Aquino holds separate bilateral meetings with Singapore, Chile leaders

PRESIDENT Benigno Aquino III held separate bilateral meetings on Saturday with his counterparts in Singapore and Chile at the sidelines of the 20th Asia-Pacific Economic Cooperation (APEC) Leaders’ Meeting in Russia.

Foreign Affairs Secretary Albert del Rosario, in a press briefing in Vladivostok, said that Aquino thanked Singaporean Prime Minister Lee Hsien Loong for his support to the Philippines’ claim in the West Philippine Sea.
“Singapore has committed to continue its support in terms of a peaceful resolution of the disputes in accordance with international law, including Unclos. And they also expressed the need for Asean (Association of Southeast Asian Nations) to strengthen its solidarity and centrality in being able to reinforce the importance of Asean being an entity that would promote peace and stability in the region,” he said.

Del Rosario also said that aside from discussing the West Philippine Sea issue, the President and his counterpart also talked about the current global economic challenges.

Brunei, Malaysia, Vietnam and the Philippines, all members of the Asean, have overlapping claims in the resource-rich sea. China claims sovereignty over almost its entirety.

The Philippines had a standoff with China over Panatag (Scarborough) Shoal or Bajo de Masinloc.

Asean foreign ministers failed to move ahead on the West Philippine Sea issue at a regional ministers’ meeting in Cambodia in July, preventing the regional block from producing a joint communiqué for the first time in its 45-year history.

Meanwhile, Aquino and Chilean President Sebastian Pinera agreed to strengthen cooperation to develop their respective geothermal and mining sectors during their bilateral meeting.

Chile expressed its interest in learning from the Philippines and possibly enticing more Filipino companies to invest in its geothermal undertakings, Del Rosario said.

The Philippines is number two in using geothermal energy in the world.

In turn, Del Rosario said the Philippines is seeking cooperation with Chile to learn the best mining practices in that country, particularly in the area of responsible mining.

Also during the same media briefing, Energy Secretary Jose Rene Almendras said Chile already has geothermal investors from the Philippines and Chile is happy with these Philippine companies.

The Energy Development Corp. (EDC) of the Philippines is already operating in Chile.

“The President basically requested that we increase the number of or the volume of investments and interaction between Philippine companies or the Philippine government and the Chilean government regarding geothermal energy,” Almendras said.

Pinera was surprised that the geothermal developments in the Philippines were already fully privatized while Chile looks at increasing government participation in those development projects, Almendras said.

“We are going to be sharing with them some of the frameworks or the structures that we have developed in the Philippines that has become very encouraging for private companies to into geothermal energy,” he said.

Chile, having tremendous potential in geothermal energy, has asked the Philippines to help it develop a regulatory framework that will encourage private sector participation in geothermal development projects in Chile, Almendras said. Chile wants an immediate discussion with the Philippines to craft such guidelines, he added.

Almendras said the Foreign Affairs Minister of Chile told him that he is going to instruct the Ambassador of Chile to the Philippines to immediately start discussions next week to spearhead the initiative.

Finance Secretary Ceasr Purisima, on the other hand, said that Pinera has invited Aquino to visit his country.

The President expressed interest in studying Chile’s best practices in taxing its mining industry.

Chile, the world’s largest exporter of copper, had revised its mining taxation scheme, recognizing the volatility of mineral prices in the global market, Purisima said.

“The President and the President Pinera of Chile both noted the commonality between the two countries—a shared heritage—and, in fact, that’s the reason why the President of Chile expressed his desire to work closely with the Philippines to further Chile’s economic relationship with Asia and the Pacific,” he said.

Del Rosario said Chile and the Philippines also agreed to increase cooperation on aquaculture development and education, by sending Filipino teachers to Chile. (SDR/Sunnex)

Philippine economy now less dependent on remittances

THE Philippine economy has become less dependent on remittances from overseas Filipinos in the last three years, the National Economic and Development Authority (Neda) said Monday.
However, the country will not be totally independent from money sent from abroad, as remittances continue to be a significant source of investments, said Dr. Rosemarie Edillon of the Neda-National Planning and Policy Staff (NPPS).
She noted that growth in the country’s net primary income, or the difference between money received abroad from money paid abroad, has been declining as reflected in the gross national income (GNI).

She said two measures are used to report the country’s economic performance, namely, the gross domestic product (GDP) and GNI. The former measures the value of goods and services within the country, while the latter incorporates net primary income from abroad that includes remittances.

