GMA arraignment set next week

MANILA, Philippines – Pampanga Rep. Gloria Macapagal-Arroyo and two of her co-accused in the P365.9-million plunder case filed by the Office of the Ombudsman with the Sandiganbayan will be arraigned on Oct. 15.
The anti-graft court’s First Division chaired by Associate Justice Efren de la Cruz said the arraignment will be held at 8:30 a.m.
Under the rules of court, Arroyo and her co-accused, former Philippine Charity Sweepstakes Office (PCSO) officials Sergio Valencia and Benigno Aguas, are required to personally appear before the Sandiganbayan.
The respondents, after the plunder complaint against them is read in open court, will be asked to enter a plea to the charges.
Sandiganbayan executive clerk of court and spokesman Renato Bocar said the Sandiganbayan did not yet schedule former PCSO board member Manuel Morato’s arraignment because the National Bureau of Investigation has yet to officially inform the First Division of his arrest.
Arroyo was arrested Thursday while confined at the Veterans Memorial Medical Center (VMMC), even as Valencia and Aguas surrendered to the Philippine National Police (PNP) later that day.
Morato, undergoing treatment at the St. Luke’s Medical Center, also surrendered the following day after filing a motion questioning his indictment.
Although it has already scheduled an arraignment date, the Sandiganbayan will still be hearing several motions filed by the respondents on Thursday.
Anacleto Diaz, Arroyo’s legal counsel, said the former president’s legal team is looking at either filing a petition for bail or elevating their arguments to the Supreme Court because they believe the case has no basis.
“(Filing a petition for bail) is a first option that we are considering,” Diaz told The STAR yesterday after the First Division denied their supplemental motion for reconsideration questioning the anti-graft court’s finding of probable cause.
He said they are considering a petition for certiorari before the Supreme Court to challenge the decision of the Sandiganbayan to issue arrest orders.
Diaz said that there is no need to file a motion for hospital arrest for now, considering that his client is ill and confined at VMMC on the recommendation of doctors.
“Not one evidence was presented to show that Mrs. Arroyo received the money. The Ombudsman even conceded that GMA did not receive a single cent. So how could there be plunder if there is no showing that GMA amassed, accumulate or acquire ill-gotten wealth,” Diaz, in questioning the plunder charge, earlier stressed.

Mindanao execs want pact details clarified

MANILA, Philippines – Local government executives in Mindanao led by the mayor of Zamboanga City want clarifications on the details of a draft pact that would set up a new political entity in the south.
Zamboanga City Mayor Celso Lobregat called on the people to closely study the Bangsamoro framework agreement before a deal is formally signed on Oct. 15.
“I ask all of you to also be very involved; just follow each and every step of the way because this is a very important phase in the history not only of Zamboanga, the provinces and cities of Mindanao but the entire country,” Lobregat said.
In Manila, former President Joseph Estrada expressed concern that the agreement forged by the government and the Moro Islamic Liberation Front (MILF) might create another rebel breakaway group.
“I hope it will not result to the creation of another breakaway group. The administration of (former) President (Fidel) Ramos signed an agreement with the Moro National Liberation Front (MNLF), but this resulted to the creation of the breakaway group MILF. I hope this will not result to this,” Estrada said.
At the Senate, Sen. Miriam Defensor-Santiago cited possible constitutional issues that may hound the proposed accord that would create a Bangsamoro region in Mindanao in place of the Autonomous Region in Muslim Mindanao (ARMM).
Lobregat, who has been leading the city in its fight against the inclusion of any of its territory in MILF demands, complained that the government panel is not practicing transparency.
He said government peace panel head Marvic Leonen had not informed the concerned local governments regarding the framework agreement that will give birth to the new political entity, Bangsamoro.
He reminded the government panel that it has always been the position of the ZamboangaCity government that the talks should be transparent before any agreement is signed.
“The stakeholders, especially the LGUs (local government units), should be consulted and any consultation done after the fact will be meaningless,” Lobregat said.
He said that based on the copy of the framework agreement they got, there are questionable details, including the areas that will be covered by the new entity.
“We are studying it and there are issues there that more or less need to be clarified or need to be dealt with,” he said.
He cited the present territory of the ARMM, but mentioned Lanao del Norte, several barangays in North Cotabato, cities of Cotabato and Isabela in Basilan as well as deals about contiguous areas that may opt to join.
Lobregat said even though Zamboanga City was not mentioned in the latest peace deal, the city will still be affected if 10 percent of the population asked to be included in a plebiscite.
“So even though we are not specifically mentioned – there may and will be provisions there that will affect non-ARMM,” Lobregat said.
“So, we have to seriously study this before we can make a more or less definite clarification of the provisions for our people,” he said.
Officials and residents of Iligan City were relieved after the framework agreement did not include the city.
During one of the recent visits of presidential peace adviser Teresita Deles to Iligan, the official hinted that the city would not be included in the new agreement.
In 2008, when the controversial Memorandum of Agreement of Ancestral Domain (MOA-AD) was about to be signed in Malaysia, Iligan City Mayor Laurence Cruz, Zamboanga City Mayor Lobregat, and then North Cotabato vice governor Emmanuel Piñol filed a petition in the Supreme Court that eventually declared the MOA-AD unconstitutional.
The petitioners said there was no consultation with the concerned citizens.

