PH in illegal ivory trade

Thousands of elephants are butchered every year for their ivory tusks that are carved into religious objects, including the most-prized Sto. Niño (icon of Jesus Christ as a boy) in the Philippines, a National Geographic investigation of the direct link between religion and ivory smuggling shows.
The country has become one of the destinations of the illegal ivory trade mainly because Filipinos are fond of religious statues made only of the finest materials, said the cover story of the magazine’s October issue titled “Ivory worship.” It was written by Bryan Christy, who visited the country five times for the story.
Christy went to Cebu and met one of the best known ivory collectors in the country, Msgr. Cristobal Garcia. He is “the leader of a group of prominent Sto. Niño collectors who display their icons during the Feast of the Sto. Niño in some of [the province’s] best shopping malls and hotels,” the report said.
“His anteroom is a mini-museum dominated by large, glass-encased religious figures whose heads and hands are made of ivory: There is an ivory Our Lady of the Rosary holding an ivory Jesus in one, a near-life-size ivory Mother of the Good Shepherd seated beside an ivory Jesus in another. Next to Garcia’s desk a solid ivory Christ hangs on a cross,” it said.
Heirlooms
They are not just investments but heirlooms as well, said the NatGeo report.
“Many believe that what you invest in devotion to your own icon determines what blessings you will receive in return. For some, then, a fiberglass or wooden icon is not enough. For them, the material of choice is elephant ivory,” it added.
For a Third World country where most people are living below poverty line, some may see this devotion as lavish but for others, it is “an offering to God.”
“The elaborate displays [of Sto. Niño] are often owned by families of surprisingly modest means. Devotees have opened bankbooks in the names of their ivory icons. They name them in their wills,” it said.
Christ himself
The report said some Filipinos believed that the Sto. Niño de Cebu (Holy Child of Cebu) was Christ himself. It noted that 16th century Spaniards “declared the icon to be miraculous and used it to convert the nation, making this wooden statue, housed today behind bulletproof glass in Cebu’s Basilica Minore de Sto. Niño, the root from which all Filipino Catholicism has grown.” The Sto. Niño is believed to be a replica of the icon devotees believe Ferdinand Magellan brought to Cebu in 1521.
“I don’t call it extravagant,” said Fr. Vicente Lina Jr. (Father Jay), director of the Diocesan Museum of Malolos and curator of his archdiocese’s annual Sto. Niño exhibit). “‘I call it an offering to God.’ He surveys the child images, some of which are decorated in ‘lagang,’ silvery mother of pearl flowers carved from nautilus shells,” said in the report.
Crooked line
“When it comes to Sto. Niño devotion too much is not enough. As a priest, I’ve been praying, ‘If all of this stuff is plain stupid, then God, put a stop to this,’” Father Jay was quoted as saying in the report.
He went as far as saying that the ivory used for the statues were smuggled but for him, “it is like straightening up a crooked line.”
“Father Jay points to a Sto. Niño holding a dove. ‘Most of the old ivories are heirlooms,’” Lina said. “‘The new ones are from Africa. They come in through the back door,’” he was quoted as saying.
“‘It’s like straightening up a crooked line: You buy the ivory, which came from a hazy origin, and you turn it into a spiritual item. See?” Lina said, with a giggle. “His voice lowers to a whisper. ‘Because it’s like buying a stolen item,’” the report said.
Int’l embarrassment
“If this allegation is true, this illegal wildlife trade would be an international embarrassment for the Philippines and the Filipinos. This must stop,” said Antonio Oposa Jr., an environmentalist lawyer.
Oposa said his group was studying other possible legal actions it may take.
“[If these were true,] we see violations of the CITES (the Convention on International Trade in Endangered Species of Wild Fauna and Flora), Wildlife Conservation Act, Anti-Fencing Law, Customs Code and others,” he said.

