Hagedorn vows to push for term extension

ANGELES CITY — Former Puerto Princesa City Mayor Edward Hagedorn said he would push for the extension of national and local officials’ terms of office if gets elected Senator.

During a meeting with various groups in this city, Hagedorn said the three-year term limit of an elected official is short to implement programs properly and completely.

“Six months before elections, kailangan ng i-stop ang implementation ng mga projects. After elections, saka na lalabas ang mga demanda against the elected official. Wala ng maiiwang panahon para gawin ‘yong mga proyekto niya,” Hagedorn said during a press briefing at Garden Dine Restaurant in Balibago this city over the weekend.

Hagedorn said that several provisions in the local government code need to be amended including officials’ terms of office.

He said an elected official should have at least four or five years per term.

“Napakahirap lalo na para sa isang bagong halal na official ang gawin ang mga programa niya kung meron lang siyang tatlong taon,” he said.

Hagedorn said there should be no more term limits for national and local officials.

With this, the Department of Interior and Local Government (DILG) will exercise a control mechanism.

“Kung mawawala na ang term limit, dapat palakasin lang ang control mechanism ng DILG. Kapag may nang-abuso, parusahan,” Hagedorn said.

Hagedorn also said that he will not allow appointed officials to seek elective position as long as their appointing power is in effect.

“Hindi dapat tatakbo [ang isang appointed official by the present president] to a political position para hindi puro suporta ang matatanggap ng pangulo, para may check and balance,” Hagedorn said.

Hagedorn was the mayor Puerto Princesa City when the Palawan Underground River was named as one of the “New 7 Wonders of the World.”

Puerto Princesa was also named cleanest and greenest city in the Philippines.

He also cited his other programs on tourism, poverty, environment, and employment.

Mayors Edgardo Pamintuan of Angeles City, Ed Guerrero of Floridablanca, Arturo Naguit of Minalin, Lito Naguit of Santo Tomas, and Peter Flores of Masantol also vowed support to Hagedorn’s senatorial bid.

“Suportahan po natin si Mayor Hagedorn para magkakaroon ng boses ang mga mayors ng buong bansa sa Senado,” Pamintuan said.

Vice guv's CDA plan for Clark gets support

CITY OF SAN FERNANDO — Vice Governor Joseller Guiao’s plan to transform the Clark Development Corporation (CDC) into the Clark Development Authority (CDA) is gaining considerable support from the business sector.

The CDA plan, which will give the new entity more legroom for development, management and exploitation of the full potential of the Clark Freeport as an engine of national development, has gotten the support of businessman Rene Romero.

Romero said the conversion to CDA will give the Clark renewed autonomy in charting its future in terms of priority developments in line with the local needs of industries both local and international, adding that the conversion is seen to benefit the employees of the Freeport and provide better bureaucratic development in responding to the needs and policies.

He added that the conversion to CDA will be a come on to investors and foreign companies. A charter for the CDA will also give the Freeport a chance to identify key priorities that are more responsive to the needs of investors and locators and the different government units near the Freeport facility.

Clark Development Corporation (CDC) president Arthur Tugade agreed with Guiao’s idea, saying converting Clark from Freeport to Authority will address the tenure issue for future CDC presidents.

“In the last 20 years, CDC has had 12 presidents and that’s a high turnover,” Tugade said during the meeting of the Metro Clark Advisory Council (MCAC) on Thursday.

Tugade, who co-chaired the MCAC meeting with Mabalacat City Mayor Marino “Boking” Morales, is CDC’s 12th president and CEO, succeeding Benigno Ricafort.

Guiao said that under an authority, future CDC presidents will have fixed terms and this will ensure continuity and stability in the implementation of programs and policies inside Clark.

“There are investors, both foreign and domestic, who are a bit hesitant to put in long-term investments in Clark because of uncertainty in the length of tenure of the CDC president,” Guiao said.

Romero also sees more political stability in the management of the Freeport and will remove much of the old “practices” that impede the Freeport’s development. He added that CDC needs an overhaul that can be provided by the conversion to CDA.

City College churns out first batch of grads

CITY OF SAN FERNANDO — The City College of San Fernando on Tuesday churned out its first batch of graduates in grand commencement rites at the Mini Convention Center of Heroes Hall.

