CEBU CITY – Two sitios in Barangay Sapangdaku, Cebu City were hit by a flash flood following a heavy downpour on Saturday, in a week marked by rainy afternoons.
Four people spent half an hour trapped inside their home by rising floodwater, while students were compelled to cut a camping activity short.
Sapangdaku village chief Lorna Damalerio said the flash flood affected some 50 families in Sitios Caimitohan Riverside and Mohon, when floodwaters entered their houses.
They were immediately brought to higher ground.
Aside from barangays Guadalupe and Sapangdaku, Alvin Santillana of Cebu City’s Local Disaster Risk Reduction and Management Council (LDRRMC) said the flash flood on Saturday affected several areas in Barangays Kalunasan and Sambag II.
In an interview, Damalerio said sitios Caimitohan Riverside and Mohon have always been hit by flood whenever there is a heavy rain, as it is located near the Sapangdaku River, but Saturday’s impact was more pronounced.
“Karon pa gyud ni nga na-grabehan kay nangaanod man gyud ang mga appliances ug mga baboy nila (It was the worst yet, and some people’s appliances and hogs were carried away),” she said.
Damalerio said no houses were damaged, except for one that sits near the river. She said the Bureau of the Fire Protection (BFP) had to tear down part of the house to rescue the four people who were trapped inside.
The four people, Damalerio said, could not get out of the house because of the surge of floodwater.
Aside from the families affected, Damalerio said some 50 students from Sapangdaku Elementary School were also evacuated on Saturday.
P12-million bridge
Damalerio said the students were camping inside the school when floodwater rushed in. Their camp, which was supposed to end Sunday yet, was cut short.
Damalerio blamed the flash flood on the ongoing construction of a P12-million bridge in the area, which is 30 to 40 meters long and six meters wide.
The bridge is a project of the Department of Public Works and Highways (DPWH) and is supposed to connect barangays Sapangdaku and Guadalupe. The said bridge will replace the already dilapidated bridge in the area.
Damalerio said the project has caused the water from the river to overflow.
The village chief questioned the delay in the completion of the project. She said the project started last February and was supposed to be finished last July yet.
Upon the instructions of Mayor Michael Rama, LDRRMC’s Santillana said they will ask the contractor of the project, Dakay Construction and Development Corporation, to fast track the construction of the bridge.
Damalerio said, though, that Dakay suggested to close the old bridge so they can finish the project immediately, but the residents opposed to it.
The weather bureau has warned of moderate to heavy rains over the western portions of Luzon and Visayas, which may cause floods and landslides, within July to September. It said that tropical cyclones over Northern Luzon were expected during these months to enhance the southwest monsoon.
It also said the rains associated with the southwest monsoon would “gradually recede” during the second half of September.
On guard
In a separate interview on Saturday, Santillana again asked those who are living near rivers to relocate themselves to a much safer area so as not to endanger their lives.
“Although the rain has stopped and the floodwaters have subsided, it’s not a guarantee nga di sila mabahaan balik diha that we’re safe from floods),” he said.
When the water subsided on Saturday, the affected families went back to their respective homes.
Sun.Star Cebu tried to interview the site engineer but he refused to issue statements or give his name.
Several culverts were piled up under the bridge but these clogged up and the water rose by as much as 10 feet, entering houses in Sitio Mohon, Barangay Sapangdaku.
The rising water trapped an 88-year-old healer, her husband, and two of her patients past 12 p.m.
Rescue
The emergency rescue team of Barangay Basak-Pardo helped pull them out by cutting a hole into their roof.
Pacing Navarro, 88, recalled she was treating her two patients at the second floor when the water rapidly rose in a span of five minutes.
Her husband Moricio, 62, tried to get them out, to no avail. The water was already in their waist and they could be washed by the current.
“Tunga sa oras mi didto na-trap. Abi nako mamatay nami (We were trapped for half an hour. I thought we would die),” Pacing said.
During their rescue, Pacing was brought to the health center in Barangay Guadalupe after she passed out.
“Pagsuway ni pero gitabangan gyud mi niya (This is a trial but she has helped us),” Pacing added, referring to the Blessed Virgin Mary, on whom she relies for her healing work.
Meanwhile, her neighbor Wilson Reandon, 30, was watching television with his family when the water rapidly increased.
