Robredo’s remains back in Naga City

MANILA (2nd Update) — The remains of the late Local Government Secretary Jesse Robredo were brought back to his hometown Naga City on Sunday morning after a two-day wake in Malacanang Palace. Robredo’s body arrived at the Naga Airport in Pili, Camarines Sur around 9 a.m. His family, together with Secretaries Ricky Carandang and Manolo Quezon, arrived five minutes earlier on board a chartered Airphil flight.
Members of the Philippine National Police (PNP) and Police Regional Office-Bicol rendered full honors to Robredo at the airport.
Robredo’s funeral cortege was then brought to the Naga City Hall. It passed by the Department of Interior and Local Government (DILG) secretary’s residence in Dayangdang St. on the way to the City Hall.
Thousands of people led by the city’s executives met Robredo and his family at the City Hall grounds around 10:48 a.m. Residents of Naga City also lined up the streets to welcome Robredo, while yellow ribbons were tied in government offices, business establishments and houses.
Several of those who welcomed the DILG chief also wore yellow shirts with Robredo’s face printed on it.
At the City Hall, the honorary pallbearers were led by Senator Joker Arroyo, and local officials like Mayor John Bongal, Vice Mayor Gabby Bordado, Councilors Cecilia de Asis, Nelson Legason, David Casper Sergio, and Esteban Abunal.
Mass was offered at 11 a.m. at the Naga City Hall, where Robredo’s remains now lie in state. The Camarines Sur/Naga Pastors and Ministry Leaders will offer necrological services at 2 p.m. today, Sunday.
The public will be allowed to pay their last respect to the DILG secretary from 3 p.m. to 5 p.m.
Another Mass will be held at 5 p.m. and a necrological service at 7 p.m.
Television reports said the public viewing and vigil will resume from 9 p.m. to midnight.
On Monday, Robredo’s body will be transferred from Naga City Hall to the Basilica Minore de Nuestra Señora de Peñafrancia, where another arrival honors will be rendered by the PNP.
The DILG chief will be buried in Naga City around 10 a.m. of Tuesday, August 28, said his family.
Robredo, who served as mayor of Naga City for 19 years before he became secretary of the DILG, died in a plane crash off Masbate last August 18, 2012. His aide, Police Senior Inspector Jun Abrazado, survived in the accident, which also claimed the lives of the two pilots: Captain Jessup Bahinting and Nepalese co-pilot Kshitiz Chand. (PNA/Sunnex)

Typhoon ‘Julian’ now out of Philippines

MANILA (Updated 11:30 a.m.) — Typhoon “Julian” (international name: Bolaven) is now out of the Philippine Area of Responsibility (PAR) and is heading toward the southern islands of Japan, said the state weather bureau on Sunday.

The typhoon, as of 4 a.m. Sunday, was located at 850 kilometers (km) northeast of Basco, Batanes with maximum sustained winds of 175 kilometers per hour (kph) near the center and gustiness of up to 210 kph.
The Philippine Atmospheric, Geophysical and Astronomical Services Administration (Pagasa) forecast it to move northwest at 15 kph and will be 830 km north northeast of Basco, Batanes by Sunday afternoon.
The weather bureau said, however, that even if Julian is outside the country, it will continue to enhance the southwest monsoon that will bring light to moderate rains over the western section of the Philippines.
Pagasa said the southwest monsoon is still affecting Luzon and Western Visayas. Mostly cloudy with scattered rainshowers and thunderstorms becoming widespread rains will still prevail over the western section of Luzon.
The rest of the country will be partly cloudy to cloudy with isolated rainshowers or thunderstorms.
Moderate to strong winds blowing from the southwest will prevail over Luzon and Visayas.
The coastal waters throughout the archipelago will be moderate to rough.

Robredo remains transferred to Basilica Minore

MANILA — The remains of the late Local Government Secretary Jesse Robredo have been transferred from Naga City Hall to Basilica Minore de Nuestra Señora de Peñafrancia in the city. Robredo was known as a devotee of Our Lady of Peñafrancia, the patroness of Bicol province.
The DILG secretary’s remains arrived at the Basilica Minore around 10 a.m. Monday.
State funeral honors were again rendered to Robredo while his remains were being transferred.
Four honorary pallbearers designated by his family escorted his remains.
Departure and arrival honors were also accorded by the Philippine National Police.
There will be public viewing and vigil at the Basilica Minore until 5 p.m. Monday.
It will be followed by a mass to be officiated by Nueca Caceres Archbishop Leonardo Zamora Legaspi.