Flood sinks Pangasinan, Nueva Ecija

Heavy rains brought by an almost stationary typhoon “Pepeng” wrought massive destruction and flooding in Pangasinan and Nueva Ecija since early Thursday as two major dams – the Pantabangan in Nueva Ecija and the San Roque in Pangasinan – were forced to open their floodgates to prevent a more catastrophic breaching and collapse of the structures.
This as Pantabangan Dam officials heaved a big sigh of relief yesterday as the sun rose for the first time in 10 days, with the dam nearing its spilling level.
Carranglan and Pantabangan towns, and at least the outlying towns of Rizal and Bongabon in Nueva Ecija, were inundated by waters earlier released by Pantabangan Dam as a safety measure. Several remote barangays have not been heard from since last week.
As of press time, the road in Putlan, Carranglan town remains on a “close-open” basis as unceasing mudflows continue to hamper clearing operations. Only one lane remains passable at all times.
Joint teams from the Army and highways and provincial engineering clearing crew has kept a 24-hour watch over a roadblock site at KM Post 192-193 to ensure passage to the only corridor leading to and from the Cagayan Valley region.
For a while, truckers of relief items had a difficult time ferrying their life-saving cargo into the ravaged town of Tuguegarao in Nueva Vizcaya hard hit by the onslaught of typhoons.