“Dugay na ko nagpuyo diri, bisan ug kusog ang uwan, dili ni molapaw ug ing-ani kataas (I have lived here for a long time, and I can’t remember a time when the water level rose so fast),” he said.
Gratitude
Sari-sari store owner Lenet Adolfo, 40, showed Sun.Star Cebu her damaged supplies and goods because of the flood. She said the bridge expansion was supposed to have been finished last July 5, 2012. It was started on February 6, 2012 with the cost P12.98 million.
“Tungod ana kay dako kay ko ug lugi (This has formed me to get deeper in debt),” Adolfo added.
Workers of Dakay Construction and Development Corp. were compelled to destroy the drainpipes with the use of a backhoe.
Guadalupe Barangay Councilor Roberto Camu told Sun.Star Cebu that a two-storey concrete house in Sitio Ma. Theresa Uno was washed away by the flood.
The elderly house owner identified as a certain “Paquera” was able to get out quickly and left unscathed.
In Sitio Sapang Komunidad and Sta. Lucia, the rain-swollen rivers entered 10 houses and damaged the families’ electric appliances. No one was reported injured.
More than ten families had been affected by the flood but won’t need evacuation, Camu said.
“They have started cleaning their houses as of Saturday afternoon,” the barangay councilor added. (Sun.Star Cebu)

CAGAYAN DE ORO — The Office of Civil Defense (OCD) clarified Wednesday that no one died in the 5.6-magnitude earthquake that hit Bukidnon province on Tuesday dawn.
OCD Regional Director Ana Cañeda said the death reported on television and radio is not related to the tremor.

Cañeda said Rey Bacay, 60, a resident of Barangay Guinuyuran in Valencia City, suffered from stroke two years ago and was bedridden.
Bacay was a retired army and former employee of the City Government of Valencia City.
It was learned that Bacay died in the hospital where he was confined during the time when the earthquake occurred.
The OCD also confirmed that at least one person was injured during the tremor, identified as Sr. Angelina Comabig, 34, who was hit when the concrete wall of a relative’s house where she is staying collapsed.
At least 800 houses and establishments were reportedly destroyed during the earthquake.
In Barangay Kuya, Maramag town, 66 houses, nine classrooms and a church were damaged by the tremor while in Barangay Kisanday, also in the same town, at least 13 houses were destroyed.
In Valencia City, 144 houses were also damaged.
Tuesday’s tremor, which occurred at 3:44 a.m., was recorded by the Philippine Institute of Volcanology and Seismology (Phivolcs) at magnitude 5.6 with the epicenter located at 15 kilometers northwest of Maramag town.
The quake was felt in Musuan and Maramag at Intensity 5; Valencia City in Bukidnon and Arakan in North Cotabato at Intensity 4; Intensity 3 in Malaybalay City, Cagayan de Oro and Kidapawan in Cotabato; and Intensity 2 in Butuan and Cotabato cities.
At 3:52 a.m. Tuesday, Phivolcs also recorded another tremor with the epicenter at two kilometers southwest of Maramag in Bukidnon, which was felt in Musuan, Maramag and Valencia at Intensity 3 and Intensity 2 in Cagayan de Oro City.
As of 5 a.m. Wednesday, Phivolcs had recorded 316 aftershocks.
Phivolcs Regional Director Marcial Labininay said the aftershocks may occur for two weeks up to one month.
On Tuesday at 6:58 p.m., Phivolcs also recorded another earthquake. Labininay clarified it was not an aftershock.
“It was recorded at 3.9-magnitude and was not an aftershock but another earthquake with its epicenter located 49 kilometers southwest of Malaybalay City,” Labininay said.
Tuesday night’s tremor was felt in Valencia City and Maramag at Intensity 3 and Malaybalay City, Cagayan de Oro and some parts of Misamis Oriental at Intensity 2.
Labininay said the country’s earthquake generators have become active, which caused the series of tremors.
In Northern Mindanao, among the local faults that Phivolcs identified were in Tagoloan, Gingoog going to Bukidnon and in Cabanglasan.

MANILA — The most vocal critic of the Reproductive Health (RH) bill in the Senate asked his colleagues on Wednesday to vote against the measure since the government spends P8 billion annually to respond to problems the bill aims to address.
