Fireworks, revelry gunfire injure 476

MANILA (Updated 1:15 p.m.) — Illegal firecrackers and celebratory gunfire in the Philippines injured 476 people during New Year’s Day, and the number is 13 percent lower compared to last year’s 546, the Health department said Sunday.
The figure is also 11 percent lower compared to the five-year (2006-2010) annual average of 536.
The Department of Health (DOH) said as of 6 a.m. Sunday 454 injuries of the 476 were fireworks related, 18 from stray bullets and four from firework ingestion.

The most number of firework related injuries came from the National Capital Region (NCR), 298 or 66 percent, Calabarzon, 29 or six percent, and Ilocos Region, 28 or six percent.
The NCR also had the most number of injuries from stray bullets, 12 or 67 percent.
“These are partial reports even as we appeal to those injured at home to seek consultation and to the public to clear the streets of remnants of blasted fireworks to prevent children from getting injured when picking on unexploded fireworks,” Health Secretary Enrique Ona said.
Among firework related injuries, males were mostly affected, 364 or 80 percent, while the age group 1-10 years, 177 or 37 percent, and 11-20 years, 129 or 27 percent, outnumbered other age groups.
There were more active users than passive stand-by and the injuries resulted in minor burns, blast, cuts, eye burns, abrasions, lacerations and amputations and disarticulations.
The top five injury-causing fireworks were Piccolo, Kwitis, Fountain, Five Star and Luces. There were more injuries from legal fireworks than illegal fireworks, the DOH said.
In support of the DOH campaign on Aksiyon Paputok Injury Reduction (Apir), the Manila government passed an ordinance that held parents legally responsible for the injuries of their children.
Meanwhile, the Department of Interior and Local Government reported 54 people arrested for possession and sale of illegal fireworks.
“Still worrisome is the number of injuries from stray bullets,” Ona said, adding that the DILG reported eight incidents of indiscriminate firing and 13 persons were arrested.
“We really need to impose stricter control on indiscriminate firing of guns to avoid these injuries to hapless individuals,” said Ona.
The Apir injury surveillance will last until January 5 for acute injuries and until January 21 for tetanus cases.
Many Filipinos, largely influenced by Chinese tradition, believe that noisy New Year’s celebrations drive away evil and misfortune. But they have carried that superstition to extremes, exploding huge firecrackers and firing guns to welcome the New Year despite threats of arrest. One particularly huge triangular firecracker is labeled: “Goodbye Philippines.”
Although the number of injuries has tapered off in recent years, largely due to hard economic times and the government’s scare campaign, the figures remain alarming.
“Doctors are waiting with surgical saws, bone cutters and drills in case your fingers need to be amputated,” Tayag said in a television interview to dissuade illegal fireworks. “I hope this won’t happen.”
Red Cross official Gwendolyn Pang said about 3,500 blood bags were prepared by her group for expected emergency surgeries, adding that she was most concerned with celebratory gunfire.
Dozens of hospitals nationwide were on full alert, their emergency rooms staffed with trauma doctors for the expected influx of injured revelers.
The government has gone to extremes to discourage dangerous celebrations. The health department has shown gory pictures of mangled hands and eyes in posters in the past but the violent tradition has continued.
Philippine National Police Chief Nicanor Bartolome warned policemen of immediate dismissal and criminal prosecution if they fire their guns to welcome the New Year. However, at least three policemen were reported to have violated the warning and were under investigation.
Bartolome led officers in sealing the muzzles of guns of policemen with masking tape and then signing them in a symbolic warning to would-be violators.
He said 45 people were already arrested for violating Republic Act 7183 or the manufacturing, distribution, sale, possession and use of illegal firecrackers.
Instead of lighting up dangerous firecrackers, Tayag urged Filipinos to troop to public squares to watch colorful fireworks. He also unveiled a new tactic: a free CD that contains thundering sound of the most powerful firecrackers popular among revelers.
More than 50,000 people have downloaded the firecracker audio file from the health department website, he said
In Davao City, Vice Mayor Rodrigo Duterte is offering P3,000 cash to any information on violators of the city’s firecracker ban as the world ushers in the New Year.
In his television program program “Gikan sa Masa, Para sa Masa” that was taped Friday but will be aired on Sunday, Duterte said all the informants have to do is text the authorities about violators and show to him proof they indeed own the number that texted the authorities.(AP/BOT/Sunnex)

