Child-centered climate change adaptation project launched

BALER, Aurora–Save the Children, in partnership with Plan International and Institute for Sustainable Futures of the University of Technology Sydney, launched last week its 30-month “Child-Centered, Community-Based Climate Change Adaptation” project in this province.
William Azucena, Save the Children program manager, said “the project aims to prepare households on what to do and how to reduce risks of earthquakes, tsunamis, typhoons and floods through a localized
information, education and communication campaign that will make it comprehensible to children–who are the most vulnerable in times of disasters.”
It will cover 30 barangays from the municipalities of Baler, Maria Aurora, Dipaculao and Dinalungan benefitting over 9,500 kids and 1,900 households.
“Small grants will also be made available for child-centered and/or child-led local initiatives on climate change adaptation in partnership with schools, local government units and other community partners to ensure sustainability,” Azucena added.
Partner institutions in this undertaking are the provincial government, Department of Education, Department of Interior and Local Government, Department of Environment and Natural Resources,
Philippine National Police, Philippine Information Agency and Mount Carmel College.

NGCP out to provide steady power supply in 2013 polls

MEXICO, Pampanga–The National Grid Corporation of the Philippines (NGCP) will implement measures that would ensure steady power supply during next year’s mid-term elections.
NGCP spokesperson Cynthia Alabanza said plans are now underway to avoid any transmission-related outages during election day.
With sufficient reserves, Alabanza is optimistic they could duplicate their record of uninterrupted power in 2010.
“We will try our best. So that at least on the part of the energy sector controlled by the NGCP, there will be no problem,” she said.
She said the NGCP will step-up its maintenance check to all its transmission facilities and equipment before the coming election period to prevent any problem in the transmission system.
The NGCP also disclosed that it will undertake aggressive metering services expansion starting 2013.
Alabanza said that while the company engages in power and system delivery, metering services is a lesser known function of the NGCP.
The expansion of the NGCP metering services, she said, is consistent with the company’s transition towards the eventual adoption of the Smart Grid here in the country which will allow them not only to record customers’ energy consumption, but also to communicate this data to facilitate automated and remote meter reading, remote connection and disconnection of the energy supply to the end user and close monitoring of the energy supply.
“This will allow big power users to choose their own power supplier and be directly connected to their contracted power generator,” Alabanza said.
The spokesperson clarified that NGCP is a privately corporation that holds a 25-year concession for operating, maintaining and developing the country’s power grid as it transmits high-voltage electricity from power plants to distribution utilities through its interconnected cables and towers, substation and related assets.
She said the NGCP acquired the concession right for $ 4 billion with 25 percent paid in advance plus concession fee for a regular period. ● (PNA)

Bonifacio monument erected in San Fernando

CITY OF SAN FERNANDO–City Mayor Oscar Rodriguez, together with a direct descendant of Andres Bonifacio, led the commemoration ceremony of the 149th birthday anniversary of the national hero at the Heroes hall here on Monday.
The birth day of Bonifacio coincided with the unveiling of his latest monument inside the compound of the Heroes hall, an annex of the city hall.
Also, Rodriguez and Senior Inspector May Andrea Bonifacio, a great granddaughter of the national hero, together with local officials here, laid wreaths at the foot of the new monument.
Bonifacio was the founder of the Katipunan, which waged a revolution against the Spanish colonizers.
Bonifacio was born on November 30, 1863 in Manila and died on May 10, 1897 in Marogondon, Cavite after he was court-martialled and shot at Mount Buntis.
Bonifacios father, Santiago, was from the coastal area of Macabebe, Pampanga and his mother was from Zambales.
The monument was sculpted by Juan Sajid Imao, a multi-awarded Kapampangan artist.
May Andrea said: “I am proud that I have the blood of Gat Andres. Pero masakit lang na di sa kamay ng mga kaaway namatay ang ating bayani kundi sa ating sariling mga kababayan natin.”
“Di ko man maabot ang kanyang kabayanihan, di ko babahiran ng dumi ang pangalan niya,” May Andrea vowed during her speech at the ceremony.
Rodriguez, on the other hand, said I consider Bonifacio as an intellectual because he has read several great books and wrote some poems.
The mayor also said: “Sana lumawak pa ang diwa ni Bonifacio sa bawat Pilipino at lumawak din sana ang diwa ng kabayanihan ng Pilipino.”

