MANILA — A human rights group expressed concern over the continued absence of former army general JovitoPalparan Jr. in the court hearings of the kidnapping and serious illegal detention charges filed against him.
Palparan, who is blamed for the disappearances and torture of University of the Philippines students Karen Empeno and SherlynCadapan, was missing once again on Monday’s hearing at the Malolos Regional Trial Court.
“It will be almost a year since the hearings on the case against Palparan et al have started but not a shadow of Palparan was ever seen in Court. We want Palparan to face the court and put behind bars,” said Cristina Palabay, secretary-general of the human rights group Karapatan.
“The Aquino government should ensure that these hearings should go in that direction, otherwise this is just going to be an exercise in futility,” she added.
In the recent hearing, Raymond Manalo, the farmer who became acquainted with the two missing UP students, testified before the court that he saw how the soldiers abused the victims when they were in a military camp in Limay, Bataan.
Manalo, also a torture victim, positively identified before the Court, Lieutenant Colonel Felipe Anotado as one of the soldiers who frequented the camp in the company of Palparan.Anotado, one of Palparan’s co-accused, was in the courtroom during the hearing.
Meanwhile, authorities assured that continuous efforts are being made to arrest the country’s most wanted fugitives, including Palparan, but admitted that there are hurdles in putting them behind bars.
The Philippine National Police said there are difficulties in tracking down the top fugitives since these are former political figures who have financial resources and support.
Aside from Palparan, the other wanted men are former Dinagat Island representative Ruben Ecleo Jr., former Palawan governor Joel Reyes, and Coron Mayor Mario Reyes.
Ecleo is convicted for killing his wife while the two Reyeses are tagged in the killing of environmentalist and broadcaster Gerry Ortega.
Last month, President Benigno Aquino III raised the reward for each wanted man to P2 million for information leading to the fugitives’ apprehension.
Earlier this year, the Criminal Investigation and Detection Group (CIDG) pressed for a “more aggressive” manhunt against the so-called “Big Four.”
Police Director Samuel Pagdilao Jr., CIDG chief, ordered all regional and provincial chiefs to prioritize the gathering of information on the whereabouts of the fugitives and those who continuously provide refuge and financial support to them.
Pagdilao told all CIDG commanders to make it a top priority task for all Community Investigative Support members to help them in finding leads on the whereabouts of Palparan.
The CIDG chief also appealed to the people sympathetic to Palparan to help convince the fugitive to turn himself in to the authorities and prove his innocence in court.

MANILA — The Land Transportation Franchising and Regulatory Board (LTFRB) has suspended the franchise of Victory Liner buses involved in the fatal road accident in Nueva Ecija on Wednesday.
“LTFRB suspends the franchise of the bus involved in the accident. This franchise covers six bus units in the MLA-Isabela route (for 30 days),” Victory Liner Incorporated said in its Twitter account.
The bus company assured that they will comply with the suspension order on the six units bound to Cauayan, Isabela, which will undergo inspection for 30 days.
On Wednesday dawn, the collision between a Victory Liner bus (CWR-195), a truck, and a motorcycle killed nine people and injured nine others.
The fatalities were identified as Ryan Camangeg, the bus driver; Leoncio and Evangeline Pajarillo, the riders of the Honda Wave motorcycle (YZ-5358); and Isuzu truck gasoline tanker (XMD-771) driver SylvinoMarzo. All four died on the spot due to the collision.
Also killed were bus passengers Donatella Aquino and MarifeCaleBondoc.
The National Risk Reduction and Management Council (NDRRMC) said the accident happened in Maharlika Highway at PurokCurva, Barangay Bantug, Science City of Muñoz in the said province.
The NDRRMC also identified the injured victims as Rolando Colanes of Piat, Cagayan; Maria Rowena Dacanay of Bagabag, Nueva Vizcaya; Arthur Antonio Solinas of Sta. Maria, Nueva Vizcaya; Juan Lima Taguilan of Enrile, Cagayan; Araceli R. Medina; JoneAndalang; Arthur A. Calinas; Elvino T. Bajinang; and Alama T. Sansano.
Victory Liner Inc. said it is already giving assistance to the passengers involved in the accident.
According to the bus company, it has 850 units servicing Baguio, Cagayan Valley, Pangasinan, Bulacan, Pampanga, Olongapo, Zambales, Bataan, and Dagupan.