A bulletin released by the National Irrigation Administration-Upper Pampanga River Integrated Irrigation Service (NIA-UPRIIS) showed that as of Friday morning, Pantabangan’s elevation was 220.63 meters, with an inflow of 862 csm, which is just .36 meters away from its 221 meter spilling level.
The dam’s release of water since Thursday of 600 cubic meters per second (csm) has prevented the mammoth dam from spilling water from its 8,600-hectare reservoir.
NIA-UPRIIS Operations Manager Antonio S. Nangel reported that 804 csm flowed into the dam. Since Thursday morning, 600 csm have been released through the Murcon and Vaca rivers as well as the Pampanga River.
As early as 11 a.m. on Wednesday, Nueva Ecija Gov. Aurelio Matias Umali ordered the evacuation of residents in low-lying areas especially along the banks of the Pampanga River and its tributaries Murcon in Llanera and Vaca in Rizal towns.
The governor had also cancelled school classes in all levels even as he directed the deployment of all amphibian rescue vehicles and dump trucks to ferry the distressed residents to higher grounds and to evacuation centers.
Meanwhile, rescue operations went on all through the night Thursday as dam authorities warned of a possible spill.
In Rizal town, massive evacuation from the Poblacion Norte and Calaocan were undertaken by elements of the Army’s 71st Infantry Battalion, the local police and local government officials.
Reports sent by 1Lt. Kleng Linga, 71IB press relations officer, said their unit rescued four families from drowning, while they are still searching for three more reported missing.
More than 500 families were evacuated to higher grounds as the swirling currents of released dam water continued to rush downriver.
Umali thanked Joe Soliman, president of the Casecnan multi-purpose irrigation and power project (CMPIIPP) for ordering the cut-off of water inflow into the Pantabangan Dam as early as October 5.
Umali said his plea for the cut-off of water into Pantabangan Dam was a desperation move but he had to do it. Otherwise, Nueva Ecija would be facing the same fate as Metro Manila which was submerged more than 10 days ago.
The damage to lives and properties prevented by such action of the Casecnan official is “unquantifiable, a heroic act,” he said.
Nangel justified the release of water from the dam as “a standard precautionary measure to make way for any huge amount of rainfall coming from a storm.”
Umali reported that 24 of the 27 towns and five cities of the province have been severely affected by the typhoons, and 150 out of 189 barangays remain under heavy volume of rainwater.
Umali said the calamity fund for such natural disaster will hold for at least the next three days.
As thousands of families left their homes, many were trapped on rooftops.
Since Friday morning, the long national highway traversing Pangasinan and Tarlac was submerged, stranding thousands of motorists along the boundary of San Manuel, Tarlac and Villasis, Pangasinan.

Chief Supt. Leon Nilo A. Dela Cruz, Central Luzon police director and concurrent chairman of the Regional Disaster Coordinating Council 3, said at least 30 people were rescued in the flooded areas in Cuyapo, Nueva Ecija that were submerged by floodwater up to 10 feet.
Undetermined numbers of robber boats, trucks and even the US VFA Balikatan 2009 Chinook helicopter were sent Friday to Pangasinan and Tarlac and other flooded areas, Dela Cruz said.
Reports from the office of Pangasinan Gov. Amado Espino said 48 towns and cities in the province are now submerged in floods and mudslide.
More than 40,000 people left their house or were forcibly evacuated due to continuous rains and the near-overflowing dams.
The Office of Civil Defense said other towns affected were, Dingras, Nueva Era and Paoay towns in Ilocos Norte; Bangar and Luna in La Union.
Among the areas in Pangasinan affected are the towns of Asingan, Balungao, Basista, Bautista, Bayambang, Binalonan, Sta. Barbara, Dagupan City, Mangaldan, Natividad, Rosales, San Fabian, San Jacinto, San Manuel, San Quintin, Sta. Maria, Manaoag, Mapandan, Pozorrubio, Sison, Tayug, Umingan, and Villasis.
The weather bureau said yesterday morning that all of San Roque Dam’s six gates were open and pouring water into downstream Agno River at the rate of 5,353 cubic meters per second.
Late Thursday night while Pepeng was approaching Northern Luzon, San Roque Dam was already releasing an unprecedented amount of 6,000 cubic meters per second from an earlier 3,000 cubic meters per second at 7 p.m.

