CLARK FREEPORT—Capt. Francisco Cadenas, a pilot of 35 years, and Christopher Cruz, a geodetic engineer, made a historic flight to the Pampanga River basin on a Cessna 206 from the Clark International Airport on Nov. 22.
With Cadenas in control of the plane and Cruz in command of the Light Detection and Ranging (Lidar) instruments, the Philippines has entered an era of modern flood hazard mapping and simulation on 18 major river basins to save lives and property whenever disaster strikes.
The mission of Cadenas and Cruz was laid out by President Aquino to find a “long-term solution to all the death and destruction wrought by natural hazards,” said Science Secretary Mario Montejo shortly before the maiden flight took off at 4 p.m. on Nov. 22.
The project’s second plane followed, heading as well to the Pampanga River basin.
The Aquino administration has given priority to disaster risk reduction in the country. According to the Belgium-based Center for Research on the Epidemiology of Disasters, the Philippines is the third most disaster-prone country in the world and among the most frequently visited by natural hazards in the last 10 years.
Montejo said the Lidar, which had been installed in the plane after its passenger seats were removed, is flown at an altitude of 1,000 meters or beyond and acquires high resolution images that can be processed into three-dimensional (3D) maps of the 18 major river basins, including watersheds in the country.
“These fine resolution maps will be processed further to make more accurate flood models that will be the basis to warn communities in advance of potentially deadly floods,” he said.
“The flood models can be so detailed that residents can find their houses [in the maps],” said Dr. Enrico Paringit, program head of DREAM (Disaster Risk and Exposure Assessment for Mitigation) by the University of the Philippines’ National Engineering Center.
DREAM, done on a grant from the Department of Science and Technology (DOST), is tied to the agency’s Nationwide Operational Assessment of Hazards (Project Noah).
Lidar, which relies on amplified light to rapidly take images, originated in Germany, Canada and the United States. “Its application has rocketed in the last 10 years but this is, so far, the first Lidar project of the Philippine government,” Paringit said.
It is the “most effective technique to accurately measure elevation and depth for flood modeling,” he said.
The Lidar project, to be completed in two years by 50 Filipino experts, mostly from UP, costs the government P1.6 billion. It leased the two aircraft from the Asean Aerospace in Clark after undergoing bidding.
Montejo thanked the British Embassy in Manila and the British government’s environmental agency for sharing its expertise with the project.
UP president Alfredo Pascual said the project was very important to the university because it “makes true the mandate [of the state university] to assist the government.”
DOST officials said the catchment area of the 18 river basins that would be mapped, at 105,631 square kilometers, is one-third of the country’s total land area.
The flood models would be included in the Project Noah website and integrated in existing systems such as the Pampanga River Basin Flood Forecasting and Warning System (PRBFFWS). The PRBFFWS, located in the City of San Fernando in Pampanga, has water sensors and rain gauges that feed real-time data to computers.
Paringit said the first rough flood model of Marikina City was tested during the southwest monsoon rains in August.
According to a project briefing, the 3D maps can be used for forest inventory, environmental monitoring, infrastructure planning, fault line mapping, archaeological surveys, agricultural assessment, government revenue management and postdisaster damage assessment.
Montejo said policies were being discussed in terms of data use and access. The images may also be used to find out what would happen if gates of certain dams are opened, he said.

