Mayor to Fernandinos: Be cautious of candidates

CITY OF SAN FERNANDO — Mayor Oscar Rodriguez urged residents in this city Wednesday to be “cautious” of candidates for the 2013 mayoralty race here.
This came after his former rival, Dr. Reynaldo Aquino, expressed his intention of running again for election in the capital city.
Aquino earlier said he is “offering himself for service once more.” He was the first city mayor of San Fernando from 1995 to 2004.
Rodriguez, when asked to comment on Aquino’s early declaration, said he (Aquino) or any other candidate is welcome to run in the mayoralty race.
However, he was quick to add that residents should check on the political history of candidates before making any choices this early.
He added that residents should also check the credibility of candidates, and if they still have unsettled issues in their previous terms.
Rodriguez said he is saddened by the apparent early campaign of some politicians aspiring for posts in 2013, adding the city is already littered with posters from politicians.
When asked on his camp’s preparations for the 2013 mayoralty race, Rodriguez said he is leaving it all up to Vice Mayor Edwin Santiago to make the line-up and necessary preparations.
“I don’t want to be accused of meddling too much in the process. But currently, we have many competent and credible people who will make the line-up. I leave the selection to Santiago,” Rodriguez said.
Rodriguez added he is optimistic that the line-up will be composed by new faces responsive to the needs of the city people, and will continue the legacy projects and sustain the achievements of his administration.

Quota Pampanga to host dance party fund-raiser

CITY OF SAN FERNANDO — The Quota International of Pampanga will be hosting their “Terak Kata Para Quing Quota” (Let’s Dance for Quota) at the SM City Pampanga Event Center to raise more funds and awareness for the socio-civic programs of the club.
The event on November 16 is expected to be attended by members of the group, its civic supporters and the other non-government groups.
The event includes dance routines, dance aerobic numbers and the like led by competent dance instructors.
Quota president Zelinda Soto said the event is also a reiteration of the programs of their club and a move to drum in financial support for their ongoing and future programs.
Quota Pampanga has been repeatedly lauded for its program support for the Special Education (Sped) class of Pampanga High School.
Quota Pampanga, according to Soto, has been continuously addressing the many educational needs of the special children in the said class.
Currently Quota Pampanga has also been sending more than two dozen children to school, shouldering much of their tuition fees through the help of club members.
The event’s proceeds will also fund the projects of Quota Pampanga for disadvantaged women and children; speech- and hearing-impaired students; and the marginalized sector in the province.

Department of National Defense (DND) spokesperson Dr. Peter Paul Galvez on Sunday said that Australia is looking at the possibility of joining the Philippine-United States “Balikatan” exercise as an observer.

Bataan port meets goals, three others fall short

THE country’s oil port in Bataan was able to exceed its target revenues for October but three other main ports fell short of their goals for the same month, dragging the performance of the Bureau of Customs (BOC), preliminary data showed.
According to the preliminary data, the Port of Limay in Bataan posted a P618-million surplus collection based on its goal for the month of P3.19 billion.
But Batangas Port, another oil port, narrowly missed its target for the month of P6.28 billion by P170 million.
Toward the end of October, Limay, where oil depots of Petron Corp. and other oil companies are located, collected more than P1 billion in one particular day, or about a third of its target for the month.
Meanwhile, the Batangas Port, which collects from oil firms such as Pilipinas Shell, was able to collect P1 billion in one particular day also toward the end of the month.
Although the two main Manila ports were not able to reach their collection goals, their shortfalls were lower compared with those during previous months.
Manila International Container Port (MICP), the country’s largest, incurred a P1.15-billion shortfall based on its P8.05-billion target, with its collection only hitting P6.89 billion. The Port of Manila (POM) posted a shortfall of P1.52 billion when it collected only P4.86 billion as against its P6.38-billion goal.
The Ninoy Aquino International Airport (Naia) reported a shortfall collection of P141 million when it collected only P2.17 billion as against its target of P2.31 billion.
The collection targets of the BOC’s five major ports account for about 85 percent of the agency’s goal for the period.
For the first 10 months of 2012, MICP still had the biggest shortfall of P16.55 billion, with its collection of P61.37 billion as against its target of P77.92 billion. The Port of Manila had the second-largest collection deficit of P14.1 billion with P47.71 billion compared with its target of P61.81 billion.
Among the top five ports, only Limay was able post surplus collection from January to October of P960 million with its collection of P31.88 billion as against the target of P30.92 billion. Batangas, however, had a deficit collection of P7.64 billion as it collected only P53.22 billion as against its target of P60.86 billion.
Naia fell short by P3.71 billion, with its collection only reaching P18.68 billion compared with its target of P22.4 billion.
The other ports that missed their targets for October included the collection districts of San Fernando, Legazpi, Surigao, Zamboanga and the Office of the Commissioner, which ailed to collect a single centavo from the tax-expenditure fund target of P694 million.
The ports that posted surplus collections included Iloilo, Cebu, Tacloban, Cagayan de Oro, Davao, Subic Bay, Clark Field and Aparri.
The BOC aims to collect about P347 billion this year.

