ANGELES CITY — “If it’s for the poor, do not touch it.”

Thus said mayoralty candidate 1st District Rep. Carmelo “Tarzan” Lazatin when asked about his “secret” in his successful political career spanning 25 years.

Lazatin, who first won as congressman in 1987, said “I and my people make sure the people’s taxes should go to them up to the single centavo.”

The two-term solon, who surprised many when he decided not to run for re-election and instead challenge his political ally-turned-rival Mayor Edgardo Pamintuan for the 2013 elections, said “my public service record speaks for itself.”

He said “I was not perfect but I want to be remembered for not being involved in any form of graft and corruption.”

“There was an instance when I was charged before the Ombudsman and later it was found out I even had to be commended for using my own funds to make the project,” said Lazatin in jest.

The 78-year-old congressman said the camp of Pamintuan had earlier told residents “that I am too old and could not come out anymore.”

“Now that I am going out to work and check on my constituents, they say I am campaigning too early,” he added.

Lazatin refused to speak about the issues raised against Pamintuan but mentioned the job orders of the mayor reportedly numbering more than 2,500.

“I had about 600 JOs then but I could not imagine having more than a thousand,” said Lazatin.

He stressed that the “very unfriendly taxing scheme” of Pamintuan had made him decide to run against the lawyer-mayor.

“The glory days of businessmen must thrive in Angeles. They should be assisted and must feel comfortable.

Under Pamintuan, they are agitated,” Lazatin said.

Lazatin said businessmen “under good working conditions” generate jobs and income for the city and people.

“Choose your leaders based on record. It’s the safest. Team Lazatin is an open book and they can check on it,” he added.

Former village chief asks COA to investigate Lazatin

ANGELES CITY. – A former barangay chairman in this city has formally asked the Commission on Audit (COA) to conduct an investigation against First District Representative Carmelo “Tarzan” Lazatin for alleged violation of laws against graft and corruption.

In his complaint-letter addressed to COA Chairperson Ma. Gracia Pulido-Tan and copy furnished Regional Head Asst. Commissioner Winnie Rose Encalado and City Resident Auditor Rowena Bucu, former Barangay Sto. Cristo Chairman Aymer Alvarado alleged that Lazatin violated certain laws by appropriating funds from his Priority Development Assistance Fund to benefit the Republic Central Colleges, particularly Sec. 3 of Republic act 3190 or the Anti-Graft and Corrupt Practices Act and Sections 7 and 7a of RA 6713 or the Code of Conduct and Ethical Standards for Public Officials and Employees.

According to Alvarado, Lazatin is a member of the Board of Trustees and an officer of the college.

He pointed specifically to the scholarship program wherein hundreds of thousands of pesos from the 78-year old congressman’s PDAF were said to be granted directly to RCC.

“While the scholarship program is a noble project, the manner in which the funds were allocated was against the law,” he said.

A perusal of the documents Alvarado submitted to COA indicated that the amount Php200,000 was allocated in the 2012 PDAF of Lazatin for RCC.

“I filed the complaint against Lazatin because I believe he violated certain laws against graft and corruption.

Simply put, he could not give funds from his PDAF to the RCC which everyone in Angeles City knows is owned by the family of Lazatin. It is even chaired by Lazatin’s sister, Dr. Victoria L. Angeles. The congressman is also an officer of the said college,” Alvarado explained.

“Nagsasabi siya na gagawing niyang 100% na libre ang pag-aaral sa City College of Angeles kapag siya ay nahalal na punong-lungsod pero ang kakatwa ay kahit isang sentimo ay wala siyang binigay na pondo mula sa kanyang PDAF para sa City College.

Kahit hindi po ako abogado, sa tingin ko ay ito ay labag sa batas at isang malinaw na conflict of interest,” Alvarado added.

Section 3 of Republic Act 3190 or the Anti-Graft and Corrupt Practices Act prohibited government officials from committing certain acts including the following:

Entering, on behalf of the Government, into any contract or transaction manifestly and grossly disadvantageous to the same, whether or not the public officer profited or will profit thereby; directly or indirectly having financing or pecuniary interest in any business, contract or transaction in connection with which he intervenes or takes part in his official capacity, or in which he is prohibited by the Constitution or by any law from having any interest; and, directly or indirectly becoming interested, for personal gain, or having a material interest in any transaction or act requiring the approval of a board, panel or group of which he is a member, and which exercises discretion in such approval, even if he votes against the same or does not participate in the action of the board, committee, panel or group.