After ‘Pablo,’ massive tree planting

With forest denudation identified as among the reasons for the devastation wrought by Typhoon “Pablo” in Mindanao, cooperatives on the island embarked on a massive tree-planting campaign last week.
On Dec. 10, at least 6,000 tree seedlings were planted in various areas by members of cooperatives hoping to prevent future flash floods and landslides and to raise awareness on the Mindanao Nurturing Our Waters (MindaNOW) program of the Mindanao Development Authority (Minda).
Minda is a government development agency under the Office of the President. Its MindaNOW project aims to consolidate all efforts for the development and management of Mindanao’s watersheds and river basins.
Greening program
“We thought of tying up with Minda under its MindaNOW program to align our efforts with the national government’s thrust on the national greening program,” said Bernadette Toledo, chief executive officer of Mindanao Alliance of Self-help Societies-Southern Philippines Educational Cooperative Center (Mass-Specc).
The cooperatives have been planting trees in the past years, but not as massive as last week’s activities, Toledo said in a statement. Mass-Specc is composed of 300 primary cooperatives all over Mindanao, with combined assets worth at least P11 billion and gross membership of more than 1.5 million.
Among the areas where the tree-planting activities took place were Bayog in Zamboanga del Sur; Cugman in Cagayan de Oro City; Marilog in Davao City; Barangay Pamantingan in Esperanza, Sultan Kudarat province; Nasipit in Agusan del Norte, and the Autonomous Region in Muslim Mindanao (ARMM).
While eradicating poverty was one of the primary roles of a cooperative, Toledo said Mass-Specc had launched a program dubbed “Co-ops Love Green Earth,” pointing out that sudden floods and landslides have become serious threats not just to Mindanao’s economy but also to the lives of its people.
Lessons from ‘Sendong’
“We’ve learned our lessons from Tropical Storm ‘Sendong’ to Pablo. We at Mass-Specc see the need for a long-term solution to these problems,” she said.
While the organization hopes to contribute to efforts to help the country achieve its millennium development goals of eradicating extreme poverty and hunger, Toledo said the cooperative principles have also expanded to ensuring environmental sustainability.
Cooperatives are mandated to allot, at most, 10 percent of their net surplus for the community development fund, which includes allocation for green projects, she said.
“This is where we get our financial resources for the Mindanao-wide tree growing,” Toledo said.

Livelihood goals
To sustain this undertaking, Mass-Specc agreed to provide host communities and partner organizations with livelihood opportunities.
Manny dela Peña, a board member, said the livelihood opportunities were aimed at ensuring that the trees planted would serve their ultimate purpose of preventing flooding in the lowlands.
“In areas where we are going to grow timber trees, Mass-Specc will pay for the honoraria of the caretakers for them not to cut down the trees to make way for kaingin (slash-and-burn farming),” Dela Peña said.
In other areas where fruit-bearing trees were planted, host communities could turn their harvest into cash in three years, he added.
Toledo said Mass-Specc was also willing to extend other forms of assistance—from farm inputs to capability building activities—to ensure that the planted seedlings are nurtured.
Romeo Montenegro, director of Minda’s investment promotions and public affairs, said the agency had also organized river basins and watershed councils all over Mindanao to ensure coordinated ridge-to-reef planning.
“Minda welcomes this partnership with Mass-Specc, and we hope that more organizations, big or small, will join our cause,” he said.
Compostela Valley
In Compostela Valley, Mayor Lorenzo Balbin of New Bataan has denied allegations of illegal logging and mining in the town’s mountainous range, which purportedly worsened Pablo’s impact.
“How can we allow that when we have our watershed, which is our source of drinking water up there?” he asked. Most of the trees found all over town in the aftermath of the typhoon were “uprooted trees and not cut ones,” he added.
“The typhoon uprooted those trees,” he said. “We are already fallen and we felt like being kicked again by these charges [of hosting illegal mining and logging].”
A longtime resident of Barangay Andap, the hardest-hit area of New Bataan, said logging operations were indeed prevalent in the town but these happened years ago.
Compostela Valley Gov. Arturo Uy also said no mining activity had taken place in Andap in recent years. “How can mining be allowed there when it’s a tourist area?” he asked.
Uy said it was also unfair to blame mining as a worsening factor because even in known mining areas such as in Maragusan and in Mt. Diwalwal in Monkayo, only a few people had died. With reports from Dennis Jay Santos and Frinston Lim

Remembering ‘Nanoy’