Probe
Without judging before hearing, Oposa said his group had asked the Department of Justice, National Bureau of Investigation and Department of Environment and Natural Resources to investigate the people responsible for the illegal trade in the country.
“We have also asked the Interpol to conduct an investigation on the people behind this illegal wildlife syndicate,” he said.
“It has long been known in the international circles that the Philippines is a source, a buyer and a conduit in the illegal wildlife trade. This must stop,” Oposa added.
Christy said he met with Garcia to understand the country’s ivory trade and to get a lead on who were behind 5.4 tons of illegal ivory and 7.7 tons that customs agents seized in Manila in 2009 and 2005, respectively, and 6.1 tons bound for the Philippines seized by Taiwanese authorities in 2006. He said the seizures represented 1,745 elephants assuming an average of 10 kg of ivory per elephant.
New ivory gets into the country from Africa through Muslims from Mindanao by bribing authorities along the way, according to Lina.
“And you just keep on paying so many people so that it will enter your country,” Lina told Christy.
Tips on smuggling
In the report, Garcia told Christy how he could smuggle an ivory Sto. Niño into the United States.
“‘Wrap it in old, stinky underwear and pour ketchup on it … so it looks shitty with blood. This is how it is done,”’ Garcia told Christy.
“Garcia gave me the names of his favorite ivory carvers, all in Manila, along with advice on whom to go to for high volume, whose wife overcharges, who doesn’t meet deadlines. He gave me phone numbers and locations,” Christy said.
“If I wanted to smuggle an icon that was too large to hide in my suitcase, I might get a certificate from the National Museum of the Philippines declaring my image to be antique, or I could get a carver to issue a paper declaring it to be imitation or alter the carving date to before the ivory ban. Whatever I decided to commission, Garcia promised to bless it for me,” the NatGeo writer said of Garcia’s advice to him.
Christy said in the report that “a few families control most of the ivory carving in Manila, moving like termites through massive quantities of tusks. Two of the main dealers are based in the city’s religious-supplies district, Tayuman. During my five trips to the Philippines I visited every one of the ivory shops Garcia recommended to me and more, inquiring about buying ivory.”
“More than once I was asked if I was a priest. In almost every shop someone proposed a way I could smuggle ivory to the US. One offered to paint my ivory with removable brown watercolor to resemble wood; another to make identical hand-painted statuettes out of resin to camouflage my ivory baby Jesus. If I was caught, I was told to lie and say ‘resin’ to US Customs. During one visit a dealer said Monsignor Garcia had just called and suggested that since I’d mentioned that my family had a funeral business, I might take her new, 20-pound Sto. Niño home by hiding it in the bottom of a casket. I said he must have been joking, but she didn’t think so,” Christy said.
On sick leave
The Philippine Daily Inquirer repeatedly called Garcia through his two mobile phones on Monday afternoon but there was no answer. It was learned that the monsignor was on sick leave and was in Manila.
Christy said the Philippines’ ivory market was small compared with, say, China’s, but it is centuries old and staggeringly obvious.
“Collectors and dealers share photographs of their ivories on Flickr and Facebook. CITES, as administrator of the 1989 global ivory ban, is the world’s official organization standing between the slaughter of the 1980s—in which Africa is said to have lost half its elephants, more than 600,000 in just those 10 years—and the extermination of the elephant. If CITES has overlooked the Philippines’ ivory trade, what else has it missed?” Christy said.

Establishments urged anew to put up CCTV cameras

CITY Councilor Ian Mark Nacaya is again urging the business sector in Cagayan de Oro to put up closed-circuit television (CCTV) cameras in their establishments.
Nacaya issued the call after three unidentified suspects robbed Richfield Agricultural Supply in Lapasan last Saturday and carted away cash and checks amounting to P3.7 million.
The establishment is owned by City Councilor Annie Daba.
Nacaya said the suspects were able to get away since the CCTV installed inside the establishment is not functioning.
He also said no security guard was available during the incident.
“The CCTV could have been a big factor to help identify the suspects and speed up the investigation. Let us not wait for another incident like this to happen. Let us be vigilant and help ourselves in providing protective measures for our own safety and not just completely rely on other people. Our police officials may be our watchdogs and help keep peace and order but their duties are limited so let us also do our part,” Nacaya said.
Around 5 p.m. on Saturday, two of the three suspects went inside the establishment and pretended to be customers. They later declared a holdup.
Police said one of the suspects went to the second floor where Daba holds office and where the money was also kept.
At gunpoint, the suspect ordered Daba to took off her jewelry worth P80,000.
The suspects fled after the incident.
Police believed that the suspects have an “informant,” probably a worker, inside the establishment, according to Police Chief Inspector Lemuel Gonda, chief for Operations of the Cagayan de Oro City Police Office.
“We believed that the suspects have an informant inside because they know that the money was kept upstairs and during investigation, there are inconsistencies in the statement of one of the workers,” Gonda said.
Police were able to identify the suspects based on the cartographic sketch of witnesses.
Gonda said the identity of the suspects might have immediately been known had the establishment’s CCTV camera is functioning.
Nacaya added that having a CCTV camera and hiring security guards are measures that establishments should consider for their safety.
“Our city is getting progressive and most criminals from other cities are eyeing our city so let us be vigilant,” he said.
Last year, Councilor Ramon Tabor has already proposed an ordinance requiring the installation of CCTV cameras before an establishment is given a business permit.
Tabor said a “no CCTV, no permit” policy will strengthen the city’s peace and order campaign and make it easier for local enforcers to immediately solve crimes.
The ordinance mandates the installation of CCTVs or video surveillance system in the premises of private establishments and public places that are considered “high-risk” such as gasoline stations, banks and department stores. (With reports from Stephanie Berganio)