Republic Act 6713 or the Code of Conduct and Ethical Standards for Public Officials and Employees defined conflict of interest as “when a public official or employee is a member of the board, an officer, or a substantial stockholder of a private corporation or owner or has a substantial interest in a business, and the interest of such corporation or business, or his rights or duties therein, may be opposed to or affected by the faithful performance of official duty.”

Section 7 and 7 (a) of the same law stated that: In addition to acts and omissions of public officials and employees now prescribed in the Constitution and existing laws, the following shall constitute prohibited acts and transactions of any public official and employee and are hereby declared to be unlawful:

(a) Financial and material interest. — Public officials and employees shall not, directly or indirectly, have any financial or material interest in any transaction requiring the approval of their office.

Barangay councilman denies inclusion in JO payroll

ANGELES CITY – A councilman in Barangay Margot here denied reports that she is working as job order (JO) employee of the City Government.
During a guest appearance in a local radio program, Barangay Margot Kagawad Nenita Ferrer clarified that she did not know that her name has been included in the payroll for “job orders.”
Ferrer heard her name mentioned during a radio talk show which named the “ghost employees” at the City Hall.
“Kinausap kami noon para sa gagawing cultural mapping,” Ferrer said, “pero ang paniwala ko ay boluntaryo ang ginawa naming serbisyo doon. Wala kaming tinanggap na sahod maliban na lang sa P50 na allowance na minsan lang.”
Ferrer’s name has been included in the list of JO employees assigned as researchers for the cultural mapping conducted by the City Government under the city’s Tourism Promotion and Development Program. Researchers receive a daily salary ranging from P600 to P650.
According to Ferrer, they were called by a certain Francisco Esguerra from the Office of Senior Citizens’ Affairs (Osca) and were made to attend a seminar at the Gabaldon Building.
Ferrer also said that the city’s First Lady, Herminia Pamintuan, was also present during the said seminar.
Ferrer is only the latest among several barangay officials who surfaced to denounce the arbitrary inclusion of names in the list of the city’s JO appointments.
Earlier, Barangay Lourdes Northwest council member William David also expressed resentment over the situation after having learned that the name of his wife, Irene David, has also been included in the list of JO appointments.
David said his wife does not work as a JO appointment and does not even go to the City Hall to collect her supposed salary.
Barangay Cutcut council member Roy Ogurida also released a statement saying that the inclusion of his sister’s name in the list of the City Government’s JO employees was done without their knowledge.
Ogurida said: “Ito ang tunay na mga ‘ghost employees’ ng City Hall. Nakalista ang mga pangalan nila sa payroll pero kung hahanapin mo sila ay hindi naman talaga nagtatrabaho dahil ni hindi nila alam na nakalista pala sila bilang mga job order.”
On October 19, 2012, graft and corruption charges were filed before the Office of the Ombudsman against Pamintuan, City Accountant Wilfredo Tiotuico, City Budget Officer Fe Corpuz, City Treasurer Juliet Quinsaat and other department heads by local newsman Robledo Sanchez in relation to the 2,506 job order employees of the City Government.

