MANILA — Technical Education and Skills Development Authority (Tesda) Director General Joel Villanueva is officially out of the senatorial ticket of the Aquino-led Liberal Party for next year’s elections.
A Palace source said President Benigno Aquino III met with Villanueva in Malacañang Friday to inform him that he wanted the Tesda chief to stay in his agency.
Villanueva is an early favorite to join the LP senatorial line-up.
Villanueva failed to gather enough votes in the recent Pulse Asia survey on possible senatorial candidates in 2013 elections. He placed 26th.
The Liberal Party (LP) is set to reveal its official senatorial line-up by the end of September.
Among the potential LP candidates who made it to the top 10 of the survey are Aurora Representative Sonny Angara (10th), Senator Koko Pimentel (8th), Senator Antonio Trillanes IV (6th), Senator Alan Peter Cayetano (3rd) and Senator Francis Escudero (2nd). (Jill Beltran/Sunnex)

MABALACAT CITY – Mayor Marino Morales said he will not allow the trees along the national highway (Manila North Road) here to be cut to give way for the road-widening project of the Department of Public Works and Highways (DPWH).
Morales said the century-old trees lined up along the MacArthur Highway have become part of the city’s heritage and serve as a natural canopy benefitting motorists and the general public.
The mayor said the full-grown trees, which are mostly rain trees or acacia, also help greatly by absorbing harmful gas and floodwaters.
In relation to this, Morales said he will ask the Clark Development Corporation to restore the old perimeter road inside the Clark Freeport to serve as an alternate road of private vehicles going to and from the city proper.
Several environmentalist groups and barangay officials here opposed the cutting of the trees when the DPWH started rehabilitating the highway more than three years ago.
Morales said environmental protection is part of his agenda for a better Mabalacat City.
The DPWH is presently continuing its widening project in Barangays Camachiles, Dau, and Mabiga, where the national highway passes through.

WASHINGTON — The U.S. State Department said on Wednesday that Moscow’s decision to end the USAID activities in Russia was” regrettable.
“It is regrettable that Russia has taken this decision,” State Department spokeswoman Victoria Nuland told reporters at a regular briefing.
Russia confirmed Wednesday that the United States Agency for International Development (USAID), the primary U.S. official aid agency, will leave the country as of Oct. 1. Moscow accused the agency of trying to influence Russia’s domestic political affairs.
“This decision (to shut down USAID) is made due to attempts of the agency to influence political processes, civil society institutions, and elections at various levels, through distribution of grants,” Russian Foreign Ministry spokesman Alexander Lukashevich said on Wednesday.
Lukashevich cited “serious questions” that arose from USAID activities in Russia, “especially in the North Caucasus.”
At the Wednesday briefing, Nuland dismissed such allegation.
“We completely reject the notion that our support for civil society, democracy, human rights in any way interferes with elections,” she said.
Nuland’s remarks marked a change of tone with her previous statement. During a briefing on Tuesday, when asked if she was disappointed by Russia’s decision, Nuland said: “Obviously, this is a sovereign decision that any country makes.”
USAID, founded in 1961, is America’s primary government agency responsible for administering civilian foreign aid. The agency opened its office in Moscow in 1992, with some 60 Russians and 13 U.S. citizens working for it currently.
During the APEC summit early this month, Russian Foreign Minister Sergei Lavrov informed the U.S. Secretary of State Hillary Clinton that Moscow would ask USAID to leave the country shortly.
According to Nuland’s remarks on Tuesday, the USAID has spent about 2.7 billion U.S. dollars in total in Russia since the end of the former Soviet Union and the agency’s budget for Russia in fiscal year 2012 is about 50 million dollars. (PNA/Xinhua)