“Whenever our growth in net primary income is higher than GDP, it means that we are heavily relying on remittances. But in the past few years, the Philippines’ GDP growth has been higher than its net primary income from abroad,” said Edillon.

According to the National Statistical Coordination Board, GDP grew 7.6 percent in 2010 while our net primary income grew 10 percent.
However, Edillon noted that the pattern started to reverse in 2011, with net primary income growing by only one percent compared to GDP growth of 3.9 percent.

“For the first quarter this year, GDP grew 6.3 percent, while net primary income only grew 1.7 percent. While net primary income rebounded to 4.5 percent in the second quarter, it is still lower than the 5.9 percent GDP growth for the said period. In the economic profile, we are seeing the case where our GNI growth is actually less than our GDP growth, which is a good thing,” Edillon said.

The Neda-NPPS official said that migration is a global issue of demand and supply among countries with different levels of development.

“While the Philippine economy is still considered as developing, it is already in a high stage of human capital development. On the other hand, there are developed countries that require a certain level of human capital, which the Philippines has been able to supply. I think the global demand would always be there. Zero dependence on remittances is probably very ambitious. In reality, overseas remittances are a significant part of a country’s economy, whether developed, developing or at any stage of economic development,” said Edillon.

She added, “What we want to happen is that economic development in the country will be inclusive, where all segments of our society especially the poor benefit.”
Edillon said the government recognizes the important role of overseas Filipinos in attaining inclusive growth, since their remittances are also a significant source of human capital development.

“At the household level, remittances are used to finance human capital investments. A portion goes to the education of family members. Returning Filipinos from abroad also bring into our country a new breed of entrepreneurs. They are a source of technology transfers as well,” said Edillon.

She added that the government, through the Bangko Sentral ng Pilipinas, has been extending financial literacy programs to overseas Filipinos and their families, so that remittances are channeled to the right investments and not to conspicuous consumption.
“The inflow of remittances is about 30 percent the earnings of our exports sector, in nominal terms. In fact, it is even higher than the foreign direct investments that we are getting. Because of remittances, our country’s international reserves have been at comfortable levels, and this implies less vulnerability of the country to external shocks, lesser reliance on foreign savings, and availability of more currency that will help our country service its debts and pay its imports. This is why we have to protect our remittances, which are hard earned by our countrymen abroad,” said Edillon. (SDR/Sunnex)

DBM ‘needs to segregate’ lump sum funds in 2013 budget

THE House of Representatives will not approve the P2.006 trillion 2013 national budget until the Budget department clearly defines the projects to which several lump sum funds have been initially allocated to, the appropriations committee chairman said Monday.
“It will be a setback if there will be a lump sum fund without details. It should be broken down,” appropriations committee chairman and Cavite Representative Joseph Emilio Abaya said in an ambush interview on the sidelines of the plenary deliberations on the proposed 2013 budget.
Earlier, Agham party-list Representative Angelo Palmones warned that new item in the budget, the so-called Priority Social and Economic Projects Fund (PSEPF), may be used by the administration as an “election budget.”

The PSEPF, a funding requirement of priority and social and economic projects, has an appropriation of P22.4 billion.

The PSEPF will be distributed to the following agencies: Department of Health, 13.5 billion; Department of Transportation and Communications, P3 billion; Department of Public Works and Highways, P2 billion; Programs/Projects under the Bottom-Up Budgeting, P2 billion; Department of Trade and Industry, P770 million; Budgetary Support to Government Corporations–Philippine Coconut Authority, P566 million; and Peso Counterpart of Foreign-Assisted Projects in the Pipeline, P511 million.

“These have been adopted in the budget, but segregated under a Special Purpose Fund, in line with the policy against lump sum funds in agency budgets. Once the agencies flesh out these projects, these will be submitted to Congress as amendments,” the Department of Budget and Management (DBM) said in its website.

Under the National Expenditure Program submitted by the DBM to Congress, the amounts indicated shall be released to the appropriate implementing agencies upon submission by said agencies of the details necessary for disaggregating the amounts into specific programs, projects and activities.

Congress expects the DBM to send an “errata” to shift back the amounts to the appropriate agencies.

“The DBM will send us a letter, giving us provision so and so to insert this. You merely shift it back, but the amount P2.066 billion won’t change,” Abaya said.