Classes in Oro to resume January 3

THE Department of Education (DepEd) in Northern Mindanao Region said classes for elementary in Cagayan de Oro will resume on January 3, 2012.
This, even if some public elementary schools in the city are still being occupied by families affected by Tropical Storm Sendong.
“Sendong”, which brought flash flood in Cagayan de Oro City last December 17, left hundreds dead and hundreds more missing in the city.
Luz Almeda, DepEd regional director, said classes will resume as scheduled.
“There is something that is called modalities, informal classes which we plan to conduct in schools that have become evacuation centers like City Central School,” Almeda said.
She said teachers will hold their classes during the first day at the deck bleachers of the Pelaez Sports Center.
Almeda said on the second day, classes will be held in some areas that are vacant like covered courts and open and empty spaces that are fit for the conduct of classes.
“There will be morning and afternoon sessions. Classes will be conducted because we need to track our students. We still don’t know how many have died,” she said.
At the West City Central School in Barangay Carmen, Almeda said classes will be conducted at the covered court.
She, however, said next week’s resumption of classes would not be considered as “normal”.
Almeda said classes will be conducted only for one to two hours per day and that Grades 1 to 3 will have their sessions in the morning, while Grades 4 to 6 will have classes in the afternoon since some of the classrooms are still being occupied by the evacuees.
She said the students also need psycho-social debriefing since they are still in the “state of shock” and that teachers need to normalize the children’s thinking.
Almeda added they also need to follow the number of days required.
“We will try our best that an informal will become formal,” she said.
She added that other schools that are not being used as evacuation centers will have their regular classes.
Though some schools in the city were also affected by the flash flood, Almeda said a mobilization fund is still available for the rehabilitation and repair of these schools.
Meanwhile, Almeda said at least 300 teachers and DepEd staff were displaced and left homeless, while more the 2,000 in cities of Cagayan de Oro and Iligan were affected by the flash flood.
Primo Rufin, Department of Social Welfare and Development regional executive director, said it is good news that DepEd, especially its regional director, understood the situation.
On Friday afternoon, the Archdiocese of Cagayan de Oro held a Mass at the San Agustin Cathedral with Archbishop Antonio Ledesma SJ, DD, as the main celebrant.
The mass was held in memory of those who died from the flash flood.
Archbishop Ledesma said the Mass is also in solidarity with the affected people, especially those still at the evacuation centers.

Citizens launch movement for ‘Sendong’

A GROUP of concerned citizens in Cagayan de Oro City called Save CDO Now Movement converged on Thursday to come out with a plan to avoid the repeat of the same tragedy brought by Tropical Storm Sendong.
“Sendong”, which brought massive flash floods in the cities of Cagayan de Oro, Iligan, and Dumaguete, left thousands dead and hundreds missing.
Lawyer Kristine Ravanera of Task Force Macajalar, one of the members of the movement, said the main goal of the group is to help the local government of its “present programs and to present a master plan.”
“Because as we have observed, we have not heard or seen any statement from the local government since the tragedy happened. Even the distribution of relief goods has no proper system. Very disorderly,” Ravanera told Sun.Star Cagayan de Oro.
She clarified that the movement is not initiated to oust Mayor Vicente Emano, as reported earlier.
Ravanera said the movement is not about personalities and alliances though some political figures and local officials were present on Thursday to support the group’s advocacy.
During the activity, those present signed a manifesto for a clear plan – short-term, medium or long-term – that is geared toward preventing the same incident.
“But in the process, if we find out that there was inaction done by the local government that is against the law, then we will not allow that there’s impunity. We won’t allow that to happen,” Ravanera said.
Meanwhile, the National Union of Journalist in the Philippines (NUJP) and the Cagayan de Oro Press Club (COPC) issued a manifesto calling for accountability for the City Government’s incoherent response to the calamity.
The NUJP and COPC expressed support to the efforts of the National Government to conduct an exhaustive investigation to pinpoint those responsible for the catastrophe, whether by negligence of duty or gross ineptitude.
“We call on the National Government to charge those guilty of negligence and or ineptitude before the court of law,” the statement said.
The two groups also called for the immediate implementation of an organized and coordinated program for recovery, reconstruction and rehabilitation of the city.
They said all residents living in geo-hazard areas as identified in the hazard map issued in 2009 by the Department of Environment and Natural Resources should be relocated.
They also called the attention of the Department of Public Works and Highways to remove all structures that have hampered the flow of water at the Cagayan de Oro River to prevent any further loss of lives and damage to properties from happening again.