1 dead, 2 missing in Zamboanga flashfloods

MANILA — One person was killed while two others were reported missing in two separate flash flooding incidents in Zamboanga del Sur over the weekend, the state disaster management council said Monday.
According to the National Disaster and Risk Reduction Management Council (NDRRMC), a cargo truck was hit by a strong current coming from the Salug Dako River, Mahayag town in Zamboanga del Sur, causing it to overturn.
One was killed while five others were rescued. The names of all the victims are yet to be determined.
The NDRRMC said heavy rain may have caused the river to overflow and destroy the spillway that connects Mahayag and Dumingag towns.
On the evening of same day, another flash flooding incident was monitored by the NDRRMC in the same province.
Two persons, identified as Michael Dahuya and Eyen Opamin, were reported missing after a flash flood hit Barangay Kauswagan, Tambulig, Zamboanga del Sur.
The NDRRMC said the victims were riding a motorcycle while passing a creek when they were suddenly “hit by the head” of the flash flood.

Cebu pilot laid to rest

CEBU CITY (Updated 5:10 p.m.) — Aviatour Fly’N Inc. owner Captain Jessup Bahinting, who died in a plane crash in Masbate last week, was laid to rest in a private cemetery in Ginatilan town in southwestern Cebu on Monday.

Relatives, friends and colleagues of Bahinting, as well as members of the Grace Communion International (GCI) attended the burial.
GCI is a Christian group where Bahinting was a pastor and supervisor for the Visayas.
Bahinting, 60, was brought to Ginatilan on Sunday after a three-day wake at St. Peter Memorial Chapel in Cebu City.
His body arrived in Cebu five days after his Piper Seneca plane crashed in the waters off Masbate Bay. Also killed in the accident were Local Government Secretary Jesse Robredo and Nepalese co-pilot Kshitiz Chand.
The remains of the 21-year-old Chand was also flown to his home country Nepal on Sunday for cremation, while Robredo’s body now lies in state in his hometown Naga City. The DILG secretary will be buried tomorrow, Tuesday. (Sunnex)

Bondoc, Dalisay join forces to assure victory in 2013

SAN SIMON — Two of this town’s influential and prominent political families have joined together to assure victory in next year’s elections.
Liberal Party (LP) San Simon chairman and former mayor Manuel Bondoc and Doming Dalisay, husband of former mayoralty candidate Baby Dalisay of the Nationalista Party (NP), met with their respective leaders and supporters on Monday in Barangay San Pablo to announce that they have joined forces and will challenge the administration of incumbent Mayor Leonora Capule-Wong.

Bondoc told Sun.Star Pampanga that he is very elated with the pledge of support from the Dalisay family, saying that with the political turn of events, he is more confident it would be a different story in next year’s May elections.
“Matagal ko nang pinangarap na magkasama kami ni Pareng Doming and Mareng Baby. Noong nakaraang election ay nagkatungali kami sa pulitika at pareho kaming hindi sinuwerte. Ngunit ngayon na magkasama na kami, palagay ko ay lalong lumakas ang ating puwersa sa darating na election,” Bondoc said.
Bondoc, who is more commonly called “Tang Maning” or MSB, said he has always admired the principles of the Dalisay family, saying their advocacies are very much the same.
“Malaki ang respeto ko sa pamilyang Dalisay dahil kamukha natin, sila ay may prinsipyo at ang kanilang mga ninanais na gawin sa panunungkulan ay siya din namang paniniwala natin, at ito ay ang good governance at transparency kung saan ipapatupad natin ang ‘Matuwid Na Daan’ sa pag gobyerno dito sa bayan namin,” Bondoc added.
He said among his priorities if elected mayor is to continue the scholarship programs of the Dalisay family, citing some 1,000 indigent youths who benefitted from the said project.
Bondoc said he will also negotiate with factory owners for the employment of their townmates instead of sourcing out jobs.
Lastly, the former three-term mayor said he is against the imposition of high taxes being implemented by the present administration, saying the ordinary people and the businessmen are burdened by this.
Bondoc’s line-up are Engr. Manuel “Migs” Yambao for vice mayor; and Dading Santos, Dey Tayag, Arnold Magat, Elvis Sangcap, Russel Figuerroa, Dave Duñgo and Letan Carlos for councilors.
In the 2010 elections, Bondoc garnered 9,000 plus votes, losing to Wong’s 9,380 votes. Dalisay got 6,000 plus votes.
Meanwhile, Dalisay’s wife, Baby, said they have convinced their supporters to support the candidacy of Bondoc and his entire line-up, saying even if they could not muster 100 percent, they are optimistic that 60 to 70 percent of their supporters are enough to assure Bondoc’s victory.
“Sa palagay ko sa pagsasanib ng puwersa namin ni Pareng Maning ay mas makakaganda ito sa laban niya sa susunod na election. Ito na ang bagong pag-asa na hinihintay ng aming mga kababayan dito sa San Simon. Sa nakita namin nasa kanya ang mga katagian ng isang mahusay na lider at ito ay nasubok na sa kanyang matagal na panunungkulan bilang mayor,” Dalisay said.