Pineda tells Kapampangans: Beware of illegal recruiters

CLARK FREEPORT – Governor Lilia G. Pineda has warned Kapampangans against illegal recruiters especially those who are applying for job abroad.
The governor issued the warning during the orientation seminar about the precautions in hunting jobs abroad which was participated by different Barangay Public Employment Office (PESO) held at Fontana Convention Center here.
The governor, who is deeply concerned on the fate of Kapampangan Overseas Filipino Workers (OFW) especially those who fell victims to illegal recruiters, hosted the seminar in order to equip the PESO about the modus operandi of the illegal recruiters.
“We don’t want another Joselito Zapanta who ended up in jail. We are hosting this seminar in order to protect the Kapampangans on the modus operandi of the illegal recruiters,” Pineda said in an interview.
Representatives from different government agencies including Philippine Overseas Employment Administration (POEA), Department of Labor and Employment (DOLE), Overseas Workers and Welfare Administration(OWWA), Department of Justice and National Bureau of Investigation and Department of Social Welfare and Development, were invited as speakers during the Barangay PESO seminar.
Pineda said the participants from the barangay will also brief their residents in the community about the do’s and don’ts in applying for jobs abroad particularly in dealing with recruiters.
“Gusto natin na malaman ng ating mga Cabalen ang mga dapat gawin kung papaano ang proseso sakaling magka-problema ang kanilang mga mahal sa buhay sa abroad,” she added.
Barangay PESO representatives also brought with them wives and husbands of OFW’s for them to be educated on various modus operandi and scam carried out by illegal recruiters.
It could be noted that Zapanta, a native from Mexico town, was sentenced to death through decapitation in Saudi Arabia after allegedly killing his Sudanese landlord.
The governor along with the Pampanga Mayor’s League led the fund raising for Zapanta’s blood money amounting to P44 million in exchange for his liberty.
Four-months was given as an extension to raise the said money.
Earlier, the Pampanga Association of Capitol Employees (PACE) had offered P350,000 donation to the two children of Zapanta. The money will be used for the kids education.

Pamintuan received the “Most Outstanding Mayor Award” from SMI during formal ceremonies held Wednesday at the posh Mandarin Oriental Hotel in Makati City .

Six other local chief executives from across the country received the award for their exemplary performance in governance in their respective localities.

The other mayors are Jeannie Barzaga of Dasmarinas, Cavite ; Benjie Lim of Dagupan, Pangasinan; Alfredo Lim of Manila ; Marilyn Naguiat of Binan, Laguna; Maynard Sabili of Lipa, Batangas; and Jonathan Tan of Pandan, Antique.

Albert Danting of the Partido Abe Kapampangam-Youth Sector, said, “The Superbrands Most Outstanding Mayor Award is a validation that Atty. Ed Pamintuan, our chief executive and chairman of our Partido Abe Kapampangan, is indeed a world class mayor.

He is one of the 25 finalists for the World Mayor 2012 prize and now he is adjudged as one of the outstanding mayors of the country by another international organization.”

Probe Pamintuan JOs, COA asked

ANGELES CITY, Pampanga – Veteran newsman Robledo Sanchez on November 29 requested Commission on Audit to immediately conduct a special audit of the job order appointments of the City Government under the administration of Mayor Edgardo Pamintuan.

In the letter, which Sanchez sent to the COA National, Regional and City offices and addressed to COA Chairperson Gracia Pulido-Tan, COA Region III Assistant Commissioner Winnie Rose Encallado, and COA Angeles City Audit Team Leader Ma. Rowena Bucu, respectively, Sanchez compelled COA to perform an audit of the Pamintuan job order appointments due to the revelation from several barangay officials that the names of their relatives have been included in the list of job order employees without their knowledge.

Earlier, Barangay Lourdes Northwest Kagawad William David hit the Pamintuan administration for including the name of his wife, Irene David, in the list of the job order employees.

“Ang malaking katanungan, kung hindi alam ng mga nakalistang tao na kasama sila sa mga JO, sino ang pumipirma ng payroll ng mga taong ito kada buwan?” said David, “Walang kaalam-alam ang asawa ko dito kaya sino ang pumipirma ng payroll niya?”

This is also the case for Barangay Cutcut Kagawad Roy Ogurida, whose sister’s name, Joan Lozano, have also been included.

“Nakalista ang mga pangalan nila sa payroll pero kung hahanapin mo sila ay hindi naman talaga nagtatrabaho dahil ni hindi nila alam na nakalista pala sila bilang mga job order,” said Ogurida.

Sanchez said that these recent events prove that he has been right all along about the ghost employees of the City Government.