Some 322 graduates received their baccalaureate diplomas in Business Administration, Education, Business Administration and Information Technology from City College officials led by Mayor Oscar Rodriguez, Vice Mayor Edwin Santiago, City Councilors Renato Agustin, Jimmy Lazatin, Noel Tulabut, Dein Henson, Ruperto Dumlao, Joselito Ocampo, Redentor Halili, Alex Patio, Rosemary Calimlim, Arnel Sicat and Carla Jean Panganiban, together with the college’s Board of Trustees—Vice-Chairman Dr. Lourdes Javier, Commission on Higher Education Regional Director Dr. Virginia Akiate, ALCU President Prof. Arlida Pame, Faculty president Engr. Nelson Lingat, Supreme Student Council head Janine Tapnio, and Board Secretary lawyer Christian Ferdinand Caylao.

Rodriguez told Sun.Star Pampanga that the historic graduation of the first batch of City College scholars is “a dream come true” for him and the students.

“We are indeed very proud of our first batch of graduates. Now, as the city assists them in getting decent jobs, we look forward to more students after them pursuing our quest for excellence as champions of quality education,” he said.

Aligned as a priority in the City Government’s eight-point agenda dubbed “Edukasyong Abot Kamay, Kinabukasan Abot Tanaw”, the City College provides high school graduates from poor families the opportunity to finish tertiary education for free on courses of their choice.

“We are looking at expanding the course offerings. Of course, these would all be responsive to the need of the times. It also augurs well with our vision to establish community colleges in strategic areas in the Third District soon, given the opportunity,” added Rodriguez.

He stressed that one must have “the determination to go through dreams and courage to face all the challenges that confronts the students’ and graduates’ journey through life.”

“We urge the graduates to become globally competitive in their own fields and help in making the city a habitat of human excellence,” he said.

Last year, the City College also produced its first batch of graduates in tech-voc courses and the special education for physically-challenged students.

CANDABA — A suspected drug pusher known in the locality as “shabu queen” was arrested on Thursday in a buy-bust operation conducted by the town police.

Yabut: Stop political bickering

ANGELES CITY — Former councilor Ares Yabut said Friday that candidates should avoid political bickering for the sake of their constituents.

Yabut, a three-term city councilor from 2001 to 2010, said this during his campaign rally at his bailiwick in Barangay Santa Trinidad here.

“Tama na po ang awayang pulitika. Dapat ang mga pulitiko ay nagkakasundo para sa kapakanan ng ating mga kababayan,” Yabut said.

Yabut said he decided to run again for councilor as an independent candidate to avoid bad relationships with other officials and politicians.

According to Yabut, he will support whoever will be elected mayor and vice mayor in the city. “Nung ninu man manyambut pakyabayan tala ban kanita apayabut tamu ing serbisyu kareng tau.”

Congressman Carmelo “Tarzan” Lazatin will face reelectionist Mayor Edgardo Pamintuan in the mayoralty race.

“Hindi ko na kalaban si mayor Ed Pamintuan, sosoportahan po natin ang kanyang mga programa kung sya ay manalo. Kung si Congressman Lazatin naman ang nanalo ay tutulungan ko sya sa unang pagkakataon,” Yabut said.

He vowed to implement programs on education, public health, environment, peace and order, employment, business, barangay affairs, women and youth, persons with disabilities, and senior citizens.

“We will coordinate with the mayor programs that will assist market vendors and our indigent Kabalens in their livelihood,” the former official said.

Yabut also cited the need of coordination between the City Council and the city mayor in terms of implementing various programs.

“We will also bring the Angeles City council closer to the people,” he said.

More than 5,000 people, including officials from the city’s 33 barangays, participated in Yabut’s campaign rally.

Celebrities including Jomari Yllana, Malou Barry, and Liza Lorena joined Yabut in entertaining and wooing the constituents who attended the event.

INC lauds Guiao’s proposed railway station

CITY OF SAN FERNANDO — Members of the Iglesia Ni Cristo (INC) lauded first district congressional candidate Joseller “Yeng” Guiao’s proposal to establish Manila-Clark fast train’s substation near the Philippine Area in Bocaue Bulacan.

“Kung matutuloy maganda ito para aming mga miyembro ng Iglesia ni Cristo dahil magiging lalung madali ang pagpunta namin sa arena. Sigurado yan sa simula pa lamang ng taong 2014 ay magiging madalas na ang pagpunta namin WSdyan,” said Don Don Ombina, a member of the church.