Group to create indie film on Betis woodcraft industry

GUAGUA — The Film Academy of Pampanga is set to create an indie film about the vanishing wood carving tradition in Guagua’s Betis District this September, featuring sights and attractions of Betis and its wood craft industry.
Art mover Ruston Banal told Sun.Star Pampanga that the goal of the film is to show to the world the ingenuity of Betis woodcarvers, the traditions that are passed on from generation to generation, and the dilemma of holding on to the tradition in the age of mechanical reproduction and modern technology.

Banal is one of those behind the Cinemalaya-winning Kapampangan film “Manenaya” (Waiting) directed by Richard Legaspi that has been picked to compete at the 18th International Short Film Festival in Drama in Greece.
He said the drama behind the hard work, perseverance and patience of a woodcarver would be highlighted in the film that will be based on the lives of prominent woodcarvers here.
Banal said writer Bor Ocampo will be drawing inspiration from the life of woodcarvers here with the likes of Maestro Willy Layug, who was a Presidential Medal of Merit Awardee for Ecclesiastical Art.
“We are making it as independent as possible and through the help of the local people and other prominent people from Betis who live outside of the province. Currently, a significant number of people has expressed support and funding for the project,” Banal said.
Banal said the project is open for contributions and donations. The film will star a handful of national theater actors and will also tap on local talents for the whole production.
Banal said they hope the planned film will make it to the international indie film scene like “Manenaya.”
“Manenaya” (Waiting) won the Jury Prize Award in the short film category of the recently concluded 8th Cinemalaya Independent Film Festival 2012 awards last July. The film was shown last July 28 to 29 at the CCP and selected cinemas in Trinoma and Greenbelt, along with other films in the full-length new breed category, the director’s showcase category and the short films category.
Banal, a member of the film’s production, said the recognition highlights that Kapampangan films, shot and filmed with Kapampangan cultural background and influences, can actually catch the attention of movie critics.
“This recognition brings into the light the fact that Kapampangan filmmaking has a future in the national cinematic scene,” Banal told Sun.Star Pampanga.
The film “Manenaya,” co-produced and filmed by director Richard Soriano Legaspi, made it to the ranks of finalists in the Jogja-Netpac Asian Film Festival in Indonesia last year.