Arroyo schedules another trip to Pampanga

Less than 24 hours after returning from a three-country swing, President Gloria Macapagal Arroyo will proceed to her home province of Pampanga again on Friday.

A Malacañang statement Thursday night said Mrs. Arroyo will visit her home town of Lubao in the province’s second district, and Mexico in the province’s third district.

Mrs. Arroyo already visited her home province at least 26 times this year. She is rumored to be running for congresswoman there in the 2010 elections.

While Mrs. Arroyo has kept mum on her political plans, her critics accused her of planning a congressional run while her allies force Charter change to shift to a parliamentary form of government.

Under a parliamentary form of government, Mrs. Arroyo can run for prime minister.

The Palace statement said Mrs. Arroyo’s Pampanga visit Friday will include presiding over a climate change and solid waste management briefing, and inspection of infrastructure development projects that would provide additional livelihood opportunities in the countryside.

She will attend the briefing at Prado Saba Elementary School in Sto. Niño village, then launch the Philippine Charity Sweepstakes Office (PCSO) “Common Tao Day.”

During the celebration, the Office of the President through the PCSO will provide medical, dental, and optical services to beneficiaries. She will also join the beneficiaries for lunch.

She will inspect the Kalayaan Barangay School Building constructed by the 355th Philippine Air Force Aviation Engineering Wing for San Matias Elementary School in Barangay San Matias.

From Lubao, Mrs. Arroyo will proceed to Mexico to inaugurate a newly constructed material recovery facility (MRF) building and turn over MRF equipment under the “Unlad Saka Mula sa Basura” project to Barangay Suclaban officials.

Mrs. Arroyo returned to the country Thursday afternoon after a three-nation swing that included visits to Turkey, United Kingdom and Saudi Arabia.

Upon her return with at least 120 overseas Filipino workers from Saudi Arabia, Mrs. Arroyo proceeded to Iloilo. – GMANews.TV

Eleven minors rescued from Pampanga nightclubs

At least eleven minors were rescued and three nightclub owners charged for violating the anti-human trafficking law following raids on three establishments in Angeles City in Pampanga province.

Radio dzRH reported Saturday that the National Bureau of Investigation (NBI) and Philippine National Police (PNP) raided the three clubs following a tip that minors were being employed in the establishments.

The report said that the NBI charged at least 19 people on inquest before the Department of Justice (DOJ), including the owners of the three raided establishments.

NBI agents were said to have rescued at least 50 guest relations officers, five of them minors, from the “Dirty Duck” bar in Angeles City.

At least six minors were also rescued from the “Forbidden City Club” and “Cafe Camelot,” the report added.

Investigation showed the clubs would offer the girls, including the minors aged 15 to 17, to customers for sexual services for fees ranging from P1,500 to P2,500. – TJD, GMANews.TV

‘Ber’ months bring income to tomb cleaners

GUAGUA — It has been two weeks now that Michelle Sandico and Anton Camaya, out-of-school youths, have been cleaning tombs at the Guagua Old Public Cemetery in Barangay Sto. Cristo here, as the first week of November nears.
The two belong to marginalized families living beside the public cemetery just between the walls of the “apartment-type” tombs. They have been accustomed to living beside the dead.