To the larger public, the late lawyer Potenciano “Nanoy” Ilusorio was simply the millionaire at the center of a family feud that lasted even after his death in 2001.
But the feud overshadowed some of Ilusorio’s finest legacies, which author Jullie Yap-Daza has now compiled in a book of narratives by Baguio oldtimers about the man who helped build the city’s famous landmark, Baguio Country Club (BCC).
The book of Ilusorio stories will be launched on Dec. 29, two weeks after the long-time BCC president and chair turned 100 years old.
Born in San Ildefonso, Bulacan, on Dec. 15, 1912, Ilusorio took up law at the University of the Philippines and served as the University Student Council chair.
He passed the bar in 1936 and took up taxation and business courses in New York before he founded and organized the Philippine Communications Satellite Corp. (Philcomsat), making him a telecommunications industry pioneer in the country.
In 1972, Ilusorio was elected president of BCC, where he expressed his patriotic convictions.
Virginia Benitez Licuanan, author of the book, “Filipinos and Americans—A Love-Hate Relationship,” had narrated how Ilusorio reacted with indignation when he chanced upon a sign at the club premises which read: “Natives and dogs not allowed.”
Ilusorio helped introduce club policies that protected Filipinos and Cordillerans against American discrimination.
The only member to be named BCC president emeritus and “chairman for life,” Ilusorio was also credited for rebuilding parts of the club after the 1990 Luzon earthquake and a fire later that year.
Ilusorio was laid to rest at a crypt in the Baguio Cathedral. His bust now stands at a park on a road leading to the BCC, which the city government renamed “Nanoy Ilusorio Drive.” Inquirer Northern Luzon

3 firefighters mauled by angry residents during fire

MANILA, Philippines—Nineteen people, including three fire fighters, were injured after angry residents ran wild during a Christmas dawn fire in San Juan City.
Fire Officer 1 Jericho Aala of San Juan City-Bureau of Fire Protection, said a resident of Barangay (village) St. Joseph was also killed during the commotion that occurred as fire raged through the area around 2.25 a.m. on Tuesday.
Aala told INQUIRER.net in a phone interview that they were trying to put out the fire that was engulfing the shanties in the area when angry residents turned their ire on them.
“Ngayon lang nangyari na ganon ka violent ang mga tao (It was only now that residents got this violent),” he said, noting that many of the residents were apparently drunk.
Reports had it that the three fire fighters were injured after some residents who wanted them to train their hoses on their houses threw bottles at them.
A report also said one of those hurt in the commotion, FO1 Lizardo Ocampo, sustained bruises after he was punched and kicked by some of the residents. There were also reports of gun-toting.
The civilian casualty, whom authorities identified as a certain Michael Muñoz, 32, was allegedly mauled to death by his drunken neighbors when they reportedly heard him say “ako yung nanunog (I started the fire)” and thought he really started the fire.
Fire authorities said arson was among the angles being looked into as the cause of fire, but initial investigation showed that it may have been caused by a candle left unattended as there was no electricity in the area when fire struck.
Asked about protocols in dealing with unruly residents, Aala said police authorities, as well as village officials were the ones tasked to handle the overall security in the area while they focus in putting out the fire.
But in the light of the dramatic turn of events Tuesday, “the police officers, apparently, weren’t able to control the security, also because of the overall unruly behavior of the residents.”
“Ang namonitor namin is buong force na ng San Juan police ang dineploy pero hindi talaga kayang i-control dahil sa mga tao. Quinta’ now just a tropical depression

MANILA, Philippines – Tropical cyclone “Quinta” (international name: Wukong) has weakened into a tropical depression as it continued to hover Western Visayas, the state weather bureau said midday Wednesday.
Signal No. 1, or winds with 45- 60 kilometers per hour, was up in Mindoro Provinces, Romblon, Masbate, Burias Island, Northern Palawan including the Calamian Group of Islands, Marinduque, Aklan, Capiz, Antique, Iloilo, Negros Provinces, Cebu and Guimaras, the Philippine Atmospheric Geophysical and Astronomical Services Administration said.
Residents in these areas were alerted against possible flashfloods and landslides.
Meanwhile, public storm signals in other areas were already lowered.
As of 10 a.m., Quinta was seen over the vicinity of Roxas City, Capiz, and packed maximum sustained winds of 55 kilometers per hour, and was forecast to move faster at 24 kph westward.
It will bring moderate to heavy rains within its 350 km diameter.
The tropical depression was also seen to exit by Thursday evening. It was forecast to be 270 km west of Coron, Palawan Thursday morning and outside the Philippine territory in the evening.
By Friday morning, it is expected to be at 820 km west of Coron, Palawan, Pagasa said.
Fishing boats and other small seacraft were still advised not to venture out into the seaboards of Luzon and Visayas and over the northern seaboard of Mindanao.