Thousands to take PMA exam Sunday

MANILA — Thousands of aspiring military cadets will flock testing centers on Sunday for this year’s Philippine Military Academy (PMA) entrance exam, the Armed Forces of the Philippines (AFP) said.
As of August 18, the PMA has already recorded 12,500 applicants who are expected to gather at the 37 testing centers nationwide, according to the AFP Public Affairs Office.
The PMA is also expecting 3,000 to 5,000 walk-in applicants during the examination day. Last year, a total of 15,873 aspiring soldiers took the test, wherein a total of 1,120 passed while a selected 123 rose as appointed cadets.
But the academy is also expecting the number of applicants to increase after the minimum height requirement for cadets was changed by the institution.
The minimum height requirement has been lowered to 5’0″ both for male and female. Previously, aspiring male cadets should be at least 5’4″ in height while female applicants should be at least 5’2.”
“The widening of the pool of cadet candidates assures a deep-selection of those who possess the qualifications PMA is looking for in its cadets,” PMA Superintendent Major General Nonato Peralta Jr. said.
He added that the academy’s Non-Maltreatment Policy towards newly-accepted cadets would also motivate applicants to pursue their military aspirations.
“Also, with the staunch and resolute commitment of the Academy to eradicate hazing in the cadet corps, PMA is geared towards providing a more responsive and relevant training environment that is people-centered and observant of human rights,” Peralta said.
Another factor that would encourage students to consider a career in the military is the AFP Modernization Program backed by the present administration, according to General Jessie Dellosa, AFP Chief of Staff.
“We hope that with the significant headways in our modernization and capability upgrade program, more youths who aspire to be in the military service particularly those who dream of becoming professional soldiers, pilots and sailors will be motivated to take the examination,” Dellosa said.
In his latest State of the Nation Address, President Benigno Aquino III, who is also the AFP Commander-in-Chief, said that his two-year-old government has already poured a total of P28 billion into the AFP Modernization Program. The amount will soon match the P33 Billion set aside for the program in the past 15 years.
Aquino said that if the proposed AFP modernization bill is passed in Congress, the government will be able to allocate P75 billion for defense within the next five years.
The AFP said it is now acquiring equipment listed in its Medium Term Acquisition Plan covering the years from 2013 to 2017. The institution added that this year’s successful applicants who will compose the PMA Class of 2017 would be the first beneficiaries of AFP’s future defense acquisitions.
An aspiring PMA cadet must be a natural-born Filipino citizen, physically fit, single and has never been married.
The applicant should be at least a high school graduate and at least 17 years old but not a day older than 22 years on April 1, 2013. He or she should also have no administrative or criminal case.
Successful applicants will be received officially on August 1, 2013 at the PMA Campus in Fort Del Pilar, Baguio City. PMA graduates are guaranteed an officer in the Army, Air Force, or Navy.

Gov’t, MILF reset peace talks to give way for Robredo’s funeral

THE Philippine government and the Moro Islamic Liberation Front (MILF) have agreed to reset the formal peace talks in early September to give way on the state funeral for the late Interior Secretary Jesse Robredo.
The MILF said on Saturday that the government peace panel led by Marvic Leonen sought for the postponement of the 31st formal exploratory talks originally scheduled on August 27-30 in
The government’s request was officially relayed to the MILF peace panel by Dato Tengku Abd’ Ghaafar bin Mohamed, the Malaysian facilitator, on Friday, the rebel group said.
“Without the slightest hesitation, the MILF agreed for the postponement, saying the meeting in KL can wait but the state funeral (for Robredo) will only take once,” it said.
Robredo died in a plane crash off Masbate province last week. Two pilots were also killed while the Cabinet official’s security aid survived the accident.
His remains have been laid in state at the Kalayaan Hall of the Malacanang Palace. They were flown to Manila on Friday and will be returned to Naga City, Camarines Sur on Sunday.
President Benigno Aquino III will lead the state funeral on Tuesday in Naga City before the late secretary will be laid to rest.
The MILF said that no fixed dates have been set for the next round of negotiation, although both parties have agreed in principle to have it on the first week of September.
In the spirit of the peace process, Mohagher Iqbal, chair of the MILF peace panel, said the MILF had extended an official condolence to the family and to the Aquino administration for Robredo’s demise.
“The death of Robredo is not only a loss to his family, relatives and to the Aquino administration but also to the peace-making in Mindanao,” he said.
He described Robredo as a strong supporter for the peaceful settlement of the Moro Question and the armed conflict in Mindanao.
In the September talks, the government and the MILF are set to discuss the transition mechanism for the new political entity, power-sharing, wealth-sharing and normalization, among others.
In the previous talks, the two parties also created two technical working groups – one for power-sharing and the other for wealth-sharing. (SDR/Sunnex)

Aquino to lead Heroes’ Day rites

PRESIDENT Benigno Aquino III will lead the flag-raising and wreath laying ceremonies for the commemoration of the National Heroes’ Day on Monday, a public holiday.
Set at 7:30 a.m. at the Libingan ng mga Bayani in Taguig City, Aquino will also deliver the keynote address anchored to this year’s theme: “Pilipinong Tapat, Magiting at Makabayan: Ikaw ang Bayani sa Tuwid na Daan.”
According to the programme, the Armed Forces of the Philippines Chaplain Colonel Eustacio Galindo will lead the invocation, Taguig City Mayor Maria Laarni Cayetano for the welcome remarks, and National Historical Commission of the Philippines (NHCP) Chairman Maria Serena Diokno will give a message.
After this, Defense Secretary Voltaire Gazmin will introduce the President.