Quarry revenues reach record high

CITY OF SAN FERNANDO — Quarry revenues have peaked to more than a total P630 million last month to break the records of past administrations in collections from the province’s premier industry and income generator.
Under Governor Lilia Pineda administration and Vice Governor Joseller Guiao, the quarry collections in November were posted at P24,150,000 bringing the year-to-date revenues to a high P630,637,500, some P14-million more than that of the previous administration.
And with seven months to go before the end of Pineda’s term in June 2013, officials are optimistic that the P770-million projected income set by Provincial Government Environment and Natural Resources Officer Art Punsalan will be realized.
Based on records, Punsalan noted that the three-year collection of the past administration which posted at P616,158,000 has been breached: “With seven months to go before the end of Governor Pineda’s and Vice Governor Yeng’s terms, plus with the current average of P20 million to about P24 million a month, we are very optimistic to hit a projected P770 million in collections by June next year,” he said.
“From 1999 to 2001 under the NRDC, collections were at P382,580,900. Under former Governor Lito Lapid in 2002 to 2003, it was posted at P34,573,000.
Then in 2004 to end of June in 2007 under former Governor Mark Lapid, revenues were posted at P82,680,000, which was surpassed by the Biyaya A Luluguran At Sisikapan of Governor Panlilio with their P616 million record. But at the rate the Kapampangan A Lulugud At Matapat of the Pineda-Guiao administration is running, it is history in the making with the current collection of P630-million,” Punsalan said.
Confidence
Meanwhile, Pineda expressed confidence on quarry officials’ efforts regarding the projected P770-million end result in revenues by 2013.
“I am confident that projected P770-million quarry revenues in 2013 will be realized. We are also exploring more avenues to maximize our quarry industry and its resources like supplying more of our white sand for national projects. Masayang masaya tayo na noong November pa lang ay P630-million na ang collection. Ito ay malaking bagay para sa mga Kapampangan,” she told Sun.Star Pampanga.
Computerization
Guiao disclosed that the Provincial Board which he leads will now strongly push for the computerization of quarry operations.
“We have studied all the options on computerizing quarry operations in Pampanga. I strongly believe that revenues will double with increased efficiency from computerization. We are continuing to look for improvements like more permanent weigh bridges and stricter implementation of anti-overloading laws. With revenues pointing upward, we must institutionalize quarry operations soonest so that kahit sino pa ang umupo sa Capitol ay hindi na matitinag pa ang record-breaking collections na ito. This is not only meant to make it a legacy, but for the welfare of Kapampangans who benefit from our quarry industry,” Guiao said.

Ex-barangay chief wants COA probe on Tarzan

ANGELES CITY – A former barangay chief has asked the Commission on Audit (CoA) to conduct an investigation against Representative Carmelo “Tarzan” Lazatin (1st District) for alleged violation of laws against graft and corruption.
Former Barangay Sto. Cristo chief Aymer Alvarado, who sent a complaint-letter to COA, alleged that Lazatin appropriated funds from his Priority Development Assistance Fund (PDAF) to benefit the Republic Central Colleges (RCC).
He said Lazatin violated Section 3 of Republic Act 3190 or the “Anti-Graft and Corrupt Practices Act” and Sections 7 and 7a of RA 6713 or the “Code of Conduct and Ethical Standards for Public Officials and Employees.”
Alvarado addressed the complaint-letter to COA chair Ma. Gracia Pulido-Tan and a copy furnished to Regional Head Asst. Commissioner Winnie Rose Encalado and City Resident Auditor Rowena Bucu.
According to Alvarado, Lazatin is a member of the Board of Trustees and an officer of the RCC.
Alvarado said the scholarship program was said to be granted directly to RCC.
“While the scholarship program is a noble project, the manner in which the funds were allocated was against the law,” he said.
A perusal of the documents Alvarado submitted to COA indicated that the amount of P200,000 was allocated in the 2012 PDAF of Lazatin for the RCC.
“I filed the complaint against Lazatin because I believe he violated certain laws against graft and corruption. Simply put, he could not give funds from his PDAF to the RCC which everyone in Angeles City knows is owned by the family of Lazatin. It is even chaired by Lazatin’s sister, Dr. Victoria L. Angeles. The congressman is also an officer of the said college,” Alvarado said.
“Nagsasabi siya na gagawing niyang 100% na libre ang pag-aaral sa City College of Angeles kapag siya ay nahalal na punong-lungsod pero ang kakatwa ay kahit isang sentimo ay wala siyang binigay na pondo mula sa kanyang PDAF para sa City College. Nagbigay pa siya ng pondo sa isang kolehiyo na kanilang pagmamay-ari. Kahit hindi po ako abogado, sa tingin ko ay ito ay labag sa batas at isang malinaw na conflict of interest,” Alvarado added. AUF to open China Book Room at National Library