MEXICO, Pampanga — Principals, teachers and master educators lauded the Pampanga 1 Electric Cooperative (Pelco 1) and its power provider-partner, AES Philippines, for the firms’ “Connect-A-School” project.
“Connect-a-School” is a corporate social responsibility (CSR) program of Pelco 1, involving some P2 million in donations coming from the AES Foundation for community projects of the outstanding cooperative.
Partnering with Pelco 1 and AES for the endeavor is the Knowledge Channel Foundation (K-Channel).
Over the weekend, 24 public elementary and high schools each received learning packages consisting of a laptop with programmed K-Channel learning modules for both students and teachers, an LCD projector and accessories designed to enhance classroom education.
A total of 96 educators from the franchise areas of Pelco 1 in Mexico, Sta. Ana, Arayat, Candaba, San Luis and Magalang also underwent the K-Channel seminar at the Edita Bueno Hall of Pelco 1 in its headquarters in Barangay Sto. Domingo.
The teachers and school heads, led by Pampanga Schools Superintendent Nicholas Capulong, said the project will improve the performance of their students.
“I can assure Pelco 1, AES and K-Channel that these learning resources will go a long way in improving the performance of our students in the National Achievement Test. We have long been in search of a private partner in this quest and we thank you so much for coming to Pampanga,” said Capulong.
Pelco 1 general manager Loliano Allas agreed and said: “Makakatulong ito sa pagpapataas ng antas ng pag-aaral n gating mga anak. Rest assured, Pelco 1 and AES will continue to have more beneficial CSRs for our member-consumers. Upcoming is a community clinic for them.”
K-Channel president and executive director Elvira Lopez-Bautista said the mobile learning modules have been designed for ease and convenience of both students and teachers.

Bizman: Local economy getting ‘healthier’

CITY OF SAN FERNANDO – A top official of the Pampanga Chamber of Commerce and Industry Inc. (PamCham) said the local economy is now getting healthier as projected.
PamCham vice chairman Rene Romero, now co-chairman [representing the private sector] of the Regional Competitiveness Council, said the advent of the 2013 elections, the country’s earning recently positive ratings in competitiveness and the re-election of US President Barack Obama are contributing to the rebound of the local economy and the boosting of the purchasing power of consumers like Kapampangans and Filipinos in general.
He earlier projected – based on local parameters and observations of colleagues at PamCham – that the economy will be shaky but not alarming, due to the “burning out” of giant economies like the US and China and insufficient circulation of money locally.
He said then that the economy will gain momentum at the onset of elections in October and could last until June next year when money remains in steady circulation.
“Money has started circulating because of the coming elections when candidates filed their certificates last month. Consumer spending towards the Christmas Season is growing because of this, as they are beginning to have stronger purchasing power. This is evident now in malls and other stores where people are buying an assortment of products and goods,” Romero said.
Romero added that the positive rise in the country’s competitiveness index is another factor in buoying up the local economy. “That is a good sign for investors, exporters and the labor sector, since more jobs will be generated, remittances increased and exports expectedly returning to normal levels. We are hopeful with these especially with the re-election of US President Barack Obama.”
He said the decision of Americans to give Obama another term is “practical” and will have effects on its and the Philippines’ economic landscape.
“And since the Philippine economy is affected by US policies, we expect them to rebound as well and gain positive results from renewed trade, especially our exports to them…” Romero said.
“With all these factors positively interplaying until next year, we in the industry and private sector are optimistic of a healthier local economy and greater purchasing power for consumers,” he added.