Abaya, meanwhile, appealed to House members for their support for the early passage of House Bill 6455 or the budget bill, the last budget to be approved this 15th Congress.

Abaya, also the newly appointed chief of the Department of Transportation and Communications, earlier said that the House of Representatives will vote on second reading on the budget bill by September 20. The third reading vote will be on October 15. (Kathrina Alvarez/Sunnex)

Aquino eyes 2 names as envoy to China

PRESIDENT Benigno Aquino III said Monday that he is considering two career officials from the Department of Foreign Affairs (DFA) to replace Sonia Brady as Philippine envoy to China.

Three months after being appointed to help ease tensions with China, Brady, 71, suffered a stroke in her Beijing home in late August.
“There are two names being suggested and both seem to be very competent. I just have to talk to them,” President Aquino said over the weekend in an interview with the media delegation in Vladivostok, Russia, where he attended the Asia-Pacific Economic Cooperation (Apec) Summit.

Aquino said he will announce the replacement of Brady at the soonest possible time amid continuing tensions with China over maritime issues.

The Chief Executive tapped Brady’s expertise in Chinese affairs to replace former ambassador Domingo Lee, who has been bypassed several times by the Commission on Appointments.

Brady served as envoy to Beijing from 2006 to 2010 under the term of former President and now Pampanga Representative Gloria Macapagal-Arroyo.

“Of course, we weren’t expecting to replace Ambassador Brady so soon. Even her health issue, she was actually examined before that and she passed,” Aquino said.
Malacañang has said that Brady will be brought back to the country in two weeks time as her condition improves.

Meantime, Foreign Affairs Secretary Albert del Rosario expressed disappointment over the failure of the President to meet with Chinese President Hu Jintao during the Apec leaders’ meeting.

The Palace earlier said it expects that the bilateral talks between the President and Hu would push through during Aquino’s two-day stay in Russia.

Both sides, however, failed to set the meeting at the sidelines of the summit citing “lack of time.”
China, meanwhile, met with other claimant countries of Spratly Islands such as Vietnam, Brunei and Taiwan.

Aquino did not mention anything about China in his arrival speech Sunday.

CEBU CITY — A well-rested University of the Visayas (UV) and Sacred Heart School-Ateneo de Cebu will start their bids to nab a finals seat as the semifinal round of the 2012 Cebu Schools Athletic Foundation Inc. (Cesafi) basketball tournament starts today, Tuesday, at the Cebu Coliseum.

The Lancers waylaid the unsuspecting Royal Mandaya Hotel, the champion of the Kadayawan Basketball title in Davao City, in an exhibition game last September 1. Royal Mandaya is manned by former PBA players.
However, with the way the Webmasters are improving in each game, the Lancers are expecting a tough challenge.
In their elimination round victory, the Lancers needed the late-game heroics of Emmanuel Calo before securing the victory.
Tactics

After surviving a grueling quarterfinal match against no. 4 University of San Carlos, the Dragons’ confidence has been boosted and they will shoot for an early lead in the high school division.
The semifinal is a single-round-robin affair with the top two teams advancing to the best-of-five championship series.
The bottom two teams, however, will vie for the number three spot in a best-of-three contest.

20 Davao students ‘possessed’

DAVAO CITY — At least 20 fourth year female students of the Crossing Bayabas National High School were believed to have been possessed by some spirits when they broke out in hysterics around 8:45 a.m. Monday.
The students of the national high school were attending the inauguration of their new building when the girls started writing and screaming, and fighting against restraining hands of friends, faculty members, faith healers, and religious leaders.

Some believed that the incident happened because three talisay trees, where the evil spirits said to have lived, were cut down for the new building.

A student is restrained by a faith healer who carries with him a bottle of oil and herbs as students, teachers, and residents had to contend with the hysterics of at least 20 fourth year high school girls of Crossing Bayabas National High School in what is believed to have been a possession of some spirits on Monday. Chief Inspector Anghel Sumagaysay, chief of the Toril Police Station, said they were having a meeting when they were informed about the claimed “demonic possession.”
“Wala man hinuoy nasakitan sa maong panghitabo (No one was hurt in the incident),” Sumagaysay said.
Religious leaders of different denominations in the area were among the first to respond, saying prayers out loud as the girls screamed and tried to escape the restraining hands of those surrounding them.
There were those who were carrying bottles of oil and herbs while one even sprinkled salt on one of the screaming girls.
According to police, the students were sent home accompanied by their parents at 11:30 a.m. Monday.
A psychiatrist, in a radio interview, refused to believe that it was a possession of spirits and would rather say that the girls may have been undergoing some stress that led them into a mass hysteria.
On August 2011, 56 students of Compostela National High School were also allegedly possessed by evil spirits.
The students reportedly exhibited strange and violent behavior and started ranting in front of their classmates, teachers and local officials.