“We have been used to living with the dead, at this time of the year they’re the ones that allow us to live,” said 17-year-old Sandico.
Sandico’s house stands alongside the back wall of the tombs.
“We have become used to it, we are no longer afraid,” she added as she scrubs the marble plate with a liquid polish.
Her family belongs to a dozen families, most of them poor, living in the area around the half-a-century-old public cemetery.
Camaya, on the other hand, tends to five mausoleums, mostly of old rich families of the town, all year round.
“I usually clean them twice a month, but during November 1 and 2, I also do the painting jobs on them and the usual maintenance,” he said.
Camaya added that he gets paid P1,000 a year per grave and he usually collects this during All Saints’ Day when the families of his “employers” would come to pay a visit.
The old cemetery houses more than 6,000 tombs, niches, and mausoleums. However, one perennial problem of the cemetery is the floodwaters that rise from drainage canals due to high tide and poor drainage system.
“Because the cemetery is inundated, some people would have their tombs cleaned up for them,” Camaya said, adding that most tomb cleaners make easy bucks from cleaning, ranging from P50 to P150 depending on the tomb size.
“The tombs without caretakers would ask most of the kids around here to clean for them. Children here would also scrape up candle wax from worn-out candles and sell these by the kilo,” Camaya added.
He said the season provides a brisk opportunity for business. The only problem now would be how to source out possible income after November 1 and 2, he added.

Farmers, tanods get insurance cards

SAN SIMON — Farmers and barangay “tanods” (village watchmen) here received on Sunday PhilHealth insurance cards from the Provincial Government of Pampanga.
The distribution was spearheaded by Governor Lilia Pineda, together with the local officials, in a simple ceremony recently held at the municipal covered court.

It was learned that some 80 barangay “tanods,” including 160 farmers, benefited from the said program.
The beneficiaries came from the barangays of San Agustin, Sta. Cruz, San Isidro, San Nicolas, San Jose and Concepcion.
Governor Pineda said this is a part of the continuing effort of the Provincial Government to provide affordable medical treatment for every Kapampangan.
She noted that barangay tanods do not receive salaries from their respective localities, making them unable to pay for medical needs.
The PhilHealth cards issued to the beneficiaries are valid for one and half year, and can be used anytime in any hospital in the province.
Aside from this, the barangay tanods were given transportation allowances, while the farmers received agricultural support from the Provincial Government.

Phl Muslims join protest vs anti-Islam film

MANILA, Philippines – Filipino Muslims have joined the worldwide protest against the controversial film “Innocence of Muslims,” bringing their battle to the Supreme Court (SC) yesterday.
Members of the Bangsamoro Nation invoked their constitutional right to free exercise of religion as they sought a temporary restraining order from the high court. The TRO will effectively compel the government to ban the showing of the film in the country.
“Muslims cannot allow this kind of insult to their prophet Mohammad and to the Islamic religion in general… Unless the state prohibits the showing of the subject film inimical to national security, actual or imminent danger of violence shall be expected,” warned Agakhan ‘Benladin’ Sharief, Datu Drieza Lininding, Datu Haj Ansaru Alonto and
Datu Nasser Dimapinto in their 15-page petition filed through lawyer Romeo Esmero.
The petitioners said the film is an “invasion of constitutional guarantee of free exercise of religion and to practice religion without fear or hatred.”
They asked the high tribunal to order concerned agencies to prohibit the showing of the film “or its trailers in the country from Internet websites like YouTube, Google and others.”
The petition named Executive Secretary Paquito Ochoa Jr., Movie and Television Review and Classification Board chairman Mary Grace Poe-Llamanzares and Commission on Information and Communication Technology chief Ivan John Uy as respondents.
Petitioners argued that the government has the responsibility to ban the showing or any promotion of the “anti-Islamic film” that depicted their prophet as “a womanizer, homosexual and child abuser” and whose life was that of a “fool, philanderer and religious fake.”
They also took offense when the film branded Mohammad as “a donkey, the first Muslim animal.”
The petitioners reported to the high court that Imam Jamil ‘Motawa’ Yahya, chair of the Bangsamoro Supreme Council of Ulammah, issued last Sept. 21 a fatwa ordering punishment by death of the people behind the film.
They furnished the SC a copy of the film and paid the docket fees with 80 kilos of one-peso coins collected from their Muslims brothers.
They also lamented President Aquino’s pronouncement that the film could not be banned out of respect for freedom of expression.
“By refusing to block this despicable film on YouTube, it appears that President Aquino would risk giving more priority to the ‘freedom of expression’ of the alien, monstrous mind that created the film rather than advance the cause of national reconciliation and peace between Muslims and Christians, Bangsamoro and Filipino, in Mindanao and Sulu,” they said.
The petitioners and their supporters prayed in front of the SC building before marching to the US embassy in Manila to hold a peaceful demonstration.
The film, which was produced in California by Sam Bacile and was directed by Allan Roberts, had triggered violent protests in Islamic nations where many Muslims and non-Muslims were killed and injured.

