SUBIC BAY FREEPORT—A United States Navy vessel, which has been at the center of a waste dumping issue in Philippine waters, has no waste treatment facility, contradicting claims by a contractor that what it receives from the vessel are pretreated wastes, the ship captain said on Friday.
Capt. Glenn Pendrick, commanding officer of the submarine tender USS Emory Land, told Akbayan Rep. Walden Bello and Subic Bay Metropolitan Authority (SBMA) Chair Roberto Garcia that the ship “has no waste treatment facility [which is why] we hire third party contractors.”
In earlier media interviews and press statements, retired Vice Admiral Mateo Mayuga, president of the Glenn Defense Marine Asia Philippines Inc., claimed that wastes from US vessels collected by his firm were pretreated.
“Domestic waste in US Navy ships is pretreated, in accordance to their standard procedure,” Mayuga said in a statement this week.
Glenn Defense’s defense
The SBMA has been investigating Glenn Defense for supposedly dumping untreated wastes in Subic Bay. The company, however, disputed the allegation against it, saying Glenn Defense was following international and local laws on waste dumping and that wastes collected from US Navy ships were dumped outside Philippine waters.
Results of the test conducted by the Subic Water and Sewerage Co. on samples of effluents taken last month from MT Glenn Guardian, a vessel of Glenn Defense, showed these to have exceeded Philippine standards for dumping. The wastes were taken from USS Emory Land.
Subic Water officials said while they could not say whether the waste water sample was toxic or not, if not fit for release in the environment, “as the organic content was beyond the permissible limits.”
Pendrick, who received Bello as a guest in his ship along withSBMA representatives and reporters, said he was aware of the allegations against Glenn Defense. “The US Navy is already investigating this,” he said.
“[The US Navy is] committed to being good stewards of the environment… which is why when we hire third party contractors, it’s in the contract that they follow all international and local laws,” he said. Pendrick said his ship generates and disposes of gray water, oily waste and sewage.
When asked by Bello, Pendrick said the USS Emory Land, being a submarine tender, also “has the ability to extract nuclear waste” from nuclear submarines. He said, however, that this was not typical and the nuclear waste is usually dumped in designated areas in the US territory.
Bello later told reporters that the audience with Kendrick has raised various concerns.
“Foremost is the admission that the Emory Land has the capacity to extract nuclear waste,” he said. Bello said the national government has to step in and conduct an investigation of the incident.
The lawyers of Glenn Defense initially invoked the Visiting Forces Agreement when the SBMA asked it to answer its “show-cause” letter on the waste dumping in Philippine waters. Glenn Defense, however, backtracked and said it was not covered by the VFA.
Aquino’s silence
Bello said President Aquino has to respond to this issue. “They can no longer keep quiet. They should have done something when the incident first came out, instead of letting the SBMA conduct the investigation on its own,” he said. Earlier, the SBMA said results of its initial investigation showed that there was no evidence that any toxic waste, such as nuclear, chemical or hazardous waste, had been discharged in Subic Bay.
“Neither is there evidence that oily wastes or sewage wastes have been dumped in our waters,” an SBMA statement said on Monday.
But Bello said investigation into the issue is not over yet.

SUBIC BAY FREEPORT, Zambales, Nov 16 (PIA) — The world’s largest floating book fair, Logos Hope, will visit Subic Bay Freeport for the second time from November 20 until December 2 to bring knowledge, help, and hope to people especially children wherein books are priced at its lowest.

There is an entrance fee of P10 and visiting hours will be from 2 p.m. until 9 p.m., Tuesdays until Sunday, said Rahel Von Rotz, Logos Hope Project coordinator.

“Apart from the book fair, we will also hold cultural programs wherein visitors will witness the performances of our crew members from various countries,” she added.

Logos will be displaying over 5,000 books on literature, art, philosophy, and technology. Early this year they visited this province wherein they accommodated over 33,000 visitors from March 16 – April 8.

On its website, the purpose of the said ship is “To bring knowledge, help, and hope to the people of the world.”

“Over 42 million people in more than 150 different countries have walked up one of our ship’s gangway to visit one of our floating book fairs. For many, it is their first-ever opportunity to purchase good quality literature at a fraction of its retail value.”

More than 10 million children have visited the book fair and there’s more to it than books.

The ship has a lifeboat theater, history of GBA ships section, book fair per se, an area on the journey of the Prodigal Son wherein images are seen, kid’s area, the international cafe, comment section wherein people could post their reactions on their experience on the ship, and HIV awareness campaign area.

BALANGA CITY, Bataan, Nov 16 (PIA) — Local food manufactures in Bataan will now have the chance to penetrate hotels and restaurants in the province after the Department of Trade and Industry (DTI) staged a speed-matching activity to link them directly.

Local food manufacturers wrapped up deals and hooked agreements with members of the Bataan Hotel and Restaurant Owners’ Association (BHROA) who taste-tested and got food samples during the speed-matching at the Crown Royale Hotel in Balanga City.

Yolanda Laborcero, owner of the Arlie’s aquamarine products, said the management of Crown Royale Hotel ordered bottles of sardines from her. Her bottled processed fish products that include gourmet tuyo, bangus in oil, smoked fish in oil, and spicy pusit among others cost from P55 to P160.