Philippine Arena is expected to have a seating capacity of 55,000 and upon its completion this will be the largest dome arena in the world.

Ombina said the proposed Manila-Clark fast train, if realized, is a major infrastructure project that will benefit not only the province of Pampanga but the country in general as will trigger development and boast the confidence level of the investors.

“Para sa aming mga miyembro suportado namin ang anumang hakbang na makakatulong sa aming hanay,” another Iglesia Ni Cristo member told Sun.Star Pampanga.

Earlier, Guiao said that business tycoon Manny V. Pangilinan has vowed to fund the Manila-Clark fast train project.

He said only two or three sub-stations from Manila are viable and this includes one in the compound of Philippine Arena.

Housing board orders developer to fulfill obligations

CITY OF SAN FERNANDO — The Housing and Land Use Regulatory Board (HLURB) Northern Tagalog Regional Field Office ordered on Friday Sta. Lucia Realty and Development Inc. to immediately fulfill its obligations with the Beverly Place Homeowners Association headed by Engr. Allan David.

HLURB also slapped Sta. Lucia with an administrative fine of P30,000 for continuously failing to maintain and complete the posh subdivision project.

Since last year, the homeowners association has battled it out with Sta. Lucia realty, raising howlers after a series of robberies with homicide, allegedly caused by the developer’s non-compliance and non-fulfillment of its obligations like completion of the perimeter fence, provision of enough security and maintenance manpower, installation of street lights and completion of the 18-hole golf course.

Repeatedly, Sta. Lucia has denied the allegations and the complaints for a variety of reasons the HLRUB found “not persuasive.”

In its judgment rendered by Arbiter lawyer Jocelyn Talens-Saturos, the HLURB ordered Sta. Lucia Realty to raise the elevation of the Beverly Place perimeter fence to a minimum height of two meters or more depending on the need of the zone “to discourage and foil intrusions” and prevent a repeat of the series of unfortunate incidents there.

The HLURB also ordered the developer to continuously maintain and secure the 700-hectare subdivision with enough manpower and immediate installation of sufficient street lights, plus the completion of the golf course.

“All these will be subject to the periodic monitoring of HLURB and the imposition of cumulative fines or sanctions for every day of delay or non-compliance. Sta. Lucia is also ordered to pay this Office administrative fines of P30,000 for its failure to continuously maintain the project despite the lapse of the prescribed date of completion of its Phases and non-procurement of a Certificate of Completion for its Phases 1 to 5,” Talens-Saturos noted in the judgment.

David and members of the homeowners association, meanwhile, expressed appreciation and joy over the HLURB’s decision.

“It has been a long and tough battle that even saw the loss of lives. We will however, monitor developments as per the HLURB’s decision. We thank them for hearing our concerns,” David said.

Aquino to Santiago: ‘Clear name on CGS deals’

CITY OF SAN FERNANDO — Former mayor Rey Aquino has called rival Vice Mayor Edwin Santiago to clear his name on his alleged involvement in the firm CGS Solid Aircon and Refrigeration Inc. which was reported to have been cornering “cooling” transactions of the City Government here.

Aquino, in a press conference at Bliss Hotel here, said that CGS stands for Caylao, Santiago and Gopez with the first and the last names in reference to Vice Mayor Santiago and City Administrator Ferdinand Caylao.

Aquino, who is running again for mayor, said that CGS was the winning bidder in at least 15 contracts from August 2012 to February 2013.

“Just last February 22, a total of P2,033,720 was awarded to CGS Solid Aircon and the CGS Safety Systems for goods and services including fire extinguishers,” Aquino said. “Some P78,000 was spent for the supply, delivery and installation of an air-conditioning unit at the Office of the Mayor at the Heroes Hall that day.”

A certain Fernando Rosario sent a letter of request to the Deputy Ombudsman for Luzon to investigate Santiago on his alleged involvement with the CGS and its contracts with the City Government on December 18, 2006, while Caylao was also asked to be investigated by the Ombudsman on February 14, 2007.

“The letters to the Ombudsman charged Santiago and Caylao conflict of interest, of possible graft for using their positions to advance personal interests. But I would just like them to explain all these transactions to the people of San Fernando,” Aquino said. “The people have all the right to know.”