Swat gets heat over mauling

CEBU CITY — Two police officers who were caught on camera beating a 29-year-old Papua New Guinea national filed a complaint against him before the Cebu City Prosecutor’s Office on Monday afternoon.
But also on Monday, the two officers from the Special Weapons and Tactics (Swat) were relieved while they face an investigation for causing Bennidict Penini’s physical injuries.

Police Officer (PO1) Phillip James Tanza and PO2 Bradford Lavandero will now be reporting to the Office of the City Director’s holding unit in the Cebu City Police Office (CCPO).

Police Regional Office (PRO)-Central Visayas Director Marcelo Garbo Jr. ordered the Regional Investigation and Detective Management Branch to conduct the investigation to be led by Superintendent Audie Villasin.
The Commission on Human Rights (CHR) will conduct a separate investigation on the two officers. The Department of Foreign Affairs (DFA) is waiting for the investigation report from the CHR.
Penini, an information technology student, was subdued by the police officers after he allegedly ran amuck in Barangay Banilad, Cebu City last Sunday morning.
PO2 Lavandero and PO1 Tanza filed a direct assault of a person in authority complaint against him, saying he threw stones at them during the incident.
During the inquest proceeding, Prosecutor Aida Sanchez lowered the complaint from direct assault to resistance to arrest.
Sanchez told reporters there wasn’t enough evidence to support the more serious charge.
According to the Revised Penal Code, some elements that constitute direct assault are when the offender “makes an attack, employs force, makes a serious intimidation or makes a serious resistance,” and “the offender knows that the one he is assaulting is a person in authority.”
Penini, assisted by lawyer Fritz Lastimoso, opted not to file a counter-affidavit to answer the police officers’ allegations.
With this development, the information of the case will be filed in the Municipal Trial Courts in Cities (MTCC).
Sanchez said a bail of P2,000 is usually set in such cases.
Quarrel
Lastimoso said that Penini will talk to his parents about the possibility of having the case settled outside the court.
Around 11:30 a.m. last Sunday, Lavandero and Tanza received a radio message telling them to support two Mobile Patrol Group (MPG) teams that responded to a trouble alarm outside Alicia Towers in Barangay Banilad.
When they arrived, they saw Penini allegedly throwing stones at a group of bystanders.
“We approached the said foreign national and introduced ourselves as police officers and instructed the same to put down the stones,” they said in their joint affidavit. “But instead of obeying, (Penini) became more aggressive and threw several stones at us.”
Afterwards, Penini allegedly struck a stone on the jaw of taxi driver Giovanni Catib.
“Sensing that (Penini) can no longer be handled in a diplomatic manner, we decided to apply tolerable force against him,” said the police officers.
Unnecessary
Catib, 33, failed to file a complaint against Penini on Monday. He was also caught on camera kicking Penini.
“Hasol ang kaso…kon maapiki mo-file ko (A case would be a hassle…if I’ve no choice then I’d file a case),” he said.
In a phone interview, Primo Cadampog of the CHR-Central Visayas said it was clear from the ABS-CBN video that the two officers kept hitting Penini even if he had calmed down.
“That was an unnecessary act,” he said. Cadampog said the CHR still has to get the statements of both parties.
Before Penini allegedly ran amuck, he was arguing with another Papua New Guinea national. When the other person left, Penini allegedly started throwing stones at passers-by and kept shouting.
The responding officers said they tried to pacify Penini.
An ABS-CBN Cebu crew covering the incident shot the video footage of Tanza and Lavandero hitting the head and body of Penini, who was lying on the sidewalk, with the butt of their rifles. They also kicked him.
Catib joined in and kicked Penini several times, until one of the officers stopped him.
Dismayed
Penini was then brought to the Tourist Action Center (TAC).
Catib said he was thankful the two officers protected him.
“Kung wala lang sad gyud to siya (Penini) mamato, dili man sad gyud to siya ingon atuon sa mga pulis (If he hadn’t thrown stones at people, the officers wouldn’t have had to subdue him),” explained Gatib.
Meanwhile, Antonio Go, a family friend of Penini, went to the Police Regional Office and reported that the parents of Penini, who are reportedly members of the parliament in Papua New Guinea, were dismayed by the incident.
Go, a Cebuano and also a Papua New Guinea citizen, said he worries about the 40,000 Filipinos working in that country.
“If the people in Papua New Guinea know of this, they might get back at us by doing something bad to the Filipinos out there,” Go said.
He said that Penini arrived in Cebu last June and is a student in one of the universities in the city. He added that there were 29 Papua New Guinean students who arrived in Cebu City to study along with Penini.
When the other parents learned about the incident, he was instructed by the parents to let their children go home, he said.
Connection
Go said that along with the other foreign students, they are scheduled to go home to Papua New Guinea on Wednesday, including Penini.
Also on Monday, DFA-Central Visayas Director Elias Balawag said that Bienvenido Tejano, the Philippine ambassador to Papua New Guinea, called him to inquire about the incident.
Tejano is reportedly concerned because his agency is promoting Cebu as a tourist destination in Papua New Guinea.
The number of Papua New Guinea nationals who are coming to Cebu to study increased when Air Neugini, the country’s flag carrier, started operating a direct flight to the Mactan Cebu International Airport just a few months ago.
Acting Cebu City Mayor Joy Augustus Young is also concerned about the implications of the incident. He assured, though, that the city remains generally a peaceful place for foreign students.
“Any report like this is not good because it might discourage some foreigners to come here to study. But overall, Cebu City is still a safe place. We’ll get over this because it’s not an everyday occurrence… it’s an isolated case,” Young said in a phone interview. (KAL/JBT/With EOB/LCR/Sun.Star Cebu)

