ANGELES CITY — The city police has confiscated and destroyed several video karera units in Barangays Malabanias and Anunas here Wednesday.
Police Station 4 Chief Luisito M. Tan said the operation against video karera is in line with the directive of the Department of the Interior and Local Government (DILG) and Philippine National Police (PNP) to eradicate all forms of illegal gambling.
Tan led the destruction of the gambling equipment.
Anunas village chairman Edgardo Agapito and Malabanias executive officer Pastor Dawsong witnessed the destruction of the video karera units in front of the Police Detachment 4 Wednesday.
Chief Inspector Leo Senense, Criminal Investigation and Detection Group Pampanga director, said they are closely coordinating with the city police to curb illegal gambling.

ANGELES CITY – The office of Pampanga Representative Carmelo “Tarzan” Lazatin explained Wednesday the his P70-million Priority Development Assistance Fund (PDAF).
Lazatin’s office made the explanation following allegations of former Barangay Sto. Cristo chairman Aymer Alvarado that he has violated anti-graft and corruption laws by allocating part of his PDAF to the family-owned Republic Central Colleges (RCC).
“I’m not sure that Mayor Ed Pamintuan, who happens to be a lawyer, actually understands how the allocation of the PDAF works,” said IC Calaguas, chief political affairs officer.
Calaguas clarified that Lazatin asked the Department of Budget and Management (DBM) to allocate P200,000 from his P70-million PDAF to the Technical Education and Skills Development Authority (Tesda).
He said it was Tesda, the implementing agency, that allocated a portion of the P200,000 to RCC, which is one of the accredited Tesda institutions.
As per Special Allotment Release Order (SARO) No. SARO-BMB-G-12-T000002477, the P200,000-fund was actually allocated to 12 private schools – not just RCC – including Universal Communication Learning Institute, AIE College of Calasio Inc., Flight School International Inc., Jose C. Feliciano College, Mother Earth Production Inc., New Era University, Saint Mary’s Angels College of Pampanga, Skills Power Institute, Pampanga Agricultural College, CH Pena Learning Institute, and AMA Computer College.
As per the rules of DBM, congressmen are not allowed to allocate their PDAF to any private agency and their authority is limited to the identification of projects and designation of beneficiaries.
The authority over the implementation of the project is taken on by the respective implementing agency. In the case of scholarship projects, the qualified implementing agencies are Tesda, the Commission on Higher Education (Ched), Department of Education, State Universities and Colleges, and the National Commission for Indigenous Peoples.
“If they actually took the time to read, even just the PDAF primer issued by the House of Representatives, it would have been made clear to them that congressmen neither handle the funds nor implement the projects,” said Calaguas.
“For now, we’ll just wait for COA’s response to Alvarado’s letter,” said Calaguas.
In a press statement, Alvarado said if Lazatin really wanted to help the students of Angeles City, he should have allocated his PDAF to the City College of Angeles (CCA) instead of allocating it to RCC.
According to Calaguas, the congressman initially wanted to allocate funds for CCA, however, as per DBM regulations, the project should be handled by an implementing agency, in this case, the Ched.
Calaguas said the plan did not come to fruition since until now, CCA has not yet been accredited by Ched.
Calaguas also said Alvarado’s actions are clearly politically motivated.

ANGELES CITY, Pampanga – Another village official on November 28 denied that his wife is working and receiving salary as a job order employee, despite the inclusion of her name in the list of job order appointments employed by the City Government under the administration of Mayor Edgardo Pamintuan.
Following Councilmen’s League of Angeles City (CLAC) Executive Vice President Kagawad Roy Ogurida of Barangay Cutcut and CLAC Vice President for External Affairs Kagawad William David of Barangay Lourdes Northwest, Kagawad Renato Coronel of Barangay Salapungan made a guest appearance on a local radio show and denied any knowledge on the inclusion of his wife’s name in the list of job order employees assigned to the Philhealth Program under the Office of the Mayor.
“Wala kaming kaalam-alam na kasama pala sa listahan ng mga JO ang pangalan ng asawa ko,” Coronel said, “Kung hindi pa namin narinig na binasa sa radyo ang pangalan niya na kasama sa listahan, hindi pa namin malalaman ang tungkol dito”.
Coronel also denied that his wife is receiving salary from the City Government, “Kung may kumukuha man ng sahod na nakapangalan sa asawa ko, hindi ako o ang asawa ko yun”.
David and Ogurida, who also aired their dismay regarding the issue, echoed the sentiments of Coronel.
“Hindi rin namin alam ng asawa ko na kasama pala sa listahan ng mga JO ang pangalan niya,” said David, “Hindi naman siya nagtatrabaho sa City Hall at hindi kumukuha ng sahod, sino ang pumipirma ng payroll niya?”
Ogurida, whose sister’s name has also been included in the list of job orders without their knowledge, said that this is an actual case of ‘ghost employees’ that are being ‘employed’ by the City Government.
“Nagsagawa kami ng computation ng sahod ng mga nakalistang JO sa Philhealth Program na kamag-anak ng mga kagawad at lumalabas na mula July to October 2012, nasa P1.7 million na ang nagastos para sa sahod nila,” Ogurida said.
“Itinanggi ng lahat ng mga kagawad na sumasahod ang mga kamag-anak nila mula sa City Government, ibig sabihin, isa paring malaking katanungan kung saan talaga napupunta ang perang ito,” added Ogurida.
On October 19, 2012, local mediaman Robledo Sanchez filed graft and corruption charges against Pamintuan, City Accountant Wilfredo Tiotuico, City Budget Officer Fe Corpuz, City Treasurer Juliet Quinsaat and the different respective Department Heads in relation to the 2,506 job order employees of the City Government.