Citing items in the 2012 national budget, Sotto said the government set aside P167 million to support maternal and child health grants in local government units, P5.08 billion to improve health facilities, P122.86 million for the construction of maternity and birthing clinics and P300 million for the purchase of family planning supplies, among others.

Sotto, however, did not oppose provisions on institutionalizing mobile health care service, emergency obstetric and new born care, employing skilled health professionals on maternal and child health care and PhilHealth benefits for those undergoing delicate pregnancies.
He said condoms shouldn’t be treated as essential medicine as money for this must be used to fund medication for diseases like tuberculosis and hypertension.
“Malabis ang pagbibigay-halaga ng RH bill sa contraception, habang isinasantabi naman nito ang iba pang mahahalagang bagay, gaya ng pagpapagamot at pag-aalaga sa mga maysakit at namamatay [RH bill is giving much value to contraception, while disregarding other important matters, like giving of medication to the sick and those who are dying],” he said.
During his interpellation, Senator Ralph Recto supported Sotto’s view that the RH bill can be used as anti-population measure.
He said the country’s young population is a vital factor in reaching high economic growths in the future as limiting the number of people would do otherwise.
Sotto, once accused of plagiarism in one of his anti-RH bill speeches by an American blogger, said he delivered his final arguments in Filipino so that he will not be criticized again on the same ground.
Senate President Juan Ponce Enrile and Sotto also denied on the floor that they are derailing the passage of the measure, saying they have to dissect the bill no matter how unpopular their position is.
Senate Bill 2865 sponsored by Senator Pia Cayetano is now under the period of amendments.
In the House of Representatives, lawmakers opposed to the RH bill on Wednesday stood pat and junked a proposed amendment that would require government to provide contraceptives only to the poorest of the poor.
“We cannot accept that contraceptives are essential medicines because pregnancy is never a disease,” Cagayan de Oro Representative Rufus Rodriguez told reporters in an ambush interview after a two-hour meeting with House leaders.
House Majority Leader Neptali Gonzales II earlier said that authors of House Bill 4244 or the RH bill are working on a set of amendments, including one that will highlight the proposed law as an anti-poverty measure.
In the amended version of the RH bill, the government will provide contraceptives only to poor households that are identified in the National Household Targeting System (NHTS) of the Department of Social Welfare and Development (DSWD). The NHTS is currently used for the implementation of the conditional cash transfer program.
The amended RH bill will be the subject of discussion of the informal technical working group to be composed of representatives of Congress, the Executive, and the Church.
“That is a good step that we have a dialogue. Hopefully, we can agree on a bill, a win-win situation,” Rodriguez said.
Rodriguez, who earlier challenged quorum numbers, added that Speaker Feliciano Belmonte Jr. has promised them that members of Congress will be advised before the RH bill is taken up once more in the plenary.
“There will be no discussion of RH unless everybody is informed. There will be no surprises and no fireworks anymore,” he said.
House Minority Leader Danilo Suarez, meanwhile, proposed that Congress abandon the RH bill and instead, the government should just provide funds to the DSWD for the procurement of contraceptives to be distributed to the poor.
“If the objective of the measure is that contraceptives distributed to those who should curtail number which are CCT beneficiaries, why don’t we just ask the DSWD to procure contraceptives?” Suarez said.
The RH bill is effectively shelved — at least, for now — since the House of Representatives will devote its time in the next two weeks to the General Appropriations Bill.
“It really wasn’t scheduled to be taken up yesterday and today. All the bills for the matter (are shelved), not only the RH because when we consider the budget, discussions on other bills will be deferred,” Gonzales said.
Congress will go on a break starting September 22.
In Malacañang, presidential spokesperson Edwin Lacierda is hoping that the final form of the RH bill would be acceptable to majority of the population.
Lacierda said the Palace welcomes the proposal of House Speaker Feliciano Belmonte to exclude “hardliners” from the technical working group that is being formed to work on the Responsible Parenthood bill, which is said to be the watered down version of the RH bill being endorsed by President Benigno Aquino III.
“We hope reasonable men can come together and discuss amendments without passion and without extremist views,” he added.
He said the Palace understands that there will be supporters and opponents of RH bill but they are expecting that both parties would come up with reasonable measure.