Senate to probe ‘break-in’ at Robredo’s condo

MANILA — The Senate has summoned Local Government Undersecretary Rico Puno to a hearing to shed light on reports that he tried to obtain confidential files from the condominium of his boss, the late Jesse Robredo, a day after the plane crash in Masbate.
The hearing will take place at 10:30 a.m. of Friday, September 14, said Senator Miriam Defensor-Santiago, chair of the committee on constitutional amendments and revision of laws.

Also invited to participate were Executive Secretary Paquito Ochoa Jr., Environment Secretary Ramon Paje, Justice Secretary Leila de Lima, newly appointed Local Government Secretary Manuel Roxas II, Philippine National Police (PNP) Chief Director General Nicanor Bartolome, retired Dagupan Archbishop Oscar Cruz and Maria Leonor “Leni” Robredo, wife of the late secretary.
The hearing was also scheduled to tackle issues implicating Puno in the botched purchase of assault rifles for the PNP.
Puno, a shooting buddy of President Benigno Aquino III, reportedly went to Israel in May upon the invitation of one of the bidders and that the specifications were supposedly tailor-made for a certain party.
The report cited conflict of interest on Puno since he was then a member of the bids and awards committee of the project, which was already shelved by President Aquino after sensing a possible case of overpricing.
Aquino admitted over the weekend that he asked Puno to secure the documents since Robredo was investigating sensitive cases, including the arms deal, prior to his death. He said, however, that he did not order Puno to go to Robredo’s condominium.
“Why did you have to go to the house when nobody told you to go there? Your superior — the President — did not request you to go. So what was he doing there? What was so urgent that he has to go himself? What were the documents he wanted to get his hands on?” Santiago told reporters.
Leni Robredo earlier asked her maid not to allow Puno and the police from entering the condominium unit, which Santiago said only showed lack of trust for the Department of Interior and Local Government (DILG) official.
“This attitude could have stemmed from her husband’s own attitude. Otherwise, since she is not a member of the DILG, what is the basis that she did not want Puno inside the house at all?” the senator said, adding Puno is guilty of plain discourtesy for not personally seeking entry from Robredo’s wife.
Separate investigation
The House of Representatives committee on public order and safety will also hold a separate investigation on the P1.2-billion firearms deal.
The inquiry will be called before Congress goes on recess on September 22, said Cebu Representative Pablo John Garcia, chairman of the panel.
The investigation is a result of a resolution filed by Agham party-list Representative Angelo Palmones and Antipolo City Representative Romeo Acop requesting the committee chaired by Garcia to probe the questionable procurement of 59,904 units of caliber 9-millimeter pistols, which has an approved budget of P1.198 billion.
Palmones said he received information that 28,000 out of 59,904 9-mm pistols were delivered in the Manila South Harbor from the United States four days after the bidding was completed, and the notice of award was released to Trust Trade and Glock Asia Pacific Ltd. on August 31, 2012.
“I find it suspicious that the delivery was that fast. The shipping should be at least one month. It opens the possibility that even before the bidding was sealed last August 31, some of the pistols are already being delivered to the Philippines,” he said in an ambush interview.
During the recent budget hearing of the DILG, Puno said the PNP recently finished the bidding for the procurement of the pistols, the delivery of which will be completed within a year.
Hesitant
For his part, Cruz expressed hesitation over attending the Senate inquiry, which will also tackle Puno’s supposed involvement in jueteng operations.
Cruz said he has nothing new to offer to the table.