ANGELES CITY — The Confucius Institute of Angeles University Foundation (CI-AUF) is set to inaugurate the China Book Room at the National Library of the Philippines.
Chinese Ambassador Ma Kequing and Chinese Cultural Counselor Pan Feng are expected to attend the event on December 7, 2012 in Malate, Manila.
AUF president Lawyer Joseph Emmanuel L. Angeles said the China Book Room is a special section at the NLP which will house print and online resources on Chinese language, culture and history aimed at facilitating the learning and research activities of library users in Manila.
The establishment of the China Book Room is also eyed to bolster our strong ties with China as we celebrate the 2012-2013 Philippines-China Years of Friendly Exchanges, Angeles said.
The blessing rites will be led by Don Bosco Academy Pampanga Rector Rev. Fr. Ditto Gueco, while the unveiling of the China Book Room will be led by Ambassador Ma, Counselor Pan, NLP Director-General Atty. Antonio M. Santos, Atty. Angeles, Camel Appliances Manufacturing Corporation President William Chan, CI-AUF Chinese Director Zhang Shifang and CI-AUF Philippine Director Dr. Lourdes T. Nepomuceno.
This event will also be graced by partner schools and corporations of CI-AUF, DepEd and Chinese embassy officials, government and business leaders, and students of Mandarin classes.

Capitol hosts livelihood forum for OFW spouses

CLARK FREEPORT – The Provincial Government, through the Provincial Action Center for OFW Concerns (Pacoc), hosted a livelihood forum on Wednesday for spouses of Overseas Filipino Workers (OFWs).
Pacoc head Ma. Eliza Munoz said the activity was held in coordination with the National Government for a wider scope of livelihood programs for the OFW families.
This, she said, is aimed at providing OFW families with additional knowledge and information involving establishment of small businesses as an alternative sources of income while their family members are still working abroad.
The livelihood forum is one of the highlights of the celebration of the 441st founding anniversary of the province.
Munoz, in a gathering held in this Freeport, urged village officials to inform their concerned constituents on the benefit of the program.
“Nakikisuyo po kami sa inyo, sakaling mayroon kayong nasasakupan na ngayon na OFW at nagkakaroon sila ng problema sa kanilang trabaho ay makipag ugnayan po kayo sa amin para matulungan natin sila,” she told the barangay officials.
The province has more than 115,000 OFWs working in different parts of the world. The OFWs’ remittances have reached P16.6 billion.

Brokers support Butil appeal

CITY OF SAN FERNANDO — Real Estate Brokers Association of the Philippines (Rebap) founder and former president Conrad Garcia said Wednesday the land group will strongly support the Butil party-list of Representative Agapito Guanlao.
Butil seeks relief from the Supreme Court on the Commission on Election (Comelec)’s decision disqualifying it to seek a fresh mandate in the 2013 polls.
The Comelec’s move is part of “cleansing” the House of Representatives of “dubious groups organized by politicians and wealthy, influential people to advance their political interests.”
Recently, the poll body announced that it had qualified 79 groups to run in next year’s polls, but disqualified 173 groups. Of these, 52 had their accreditation cancelled while 121 remained denied of being registered. Butil is among the original party-list groups that were accredited and ran in 1998.
The Comelec however, ruled that this year “agricultural and farmer cooperatives are not on the list of nine marginalized groups in the Supreme Court ruling on the Ang Bagong Bayani versus Comelec case.”
Garcia, also a top official of the Chamber of Real Estate Brokers Association of the Philippines, however agreed with Guanlao’s earlier statements that the Comelec ruling is detrimental to farmers, when the latter said: “There is no logic to the decision of Comelec.
How can they say that farmers are not marginalized? If farmers are not marginalized, who else would qualify? Comelec said farmer cooperatives do not fall under the peasant category. Our members could not believe such a ruling because everybody knows that farmers are peasants, too.”

Garcia, who has been in the industry for 54 years, added that Butil has not only been in the forefront of agricultural development but in the preservation of farming lands as well.
“Cong Pits, who is the son of a farmer, has always advocated for the protection of irrigated lands. He has always been against the conversion of irrigated farmlands to subdivisions and commercial or industrial areas. And players in the real estate industry admire and honor him for that,” said Garcia.
He noted that Guanlao has actively pushed for the creation of demo farms in Pampanga, Bulacan and Nueva Ecija: “He has been helping farmers so much with free organic fertilizer, seedlings and farm implements, and in establishing demo farms. With all these projects bound to be discontinued because of the disqualification of Butil, our poor farmers will have nowhere to go and run to. That is why we will strongly support Butil and rally behind their cause.”
Up in Arms
Meanwhile, Guanlao in a statement disclosed that farmer groups are up in arms over the “arbitrary” decision of the poll body, adding that the “dropping” of Butil Party-list from groups qualified to run in next year’s elections will further mean dire straits for marginalized farmers.
“If Comelec’s reasoning is that cooperatives are not marginalized, how come other cooperative groups were allowed to run as party-list organizations? Their ruling is so arbitrary,” he said.
Guanlao disclosed the party-list will try to secure a temporary restraining order and a status quo ante order against the Comelec ruling.

