MANILA — Amid the increased crime rate in Metro Manila and after an extort try by two erring cops, Philippine National Police Chief Nicanor Bartolome urged a newly installed police official to “hit hard” on law breakers.
Bartolome told Chief Superintendent Leonardo Espina, the new head of the National Capital Region Police Office (NCRPO), to maximize the deployment of police resources and personnel in “every nook and cranny” of the metropolis for a stronger law enforcement.
“Hit hard on criminals and protect the people,” Bartolome told Espina as the latter was formally installed Friday as the new NCRPO chief.
Bartolome also ordered to mobilize the entire 17,000-strong police force in NCR to cover “every square inch” of the 21 identified crime prone areas in the metropolis.
Early this week, the PNP admitted that crime incidence has decreased all over the country except in Metro Manila in the first half of the year.
From January to June, authorities recorded 29,231 crimes in NCR, a 57 percent increase from the 18,671 recorded incidents in the same period in 2011.
The increase in crime incidents was due to the fact that criminals have apparently become “smarter,” according to Chief Superintendent Generoso Cerbo Jr., PNP spokesman.
And to efficiently stop law breakers, Bartolome told Espina to complement and innovate existing anti-crime programs with new strategic and operational directions in crime prevention and control.
Bartolome said law enforcers should emphasize greatly on community mobilization, proactive intelligence, neutralization of wanted persons, and interdiction operations against organized crime groups.
The PNP chief also asked Espina of a zero backlog solution on the pending administrative cases against erring policemen.
He added that all pending administrative cases involving NCRPO personnel should be resolved within the next 30 days.
Bartolome made these statements days after two policemen from the Quezon City Police District (QCPD) tried to extort money from no less than the son of Espina.
On Tuesday evening, two policemen chanced on a vehicle parked along Doña Hemady street in Quezon City and saw the driver, who turned out to be Espina’s son, chatting on his mobile phone.
The two cops, identified as Senior Police Officer 4 Jose dela Peña and Police Officer 2 Resty del Rosario, accosted the vehicle and accused Espina’s son of engaging in “phone sex.”
They allegedly demanded P20,000 as “fine” for the violation, which was later negotiated to P5,000.
However, the cops’ extort try failed when Espina’s son handed his mobile phone to dela Peña, who talked to the NCRPO chief.
Upon realizing that a high-ranking police official was on the other line, dela Peña returned the phone to Espina’s son and abandoned him.
Espina has clarified that his son did not give the money to the erring cops, who belong to the QCPD Mobile Patrol Unit.
The two have been disarmed since the incident while their badges were confiscated.
The NCRPO chief has vowed to go after abusive law enforcers, saying he will not allow “a few rotten eggs” to ruin the reputation of the PNP.

MANILA (Updated, 12:18 p.m.) — Former President and now Pampanga Representative Gloria Macapagal-Arroyo is scheduled to undergo her fourth stem cell therapy on Monday.
In her Twitter account, @gmarroyo, she posted: “This Monday, I will have my fourth stem cell intravenous treatment with my alternative medicine doctor.”
“It’s cultured stem cell and much more modest in price than the one coming from sheep or one’s own body,” she added, without elaborating how much the treatment will cost.
After she was granted bail by a Pasay City court last July, Arroyo sought the help of alternative medicine doctor Antonia Park, who runs a wellness center in Tagaytay City.
Earlier this week, the former President said she has started searching for a specialist who can correct her spinal condition.
Arroyo also said she continues to attend her thrice a week therapy at the Veterans Memorial Medical Center, where she had spent eight months in hospital arrest over electoral sabotage charges in connection with the 2007 midterm polls.
“I just came from my thrice weekly therapy at Veterans. This week, I also saw two alternative medicine practitioners as part of my search for a second opinion while initiating my communication with an opinion with a neurocervical spine purist who does repeat surgery daily, as recommended by Dr. Anastacio,” she tweeted Thursday.
Dr. Roberto Anastacio, her physician at the Makati Medical Center, earlier said the treatment for Arroyo’s condition could be found in Austria and New York.

MANILA — Senator Miriam Defensor-Santiago is seeking a congressional investigation on the “unique and exceptional powers” given to Rico Puno as Undersecretary of the Department of Interior and Local Government (DILG).
“I see, as I said, a sinister conspiracy of silence over the Puno case, both on the part of Palace minions and on the part of Mr. Puno himself,” the senator said.
Santiago said the inquiry would cover the alleged break-in of Puno into the condominium unit of the late Local Government Secretary Jesse Robredo on August 19, just a day after the plane carrying Robredo and three others crashed off the waters of Masbate City.
Santiago said Malacanang’s silence on the issue involving Puno is an indication of “infighting among the Malacanang factions.”
“They’re both fighting for the ear of the President. The President is never free of the ‘bulong’ [whisper] brigades in Malacanang,” she added.
The conflict between the two factions in the Aquino Cabinet—the “Balay” and “Samar” groups—have reportedly reignited due to the vacancy created by Robredo’s passing.
Executive Secretary Paquito Ochoa Jr, officer-in-charge of the DILG, is identified with the Samar group while newly-appointed Local Government Secretary Manuel Roxas II belongs to the Balay group.
After his appointment was announced, Roxas wanted Puno out of DILG but Ochoa said the undersecretary would remain part of the DILG family.
Senator Santiago, meanwhile, challenged Puno to defend himself.