Mayor faces graft raps over job order workers

ANGELES CITY — A veteran newsman has filed graft and corruption charges before the Ombudsman against Mayor Edgardo Pamintuan and several others in connection with the 2,506 “job order” employees of the City Government.
Robledo Sanchez filed the case before the Office of the Ombudsman based on documents he gathered, including appointment papers of job order employees signed by Pamintuan, his secretary Kirk Galanza, and City Administrator Dennis Albert Pamintuan.
Sanchez stated that from July 1, 2012 to September 20, 2012, the job order employees of the City Government have reached 2,506, outnumbering the total number of City Hall’s regular (815), contractual (39) and casual employees (357).
The said job order appointments account for almost 70 percent of the city’s total manpower.
“Nakakapagtaka dahil kung ang lahat ng mga job order na ito ay totoo, pumapasok at hindi ghost employee, sa kanila pa lang, punong-puno na ang City Hall,” Sanchez said.
Sanchez said the appointment of the “job orders” is a violation of Civil Service Commission (CSC) Memorandum Circular No. 17 Series of 2002, dated June 24, 2002, which states that contracts for job order employees should be submitted to the CSC Regional Office to be reviewed on whether the said contracts are complying with CSC guidelines.
Job order employees are being paid on a daily basis and receive no benefits usually given to regular employees, like GSIS, PAG-IBIG, among others.
Aside from Pamintuan, City Accountant Wilfredo Tiotuico, City Budget Officer Fe Corpuz, City Treasurer Juliet Quinsaat and other department heads were also charged for violation of Republic Act 3019 or the Anti-Graft and Corrupt Practices Act and RA 6713 or the Code of Conduct and Ethical Standards of Public Officials and Employees.

Lazatin Hireling
(Representative Carmelo) Lazatin is at the height of desperation in the filing of a case against me that is clearly politically motivated.
We have in fact heard of this case months ago, just after Lazatin announced his candidacy. Robling Sanchez, a self-styled media person, is just a hireling of Lazatin.
The matter of hiring job order (JO) employees was also a practice of Lazatin when he was mayor. Most if not all local government units (LGUs), as well as National Government agencies, resort to hiring job orders and contract of service employees because of the limited number of plantilla positions, particularly if an LGU is implementing many programs and projects.
All the JOs we hired are doing specific tasks from being street sweepers, traffic enforcers, market guards, day care workers, barangay health workers, hospital staff, fiscal and court personnel to program heads.
Many of these JOs are working on the field as street sweepers, traffic aides, garbage collectors, sanitary workers, among others. Not all are working in the offices of the city hall building.
Even Dr. Marietta Gaddi, the vice president of the City College of Angeles, is a job order employee. She has a PhD. Bishop Joe Briones, who is head of the Task Force One Million Trees, is also a JO employee. Most of our nurses and health workers, who deal with life and death situations, are likewise job order employees.
I have eight programs with 27 components under my contract with the Angeleños. These programs are mostly implemented by JOs.
We also have JOs who were hired by Lazatin himself, and whom we retained because of the nature of their tasks, which is continuing, such as street sweeping and garbage collecting.
These JOs are actually not considered as government employees, and are without the usual benefits of regular employees. They are hired to do specific tasks within a certain time frame. Their contracts range from three to six months, which is allowed under rules and regulations of the Civil Service Commission.
But during the time of Lazatin, it was reported that the caretakers of his cock farm and his house help are JOs paid by city hall. In fact, there were more JOs during the time of my predecessor.
This is an issue I will face squarely even if it just pure political harassment.
