Threat from Guemasan dike remains: residents

ARAYAT — Local folk here clarified Friday that Guemasan and Cupang Dikes are no longer in critical condition as water level in Pampanga River is continuously receding.
However, they said the threat of the Guemasan dike remains.

The residents told Sun.Star Pampanga that the threat remains for as long the long term engineering intervention is not fully implemented.
“Hindi na critical dahil bumababa na ang tubig pero kapag umapaw ulit ang ilog, anytime pwedi itong bumigay. Yung sinasabi ni Engr. Guilas mukhang malayo pa yun,” said Fernando Cortez, a resident here.
Cortez said the public works had not implemented any major engineering intervention that will strengthen the foundation of the said structure.
“Palliative measures lang ang ginawa nila paano nila sasabihin it is no longer a threat?” he asked.
Another resident here suggested to Guilas to come up with a tested engineering design for Guemasan and Cupang Dikes to ensure the safety of the residents and the rest of the Kapampangans in the province.
This came as Guilas appeared to be claiming the credit on the recent development in the said dikes.
“Ang dapat nyang ayusin yung design ng project at hindi propaganda,” Cortez said.
Vice Mayor Larry Trinidad, in a previous interview, noted that the iron bars used in the dike slope protection construction are under size.
According to him, the contractors had not followed the project specifications, which contributed to the problem.
Guilas, in an earlier report, assured that the ongoing engineering works have strengthened the dike compared to its condition a week before.
He said the P123-million fund for the full rehabilitation of the dike is now under the pre-construction stage at the Public Works national office, where the bidding for the project will be conducted. (HPM)

Village chief faces raps before Ombud

CITY OF SAN FERNANDO – The village chief in Barangay San Francisco in Mabalacat City has recently been charged with perjury and malversation of public funds before the office of the Ombudsman.
Barangay secretary Edilberto Carrillo filed the charges against Manuel Dingal, current chairman of the said village.

Carrillo, in his complaint, accused Dingal of perjury for allegedly violating his oath of allegiance. The barangay secretary claimed Dingal is an American citizen by naturalization.
Based on his complaint, Carrillo said Dingal misrepresented himself as a Filipino citizen in his certificate of candidacy (COC) in 2007 for barangay councilman.
Dingal sought reelection in 2010 and landed as first councilman under the same deception on the nature of his nationality in his COC.
He subsequently assumed the office of village chief as a result of permanent vacancy, after the barangay chairman, anti-drug crusader Marcelino “Boy” Cruz, died of heart attack during a drug bust last year.
In his complaint, Carrillo claimed Dingal is also facing charges of burglary, theft, and trafficking before the Superior Court of Arizona in the United States of America.
Dingal arrived in the Philippines on October 10, 2003, while the alleged warrant of arrest against him was issued October 15, 2003 by the same court.
The former secretary explained that Dingal committed malversation when he personally collected garbage fees from one Rosalyn Singian, a village collector.
It was claimed that in the 2012 Village budget passed by the council, the projected amount collected from garbage fees is P350,000.
Sun.Star Pampanga tried to reach Dingal for comment but to no avail.

Cupang Dike ‘no longer a threat’

ARAYAT – First Engineering District officer-in-charge Engineer Rico Guilas assured on Thursday that the engineering interventions in the Cupang section of the Arayat-Apalit Setback Levee here are ongoing.
“So far it is no longer a threat. We are still doing engineering works so that we can protect the structure in the event of further rains,” Guilas told Sun.Star Pampanga.

It could be remembered that Pampanga Chamber of Commerce and Industry (PamCham) Chairman Emeritus Levy P. Laus, president Jim Jimenez, directors Alfrito Mah, Tony Koh and Joyce Duldulao, along with Guilas, Provincial Engineer Andy Austria and Cupang village chief Leonardo Salac, recently inspected and assessed the risks posed by the dike portion in light of the recent monsoon rains.
Branded as “a disaster in the making,” the 50-year-old dike, if damaged, would wreak havoc in the towns of Arayat, Sta. Ana, Mexico, and the City of San Fernando.
Guilas assured that the ongoing engineering works have strengthened the dike compared to its condition a week before. He added that the Department of Public Works and Highways (DPWH) and the Provincial Engineering Office are taking steps to consolidate resources for the rehabilitation of the structure.
Guilas also added that the P123-million fund for the full rehabilitation of the dike is now under the pre-construction stage at the DPWH National Office where the bidding for the project will be conducted.
“Once the program funds are available, we can proceed with the construction as the engineering interventions are already in place by that time,” Guilas said.
Meanwhile, PamCham lauded Wednesday the Provincial Government, Provincial Engineer’s Office and the DPWH First Engineering District for being “proactive and not reactive” in swiftly implementing palliative measures for flood control infrastructure like the setback levee in Cupang.