Asked on the reported text brigade from the Catholic Bishops’ Conference of the Philippines asking the faithful to campaign against bill, Lacierda said: “We respect their position. That’s what they want to do and we cannot stop them. There’s a free marketplace of ideas but for us like we said, we are only for responsible parenthood.”

MANILA — The operator of the Light Rail Transit Line (LRT) 1 train that hit and killed a woman who jumped into the railway tracks is now facing criminal charges, authorities said.
The Pasay Police Investigation Division confirmed that charges of reckless imprudence resulting in homicide have been filed against Anthony Gunay, 35, operator of the LRT train.
But police also said the Prosecutor’s Office is yet to determine if the charges filed against Gunay will be pursued.
Lawyer Hernando Cabrera, LRT spokesperson, said they “will support and defend” Gunay.
“[I] hope anyone saying na kakasuhan nila ang driver [that they will file charges against the driver] has proper and factual basis,” Cabrera said in his Twitter account.
Cabrera said Gunay will not be allowed to operate a train temporarily but clarified that he is not suspended.
“He is not suspended sa work pero SOP na hindi muna siya pwede mag-operate ng train dahil sa trauma involved [He is not suspended from work but as a standard procedure, he is not allowed to operate a train due to psychological trauma involved,” Cabrera said.
On Thursday, the train operated by Gunay killed Lucy Aroma, 52, when she jumped into the tracks of the LRT-1 Edsa station.
The woman died on the scene after apparently committing suicide at the said station around 5:50 a.m., Cabrera said.
“[Closed-circuit television camera footage] shows the woman jumped into the tracks after the platform guard walked by her,” Cabrera said.
The woman was then taken out of the area hours after the incident, which affected LRT-1 trips on Thursday morning with trains operating only from Vito Cruz to Roosevelt, and back.
According to Cabrera, a total of 24 suicide incidents in the LRT have been recorded since 1984.
Of this figure, 10 incidents led to death.
Cabrera added that it was in 1998 that LRT-1 had the most suicide incidents with seven, five of which were fatal.

MANILA (3rd Update, 4:33 p.m.) — Secretary Manuel Roxas II will soon be leaving the Department of Transportation and Communication (DOTC) after President Benigno Aquino III named him on Friday as the successor to the late Local Government Secretary Jesse Robredo.
Addressing reporters in Malacañang, Aquino said he is expecting Roxas to continue Robredo’s projects in promoting transparency in the financial records of local government units, tightening security on jails, and improving the country’s fight against terrorists and other lawless elements.
The President said Roxas was his top choice to succeed Robredo even at the height of the search and rescue operations for the late secretary in the waters of Masbate. Robredo died along with two pilots in a plane crash on August 18.
“I just want to make sure that the functions will be easily transferred to someone who can carry on Jesse’s good initiatives. Mar was on top of a very shortlist but there are other people that I considered,” he said in an interview.
Roxas is one of Aquino’s senior advisers and running-mate in the 2010 presidential elections. He was supposed to run for president in the 2010 presidential polls. But he gave way to Aquino following the people’s clamour after the death of former President Corazon Aquino, the President’s mother.
Roxas also served as trade and industry secretary to former Presidents Joseph Estrada and Gloria Macapagal-Arroyo.
“Mar is very capable. He will put his personal style but the bottomline here is that we can have allied local government units that will respond to the problems of the nation and improve the services of the [DILG-attached agencies] PNP [Philippine National Police], BFP [Bureau of Fire Protection] and the BJMP [Bureau of Jail Management and Penology],” the President said in an interview.
Roxas said on Friday that he will implement a revamp in the agency once he assumes the post.
He said all the co-terminus positions at the DILG would be deemed vacant.
“According to the President, he is giving me the free hand to come up with my team at the DILG, as well as to choose [people] who will lead the agencies under the DILG. That’s his order to me,” he said in a press briefing in Malacañang after the President announced his appointment.
“All of the co-terminus positions would now be vacant,” he said.
Roxas thanked Aquino for appointing him on the post, as well as the family of the late DILG chief for their support on his appointment.
He admitted that much is expected of him at the DILG.
“I have big shoes, big ‘tsinelas’ [slippers] to fill. I am not Jesse Robredo,” he said.