Bishop hopes every day is Christmas

ANGELES CITY — Auxiliary Bishop Pablo Virgilio “Ambo” David said his wish is for Angeles City to celebrate Christmas every day.
The bishop’s statement came after 29 villages participated in a massive clean-up and Christmas decoration contest made from recyclable materials here.
“Sana hindi lang tuwing panahon ng Pasko tayo naglilinis kundi ito ay ating maging second nature na. The Church is 100 percent supportive of the endeavor,” the prelate, who is a strong environment protection advocate and prime proponent of the Save Sapang Balen Creek Movement, said during the recent awarding ceremony of the cleanest and brightest barangays at the Marquee Hall.
His statement was backed by Mayor Edgardo Pamintuan and Representative Carmelo Lazatin (1st district, Pampanga), who both said they will exert all efforts towards environmental protection and cleanliness.
“The city has been mustering all its efforts to make Angeles City the cleanliest area not only in Central Luzon but in the whole country. Through that, investments would continuously come in and Angeleños will soar as never before,” Pamintuan said.
The winners of the contest were Barangays San Nicolas, Virgen Delos Remedios and Pampang which received P50,000; P30,000; and P20,000 respectively, while all participating villages received P5,000 each. (Jovi T. De Leon)

Bill seeks to protect movies from censorship

MEMBERS of the progressive party-list bloc are proposing a law that would protect and promote freedom of expression in motion pictures and television programs in the country.
House Bill 5561 seeks to reorganize the Movie and Television Review and Classification Board (MTRCB) to address censorship problems in the country.

“The bill will ensure that the MTRCB shall exist to primarily classify motion pictures and television programs in order to aid citizens, especially parents, in guiding and/or supervising their children and young adults in making choices with regard to films and television programs,” Bayan Muna Representative Teddy Casiño, the bill’s principal author, explained.
Casiño said history would show that the MTRCB has violated or curtailed the constitutionally-guaranteed freedom.
“There have been many incidents of films and television programs that were censored or slapped with an ‘X’ rating due to its critical political or social content,” he added.
Gabriela Representative Luzviminda Ilagan, another author of the bill, said it is high time to replace a martial law relic by repealing Presidential Decree 1986 which had created the censorship body.
“This is necessary in order to provide a climate of expression free from any restraint in the dissemination of ideas,” Ilagan said.
Kabataan Representative Raymond Palatino further said the bill aims to sanction the eventual self-regulation of the film and television industry and therefore government should support this effort.
“The country has a mature, politicized and critical audience who should be allowed the freedom of choice without any censorship,” he said.
”We look forward to a Board that will work together with artistic, cultural and educational institutions in crafting arts and culture policies that promote independent and critical thinking which serves the needs of a nation towards genuine development,” Palatino added.(Kathrina Alvarez/Sunnex)

Bankers treat kids

CITY OF SAN FERNANDO — The Bankers Association of San Fernando (BASF) treated Friday some 150 young girls and boys from Northville 14 in a fun-filled party at the relocation site’s multi-purpose hall.
The poor children were given toys, snacks and prizes for games.
According to City Administrator Ferdinand Caylao, BASF’s move is part of it corporate social responsibility program. “Instead of them [bankers] spending for lavish Christmas parties, they decided to bring cheers and joy instead to the children of Northville 14. And the City Government led by Mayor Oscar Rodriguez thanks them so much for that dahil hindi sila nakakalimot tumulong sa mga tao ditto,” he said.
For his part, BASF president Cris Cura told Sun.Star Pampanga that the 45-member banker association composed mainly of universal, commercial and development banks has already drafted a program for Northville 14 youth.
“Come May next year, we will again conduct the Takbo Para sa Batang Fernandino with focus on Northville 14 youth and students. Primarily, it has become a program for us now and our focus would be this resettlement site where we want to address their needs like school supplies and health requirements. We thank too, the City Government for giving us the opportunity to help and reach out,” Cura said.
Present during the event were Community Affairs Division head Donny Sayre, MultiSectoral Governance Council executive Angelo David, Northville 14 Integrated School principal Ariel Garcia and other BASF officials. (Jovi T. De Leon)