“Ang mga kamag-anak ng mga barangay kagawad na nakalista bilang JO at hindi alam ang tungkol dito,” Sanchez said “Sila ang mga ‘ghost employees’ ng City Hall”.

Sanchez said that if the relatives of barangay officials have no idea about the inclusion of their names in the list of job order employees, it would mean that their salaries are being claimed by someone else.

“Ang dapat malaman natin ngayon ay kung sino ba ang nakikinabang sa sweldong nakapangalan sa kamag-anak ng mga kagawad,” Sanchez said.

Sanchez also stressed that the 2,506 job order employees of the City Hall, on which the City Government spends around P240 million a year, is detrimental to the city, especially the so-called ‘ghost employees’.

On October 19, 2012, Sanchez filed a complaint against Pamintuan, City Accountant Wilfredo Tiotuico, City Budget Officer Fe Corpuz, City Treasurer Juliet Quinsaat and the different respective Department Heads before the Office of the Ombudsman in relation to the 2,506 job order employees of the City Government.

16 finish massage course

ANGELES CITY – Sixteen out of 20 trainees earned their “degrees” in massage therapy last week.

The two-week training – for free – sponsored by the sangguniang kabataan and accredited by the Technical Education and Skills Development Authority was held at the Angeles City Hall.

Joey Charles Pamintuan, SK regional head, said the massage-therapy training is part of the livelihood programs intended “to empower the Angeleno youth with skills necessary to gain employment.”

The training started on November 12, with volunteer massage therapists as trainors.

The graduates each received a certificate from TESDA, a virtual license to practice their newly acquired skills.

CDC OIC replaced by yet another OIC CLARK FREEPORT

CLARK FREEPORT – After being headed by an officer-in-charge (OIC) for eight months, the state-firm Clark Development Corp. (CDC) which runs this freeport got yesterday yet another OIC.

Former Armed Forces of the Philippines chief Eduardo Oban, who was appointed chairman and OIC of the CDC last April after his retirement from the military in December last year, assumed his post yesterday as undersecretary of the Department of Transportation and Communications (DOTC).

This was what Oban himself announced late last week to CDC personnel, saying that Bases Conversion Development Authority (BCDA) president and chief executive officer Arnel Casanova would take over his CDC post, but also as OIC.

While CDC’s public affairs office said Oban had already vacated his CDC post as of yesterday, Casanova’s secretary said in a telephone call she was not aware of any such order from Malacañang.

Punto! called up the BCDA’s public affairs office, but its chief Lani Macasaet was unavailable and no one else from her office would comment.

This, even as some CDC personnel, who asked not to be named, urged Malacañang to appoint a more permanent CDC president. They named Clark International Airport Corp. (CIAC) vice president for operations Rey Catacutan, who had been a three-term mayor of Bamban town in Pres. Aquino’s Tarlac homeprovince, as an “ideal replacement.”

“We’ve had enough of delays not only in investments but also in the granting of our benefits because of the tentative atmosphere created by having only an OIC at the helm of CDC. We think Catacutan would be a hands-on, practical CDC president,” said one CDC employee who is active in the workers’ union.

In an interview, Catacutan admitted he had expressed to the President his interest to head the CDC.

“I had conveyed to the President my desire, with a perspective that covers not only the national interest, but also the interest of the people of Central Luzon, and that includes the provincemates of the President in Tarlac where I come from,” he said.

Catacutan also pointed out that for nine years, he had been a member of the Metro Clark Advisory Council (MCAC), a group that serves as advisor to the CDC.

But Ruperto Cruz, president of the multi-sectoral group Pinoy Gumising Ka Movement (PGKM), said that while he had “nothing against Catacutan”, his group would prefer a CDC president with a corporate background and outside of politics.

“The problem with politicians is that they tend to accept new personnel as a political move, so that in the end, the CDC might burst with unneeded manpower,” he said.

A few months after he assumed the presidency, Pres. Aquino appointed former Dumaguete City mayor and businessman Felipe Remollo sa CDC president. Remollo, however, resigned after eight months amid controversies on a farm market project put up by a politician closely identified with former president, now Pampanga Rep. Gloria Macapagal-Arroyo.

Unmasked: VM behind city council rigodon Rivals stripped of committees

ANGELES CITY — Vice Mayor Vicky Vega-Cabigting was reportedly behind the recent city council reorganization that stripped three councilors of their committee chairmanships.

In an executive session in her office, Cabigting announced the reorganization of various committees of the city council even if it was not even included in the agenda or listed in the “other matters” of the regular session a few weeks ago. This according to informed sources at the council.