PDEA: 10,000 drug suspects arrested from January to November 2012

MANILA, Philippines — Operatives of the Philippine Drug Enforcement Agency (PDEA) arrested close to 10,000 individuals, among them 65 foreign nationals, in more than 24,000 anti-illegal drugs operations from January to November this year.
In a statement on Wednesday, PDEA Director General Arturo Cacdac Jr. said the agency also raided seven clandestine drug laboratories, 58 drug dens, a chemical warehouse and nine shabu (methamphetamine hydrochloride) “tiangge” or places where one could buy and sniff illegal drugs for a fee.
“This is another banner year for us. Our mindset has not changed. (We understand) that we are only as good as our last accomplishment,” Cacdac said.
With the help of other government agencies, he said PDEA operatives uprooted and destroyed marijuana plants in 148 plantation sites throughout the country.
During the same period, Cacdac said the PDEA-led Ninoy Aquino International Airport Inter-Agency Drug Interdiction Task Group arrested 28 drug couriers who tried to sneak in illegal drugs through the airports.
He said PDEA agents also arrested 28 suspected members of the dreaded African Drug Syndicates, which preyed on Filipino women who unwittingly became drug couriers.
The retired police general, who took over the helm of PDEA in October, vowed to lead the government’s primary anti-narcotics agency in carrying out a more aggressive campaign against illegal drugs in 2013.
“One of PDEA’s operational thrusts is to neutralize priority high-value targets and quality operations,” Cacdac stressed.
Cacdac said the 24,030 operations the agency conducted against drug personalities and illegal drug establishments during the 11-month period this year almost doubled the 12,269 operations PDEA carried out in 2011.
PDEA was also able to surpass its target of not less than 9,591 successful anti-illegal drug operations in 2012, he added.
He said the operations led to the arrest of 9,601 drug personalities, including 65 foreigners involved in trafficking and manufacturing of illegal drugs, and the filing of 11,845 cases in court for violation of Republic Act 9165, more known as the Comprehensive Dangerous Drugs Act of 2002.
“This demonstrates PDEA’s commitment to file air tight cases to ensure conviction of drug offenders,” he said.