When he was still alive, Robredo used to go to work wearing slippers to show that he was a public servant, not only of the rich people, but most especially of the masses.
Roxas, who is also the president of the administration Liberal Party (LP), said he will continue Robredo’s legacy as he vowed transparency, accountability and people empowerment.
Asked how his appointment to DILG will boost his bid for the 2016 presidential elections, he said, “I don’t give it much thought.”
“I know I can only succeed and I told this to the President, I will only be successful and I can only succeed whether in DOTC or now in DILG if all thoughts of 2016 or any other electoral position was removed from my mind and that’s what I intend to do,” he stressed.
Roxas, who is on his first year as DOTC chief, reportedly pushed for Cavite Representative Joseph Abaya to be the next DILG Secretary. Abaya is the secretary general of the LP, which is eyeing to solidify its grassroots support come the 2013 midterm elections.
Instead, the lawmaker was assigned to be Roxas’s replacement in the DOTC, which is currently in the thick of preparations of bidding out airport rehabilitation projects.
Political observers say Aquino’s decision to place a party-mate in the DILG is a strategy for the former senator to forge ties with local chief executives whom the LP can tap to deliver the votes in case Roxas will run for President in 2016.
“Precisely, because the DILG is mandated to supervise local governments,” Ramon Casiple, executive director of the Institute for Political and Economic Reform (Iper), told Sun.Star.
Aquino denied this as well as Roxas who admitted that he never gave the next presidential election “much thought.”
“If I put someone who is not up to the task and can lessen my burden then that would mean lack of common sense on my part,” Aquino said.
Aquino also asked the Commission on Appointments (CA) to immediately confirm the two officials so that they can buckle down to work soon, a call that received positive response from CA member Senator Franklin Drilon.
“We in the CA assure immediate facilitation of their appointments,” he said.
Roxas said his first priority is to recover from “shell-shock” caused by the untimely death of Robredo as he promised to continue the reforms in the DILG.
“I am no Jesse Robredo. Compared to him, I have lots of shortcomings but rest assured that I will do my best to pay respect to the legacy of Secretary Jesse. His memory will be my guide in carrying out the duties of the Secretary of the DILG,” he said as he thanked Robredo’s wife Leni for her trust and confidence in him.
Vice President Jejomar Binay earlier jockeyed for the position when he became the country’s number two leader in 2010 but he declined to be considered this time, saying he wanted to focus on his work as housing and anti-human trafficking czar.
Once floated as Robredo’s replacement as well is Senator Panfilo Lacson, one of Aquino’s allies in the Senate.
Among those who sent congratulatory messages to Abaya and Roxas are Justice Secretary Leila de Lima and Senators Teofisto Guingona III and Ramon Revilla Jr.
“Secretary Roxas espouses similar virtues and principles which includes good governance and transparency in government transactions. He has a proven track record in government service that is needed for the position. Mar is a rare gem in public service,” said Guingona, a member of the LP.
PNP Director General Nicanor Bartolome also congratulated Roxas to his new appointment.
“With a sterling track record in the government service, Secretary Roxas brings with him a wealth of executive experience and professional competence to administer and manage the operations of the bureaus and attached agencies under the DILG, including the PNP,” said Bartolome, whose agency is under the DILG supervision.
Aside from the DILG, Roxas will also sit as concurrent chairman of the National Police Commission (Napolcom).
Chief Superintendent Generoso Cerbo Jr., PNP spokesman, said the 148,000-strong men and women of the country’s police force are now “ready to serve the new secretary.”
Apart from looking for an executive assistant, Abaya said he will focus on realizing the infrastructure projects of the Aquino administration and the investigation on the real cause behind the plane crash.
Abaya will lose his seat in the House of Representatives after assuming office.
He will also be replaced by Negros Oriental lawmaker Jocelyn Limkaichong as head of the powerful appropriations committee that is currently deliberating the proposed P2-trillion national budget for 2013.
The influential Catholic Bishops’ Conference of the Philippines (CBCP) said it will be monitoring the performance of Roxas and Abaya.
“We wait for the performance of this people and then we can say if they prove to their task or otherwise,” said CBCP president Archbishop Jose Palma.
Palma, meantime, said there is nothing wrong with the President putting his allies in the government, saying that Aquino has the right to choose whoever he wants to appoint.