MABALACAT CITY — Three children died in a fire that gutted a house at Pineda Subdivision, Barangay Dau Wednesday morning.
Police identified the fatalities as Vincent Sunglao, 5; his younger brother Kevin, 4; and sister Kate Laguna, 2. They were trapped on the second floor of their house.
The three were reportedly playing with match sticks at the upper portion of their house along Ilang-Ilang Street before the fire broke out at around 10 a.m.
Authorities said, however, that it is not yet clear if the fire was caused by the kids themselves.
Freddie Sunglao, grandfather of the victims, was resting on the ground floor of the house, unmindful of what the kids were doing.
The victims were taken to the Saint Raphael Medical Center but didn’t make it alive.
Mayor Marino Morales, who personally inspected the fire site, said he has instructed fire marshal Senior Inspector Rodel M. Manuel to investigate the incident.
Police estimated the damages at P1 million.

Many of Monterey Wine Country’s vineyards recently pulled in the last of their grapes as the busy harvest season wound down to a close. Winemakers and vineyard managers across the region’s nine American Viticulture Areas agree that the quality and flavor concentration in grapes from the 2012 vintage are extremely high.
Jason Smith, Valley Farm Management and Grower Chair for the Monterey County Vintners and Growers Association (MCVGA) said of the 2012 vintage: “Overall, it was a nice moderate year. Mother Nature cooperated, the growing season was long, and the grapes matured well. We were able to have a nice average crop with great quality! This was a nice change after the challenges of 2011.”
While several grape-growing counties across the state battled early rains that threatened rot and crop loss, Monterey County fruit went virtually unaffected, with rains averaging only one-tenth of an inch. As the storm passed Monterey County, Steve McIntyre of Monterey Pacific said, “Once again the Santa Lucia Mountain rain shadow has saved the day! CLARK FREEPORT — Cebu Pacific Air and CAE, world leader in aviation training, inaugurated Monday their new aviation training center inside this Freeport.
The joint venture, known as the Philippine Academy for Aviation Training Inc. (PAAT), will initially cater to Airbus A319/320/321 series pilot type-rating training requirements and will provide “wet” instructor-led type-rating training to CEB’s current and new-hire pilots, and to other aircraft operators of the region.
“PAAT will definitely put the Philippines on the map when it comes to world-class, state-of-the-art aviation training,” said Cebu Pacific Air president and CEO Lance Gokongwei.
“This is the first CAE aviation training center in the Philippines, and we are very proud of this joint venture. It will be essential in meeting the training requirements not only of our growing number of aviation professionals at Cebu Pacific Air, but also of other aircraft operators in the region,” said Gokongwei.
CEB will take delivery of a total of 50 Airbus A320, A321neo and A330 aircraft until 2021. It is scheduled to launch its long-haul flights in the third quarter of 2013.
“CAE is very pleased to partner with Cebu Pacific Air to offer the highest-quality aviation training in the Philippines,” said Jeff Roberts, CAE’s Group President of Civil Simulation Products, Training and Services.
“Our global network of training locations provides airlines and other aircraft operators a complete training solution for their personnel. The PAAT is equipped with the latest simulation and training technology, and the training is delivered by well-qualified, experienced instructors. We are confident that this new facility will enhance aviation safety and operational efficiency in the region,” he added.
The state-of-the-art training center is currently equipped with one Airbus A320 full-flight simulator. Delivery of a second A320 simulator is planned for 2013, and the facility can accommodate two additional simulators.
The center will have the capacity to train over 2,500 pilots annually, as well as other aviation professionals, offering initial, recurrent, conversion and jet indoctrination training to Airbus operators. Training for other aviation personnel such as cabin crew, dispatch, ground handling personnel and cadets is also planned for the future.
This is the 45th location in CAE’s global network of training locations for commercial aircraft, business aircraft and civil helicopter operators. PAAT is also part of the CAE-Airbus Training Cooperation Network.