MAGALANG — Governor Lilia Pineda is seriously considering the creation of an evacuation center here in bid to provide an available facility that would shelter flood and disaster victims in the district and nearby towns.
Pineda, in an interview over the weekend with Sun.Star Pampanga, said the move will, in effect, protect schools and other facilities from being used as makeshift evacuation centers during times of calamities.
“We need to safeguard schools and other public facilities. It is an obvious fact that whenever there are evacuations going on in times of calamities, schools and similar facilities are used as evacuation areas and there would surely be some inconveniences and at times damage to these facilities,” Pineda said, adding that with an evacuation center in place, classes would no longer be disturbed in areas around the facility.
Pineda said she had talked with officials of the National Housing Authority for the possible use of some portions of the 10-hectare lot in Barangay Sta. Lucia here for the proposed evacuation center.
The governor said the establishment of such facility will provide humane evacuation conditions for evacuees.
The proposed facility will feature common areas for cooking, adequate toilet facilities and other facilities like clinics and mess halls.
Meanwhile, the Provincial Disaster Risk Reduction and Management Council will be tasked to manage and operate the facility in times of calamities. The facility is also seen as an effective way in clustering evacuees for quick and efficient relief operations.

MANILA – A lawmaker allied with the administration advised President Benigno Aquino III to let go of Undersecretary Rico Puno amid the alleged controversy involving the Department of Interior and Local Government (DILG) official.
Ifugao Representative Teddy Baguilat Jr., an administration ally, said the more prudent thing to do is to remove Puno from the DILG, who is a subject of an investigation by the late Local Government Secretary Jesse Robredo over alleged controversy on the purchase of assault rifles for the Philippine National Police (PNP), an agency under the DILG.
A day after Robredo died in a plane crash off Masbate last August 18, Puno and several police officials have reportedly tried to gain entry into Robredo’s condominium unit in Quezon City. The government was still conducting a search and rescue operation at that time.
Before his death, Robredo allegedly received a report implicating Puno in the supposed anomalous firearms deal.
“I think the investigation on alleged irregularities implicating Usec Puno must continue. That’s the tuwid [right] thing to do. The investigation, if not pursued, would invite suspicion of a conspiracy theory on his [Robredo] death,” said Baguilat, a deputy spokesperson of Aquino’s Liberal Party.
Baguilat, a close friend of Robredo, is also one of the first members of the Kaya Natin movement for good governance, along with the late DILG Secretary.
Agham party-list Representative Angelo Palmones, meanwhile, called for Puno’s resignation.
“Usec Puno may be PNoy’s [Aquino] best shooting buddy, but he’s not a true friend. If Puno is indeed concerned and supportive to PNoy’s governance, he must have delicadeza to resign now,” he said in a text message.
The DILG official once offered his voluntary resignation two years ago when he was linked to illegal gambling and in the August 23 botched hostage crisis in Manila, which killed several Chinese tourists.
In a Senate Blue Ribbon Committee hearing two weeks later, Puno was quoted as saying: “I was about to resign but the President told me to continue on.”
Puno’s fate hangs as Transportation and Communications Secretary Manuel Roxas II is set to take over DILG.
After his appointment was announced by Malacañang, Roxas himself announced that Puno is out of DILG. However, Executive Secretary Pacquito Ochoa Jr. said the undersecretary remains with the agency.
In a recent ambush interview, Puno said he is willing to work with Roxas.
Senators Aquilino Pimentel III and Francis Pangilinan, for their part, said that Puno should be given a fair chance of explaining himself in case the reported investigation involves his name.
“If it’s true that there’s already an investigation ongoing, better that we let the process finish first before calling for any resignations,” Pimentel said.
“I am sure the President is on top of this latest controversy and will do what needs to be done to address it,” Pangilinan added.
Senator Miriam Defensor-Santiago, meanwhile, challenged Puno to speak up on the issues hounding him.
“Be transparent. If you are innocent, answer the accusations against you. Bakit siya nananahimik? This is all puzzling to me,” Santiago said on Saturday.
Santiago said she will seek an investigation on the “unique and exceptional” powers given to Puno as DILG Undersecretary.
She added the DILG Secretary is usually given the authority over the PNP but in the present administration, the President chose Puno to take control over the police force.
“This case of Undersecretary Puno is completely unique, if not anomalous. I believe that Mr. Rico Puno was able to occupy this unique office of the Undersecretary with his unique or exceptional or anomalous powers because of severe pressure on Mr. Aquino,” Santiago said.
Santiago added that the inquiry will also cover the supposed break-in of Puno into Robredo’s condominium unit.
“That is so suspicious. What on earth was so compelling? Namatayan na ang pamilya [The family has lost one member]. His first instinct should be to sympathize or condole with the family,” she said. (Kathrina Alvarez/Sunnex)