Senator: Philippines should learn from Chinese economy

MANILA — Only through the developing the countryside and opening it up to foreign investments can the Philippines achieve high growth rates as experienced by neighboring China, which transformed itself as the world’s second biggest economy after two decades of economic upswing.
China is currently the biggest market of automobiles because of increasing purchasing power, according to Senator Edgardo Angara. He attributed this to the transformation of their countryside into highly productive areas which support millions of people.
Because of this, more than 300 million people moved out of poverty, he said.
China is now the Philippines’ third largest partner in investments, development assistance and technical cooperation.
Total trade between the two countries reached a record high of $32.43 billion in 2011, surpassing the previous record of $30 billion in 2007.
Angara, vice-chair of the Senate finance committee, said the Philippine government should study China’s policies which have contributed to its economy’s resilience and growth during the current global financial crisis.

Another typhoon enters as “Igme” exits to Taiwan

MANILA – A new typhoon, with international code name “Beloven,” is expected to enter the country by Thursday morning as Typhoon “Igme” (international name: Tembin) continued to move towards Taiwan, the state weather bureau said.
Typhoon “Igme” is expected to be out of the Philippine Area of Responsibility (PAR) by Thursday afternoon.
Gener Quitlong, Philippine Atmospheric Geophysical and Astronomical Services Administration (Pagasa) weather forecaster, said that once “Beloven” entered the PAR, it will be locally named as “Julian,” the country’s 10th tropical cyclone this year.
Julian, with maximum winds of 140 kilometer per hour (kph) near the center and gustiness of up to 170 kph, was located at 1,470 kilometers (km) east of extreme northern Luzon.
Quitlong said the chance that the two cyclones would interact with each other (“Fujiwhara effect” or “dumbbell effect”) inside the Philippines was slim since the two cyclones are too far from each other.
The Fujiwhara effect is characterized by two cyclones orbiting each other.
Quitlong said Julian has a small chance to make landfall but it would likely pass near northern Luzon in a path different from Igme’s.
Julian is expected to move northwest towards South Korea or Japan and out of PAR by Saturday or Sunday.
However, Quitlong noted that Julian is still expected to enhance the southwest monsoon that will induce occasional light to moderate rains in Metro Manila, Luzon and Visayas, particularly over its western section, while it hovers inside the PAR.
Meanwhile, Pagasa said that as of 10 p.m. Wednesday, Igme is located 285 km northeast of Basco, Batanes. With maximum sustained winds of 130 kph near the center gustiness of up to 160 kph, it is expected to move west northwest at seven kph towards Taiwan.
Public storm warning signal number 2 was raised over Batanes Group of Islands, as these areas will experience 61 to 100 kph winds within the next 24 hours, the state weather bureau said.
Pagasa said the island of Batanes would experience stormy weather with its coastal waters becoming rough to very rough.
Estimated rainfall amount within the 500-km diameter of the typhoon is from 10 millimeters (mm) to 20 mm per hour, which is classified as “moderate-heavy,” Pagasa added.

Carabuena surrenders, apologizes to MMDA

MANILA — Corporate executive Robert Blain Carabuena surrendered to Metro Manila Development Authority (MMDA) chairman Francis Tolentino Thursday and read his statement of apology to traffic enforcer Sonny Fabros, MMDA and the public.
Carabuena was caught on video berating and slapping Fabros in a middle of a traffic violation.

MMDA filed direct assault charges against Carabuena and his brother, Benjamin, on behalf of Fabros at the Office of the City Prosecutor in Quezon City. A preliminary hearing is set later Thursday.
Carabuena allegedly committed a traffic violation while traversing Capitol Hills Drive corner Tandang Sora in Quezon City on August 11. The MMDA said Fabros tried to apprehend Carabuena after he ignored the stop signal.

Damaged dikes, silted rivers seen in aerial inspection

DINALUPIHAN, Bataan- Aside from heavy rainfall last week, breached dikes in Dinalupihan and silted river channels in Hermosa and Orani contributed greatly to the heavy floods experienced last week in the three towns with Dinalupihan as the worst hit.

These were revealed in an aerial inspection Saturday by Dinalupihan Mayor Joel Payumo and Col. Art Orticio, Basa Airbase deputy wing commander, over Dinalupihan, Hermosa and Orani.

“Nakita natin na halos lahat ng dike ay nasira na naging dahilan upang mag-overflow ang mga ilog at rumagasa sa mga kabahayan,” the mayor of the only land-locked town in Bataan said.

From the air on board a Huey helicopter of the Philippine Air Force, some areas in Dinalupihan and Hermosa were still flooded and the devastation left by the heavy rains unfurled.

Payumo said that the floods worsened because of heavy siltation in major river channels. Minor landslides were also noted on some rivers. The aerial inspection also passed over Gumain and Caulaman rivers in Pampanga.

The mayor said he still could not say at the moment on the effect of the two rivers on his town.