“It is hard to sell because of the competition and the raw materials are seasonal. I supply processed fish to Manila. Now, I can have additional sales and buyers from Bataan. I hope to access resorts and hotels here,” said Laborcero.

According to BHROA President Lino Obana, it is a big help to Bataan hotels and restaurants that DTI-Bataan served as go-between to them and the local suppliers. He said the presence of middlemen who get commission in sales had been removed.

With the speed-matching, the business owners got to see the quality of the products, met up with the suppliers, and voiced out concerns personally, he added.

“DTI became the conduit among the micro, small and medium enterprises and the BHROA members. We directly talked with the manufacturers and aired our negotiation terms. With local supply, our products will be cheaper,” Obana said.

DTI-Bataan Director Yay Lasam expressed optimism that this linkage will push through and benefit various sectors brought by the potential boost of businesses.

“Traders from other places go to Bataan and deal with businesses. Now, when we promote Bataan products, the production of our micro, small, and medium enterprises will continue and eventually their business will expand and create more jobs,” said Lasam.

Before, staff of DTI-Bataan personally go to business owners and talk to them into patronizing local products, Lasam said.

Budget carrier AirAsia Inc. is adding regional flights from Clark International Airport to key destinations ahead of the peak holiday season.
In a statement, the company said it would start flying daily from Clark to Taipei and Singapore. It will also add three extra flights a week to Hong Kong, on top of daily service.
The additional flights will start on December 15.
“With the holidays approaching, Philippines’ AirAsia is excited and delighted to announce these awesome changes and holiday promo surprises for our guests,” AirAsia commercial group head Fred Herrera said in a statement.
“We are adding Singapore and Taipei to our red hot regional destinations, with daily flights commencing Dec. 15 and 16 respectively. We are also adding an extra three times a week evening flights to Hong Kong on top of our daily morning flights.”
AirAsia will be the only carrier operating daily scheduled services on Clark International Airport to Taipei.
Taipei is the budget airline’s fifth and newest regional destination following Clark-Singapore.
To celebrate these new routes, AirAsia is offering an all-in, one way promo fare from as low as P888 for Clark-Taipei and P1,699 for Clark-Singapore.
All promo fares are available for booking on AirAsia’s website www.airasia.com from Nov. 12 to 25. Travel period is from December 15 to Sept. 30, 2013.

MASANTOL, Pampanga—Several fishermen here, who were among the 2,494 residents who got letters from the Commission on Audit’s special audits office (SAO), have denied receiving in 2009 agricultural kits worth P35,781 each from the government’s share of royalties from the Malampaya gas project in Palawan.
The total amount of the kits supposedly distributed here is P89.2 million.
Arnel Cunanan, 49, said his signature on the list sent by the SAO was falsified. “On top of not receiving or getting anything, I am not qualified to be a beneficiary because I don’t own a piece of land,” he said.
Cunanan said he works as a fishpond caretaker in his village, Bagang, which is less than 10 kilometers from the mouth of Manila Bay.
He is No. 174 in the SAO list that is attached to the July 13 letter of SAO Director Susan Garcia.
Cunanan and his supposed fellow recipients alerted the Inquirer about the letters only on Friday when they recovered the things they kept in an evacuation center during 6-foot high floods in August.
“We suspect this is a scam made at our expense. We appeal to the COA to erase our names on the list because we have no accountability whatsoever. We did not get anything or signed anything,” said Teody Salarda, former council member of Bagang.
Through the letter, Garcia informed the alleged recipients that the SAO is “conducting a sectoral performance audit on the receipt and utilization of Malampaya Funds during CYs 2002-2011.”
She said the Department of Agrarian Reform (DAR) was one of the agencies covered by the audit.
“Records of DAR disclosed that in December 2009, certain amounts were transferred to Kaupdanan para sa Mangunguma Foundation Inc. (KMFI) for the Farming Yield Emergency Contingency Project,” Garcia said.
Efforts to find contacts to KMFI failed.
Asked about COA’s special audit on Malampaya funds, Agrarian Reform Secretary Virgilio de los Reyes said: “I heard about it.” He said he was checking the background of KMFI.
Garcia said: “Among the documents submitted by KMFI to liquidate such funds is a list of beneficiaries, copy attached, with you as one of the recipients of one agricultural input package consisting of heavy duty sprayer, organized container, [agricultural] paraphernalia, gloves, various seeds and seedlings with each package costing P35,781.”
The letter came with a reply form and self-stamped envelope, which they have not used yet.
George Viray, also listed as a recipient, said he was shocked that his brother Eugenio was included in the list when the latter could not even read or write.
He said Bagang village chief Jesus Velasquez had not met with KMFI or supplied them a list of beneficiaries. Viray said he was surprised that his son, Lou, was in the list.
Former Vice Mayor Marcelo Lacap said many residents from Masantol’s 26 villages had him asked to remove their names from the list.
The COA 2010 report showed that from 2002 to 2010, P23.601 billion of the Malampaya funds were released to various government agencies and to the province of Palawan, an Inquirer story in 2011 showed.
National government agencies received P19.643 billion, and only 1.27 percent of this went to the Department of Energy for the electrification of 211 villages.
The remaining 98.73 percent, or P19.39 billion, was used for various projects other than exploration, development and exploitation of energy resources.