Slowly but surely, Manny Pacquiao is picking up more speed and more intensity in his training for the November 14 battle with Miguel Cotto of Puerto Rico.
“Manny’s improving each passing day,” top trainer Freddie Roach told the Bulletin after watching the lethal-hitting Filipino lefty rack up his 24th round of sparring at the Shape Up Gym in Baguio City.
“It was another very good day of sparring,” said the 49-year-old Roach, who has been calling the shots in Pacquiao’s corner since mid-2001.
For the third straight sparring day, Pacquiao logged three rounds each with undefeated super-welterweight Shawn Porter and super-lightweight Urbano Antillon, something that brought a smile to Roach’s usually stoic face.
Roach said he hasn’t decided yet when to hike the number of sparring rounds from six to seven since Mexican body-puncher Jose Luis Castillo, touted to give Pacquiao a rough time in sparring, hasn’t arrived yet even though he was expected to show up last Friday.
Latest news reveal that the rugged Castillo, a former world lightweight champion now campaigning at welterweight, will plane in this Saturday.
Pacquiao, according to Roach, will log a total of 150 rounds of sparring by the time he gets up the ring to trade bombs with Cotto at the MGM Grand in Las Vegas.
If Castillo indeed arrives, he will only have two weeks to work with the 30-year-old Pacquiao in Baguio since the fighter has been penciled to leave for the US to resume his preparation at the Wild Card Boxing Club on October 24.
Latest odds show that Pacquiao remains as -240 favorite, while Cotto is listed at +190, meaning a $240 bet on Pacquiao wins $100, and a $100 wager on Cotto wins $190.
Cotto’s coveted World Boxing Organization welterweight crown will be on the line although both parties have agreed that the fight will be fought at a catch weight of 145 lbs.

Gener now a typhoon; Batanes under signal no. 3

MANILA (Updated) — The state weather bureau hoisted public storm warning signal number 3 over Batanes Group of Islands as “Gener” (international codename: Saola) intensified into a typhoon Monday afternoon.
The Philippine Atmospheric, Geophysical and Astronomical Services Administration (Pagasa) said residents in Batanes will experience 100 to 185 kilometers per hour of winds as Gener continues to threaten extreme northern Luzon.

The typhoon battered Metro Manila and nearby provinces with heavy rains and gusty winds since Sunday night, killing at least four persons and displacing more than 3,000 families, said
Executive Director Benito Ramos of the National Disaster Risk Reduction and Management Council (NDRRMC) said six persons also remain missing.
One of the fatalities identified as Ernest Flores had an asthma attack while he and other passengers were being rescued from M/V Shuttle Roro 1, an inter-island ferry that ran aground in rough seas late Sunday off central Romblon province.
The Philippine Coast Guard said the vessel with 57 passengers and 16 rolling cargoes onboard capsized at Looc Bay in Romblon due to rough seas caused by the storm, currently in the vicinity of extreme Northern Luzon.
Initial information received from Coast Guard Station in Romblon provided the ill-fated vessel was on its way Batangas from Dumaguit via Odiongan when it encountered rough sea condition.
The ship decided to take shelter at Looc Bay, but it accidentally ran aground about two nautical miles Southwest of Agoho Point, Looc, Tablas Island, Romblon, around 7 p.m. Sunday.
Captain Felix Solidio, master of the vessel, declared “abandon ship” when the vessel started to take in water and directed all passengers to transfer to the life raft.
Immediately, the Coast Guard dispatched a rescue team onboard two motorized banca to conduct search and rescue operation to said distressed vessel.
Upon arrival, the ship was found to be already 70 percent on fire. All passengers were eventually rescued.
Separately, two barges that drifted off of a Manila pier smashed into a row of wooden shanties on stilts in the city’s Tondo slum community, destroying dozens of huts but causing no injuries.
Coast Guard officer Noli Casiano said residents fled from the wind and waves before the empty barges rammed their homes.
“We fled to safety as the waves suddenly grew strong and the wind howled,” Ivy Rosario, a mother of two, told The Associated Press.
“When we came back, everything was destroyed,” said Rosario, pointing to the debris-littered waters near where her home once stood. Some villagers jumped into the water to try to salvage floating belongings.
Another casualty due to Gener was Ronald Necor, 33, who died of drowning in Antique.
The storm has affected 5,816 families or 28,631 individuals in Central Luzon, Calabarzon, Mimaropa, and Western Visayas. Nearly 2,900 families equivalent to 14,303 persons are still housed in evacuation centers as of Monday, the NDRRMC said.
Inclement weather caused by Gener also pushed the government to suspend classes in all levels in Metro Manila and work in state agencies, while 10 domestic flights were cancelled and 11 trips bound for Manila were diverted to the Clark International Airport in Pampanga.
Gener, packing maximum winds of 120 kph and gustiness of up to 150 kph, is moving north northwest at seven kph. It was located 240 kilometers east northeast of Basco, Batanes as of 10 p.m. Monday.
The typhoon is expected to be 245 kilometers northeast of Basco by Tuesday evening and 420 kilometers north of the same town by Wednesday evening. On Thursday evening, Pagasa forecast Gener to be outside the Philippine Area of Responsibility, or 640 kilometers north northwest of Basco.
While the Batanes Group of Islands is under signal number 3, the province of Cagayan, including the Calayan and Babuyan Group of Islands remain under signal number 2.
Signal number 1 remains hoisted over the provinces of Isabela, Kalinga and Apayao as of this posting Monday. Areas under signal number 2 will experience 61-100 kph of winds, while those in signal number 1 will be battered by 61-100 kph winds.
Pagasa said Gener is expected to enhance the southwest monsoon that will bring rains and moderate to strong winds over Luzon and Visayas especially the western section.
Residents living in low lying and mountainous areas are alerted against possible flashfloods and landslides. Likewise, those living in coastal areas under signal numbers 3 and 2 are alerted against big waves or storm surges generated by the typhoon.

