he would welcome the results of the audit.

‘Battle of the IDs’ now on in Angeles
About the Philippines, Pampanga, Clark, and Angeles CityCITY OF SAN FERNANDO — The race for the mayoralty post in Angeles City continues to take twists and turns, as it now takes on the battle of political affiliation identification cards (IDs).
Mayor Edgardo Pamintuan, during his regular Kapihan forum, showed to mediamen several Team Lazatin ID cards which, he said, were reportedly surrendered to him.

Pamintuan also noted that the ID cards are tools for alleged vote buying which must be stopped immediately.
“The Team Lazatin red IDs are evidence of pay-off, as each holder is given P300. They say no to corruption, but they are actually corrupting the people,” Pamintuan said.
Pamintuan said traditional and dirty politicians are treating the people like commodities that they can simply buy during elections.
However, IC Calaguas, chief of staff of Representative Carmelo Lazatin (first district), said: “There they go again. Binabaligtad na naman nila where in fact, iyung Abe Kapampangan cards nila na priority cards for services daw ang bayad ng P500 bawat cardholder. Puro kasinungalingan na lang lahat ng alam nila because it seems they are lagging behind sa laban.”
She said that the free Team Lazatin cards are mere IDs of loyal leaders of Lazatin, with a strong anti-corruption call at the back, unlike the Agyu Tamu ID, Pamintuan’s ID cards, which extends priority and privileges to preferred holders for government services, including using it as a safe pass from traffic violations.
The Partido Abe Kapampangan, in retaliation, said the Pamintuan IDs issued to its members are “proof of membership” and not privilege cards as alleged by the camp of Lazatin.
“AbeKa card holders are not paid. The IDs are given for free,” said William Aguilar, AbeKa deputy secretary general.
He said the Agyu Tamu IDs are old IDs issued in 2010.

“The Pamintuan administration does not give preferential treatment or services to anyone; when in fact it has already assisted thousands of Angelenos through its different programs especially on health services,” Aguilar said.
Calaguas said: “Their (Pamintuan’s) IDs are the ones questionable. We have more than 100 of those surrendered to us for free because the cardholders told us that they are not contented with the way things are going at the Pamintuan camp. Iyun naming sinasabi nilang IDs naming na surrendered daw ng aming supporters, ay kanilang binili sa halagang P700 each. In fact, there is one ‘Masing’ from their group going around EPZA and Northville buying our cards.”
Aguilar noted that the present AbeKa cards have the picture of the bearer and not the photo of Pamintuan and at the back are the four basic party principles.
Early news reports indicate that leaders of the have been conducting massive vote-buying operations of urban poor families in Northville, Epza resettlement and other communities in Angeles City.
Relatives of AbeKa members reported the scheme and have voluntarily surrendered their IDs to the camp of Pamintuan.
“Their votes are not for sale, they told us. They may take the money given to them but they will still vote for Mayor EdPam,” Aguilar said.

Kapampangan wins London-based photography tilt
About the Philippines, Pampanga, Clark, and Angeles CityGUAGUA, Pampanga — Award-winning photographer and artist Ruston Banal won the third prize in the Sony World Photography Awards 2013 where he bested 44 entries from all over the world in the contest’s culture category.
Banal is set to receive the award in London on April 25.
Banal won through his entry “Ritual Dance of Kuraldal,” which depicts the ritualistic merrymaking on Betis during a local feast day which includes frenzied dancing and splashing water on the streets. The tradition is said to be of pre-Spanish origin and have blended into the folk Catholicism ritual of the area.
Banal’s photo will be shown digitally as part of the 2013 Sony World Photography Awards Exhibition to be held at Somerset House, London, United Kingdom from April 26 to May 12.
“This award is something that I offer to my hometown, as homage to its rich cultural heritage and tradition,” Banal added.
Banal is a graduate of Fine Arts (magna cum laude) from the University of the Philippines Diliman with a major in Art History and Minor in Painting, He went home to Betis in 2006 and has been staying there for good because of Kapampangan cultural advocacies where he has a great passion.
Banal was a lecturer of Art History and Theory at the De La Salle University (CSB Design Foundation). He also holds teaching stints at the University of the East College of Fine Arts and Ateneo de Manila University.
His recent photo award was from the 2007’s Philippine Airlines Photo Contest and his Kuraldal series was placed as “Photo of the Month” by the Federation of Philippine Photographers Cup.