Mutya Ning Kapampangan 2012 aims to promote local heritage

CITY OF SAN FERNANDO — Mutya Ning Kapampangan 2012 Executive Committee chairperson Board Member Fritzie David-Dizon said this year’s pageant aims to promote Kapampangan beauty and wit alongside local heritage and culture.
David-Dizon made this statement during Tuesday’s press presentation and swimsuit competition held at the SM City San Fernando Downtown Cinema 3 here.
David-Dizon said this year’s pageant will not only promote Kapampangan heritage and culture, but also beauty and wit. The celebration of Kapampangan beauty, she added, will culminate on the coronation night set on December 10 at the Bren Z. Guiao Convention Center.
“We hope to see these lovely ladies promote their respective towns and aspire to become ambassadors of goodwill for the province. Pageants like this are in fact training and breeding grounds for beauty candidates in the national and international levels,” David-Dizon said.
Twenty two lovely ladies from Pampanga’s 19 towns and three cities are competing for this year’s title of Mutya Ning Kapampangan 2012, with the provincial government committing support for the project.
David-Dizon said Gov. Lilia Pineda has expressed full support for the pageant, earlier turning over P50,000 subsidy to each of the candidates for the expenses for they will incur in participating in the pageant.
David-Dizon is urging town mates of each of the candidates to support their bets in the coming competition, particularly in the pre-pageant will be held at the SM City Clark on December 7 and the Coronation Night.
The candidates this year include Marie Eugenie Lourdes Abeleda (Angeles City), Ruffa Yumang (Apalit), Mary Ann Mungcal (Arayat), Rona Villamor (Bacolor), Mary Rose Alde (Candaba), Sheena Rhea Puno (City of San Fernando), Monica Patrcia Camille Bulanday (Floridablanca), Apple Rose Rodil (Guagua), Fatima Khokhawalla (Lubao), Olive Anne Medina (Mabalacat), Justine Michelle Balgan (Macabebe), Shanice Quizon (Magalang), Marylaine Mallari (Masantol), Joana Galang (Minalin), Christine Jessa David (Mexico), Emylyn Perez (Porac), Roanne Dayao (San Luis), Regina Rose David (San Simon), Michelle Gutierez (Sasmuan), Carolina Samson (Sta. Pampanga’s founding anniversary kicks off Thursday

CITY OF SAN FERNANDO — The Province of Pampanga will celebrate 441 years of its founding history with a grand display of cultural and civic events for various sectors of the province.
Governor Lilia Pineda will lead the start of the celebrations with a flag-raising ceremony followed by a Eucharistic Mass. She will be joined by provincial board members, officials from various municipalities and sectoral leaders.
This will be followed by the opening of the “Pamanyulat Kapampangan” (Kapampangan Writing) competition at the Benigno Aquino Hall and the Pamamupul Festival Grand Parade which will feature inter-municipality harvest-inspired street dancing presentations.
The second day of the celebrations on December 7, will feature the “Aldo Ning Mangabiayan and OFW” at the Bren Z. Guiao Convention Center, simultaneous with the “Agro, Industrial, Trade, Food, Cultural, Arts and Crafts Fair” at the trade hall of SM City Pampanga.
The main highlights of the celebrations are the Mutya Ning Kapampangan Pre-Pageant (SM City Clark) and Coronation Night (Bren Z. Guiao Convention Center) on Dec. 7 and 10, respectively, and the Most Outstanding Kapampangan Awards on December 11.
Third District Board Member Trina Dizon said that the events lined-up by Pineda for this year aims to provide a more social and practical relevance to the celebration of this year’s founding anniversary.
Dizon said other events for the week-long celebration are the Off-Road Challenge, medical and dental missions for the Pampanga Provincial Jail inmates, Barangay Health Workers Symposium among others.
“We are urging our fellow Kapampangans to be one with us in celebrating our province’s history and support the programs and events lined-up for this year’s celebration. Entrance in all in social and cultural events free and open to the public,” Dizon said.