Since the 1980s, a close circle of friends and I would be at the Ponce Enrile residence for Saturday evening Mass in the Enriles’ private chapel Cristina built, for she was a very pious woman, whose piety and many charitable good works would one day be rewarded with the Papal award, Pro Ecclesia et Pontifice.
She had also served once as Ambassador to the Holy See. We would join them for dinner in their elegant dining room with a long rectangular dining table seating 16, beneath crystal chandeliers.
Juan Ponce Enrile would be at the cabecera; his inamorata, as I heard him once call her, to his left. To JPE’s right, in the place of honor, would be the priest who celebrated the Mass.
Dinner conversation would invariably turn to the book JPE had been working on for three or so years. I would ask him: “Johnny, where are you now in your autobiography?”
Once, he announced: “I’m now in the martial-law years!”
He explained he himself had typed the draft proclaiming martial law on his typewriter in his study at their Urdaneta Village residence when they were living there in the ’70s. He didn’t want it to leak out, he said.
Turning to us, he said he could never forget how, at a large function in Malacañang’s Heroes Hall, at the beginning of martial law, the First Lady made the generals wear straw skirts and dance the hula. The ridiculous image of Generals Espino, Rancudo, Ramos, Zagala and Admiral Ruiz wearing lipstick and sashaying in ladies’ heels, was obviously still so vivid in his mind. He said he was so disgusted.
Agreeing, Cristina exclaimed: “Que asco, Tabasco!”
She had a way of making us laugh with her funny rhymes. On one occasion, when JPE reported to her he had forgotten to say something to someone before that person left for abroad, she exclaimed, “Oh Daddy, it’s too late, chocolate.”
Because the biography was my genre when I took my MA in Creative Writing in University of the Philippines, I was most curious to know how JPE was writing his memoirs. I offered my unsolicited advice that he should include setting, description, and dialogue and create scenes; that he shouldn’t just summarize. (Of course, all these I learned from my faculty and thesis adviser, Cristina Pantoja Hidalgo.)
Well, it turns out I needn’t have worried. Certain parts of his book, in fact, read like a novel. I am impressed with his ability to recall and describe in detail how Aparri looked like in those days, mentioning the names of the persons who had touched his life.
I marveled at his prodigious memory, and asked him if he had kept a journal. He said he had notes of important events and his impressions of them.
He had narrated to us a few times how the Japanese prison where he was incarcerated looked like, how he was tortured, and how he escaped. What he had recounted to us is all in his book, a veritable page-turner. I urge everyone to read it.