Fisherfolk: Pampanga River polluted
About the Philippines, Pampanga, Clark, and Angeles CityMACABEBE, Pampanga — Some residents here, whose main source of living is fishing, said that fishpond operators in Pampanga are discharging contaminants at the Pampanga River.
Pepito Lagman, a resident in one of the coastal barangays in this town, said: “Wala naman tayong gustong siraan pero yung mga may ari ng fishpond na nagpapakain ng feeds sa kanilang mga isda ay naglalabas ng tubig na may halong chemical mula sa kanilang pinapakain. Apektado kasi ang ani dahil sa chemical na nakakain ng mga isda sa labas ng mga fishponds.”
Lagman said adverse effects could be avoided if the fishpond owners and operators would be responsible in the conduct of their business.
“Dapat i-require silang magkaroon ng septic tank para doon na lamang nila ilabas yung tubig mula sa kanilang mga fishpond. Parehong makikinabang ang kalikasan at ang mga taong umaasa lamang sa biyaya ng kailugan,” he added.
Another fisherman here shared that before, they have been able to catch several kilos of fish in just three hours at Pampanga River, which is enough to feed his family for a day.
“Pero ngayon konti na lamang ang nakukuha kahit buong araw kapang mangisda,” the fisherman stated.
Lagman has suggested that the municipal government should regulate the conduct of doing fishing business in the locality to ensure that the welfare of residents is not compromised.

Lawmaker: Choose congressman wisely
About the Philippines, Pampanga, Clark, and Angeles CityANGELES CITY – “Angelenos must choose wisely, dapat piliin nila ang congressman na alam ang ginagawa niya,” said Representative Carmelo Lazatin (1st district, Pampanga) following statements made by Pampanga Vice-Governor Joseller Guiao assailing Lazatin during a flag raising ceremony in the Angeles City Hall held last March 18.
Lazatin said: “Sabi ni Vice Governor Guiao sa flag ceremony, napakatagal na nakaupo ng congressman ng First District pero wala man lang nakaisip na gawing authority ang Clark Development Corporation.”
“Hindi siguro alam ni Vice Governor Guiao na nagfile na tayo ng ganitong batas noon pang taong 2011,” he added.
Lazatin is referring to House Bill No. 4843, otherwise known as “An Act Creating the Metropolitan Clark Freeport Zone and its governing body, The Metropolitan Clark Freeport Zone Authority, replacing Clark Development Corporation”, which was filed by Lazatin on June 8, 2011 and is currently pending approval from the House Committee on Economic Affairs.
“Sa isa pang naging talumpati ni Vice Governor Guiao, sinabi rin niya na kapag naging congressman siya ay isusulong niya ang cityhood ng Mabalacat at ang pagiging unibersidad ng Pampanga Agricultural College,” he said.
Lazatin added: “Nagawa na natin lahat ng sinasabi ni Vice Governor Guiao habang tayo ang nakaupo bilang kongresista, ano pa ang gagawin niya kapag siya ang naupo sa kongreso?”
Republic Act No. 10164, which provides for the conversion of Mabalacat into a component city, was authored by Lazatin and approved by President Benigno Aquino III last May 15, 2012.
House Bill No. 4450, which seeks to convert Pampanga Agricultural College (PAC) into a State University, was filed by Lazatin on July 15, 2010 and was approved on its third and final reading last February 4, 2013. The bill is currently awaiting ratification.
“Ang payo ko kay Vice Governor Guiao ay mag-aral muna siya ng leksyon bago siya magsalita tungkol sa mga gagawin niyang programa kapag siya ay naging kongresista,” Lazatin said.

About the Philippines, Pampanga, Clark, and Angeles CityCITY OF SAN FERNANDO — Central Luzon is no longer part of the top five regions with the most rabies incidence in the country, according to the recent report of the Department of Agriculture (DA); however, the agency said that rabies still poses a serious threat in the region.
DA regional director Andrew Villacorta told Sun.Star Pampanga that the region now ranks sixth in cases of rabies incidence for 2011 in a report released this year. The 2012 rabies incidence reports in the region are set to be released next year.
For 2011, the region registered some 17 cases of rabies with 10 cases recorded in Bulacan province, three in Tarlac, and one in Nueva Ecija. San Jose del Monte, Bulacan registered two cases and one case in San Jose City, Nueva Ecija, this, despite the region’s efforts to vaccinate some 330, 000 dogs.
Villacorta said that the sliding down from the rabies ranking is no cause for rejoicing. He said that renewed efforts are now being undertaken by the DA to effectively remove the province from the top 10 list and reduce if not to eliminate rabies incidences in Central Luzon.
As of February this year, three rabies cases have been recorded in Bulacan province where 74,000 dogs have already been vaccinated.
“This means that there should be more effort on the part of the community, particularly pet owners to become more responsible in keeping their dogs within their homes and giving them regular vaccinations,” Villacorta said.
Villacorta added that while the DA has been holding regular free anti-rabies vaccinations in provinces within the region, most pet owners do not take advantage of the program.
He added that rabies incidence in the region would go down considerably if pet owners would become more responsible in taking care of their dogs.