DINALUPIHAN, Bataan–Oil leak due to damaged pipeline on Tuesday continued to contaminate household water and threatening to pollute the big river in Barangay San Pablo here.
The threat looms despite the repair made to the pipeline which was accidentally damaged while the sub-contractor of the telecommunication company was reportedly laying out the telephone lines in the area last November 29.
The damaged pipeline is part of the 64-kilometer oil line from Subic Bay Metropolitan Authority to Clark Freeport in Pampanga.
Godofredo de Guzman, environment and natural resources officer of Bataan, said of the 11 shallow and deep wells in Barangay San Pablo, nine were contaminated with five of the wells already pumping big percentage of diesel fuel.
“The oil leaked with pressure which was sucked by soil and now reached up to the water table,” he said.
De Guzman brought with him laboratory technicians of the Provincial Health Office (PHO) to examine the extent of contamination of household water and water in the river.
“We do not have water to drink and use,” resident Reynaldo Diwa said as he showed the diesel fuel coming out of his shallow tube well.
Diwa appealed to whoever caused the damage on the oil pipeline to supply them with water.
Another resident showed his jetmatic pump spouting diesel instead of water.
Many containers filled with diesel fuel were seen in the area and some residents continued to get diesel fuel from holes they bore below the riverbank.
The residents said they were provided with pieces of cloth allegedly by the Philippine Coastal Storage and Pipeline Corporation(PCSPC) to separate the oil from water.
PCSPC is the owner of the pipelines that run from SBMA to Clark.

OLONGAPO CITY–Parishioners of a once sleepy church here are up in arms over the suspension of their parish priest by the bishop of Zambales last week for alleged disrespectfulness.
Leaders of some lay organizations of the Immaculate Conception Parish at Barangay Barretto here strung protest banners and signs in front of the church calling for the return of their parish priest.
Passersby read the protest banners posted by parishioners of the parish in this city.
“We are disappointed and confused why he was suspended at a time when we are about to celebrate the feast day of Mama Mary, and the Christmas season so near,” said Rodrigo Brier, coordinator of the Parish Pastoral Council.
Fr. Rodel San Juan was suspended by Bishop Florentino Lavarias of the Diocese of Iba after San Juan allegedly disrespected the bishop in a meeting last November 28 in front of priests and some members of the Volunteers In Prison Service (VIPS).
The meeting was called by Lavarias to confirm alleged statement made against him by San Juan.
After the meeting, the lay leaders who were waiting outside the rectory were told that San Juan was suspended. They later learned that Monsignor Chris Cacho, the Diocesan Vicar General, was appointed as administrator of the parish.
In a letter sent to Lavarias, the lay leaders asked the bishop to look into the matter deeply and “lift the suspension order.”
The letter was signed by PPC officers Brier, Erlinda Crispin, Ivy Facultad, Merinnisa Ligaya, and Corazon Alba.
Some 600 parishioners also signed the letter of appeal.
According to Brier, they have yet to see a written suspension notice or a written appointment of Cacho as the administrator.
“We want him back. He has energized the parish and has done a very good job as our leader,” Brier said.
The parish was being run by Irish priests of the Columban Order since its establishment, and San Juan is the first Filipino appointed to run the parish.
“Kailangan namin si Fr. Rodel San Juan. Siya ang mahal ng parokya at nagmulat sa aming pananalig,” read one of the banners. Another banner read, “Obispo, bakit mo hinubaran ang simbahan. Saan na kami?!! Paano na kami?!! Nasaan ang pastol namin?”
In a text message to a local media man, Monsignor Cacho said that Fr. Gerald Pascual will answer the queries of the media. But Pascual could not be reached for comments as of press time.
Mediamen also called Bishop Lavarias’ mobile phone but he would not answer the calls.

HERMOSA, Bataan–A municipal department head of this town is facing rap for physical injuries and verbal abuse.
Report provided by Milagros Deldoc, municipal interior and local government head of Hermosa, Ruperto Los Banes, a barangay tanod, lodged a complaint against Municipal Registrar Froilan Jorge.
Based on his affidavit, Los Banes narrated that he just came from an office in the second floor of the municipal building when Jorge suddenly appeared and attacked him with fists at the same time shouting invectives at him.
The attacking was even witnessed by Municpal Councilor Lou Narciso, Hermosa consultant Bart Pantig, and Deldoc herself, according to the complainant.
Los Banes formally lodged complaint to the Office of the Mayor on Tuesday. A copy of the complaint was forwarded at the DILG municipal office.
The Office of the Mayor and the department head did not issue any statement regarding the complaint.

CAMP OLIVAS, Pampanga–A drunk man was arrested while challenging neighbors and brandishing a shotgun in Floridablanca, Pampanga last Sunday.
The suspect was identified as Leoncio Bucao, of Barangay Calantas of the said town.
According to police investigation, Bucao was very drunk when he proceeded to Purok 6 of Barangay Calantas at about 9:30 p.m. and began challenging residents while holding his shotgun.
Alarmed and scared, residents reported the incident to the barangay officials.
Immediately, Barangay kagawad Robert Barrientos and some tanods responded and saw the suspect still holding the gun.
Barrientos then sought police assistance to neutralize Bucao.
The arrival of the police caught Bucao by surprise, who was promptly arrested.
Bucao was brought to the Floridablanca Police Station for proper disposition.
Police said Bucao will be charged for illegal possession of firearm.