Spaceport is built, but who will come?

TRUTH OR CONSEQUENCES, New Mexico — New Mexico Tourism Secretary Monique Jacobson says it will be New Mexico’s Sydney Opera House. Virgin Galactic Chairman Richard Branson has hinted it will host the first of his new brand of lifestyle hotels. And the eclectic hot springs town of Truth or Consequences has been anxiously awaiting all the economic development the nearly quarter-of-a-billion-dollar project is supposed to bring to this largely rural part of southern New Mexico.
But as phase one of Spaceport America, the world’s first commercial port built specifically for sending tourists and payloads into space, is nearing completion, the only new hotel project that has been finalized is a Holiday Inn Express here in Truth or Consequences, about 25 miles (40 kilometers) away. And three key companies with millions of dollars in payroll have passed on developing operations in the state.
The lagging development, along with competition from heavy hitters like Florida and Texas, is raising new questions about the viability of the $209 billion taxpayer-funded project — as well as the rush by so many states to grab a piece of the commercial spaceport pie. To date, nine spaceports are planned around the United States, mostly at existing airports, and another 10 have been proposed, according to a recent report from the New Mexico Spaceport Authority.
“Right now, the industry is not there to support it,” Alex Ignatiev, a University of Houston physics professor and adviser to space companies, said of the list of planned and proposed spaceports across America.
Andrew Nelson, COO of XCOR Aerospace, disagrees, saying “in the next couple to three years, there’s going to be a demonstrative reduction in the cost to launch stuff … so we are going to have a lot more people coming out of the woodwork.”
Currently, the Spaceport can count on two rocket companies that send vertical payloads into space and Virgin Galactic, the Branson space tourism venture that says it has signed up more than 500 wealthy adventurers for $200,000-per-person spaceflights. Other leaders in the race to commercialize the business and send tourists into space have been passing on New Mexico.
For example, XCOR Aerospace, which manufactures reusable rocket engines for major aerospace contractors and is designing a two-person space vehicle called the Lynx, has twice passed over New Mexico in favor of Texas and Florida. Most recently, it announced plans to locate its new Commercial Space Research and Development Center Headquarters in Midland, Texas.
Another company, RocketCrafters, Inc., passed over New Mexico for Titusville, Florida. And the space tourism company of SpaceX, is looking at basing a plant with $50 million in annual salaries to Brownsville, Texas.
Locally, officials blame the lack of new businesses on the legislature’s refusal to pass laws that would exempt spacecraft suppliers from liability for passengers should the spacecraft crash or blow up. When New Mexico was developing Spaceport in partnership with Virgin Galactic, it passed a law to exempt the carrier through 2018, but not parts suppliers. Colorado, Florida, Texas and Virginia have adopted permanent liability exemption laws for both carriers and suppliers. The laws, called informed consent, are much like those that exempt ski areas from lawsuits by skiers, who waive their rights for claims when they buy a ski pass. Spaceport officials emphasize the carriers and suppliers would not be exempt from damage on the ground, or in cases of gross negligence.
“The issue is informed consent legislation,” said Truth or Consequences Mayor John Mulcahy. “We need to get that passed.”
Companies make no secret of the fact that the liability laws have played a role in their decision to go elsewhere. But they also cite Spaceport America’s remote location — 45 miles (72 kilometers) from Las Cruces and 200 miles (322 kilometers) from Albuquerque — and a failure by the state to offer competitive incentives as factors.
“We worked with (former Gov. Bill) Richardson’s people as well as (Gov. Susana) Martinez,” Nelson said. “They are all fine. They have been great. But they couldn’t deliver the package that was necessary to get across the goal line.”
Spaceport’s success is tied largely to Virgin Galactic, which signed a 20-year lease to operate its commercial space tourism business from the site. Over the next two decades, the company’s lease payments and user fees are expected to generate $250 million and more. But the terms of the lease or what penalties might be imposed if Branson pulls out are not publicly known. And the facility was planned with the idea that at least one new major tenant would move in by 2016.
“We are so happy we have Virgin Galactic as anchors,” said Christine Anderson, executive director of the New Mexico Space Authority, which is lobbying lawmakers to approve informed consent. “But we want to attract more tenants. … I think this is really a critical piece of legislation that New Mexico has to have.”
Nelson says his company hasn’t ruled out one day flying his Lynx aircraft in New Mexico. But he says the legislature’s wavering on the liability exemptions “sends a message that we cannot expect a consistent response,” he said.
Meantime, Branson’s estimate for a first manned flight has been pushed back until late 2013 at the earliest. And questions remain about the facility’s tourism draw.
Tourism and Spaceport officials have estimated as many as 200,000 people a year would visit the futuristic center. Branson told a national hotel conference in 2011 that he might put one of his still to be developed Virgin hotels in the area. But there has been no further word on that hotel, or others that have been rumored to cater to the space crowd.
Ignatiev estimates it will be 10 years before the commercial space business really takes off, “And I don’t know how many states or commercial entities can sit around for 10 years and wait for business to show up. They are going to have a problem staying viable.” (AP)