Ford sales in PH down 21% in first 9 months

MANILA, Philippines—Ford Group Philippines saw its January-September sales drop 21 percent as its new vehicle models became available only starting September due to the impact of the flooding in Thailand last year.
The company sold 5,627 units in the nine-month period this year against 7,129 units in the same period in 2011, Ford assistant vice president Anika Salceda-Wycoco said.
“September is the first full month of availability of all four of our newly launched Ford vehicles (Ranger, Focus, Explorer with EcoBoost and the iconic Mustang sports car). In the beginning of the year, we reported a decline in our sales due to the impact of the Thai floods late last year,” she said.
Ford Philippines said earlier that its September sales were flat at 964 units as against the 965 units sold in the same month last year.
Month on month, Ford Philippines’ retail sales jumped 68 percent from 574 units in August—representing one of the company’s all-time highest sales months in the Philippines.
The company said September sales got an extra boost with the first full month of availability for all four newly launched Ford vehicles in the Philippines.
“Our showrooms across the country are now packed with the widest lineup of vehicles that Ford has ever offered in the Philippines, which is really helping broaden the appeal of our brand to so many new-to-Ford customers,” Ford Philippines president Randy Krieger said.
In September, Ford began deliveries of the new Mustang, which is available in 3.7L Mustang V6 Premium and 5.0L Mustang V8 GT Premium variants. Ford said 40 units of the sports car were being delivered to customers starting this September.
The company said the all-new Ford Explorer continued to redefine the SUV segment and in September delivered retail sales of 118 units, representing its best monthly performance since its October 2011 launch.

ADB revises downward growth outlook for Asia

HONG KONG—First, the International Monetary Fund (IMF) warned developing Asia to brace for shocks from the West. Then the Asian Development Bank (ADB) slashed its regional growth forecasts. Now analysts are asking: Has Asia lost its mojo?
The European debt crisis and weakness in the United States have long been drags on Asian growth, but throw in China’s difficult leadership transition and the outlook is grim.
“It wasn’t supposed to turn out like this. Growth in recent months has faltered again, confounding expectations of a gradual recovery,” HSBC economists Qu Hongbin and Frederic Neumann wrote in a report released last week.
“China is one culprit, though a wobbly West is equally to blame,” they said.
As Asia’s powerhouses China and India slow faster than many had expected, the ADB on Wednesday revised down its growth estimates for the region’s emerging economies to the lowest level since 2009.
Echoing assessments from the IMF, the ADB also warned of significant risks arising from the eurozone and the uncertain recovery in America, both of which are major export markets for Asian manufacturers.
“Developing Asia is slowing down much more than we expected,” ADB chief economist Changyong Rhee told reporters in Hong Kong.
End of two-digit growth
“The years of two-digit growth in Asia are coming to an end,” he said.
The bank cut its 2012 growth forecast for developing Asia, which comprises 45 nations, from 6.9 percent in April to 6.1 percent—the lowest since 2009 when the region expanded 6 percent.
(The ADB raised its growth outlook for the Philippines from 4.8 percent to 5.5 percent this year, citing the rise in investments by local firms, robust household consumption and increase in government spending. For next year, however, the ADB expects the country to expand at a slower pace of 5 percent.)
The ADB also revised downward to 6.7 percent the 7.3-percent growth outlook for Asia for 2013. The region expanded 7.2 percent in 2011.
China’s gross domestic product (GDP) was seen expanding 7.7 percent this year—slow by the country’s recent standards—before bouncing back to 8.1 percent in 2013, still well-below the 9.3 percent achieved last year.
The Manila-based lender said India would see GDP growth slow to 5.6 percent in 2012 before picking up to 6.7 percent next year.
Analysts are wondering when will China crack the whip and provide the policy stimulus its economy needs to avoid a hard landing. HSBC economists Qu and Neumann said they had expected Beijing to act sooner.
“China has held back in providing a determined stimulus, with obvious implications for economic growth regionally,” the economists wrote.
China’s power shift
Domestic politics may be one reason Beijing seems unwilling or unable to use its fiscal reserves to boost growth, with the Communist Party leadership on the verge of a once-a-decade power shift that has been clouded by controversy.
“Given that growth is highly investment-driven, supported especially by the public sector, any leadership change is bound to have a large impact on activity,” Qu and Neumann said.
“This year, more so than during other transitions, political uncertainty may have had an especially restraining effect on investment decisions,” they said.
Asia’s worsening outlook is likely to be underlined when the IMF provides an update on the global economy in a twice-yearly report on Tuesday, in the run-up to weekend meetings of finance ministers from around the world in Tokyo.
But is it time to hit the panic buttons? Has Asia really lost its economic vim? Some analysts say no.
“Asia hasn’t quite lost its mojo yet, but patience is needed before growth accelerates to more accustomed speed,” Qu and Neumann said, predicting China would loosen policy early next year when the new leadership is in place.
No need for panic
Rhee agreed that there was no need for panic. “This is a natural adjustment to a more sustainable growth pace,” he said of the outlook for developing Asia.
Of all the regions in the world that are struggling to cope with the fallout from Europe and the United States, Asia has the most ammunition in its policy armory to respond, research consultancy Capital Economics said on Friday.
“Asia has significant scope to loosen both monetary and fiscal policy,” it said. “Unlike in most of the developed world, interest rates are well above zero across Asia, meaning there is room for interest rates to be cut in most countries.”

