MANILA — Vice President Jejomar Binay wrote the Commission on Higher Education (Ched) on Tuesday asking it to investigate reports of students of hospitality courses who are given training allowance but are being made to work full time abroad.
Binay said the victims of the unfair scheme are Hotel and Restaurant Management (HRM) students undergoing on-the-job training in countries like Singapore, where they are paid less than the minimum wage or not at all.
“I find this alarming considering our laws governing overseas employment and youth welfare, among others,” the Vice President said in his letter to Ched Chairperson Dr. Patricia Licuanan.
Binay, who is also the Presidential Adviser on OFW Concerns, said the training allowance does not fully compensate the students who are being given actual work instead of being given training, which normally takes three to six months.
Previous allegations have been made that foreign establishments have been using the OJT program to circumvent minimum wage laws.
On April, the United Kingdom tightened its issuance of student visas because many foreigners, including Filipinos, are allegedly using it to gain employment there.

MANILA — The Commission on Elections (Comelec) has settled its budget row with the Department of Budget and Management (DBM) after the latter decided to return the poll body’s P5-billion savings.
Comelec chairman Sixto Brillantes Jr. earlier threatened to resign from his post if the DBM, headed by Secretary Florencio “Butch” Abad, will pursue its P8.4 billion proposed budget–P5 billion lower than that of the recommended budget.
“We have already agreed how the amount can be given back to us. The P5 billion would even be reverted back to us ahead of time,” Brillantes told the House committee on appropriations Wednesday.
The DBM previously recommended a budget of P13.4 billion but was later adjusted to P8.4 billion after studying the agency’s Status of Allotment, Obligation and Balances as of March 31.
Abad earlier explained that the budget of the poll body was slashed after it saved at least P5.2 billion from the purchase of precinct count optical scan (PCOS) machines.
Comelec purchased over 80,000 PCOS machines from Venezuelan-firm Smartmatic Corporation for P1.8 billion.
By the end of this year, the poll body is projected to spend at least P1 billion bringing the agency’s total 2013 budget to P12 billion, with the P8.4 billion in new appropriations.
The P12-billion budget for next year will cover the purchase of ballots, thermal paper, battery packs, marking pens, and compact flash cards. It will also be used for the deployment of PCOS machines and ballot boxes, among others.
Of the budget, at least P6 billion will be spent for the conduct of the May national and local elections, while P3 billion will be disbursed for the October barangay and Sangguniang Kabataan polls.

MANILA — Filipino boxing champ Manny Pacquiao remains undecided whether his supposed next fight on November 10 will push through, but his friend Gerry Penalosa assured he will be fighting on that date or before the year ends.
Earlier reports said Pacquiao is thinking of foregoing with the November fight and concentrate on luring the fresh-from-prison Floyd Mayweather Jr. to face him in a rich mega-confrontation.

“Lalaban si Manny before the end of the year,” Penalosa said in a telephone interview. “Ang makakalaban na lang ang di pa sigurado. Namimili pa.”
Pacquiao is left with two choices: to fight with Mexican legend Juan Manuel Marque, or with Puerto Rican Miguel Cotto, both of whom the Filipino eight-division world champion had beaten before.
Pacquio beat Marquez twice in three meetings, while Cotto was disposed off via a 12th round knockout in a classic 2009 battle, which incidentally was the Filipino’s last stoppage triumph.
“Si Bradley, and this is based on Manny’s body language lately, could be out of the equation kasi Manny believes he won that controversial bout against Bradley convincingly and, therefore, that doesn’t give the American the right for a rematch,” Penalosa explained.
Penalosa said Bradley “still remains a poor opponent in terms of economics” as his controversial win failed to generate or paled in comparison to previous Pacquiao blockbuster bouts.
According to the former flyweight bantamweight belt-holder, if the choice is Marquez, the November 10 encounter could be at the MGM Grand in Las Vegas, which Top Rank’s Bob Arum has already contracted barely days after the June 9 Pacquiao-Bradley fight.

The decision as to when will be Pacquio’s next fight and against whom was supposed to be known on Tuesday (US time), but Arum told the Los Angeles Times that he’s “still waiting to hear” from his ward of nearly a decade.
Arum said he remains in “conversations” with possible opponents, including Miguel Cotto, but gave little information beyond that, the L.A. Times reported.
“I can’t go blabbing to the press, who will trust me?” Arum said. “I have no date set, nothing. This is what happens when you’re dealing with a politician. Affairs of state come first.”
Pacquiao, in a report emanating from his Canadian adviser Michael Koncz last week, was supposed to move his November fight to December, precisely because of his re-election bid. It was later on disputed by Arum, who said the November 10 date will push through.

CEBU CITY — For over an hour, an eight-year-old girl was held hostage by a male neighbor on Wednesday morning in Barangay Apas, Cebu City.
At least 50 policemen surrounded the scene, while Cebu City Police Office Chief Melvin Ramon Buenafe led the negotiation and persuaded Paul “Junjun” Guigue to let the child go.

Guigue, 25, had suddenly seized a neighbor’s child, Ariel Ginto, while she was playing outside her house in the CRCI Compound. He used a pair of scissors and an improvised ice pick to keep other adults at bay.
Police suspect he may have been on drugs, judging from how he behaved during the interrogation.
“He told some of his neighbors that someone was trying to kill him and he kept talking to himself,” said Guigue’s aunt, Janisa Lloveras, in Bisaya.
Quoting their neighbor, Lloveras said that while the child was playing a few meters from their house, Guigue suddenly approached and grabbed her.
The Mabolo Police Station received the alarm at 9:25 a.m. Wednesday.
The Motorcycle Response Unit (MRU) of the Special Weapons and Tactics (Swat) group responded, along with the Mobile Patrol Group and the Mabolo police.
Guigue, who hails from Panglao in Bohol, held Ginto captive inside the house owned by his parents. After a few minutes of negotiation, he handed the child over to Buenafe and surrendered around 10:30 a.m.
Though the girl was shaken, she was not hurt. She was given oxygen as she had difficulty breathing.
Buenafe later said he persuaded the suspect to surrender by telling him he would not be harmed.
“Ako siya giingnan na ako ang dako sa tanang pulis diri sa Cebu City. (I told him I lead the police force here in Cebu City.) Then I assured him that if he surrendered, ako siyang protektahan og walay mahitabo sa iyaha (I would protect him and he would not be hurt),” said Buenafe.

Carlito Ginto, the girl’s father, said he was shocked to hear the news on the radio that his daughter was held hostage.
Carlito, a security guard in a mall in Barangay Banilad, said that when he heard the news, he ran from the establishment where he was working all the way to his house.
He said he regretted leaving his daughter alone while his wife went to work in the Carbon Public Market.
His said his daughter is a grade two student in the Barrio Luz Elementary School, but that she has no classes on Wednesday.
The suspect was brought to the CCPO. Guigue said he did not intend to hostage the girl and asked for forgiveness.
Buenafe said that the suspect will undergo a psychiatric evaluation, before the police decide whether to file a case against him.
He was temporarily detained in the CCPO on Gorordo Ave.
The child may have to undergo a stress debriefing.
Jaybee Binghay of the Department of Social Welfare and Development Central Visayas said the stress debriefing is highly important to help the girl overcome her traumatic experience.
She said the parents of the victim will also be included in the process, as they were also affected by what happened. (JBT of Sun.Star Cebu)