LONDON — Herbert Lom, the durable Czech-born actor best known as Inspector Clouseau’s long-suffering boss in the comic “Pink Panther” movies, died Thursday, his son said. He was 95.
Alec Lom said his father died peacefully in his sleep at home in London.
Herbert Lom’s handsomely lugubrious look and rich, resonant voice were suited to comedy, horror and everything in between. It served him well over a six-decade career in which roles ranged from Napoleon Bonaparte — whom he played twice — to the Phantom of the Opera.
The London-based star appeared in more than 100 films, including “Spartacus” and “El Cid,” acted alongside film greats including Charlton Heston and Kirk Douglas, and worked for directors from Stanley Kubrick to David Cronenberg.
But Lom was most famous for playing Charles Dreyfus, the increasingly unhinged boss to Peter Sellers’ befuddled detective Clouseau in the popular “Pink Panther” series. The two actors starred together from “A Shot in the Dark” in 1964 until Sellers’ death in 1980, and Lom continued in the series until “Son of the Pink Panther” in 1993.
Alec Lom said his father was forever grateful to director Blake Edwards for offering him a comic role after years of being cast as “the suave Eastern Bloc gangster with the dark looks.”
“It was a new lease of life as an actor, one he embraced warmly,” Alec Lom said.
“He had many funny stories about the antics that he and Peter Sellers got up to on the set. It was a nightmare working with Peter because he was a terrible giggler and, between my father and Peter’s laughter, they ruined dozens and dozens of takes.”
Born Herbert Karel Angelo KuchaceviczeSchluderpacheru in Prague in 1917, Lom came to Britain just before World War II and began his career as a radio announcer with the BBC’s Czech-language service.
Adopting the shortest stage name he could think of, Lom had his first major movie role as Napoleon in 1942’s “The Young Mr. Pitt.”
He played a psychiatrist counseling a traumatized pianist in “The Seventh Veil,” a big box-office hit in 1945, and had roles opposite Richard Widmark, in the moody “Night and the City” (1950), Henry Fonda in “War and Peace” — Lom was Napoleon again — and a pre-James Bond Sean Connery in truck-driving thriller “Hell Drivers” (1957).
In the comedy “The Ladykillers” (1955), one of the best-loved British films of the 1950s, Lom played a member of a ruthless crime gang fatally outsmarted by a mild-mannered old lady.
Horror roles included the title character in Hammer Studios’ “The Phantom of the Opera” in 1962, and Van Helsing in 1970’s “Count Dracula,” opposite Christopher Lee.
A postwar American career was stymied when Lom was denied a visa — he suspected because of his left-wing views — though he later appeared on U.S. TV series including “The Streets Of San Francisco” and “Hawaii Five-O.”
In the 1950s, Lom also had stage success playing the King of Siam in the original London production of the “The King And I” at the Theatre Royal Drury Lane, opposite Valerie Hobson.
Lom is survived by his sons Nicholas and Alec, and his daughter Josephine — named after Napoleon’s wife.

MANILA — Typhoon “Lawin” (international name: Jelawat) continues to weaken but remains a threat to Batanes group of Islands, the state weather bureau said on Thursday.
As of 4 p.m. Thursday, the Philippine Atmospheric, Geophysical and Astronomical Service Administration (Pagasa) spotted the typhoon at 210 kilometer east of Basco, Batanes, with maximum sustained winds of 185 kilometers per hour (kph) and gustiness of up to 220 kph.
The Batanes Group of Islands remains under public storm warning signal number 3. Residents in this area will experience winds of 101-185 kph in at least 18 hours, with potential impact on agriculture, houses and structures. It may also disrupt electrical power and communication services.
Public storm warning signal number 2 was hoisted in Cagayan, including Calayan and Babuyan Group of Islands. Wind of 61-100 kph is expected in these areas at least 24 hours.
The provinces of Ilocos Norte, Kalinga, Apayao, Abra and Isabela are under public storm signal number 1 with winds of 30-60 kph within the next 36 hours.
Lawin is expected to move northwest at 13 kph. It is forecast to be at 270 km north of Basco, Batanes by Friday afternoon and at 560 km north northeast of Basco, Batanes by Saturday afternoon.
Three people died due to Lawin, while thousands more were affected by rains and floods.

STO. TOMAS – Former Mayor Romeo “Ninong” Ronquillo said Tuesday he is ready to unseat incumbent Mayor JoselitoNaguit.