Storm warnings lowered as ‘Quinta’ heads west

The Philippine Atmospheric, Geophysical and Astronomical Services has lowered all public storm warnings as tropical depression “Quinta” moved toward Palawan late Wednesday afternoon.
However, Pagasa said in its 5 p.m. bulletin that signal no.1 remained hoisted over following areas: Oriental and Occidental Mindoro, Romblon, Lubang Island, northern Palawan, Calamian Group of Islands, Cuyo Island, Marinduque, in Luzon, and Aklan, Capiz, Antique, Iloilo, Negros Occidental, and Guimaras in the Visayas.
As of 4 p.m., the eye of the storm was plotted 90 kilometers east of Coron, Palawan (coordinates: 11.7°N, 121.1°E).
The tropical depression was also seen to exit by Thursday evening. It was forecast to be 270 km west of Coron, Palawan Thursday morning and outside the Philippine territory in the evening.
By Friday morning, it is expected to be at 820 km west of Coron, Palawan, Pagasa said.
Fishing boats and other small sea craft were still advised not to venture out into the seaboards of Luzon and Visayas and over the northern seaboard of Mindanao.
No casualties or serious damage to properties were reported so far, but “Quinta” caused widespread travel disruption Wednesday as major ports were shut down and domestic flights and bus travel to the Visayas and Mindanao were cancelled.
Although “Quinta” has been downgraded from a tropical storm to a tropical depression after making multiple landfalls in the Visayas, it whipped up rough seas and reduced visibility to nearly zero.
Domestic flights of Cebu Pacific, Zest Air and Air Philippines to Caticlan, Virac, Legazpi City and vice versa were grounded Wednesday due to the grim weather.
Nearly 5,750 passengers and 82 interisland vessels were stranded at Manila’s North Harbor and 11 other major ports in Bicol, the Visayas and northern Mindanao due to “Quinta.”
In a report, the Philippine Coast Guard said on Wednesday that at least 2,550 passengers were stranded in Manila; 939 in Cebu City; 625 in Ozamis City; 454 in Maasin City, Southern Leyte; 300 in Dumaguete City; 223 in Sorsogon; 200 in Cagayan de Oro City; 145 in Iloilo City; 111 in Tagbilaran City; 82 in Catbalogan City, Samar; 75 in Butuan City; and 44 in Dapitan City.
Eight other passenger and cargo ships, as well as 23 motor bancas, have taken shelter in other ports in “Quinta”-affected areas, the PCG also said.
In Masbate, all ports in the province were shut down and the local Coast Guard said at least 32 passengers were stranded in three seaports.
As of 9 a.m., eight passengers were stranded in Masbate Port in Masbate City, the provincial capital. Six other passengers were stranded in Cataingan Port, some 70 kilometers south of the city.
In Burias Island, one of the three primary islands that compose Masbate province, 18 passengers were stranded in the seaport of San Pascual town, about 100 kilometers north of Masbate City.
The ports of Masbate and Cataingan serve passengers to and from the Bicol mainland, Manila, and Cebu.
Leyte
In Leyte, the travel of over 500 people were disrupted since December 25 while around 400 persons were evacuated from various areas in Leyte due to tropical storm Quinta.
Records from the Coast Guard stations in Maasin City in Southern Leyte and in Catbalogan City, Samar, indicated that 572 passengers were stranded since Christmas Day at various terminals.
The stranded passengers and rolling cargoes were reported in the ports of Allen in Northern Samar (50 passengers, 15 cargo trucks and 13 buses), Bato in Leyte (130 passengers and 3 rolling cargoes), Liloan (316 passengers and 17 rolling cargoes) and Benit (76 passengers and 24 rolling cargoes) in Southern Leyte. There were at least eight grounded vessels in the said ports.
The stranded passengers were either bound for Cebu, Bohol or Lipata in Surigao del Norte.
Iloilo and Caticlan
Trips of sea vessels from the ports of Iloilo and Caticlan in Aklan were suspended Wednesday morning, leaving around 1,700 passengers stranded.
The Coast Guard station in Iloilo reported that 1,654 persons were stranded as of 10 a.m. after 20 vessels were not allowed to leave port.
Lt. Commander Dominador Senador, Coast Guard Iloilo station commander, said travel of fast craft vessels between Iloilo and Bacolod cities was suspended Wednesday after Panay and Guimaras islands were placed under storm signal no. 1.
Trips of motorboats plying between Iloilo and Guimaras continued but the number of passengers was limited to 75 percent of the maximum capacity of motorboats.
In Caticlan, Aklan, 48 passengers of roll-on, roll-off vessels (Roro) remained stranded as of Wednesday morning.
Lt. Commander Terence Alsosa, commander of the Coast Guard station in Malay in Aklan, said six Roro vessels and two fast craft boats temporarily took shelter at Looc Bay in Romblon, around 10 miles from Caticlan.
Motorboats plying between Caticlan and Boracay Island were allowed to sail as of 10 a.m. Wednesday, but were also limited to 75 percent of the maximum passengers allowed. Trips would only be until sunset but would be suspended if weather conditions worsened, Alsosa said.
Water sports and island-hopping activities in Boracay were called off and tourists swimming at sea were being closely monitored, he said.