LUBAO town has the highest case detection and cure rate on Tuberculosis (TB) in Pampanga province, based on the Local Government Performance Management System (2010-2011).
The LGU’s report card for 2011 followed the ME3 or Monitoring and Evaluation for Equity and Effectiveness, said Dr. Reynaldo Alipio, Lubao Rural Health Physician.
In line with this, the Department of Health (DOH), USAid from the American People and the Philippine Business for Social Progress awarded a certificate of recognition to the local government of Lubao headed by Mayor Mylyn Pineda-Cayabyab for its staunch advocacy against TB.
The DOH-Center for Health Development Central Luzon and Linking Initiative and Networking to Control Tuberculosis (TB LINC) Project awarded the citation to Pineda-Cayabyab over the weekend at the King’s Royale Hotel and Leisure Park in Bacolor.
Dr. Leonita Gorgolon, director IV of CHD Central Luzon, and PBSP executive director Rafael Lopa, said Mayor Pineda-Cayabyab, who committed support and staunch advocacy against TB, has empowered the town to be above the rest of the LGUs in TB detection and cure rate.
“The thrust of the MHO and RHU of Lubao is to determine the number of patients with TB. Once detected, the patient will be treated for six months, with the LGU giving him or her free medicines, milk and even groceries,” Alipio said.
He said the process is a collaborative effort by the LGU and the Provincial Government.
Alipio added that Barangay Health Workers conduct regular house-to-house visits in the town’s 44 barangays to monitor patients who have been suffering from week-long cough and fever that are the symptoms of TB.
For her part, Pineda-Cayabyab thanked the DOH, USAid and PBSP for the award, saying this could not have been possible without the support of the Provincial Government headed by Gov. Lilia Pineda and the people of Lubao.
“Siyempre nais natin pasalamantan ang mga organization na nagbigay sa atin ng parangal na ito, kay Nanay Gov. na walang sawang tumutulong at sumusuporta sa atin at ang mga konsehal, barangay captains, BHWs, RHU, MHO, municipal employees at sa mga kababayan ko sa Lubao. Ang award na ito ay nakamit natin dahil sa ating pagtutulungan at pagkakaisa,” Pineda-Cayabyab said.

MANILA — Tropical Storm Karen is expected to intensify into typhoon as it moves over Philippine sea, the state weather bureau said on Thursday.
Weather forecaster Aldczar Aurelio said “Karen’s” wind strength has increased from 95 kilometers per hour (kph) Wednesday afternoon to 105 kph Thursday, while its gustiness rose from 120 kph to 135 kph (kilometer per hour).
As of 4 a.m. Thursday, “Karen” was estimated based on satellite and surface data at 540 kms East of Virac, Catanduanes (14.4°N, 129.9°E) and maintained its speed of 15 kph, he said.
Aurelio said “Karen” may enhance the southwest monsoon that will bring rains over Visayas and Mindanao, particularly in the western sections.
He said it may not make landfall in any part of the country since it will only pass over the eastern sides of the country by the sea.
With its present speed, Aurelio said the storm is expected to leave the Philippine territory on Saturday evening or Sunday morning, and will head towards southern Japan.
“Karen” is forecast to be located 600 kms. east of Casiguran, Aurora by Thursday evening; and 520 kms. east of Calayan, Cagayan by Friday evening.
In its advisory, the Philippine Atmospheric Geophysical and Astronomical Services Administration (Pagasa) said Metro Manila will be partly cloudy to cloudy with light to moderate rains and thunderstorms.
Moderate to strong winds blowing from the Southwest and Manila bay will be moderate to rough.
Occasional light to moderate rains will be experienced over Calabarzon, Mimaropa, Bicol region and Visayas; while the rest of the country will have partly cloudy skies with brief rainshowers or thunderstorms.
Moderate to strong winds blowing from the Southwest to South will prevail over Northern and Central Luzon while those coming from the Southwest to West will affect the rest of the country with moderate to rough seas.
Pagasa also issued gale warning as strong to gale force wind is expected to affect the eastern seaboards of Central and Southern Luzon, Visayas and Mindanao, the sea conditions in these areas will be rough to very rough.
Small seacraft are advised not to venture out to sea, while larger vessels should watch out for large waves. (PNA)