Bill Clinton won’t rule out Hillary White House bid

WASHINGTON – Hillary Clinton for president in 2016? Husband Bill on Sunday refused to rule out such a run.

The 64-year-old was defeated for the Democratic nomination by Barack Obama in 2008 and has since said repeatedly she will not again seek to be America’s first female president.

But Bill Clinton, interviewed by broadcaster CBS and asked point blank whether his wife might run in four years’ time if Obama is re-elected in November, hinted it was a possibility.

“I have no earthly idea what she will decide to do,” Clinton said.

He said his wife is tired after all her hectic years of public service — eight as first lady when he was president from 1993 to 2001, then eight more as a senator representing the state of New York, and now as secretary of state.

“She wants to take some time off, kind of regroup, write a book,” the former president said.

SWS: Slightly fewer Pinoy families consider themselves as ‘poor’

A slightly lower number of Filipino families — about 9.5 million families — considered themselves as “poor,” the latest survey of pollster Social Weather Stations (SWS) said.

The results of SWS’ third-quarter poll made exclusive to BusinessWorld.

The survey, conducted from August 24 to 27, found that 47% of 1,200 respondents nationwide (equivalent to around 9.5 million families) considered themselves as “poor.”

The latest figure is four percentage points down from 51% (an estimated 10.3 million families) based on the results of an SWS survey in May this year.

BusinessWorld said the last time that self-rated poverty fell below 50% was in December 2011 when the poverty rating was at 45%.

The lowest recorded self-poverty rating stands at 43% — March 1987 and March 2010.

Food poor

Meanwhile, the SWS’ latest survey found that fewer families claimed to be “food-poor.”

The SWS said only 35% of the respondents (around 7.2 million families) counted themselves as food poor.

This figure is four points lower than the August rating of 39 percent (around 7.9 million families).

March 2010 saw a record low food poverty rating of 31%.

Signs of improvement

Meanwhile, according to BusinessWorld, Malacañang said the improvements in poverty ratings were a sign that the Aquino government’s efforts :to achieve inclusive growth were being felt. ”

The SWS, on the other hand, attributed the gains to “further belt-tightening” by Filipino families.

The SWS said “poor families have been lowering their living standards, i.e., belt-tightening.”

Poverty scores

SWS said poverty scores generally improved, except in the Visayas:
• Mindanao (57% from 65%),
• Metro Manila (35% from 41%),
• Balance Luzon (38% from 43%), and
• Visayas (63% from 57%).

Poverty scores fell in both rural and urban areas:
• by five points in urban areas to 37%, and
• by three points to 58% in rural areas.

Self-rated food poverty, from three months earlier, improved throughout the country except the Visayas:
• Mindanao (45% from 53%),
• Balance Luzon (29% from 32%),
• Metro Manila (24% from 25%),
• Visayas (47% from 46%)