Thousands race in co-op advocacy run

SUBIC BAY Freeport: Thousands of runners from some 300 cooperatives in the seven provinces of Central Luzon raced for a cause here on Wednesday during the “Cooperative Advocacy Run” that was held as part of the simultaneous nationwide celebration of the International Year of Cooperatives (IYC).
The event, organized by the Cooperative Development Authority (CDA) in Region 3, drew around 17,000 registered runners who competed in two race categories.
CDA-Region 3 Director Manuel Mar said the activity “was intended to promote the four P’s: peace, prosperity, planet and people, in line with the theme of the IYC.”
He added that the advocacy run, which was part of the culminating activities of the IYC celebration, drew the active participation and support of all local government units in the region and proved rhe cohesiveness of the different cooperatives across the region.
Assistant CDA director Mildred Esguerra meanwhile said that they were very happy about the success of the event.
“The number of runners who participated in the advocacy run is a clear indicator of success,” she added, also noting that the activity served as a healthy bonding opportunity among cooperative officers and members.
Esguerra also thanked the Subic Bay Metropolitan Authority for providing the facilities for the event.
She said that organizers chose the Subic Freeport as venue because of the tourist attractions that the participants can visit afterwards.
The United Nations General Assembly has declared 2012 as the International Year of Cooperatives, highlighting the contribution of cooperatives to socio-economic development, particularly their impact on poverty reduction, employment generation and social integration.

Subic Leisure World Inc. President and CEO Benjamin John Defensor III said all tourists who stay at their accredited hotels can play a free round of golf at the Subic Golf Course.
“It’s a simple, yet effective way, of enticing tourist golfers to take their families in Subic Bay Freeport and enjoy the many tourism sites here. It would also give those golfers a chance to try out the new golf course,” Defensor added.
Accredited hotels that give out free round of golf are Venezia Hotel, White Rock Waterpark, Subic Homes Apartelle, Mango Valley, The Terrace Hotel, Bayfront Hotel, Seorabeol, and Playa Papagayo Beach Inn.
Subic Bay Freeport was hounded by controversies such as the alleged “toxic waste” dumping that has lessened the usual number of incoming tourists during peak season.
“We believe that investors such as we, can help in increasing the current number of tourists coming to Subic by creating a package not just for ordinary tourists but golf enthusiasts as well,” Defensor said.
The golf course formally reopened on January 1st upon the completion of the renovation of their fully functional nine holes and is currently in the process of completing up to the 18th hole.

Crusade To Save Trees Elevated

ANGELES CITY, Pampanga – Environmental groups against the plan of the Department of Public Works and Highways (DPWH) in Central Luzon to cut 486 acasia trees on the stretch of MacArthur Highway, here, have elevated their appeal to the Angeles City Green Court.
Several groups composing the Save The Trees Coalition (STC) in the province have filed a petition for injunction with temporary environmental protection order (TEPO) to save more than 500 full-grown trees, which they claim are set to be cut because of a road-widening project.
The local governments here and nearby Mabalacat City have also expressed concerns over the plan of the government office to fell more trees, which they have already marked with “X”.
Angeles City Mayor Edgardo Pamintuan and Mabalacat Mayor Marino Morales have announced their disapproval of the plan of DPWH.
The groups’ petition said the plan contradicts the government’s mandate to protect the people.
Cecil Yumul, chairperson of the STC, said DPWH’s order violates Section 16, Article II of the 1987 Philippine Constitution, which states “the State shall protect and advance the right of the people to a balanced and healthful ecology in accord with the rhythm and harmony of nature.”
The groups have warned that that the absence of full-grown trees along the national highway will cause massive flooding and vehicular accidents.
The groups painted the trees that are set to be cut with human figures.
“These trees are more than 50 years old and had been there since the early days of the American colonial period,” Yumul said.
According to DPWH, “The felling of trees is part of the road-widening program of government to house a large number of tourists and investors arriving at Clark Freeport Zone in Angeles City.”
DPWH added that the trees should be cut because they pose danger to motorists and deaths in accidents in some cases.
On November 2010, DPWH Secretary Rogelio Singson issued an order to prevent DPWH personnel to stop cutting of trees in Pampanga.
Don Reich De Dios, member of STC said, “The trees are close to century old already, and this is considered a tourist spot already? So, why chop it when we benefit from it?”