“She was the one who read the reorganization item and not the usual sponsor-councilor who was supposed to read it in the plenary or session,” said the sources.

It was observed that during the distribution of the committees, all the councilors who were given new committee chairmanships that were stripped from councilors Jay Sangil, Willie Rivera and Alfie Bonifacio, were not minding the proceedings and were all busy with their smart phones or texting.

It seemed that everything was pre-planned, said an observer.

Sangil’s previous committees included cooperatives, labor, public works and engineering and special economic zone. All of them were given to Councilors Jericho Aguas, Maricel Morales and Dan Lacson who are all identified with the administration of Mayor Ed Pamintuan.

Rivera, who was not around during the reorganization had been stripped of the committees on finance, peace and order, and urban poor while Bonifacio was stripped of the committees on ways and means, trade and investment, and health. Bonifacio is a dentist by profession.

He was reportedly surprised when Cabigting announced the reorganization but kept his silence and also accepted his fate like Sangil.

However, Rivera, who arrived late, complained after learning that he was stripped of his committees and even raised his voice in displeasure and slammed the door. He said the urban poor will be deprived of proper representation in the council.

Sangil and Bonifacio are running for vice mayor this coming 2013 elections challenging Cabigting.

While Rivera is believed to be supporting Bonifacio having been a lawyer of their family and his avowed political guru.

Sangil is credited for speedily solving labor-management problems since he became a councilor in 2004 up to the present.

Sources said three days before the reorganization, Cabigting, together with the majority members of the council minus Sangil, Rivera and Bonifacio were seen in a Chinese restaurant in Balibago over lunch planning the reorganization as requested by Cabigting and the young councillors.

According to a barangay captain who saw them, he was even told by one of the councilors that they are going to remove some committees from the three.

DINALUPIHAN, Bataan- Tubig na may halong krudo ang lumalabas tatlong araw na ngayong Linggo sa ilang posong de bomba sa Barangay San Pablo dito matapos mabutas ang bahagi ng oil line noong ika-29 ng Nobyembre.

Tumagas din ang langis hanggang sa malaking ilog na agad namang nilagyan ng containment boom upang hindi masiyadong kumalat. Sa pamamagitan ng mga binutas na lupa sa gilid ng ilog, sumibol ang krudo na nagsilbing pansamantalang hanap-buhay ng maraming residente.

“Hindi na namin magamit ang tubig dahil krudo ang lumalabas,” daing ni Marilou Sanchez matapos ipakita ang maruming tubig na amoy langis na lumalabas sa kanyang posong de bomba.

Ayon kay Roberto Depadua, barangay kapitan ng San Pablo, may 300 pamilya ang apektado sa kanilang pang-araw-araw na gamit na tubig na inumin, pagluluto, paglilinis, pampaligo at paglalaba.

“Nagrereklamo na mga ka-barangay ko dahil bukod sa apektado ang gamit nilang tubig sa bahay, umabot sa ilog dahil grabe ang lakas ng dumaloy na langis sa loob ng apat na araw,” sabi ng kapitan.

Sinabi ni Depadua na kasalukuyang nagbabarena sa lupa ang mga tauhan ng Contel, na diumano’y isang Korean firm, nang aksidenteng tamaan ang malaking tubo ng langis malapit sa barangay hall.

Ang pipeline na diumano’y pag-aari ng Coastal Petroleum Corp. ay mula Subic Bay Metropolitan Authority hanggang sa Clark sa Angeles City, Pampanga na dumaraan sa maraming bahagi ng Dinalupihan kabilang ang San Pablo.

Naghuhukay ang Contel sa San Pablo upang magbaon ng linya ng telepono na ayon kay kapitan ay pag-aari ng Smart.

Sinamantala ng maraming residente ang sumisibol na krudo sa gilid ng ilog. Gamit ang tila salaang damit, napaghihiwalay nila ang kaunting tubig na humalo sa krudo na nabibili ng P100 bawat isang galon.

Isang lalaki ang nagsabing mula alas-4 ng medaling araw hanggang alas-8 ng umaga ay tatlong galon na ang kanyang nakuha kaya may P300 na siya. Nakaantabay ang isang namimili at agad nitong binabayaran ang krudong na sala na.

Patuloy naman ang pagkukumpuni sa mga pipeline ngunit walang gustong magsalita. Isang fire truck na umano’y pag-aari ng Coastal Petroleum ang naka-istandbay sa San Pablo.