“The documents which listed the names of jueteng lords and beneficiaries are with them (senators). It’s in their possession, so there’s no need for me to appear there, strictly speaking,” he said.
Cruz and Leni Robredo have been only issued invitations and not subpoenas since they are not public officials. This means that they are not compelled to attend, said Santiago.
Paje, meanwhile, will talk about the progress of the total log ban that is being implemented along with Puno’s office.
Puno’s removal
In other developments, Cruz supported Aquino’s plan to remove Puno from the DILG.
He said the jueteng menace in the country is now “free, flourishing and open as ever” under Puno’s two-year stint as undersecretary for peace and order.
The retired prelate, however, said he is not impressed with Bartolome, who is Puno’s likely replacement.
“During his time as PNP chief, he has failed to accomplish his programs. It is good at the start but I see a lack of consistency on his part. I don’t know, maybe also because some forces are trying to stop him from pursuing them,” Cruz said.
Bartolome is being asked by Aquino to retire earlier than the mandatory schedule of March 16, 2013, so that the new PNP chief will have time to strategize the conduct of peaceful midterm elections in May.
But for Cruz, he said it would have been better if Aquino had let Roxas choose his would-be undersecretary.
“Why not let him choose who he would want to work with?” asked Cruz while recalling Malacañang’s previous statement of giving Roxas a free hand in reorganizing the department.
No special treatment
Malacañang, meantime, said Puno will not get special treatment from the President amid his alleged involvement in the multi-billion firearms deal.
Presidential spokesperson Edwin Lacierda said it would be up to Puno to answer allegations against him and the Palace will not tolerate any anomalous transactions in government.
Lacierda said Aquino was the one who ordered the late Secretary Robredo to launch an investigation on the deal upon learning that the guns were overpriced.
“The President saw the price on Google and it was only P40,000 from the original price of P80,000, that’s why he ordered an investigation,” the Palace spokesperson said.
He added the President had stopped the bidding process but he ordered further investigation on the matter.
Lacierda also said the President was the one who ordered Puno to secure the confidential documents in Robredo’s office, a day after the plane crash in Masbate that killed the late DILG secretary.
Despite his closeness with Aquino, the spokesperson said Puno is not being considered “untouchable” by Malacañang.
“He’s not untouchable. Nobody is untouchable in this administration,” he said.
He said the President has been fair in dealing with officials in his administration, citing the case of Energy Secretary Rene Almendras, another close friend of Aquino, who has been criticized amid the energy crisis in Mindanao.

DFA opens satellite office in Pampanga

MANILA, Philippines – The Department of Foreign Affairs (DFA) consular office at MarQuee Mall in Angeles City, Pampanga is now open and ready to offer its services to the public.

DFA-Angeles is one of the largest mall-based consular offices of the DFA with a floor area of 811 square meters. It could accommodate at least 500 passport applicants per day.

The inauguration of the new consular office last July 30 was attended by Foreign Affairs SecretaryAlbert del Rosario, Assistant Secretary for Consular Affairs Jaime Victor Ledda and the chairman of the Civil Service Commission Francisco Duque III.

Local government officials led by Angeles City Mayor Edgardo Pamintuan, Pampanga Gov. Lilia Pineda, Mabalacat Mayor Mariano Morales and Olongapo City Mayor James Gordon Jr., also attended the inauguration.

The Ayala Land Management team led by executive vice president Bobby Dy, together with vice president and head of operations for the commercial business group Rowena Tomeldan, assistant vice president Javier Hernandez, division manager Mark Sablan and MarQuee Mall general manager Norie Raniel graced the occasion.