Earlier, he challenged Santiago to answer alleged anomalies at the City Hall particularly on the alleged ghost employees under his office which Santiago categorically denied. City Administrator Caylao also backed Santiago and said they have the certified true copies and accomplishment reports to prove their claim.

Santiago refused to comment further on the issue.

Bishop to voters: Pick eco-conscious bets

ANGELES CITY — Auxiliary Bishop Pablo “Ambo” David of the Holy Rosary Parish Church urged the people to elect candidates who care for the environment.

David issued the statement during a press conference set by the Subli Taya in Upaya, Bie, at Leguan ning Indung Yatu (Subli) which highlighted the launching of infomercial on environmental consciousness at the Kamalig restaurant here Thursday.

“Environment is a political issue,” David said.

The voting populace should select leaders that have good track records in terms of preservation of the environment, according to David.

A good leader should at least display sincerity and goodwill towards implementing programs on environment and enforcement of environment laws, the bishop added.

David also urged local government units — province, municipal/city, and barangay — to their respective responsibilities provided under the local government code and Republic Act 9003 or the Ecological Solid Waste Management Act.

According to David, these three levels of government have different duties: the barangay is in charge of the recycling and segregation of garbage produce by households; city or municipality is responsible for residual waste which will be transferred to sanitary landfills; and the province should handle hazardous (hospital) and toxic waste.

David said that some are still operating illegal dumpsites despite warnings by the non-government organizations and government agencies including the Department of Environment and Natural Resources.

He clarified that the group is not an enemy but a partner of local government units particularly on protecting the environment.

“There should be a concerted effort on education and law enforcement,” he said.

Subli is committed on educating the people on environmental protection, according to him.

The environment infomercial, which was shot in an Aeta village, aims to draw support from various sectors and environment awareness.

“Ing objective mi keni gisingan ya ing corporate social responsibility da reng miyayaliwang kumpanya,” David said.

The bishop stressed that they do not want to complicate the environment issue. “Environment issue is very simple. This is the mission and vision of Jesus Christ. It is the summary of the Lord’s Prayer Thy Kingdom Come Thy Will Be Done on Earth As it is in Heaven,” he said.

A balanced ecology will bring a paradise to mankind on earth, David added.

The bishop also lauded the assistance of universities and schools to the campaign. He said the group is now monitoring hospitals’ disposal of waste.

City College churns out first batch of grads

CITY OF SAN FERNANDO — The City College of San Fernando on Tuesday churned out its first batch of graduates in grand commencement rites at the Mini Convention Center of Heroes Hall.

Some 322 graduates received their baccalaureate diplomas in Business Administration, Education, Business Administration and Information Technology from City College officials led by Mayor Oscar Rodriguez, Vice Mayor Edwin Santiago, City Councilors Renato Agustin, Jimmy Lazatin, Noel Tulabut, Dein Henson, Ruperto Dumlao, Joselito Ocampo, Redentor Halili, Alex Patio, Rosemary Calimlim, Arnel Sicat and Carla Jean Panganiban, together with the college’s Board of Trustees—Vice-Chairman Dr. Lourdes Javier, Commission on Higher Education Regional Director Dr. Virginia Akiate, ALCU President Prof. Arlida Pame, Faculty president Engr. Nelson Lingat, Supreme Student Council head Janine Tapnio, and Board Secretary lawyer Christian Ferdinand Caylao.

Rodriguez told Sun.Star Pampanga that the historic graduation of the first batch of City College scholars is “a dream come true” for him and the students.

“We are indeed very proud of our first batch of graduates. Now, as the city assists them in getting decent jobs, we look forward to more students after them pursuing our quest for excellence as champions of quality education,” he said.

Aligned as a priority in the City Government’s eight-point agenda dubbed “Edukasyong Abot Kamay, Kinabukasan Abot Tanaw”, the City College provides high school graduates from poor families the opportunity to finish tertiary education for free on courses of their choice.

“We are looking at expanding the course offerings. Of course, these would all be responsive to the need of the times. It also augurs well with our vision to establish community colleges in strategic areas in the Third District soon, given the opportunity,” added Rodriguez.

He stressed that one must have “the determination to go through dreams and courage to face all the challenges that confronts the students’ and graduates’ journey through life.”

“We urge the graduates to become globally competitive in their own fields and help in making the city a habitat of human excellence,” he said.

Last year, the City College also produced its first batch of graduates in tech-voc courses and the special education for physically-challenged students.