Asean resilient
ANZ bank said in an analysis last week that while growth in China and India was on the slide, the core economies of Southeast Asia were proving remarkably resilient.
It noted that while the rest of Asia had “relinked” with the West—with domestic demand tracking weak external demand for exports—this was not the case in Southeast Asia’s biggest developing economies.
“This has broken down entirely in Asean (Association of Southeast Asian Nations) over the past few quarters with domestic demand and foreign demand now largely uncorrelated,” the ANZ report said.
This meant that Asian economies such as Indonesia, Malaysia, Thailand and Vietnam would “likely hold up well” if the global economy slowed further.

China telecom giants threaten US – Congress panel

WASHINGTON – Chinese telecom giants Huawei and ZTE pose a security threat to the United States and should be barred from US contracts and acquisitions, a yearlong congressional investigation has concluded.
A draft of a report by the House Intelligence Committee, obtained Sunday by AFP, said the two firms “cannot be trusted” to be free of influence from Beijing and could be used to undermine US security.
“Based on available classified and unclassified information, Huawei and ZTE cannot be trusted to be free of foreign state influence and thus pose a security threat to the United States and to our systems,” the draft document said.
The congressional panel launched its probe over concerns that Beijing could use the fast-growing firms for economic or military espionage, or cyber attacks.
Both Huawei and ZTE have denied any ties with the Chinese government. Top executives of the firms appeared at a hearing held by the panel last month, stressing that they were focused on business, not politics.
Huawei reiterated that position in response to queries.
“The integrity and independence of Huawei’s organization and business practices are trusted and respected across almost 150 markets,” Huawei vice president William Plummer said in an emailed statement.
“Purporting that Huawei is somehow uniquely vulnerable to cyber mischief ignores technical and commercial realities, recklessly threatens American jobs and innovation, does nothing to protect national security, and should be exposed as dangerous political distractions.”
ZTE did not immediately respond to a request for comment.

The joke provoked sympathetic applause and laughter from the partisan packed crowd at the Nokia Theater in downtown Los Angeles, who had paid $250 dollars a ticket to attend the fundraiser-cum-show.
The Democratic incumbent was widely deemed the loser of last Wednesday’s first presidential debate against Republican rival Romney, who is fighting to oust Obama from the White House in the country’s November 6 election.
Obama’s campaign has since then intensified attacks on Romney’s honesty as it battles to halt the challenger’s momentum following his unexpectedly strong debate performance.
Romney’s people have hit back, sarcastically depicting Obama’s team as childish sore losers after their candidate came across as flat, nervous and unassertive during the first face-to-face encounter.