PNoy allots P2-B for flood control in Bulacan

MALOLOS CITY—President Benigno Aquino III announced here Friday engineering interventions worth at least P2 billion to address perennial flooding in Bulacan.

This came as the province reeled from severe flooding brought by heavy monsoon rain and followed by back floods from the Pampanga River.

The project cited by the President included the Valenzuela, Obando, Meycauayan (VOM) flood-control project.
He said the P2.2-billion fund is available for the said project to be completed by 2015.

As flood control project, the VOM is designed to stop rising sea water from submerging coastal communities.

It will be complemented by the National Greening Program at the inland area of the province and Metro Manila.

“It will prevent further erosions on the mountain which is the main cause of siltation and massive flooding in the lowlands,” the President said.

Aquino also said Public Works and Highways Secretary Rogelio Singson, whom he appointed as the country’s “water czar,” and his team are now coordinating with local officials in the affected areas to estimate the damages wrought by the severe flooding.

In turn, Singson asked Bulacan Gov. Wilhelmino Alvarado to convene the committee on infrastructure of the Regional Development Council (RDC) in Central Luzon which proposed the revival of the mothballed Pampanga River Control System (PRCS).

Alvarado is the chair of the said committee, while the PRCS is under a division of the DPWH tasked to oversee the dredging of rivers and maintenance of flood control systems in Central Luzon.

The PRCS was dissolved to pave the way for the creation of the Mt. Pinatubo Commission to save the City of San Fernando, Pampanga and other areas devastated by the eruption of Mt. Pinatubo in 1991.

Alvarado also briefed the President on the flood situation in Bulacan, particularly the back floods that submerged the towns of Calumpit and Hagonoy since Thursday as well as the status of the three big dams in Bulacan –Angat, Ipo and Bustos.

Alvarado ordered a simultaneous cleanup drive and relief operation in the province where a total of 18,150 families from Marilao, Meycauayan and Bocaue received relief goods.

The governor also instructed Provincial Public Health Officer Dr. Jocelyn Gomez to immediately conduct medical missions in the areas affected by flooding.

Still no classes in Hermosa school damaged by floods

HERMOSA, Bataan- Floods have subsided but there were still no classes on Monday at the Balsik Elementary School here that suffered damages on its infrastructures, text books and other school materials.

Head teacher Teresita Datu said the floods rose to more than six feet in their school. “First time na nangyari ang ganito ka lalim na baha sa school na ito,” she said.

The public high school sits at the boundary of Bataan and Pampanga and caters to students from both provinces.

She said that even if they resume classes, many students could not yet go to school because of the damage left by the floods to their homes.

Third year student JR Datu said they have no classes yet and was in the school to help in the clean-up.

Strong flood waters destroyed the concrete floor of a classroom, comfort room and long span of the concrete fence.

Text books and other teaching aids all soaked from flood waters were filed outside classrooms. Students and teachers were cleaning rooms and chairs.

Delta project revival seen to alleviate flooding in Bulacan

MALOLOS CITY— To alleviate flooding in Bulacan that damaged crops, properties and infrastructures worth hundreds of millions of pesos, Gov. Wilhelmino Alvarado called for the revival of the mothballed Pampanga Delta Development Project phase II (PDDP-II)

The same project was opposed by Bulakenyos led by former Gov. Roberto Pagdanganan in the late ‘80s and early ‘90s.

Alvarado said the project will alleviate perennial flooding being experienced in the first district of Bulacan, specifically in Hagonoy and Calumpit.

Both towns suffered from back floods after the onslaught of typhoon Ondoy in 2009 and after the heavy monsoon rains last week.

Last year, both towns recorded the deepest flood in history after typhoons Pedring and Quiel pummelled the province.

On Saturday, Alvarado announced that he will convene the infrastructure committee of the Regional Development Council of Central Luzon this week to meet with Public Works Secretary Rogelio Singson.

The RDC infrastructure committee which Alvarado chairs earlier made the proposal to revive the project.

Based on his earlier pronouncements, Alvarado said that the Project Management Office of the Department of Public Works and Highways (DPWH) has come up with a number of revised designs for the revival of the PDDP-II.

One proposal said that the DPWH will build a high concrete wall on the embankment of the Labangan Floodway in Hagonoy and desilt it to increase water holding capacity.

Alvarado noted that said design will mean less dislocation of residents living on the edge of the man-made Labangan floodway which was dug in the ‘70s to address the series of month long flood in Bulacan that occurred every two years from 1972 to 1978.

The said design was verbally endorsed by Alvarado and Mayors James de Jesus of Calumpit and Angel Cruz of Hagonoy.

In the mid-80s, the Labangan Floodway was proposed to be linked with the PDDP-I in Masantol, Macabebe and Apalit town in Pampanga.

But it was opposed by Bulakenyos who feared that at least eight villages in Calumpit and Hagonoy will be erased from the map.

This is due to planned widening of the Labangan floodway.