7 congressmen eye Senate seat

MANILA – At least seven congressmen have expressed their intentions of running for a Senate post in 2013 or have statistical chance of winning a seat based on a Pulse Asia survey.
Here is a list of incumbent congressmen likely to run for a Senate seat in 2013:
Tañada is a three-term congressman representing the fourth district of Quezon. He is the eldest son of former Senator Wigberto Bobby Tañada. The Liberal Party (LP) member is pushing for the passage of a Freedom of Information Act and has filed several measures promoting the protection of human rights.
In the upcoming impeachment trial of Supreme Court (SC) Chief Justice Renato Corona, Tañada has been designated as the deputy spokesperson of the House prosecution panel. He was previously assigned as part of the 11-member panel.
In a text message to Sun.Star, Tañada confirmed plans of running in the 2013 elections. A Pulse Asia conducted in November, however, revealed that if the polls were to be conducted already, he would have only ranked anywhere between the 40th to 64th spot.
Casiño is a progressive party-list representative who has been actively pushing for the rights of the marginalized sectors.
The three-term legislator who chairs the House Committee on Small Business and Entrepreneurship Development has also initiated moves to put former President Gloria Macapagal-Arroyo in jail.
Recently, the Office of the Ombudsman charged Arroyo with graft based on the complaint filed by Casiño on the anomalous National Broadband Network (NBN) deal with China s ZTE Corporation.
In his official website (www.teddycasino.com), it states: With his idealism, sterling track record and platform for change, Teddy could very well be our next representative in the Senate.
In the November Pulse Asia survey, Casiño only ranked somewhere between the 45th and 67th spots.
The lawmaker is the only son and namesake of Senate President Juan Ponce Enrile. He has already served the first district of Cagayan for three terms from 1998 to 2007 before winning the seat again in 2010. Enrile is an advocate of food sovereignty and credit card reform, among others.
He would likely secure a senatorial seat if the elections would have been held last month according to the Pulse Asia survey.
Before being a San Juan representative, he had already served as its mayor from 2001 to 2010 and has been an awardee of The Outstanding Young Men (TOYM) in the government and public service category back in 2007. JV is the son of former President Joseph “Erap” Estrada.
Ejercito has a 30.4 percent chance of winning in the senatorial polls, the Pulse Asia survey reported. The survey showed he would have placed between the 5th to 12th and last spot.
In a text message, the lawmaker said that while he is elated to be considered by the Filipino people as their possible senator by 2013, he feels that it is still too early to decide about seeking a higher position.
The three-term congressman is the son of incumbent Senator Edgardo Angara. He was among the recipients of the TOYM awards for 2010.
Angara has recently been assigned as one of the deputy spokespersons of the House prosecution panel on the upcoming Senate trial on the impeachment of SC Chief Justice Corona.
He would have ranked anywhere from the 11th to 17th spot if the polls were to be conducted this year with a 24.3 percent chance of winning. Angara, however, has no definite plans to pursue a seat in the Senate yet.
Magsaysay, a vocal critic of the Aquino administration, has managed to place in the top 30 senators based on the Pulse Asia survey but said that while she has no definite plans yet for 2013, there is that slightest possibility that she will run for the Senate.
Magsaysay earlier figured in a debate with Deputy presidential spokesperson Abigail Valte over Twitter and had scolded former ANC anchor Ramon “Ricky” Carandang (whose name also appeared in the Pulse Asia survey), head of the Presidential Communications Development and Strategic Planning Office, during a budget deliberation. She said that Carandang was “a spoiled brat, arrogant, and immature.”
Only in his second term as representative, Tupas has already become a familiar face in television for being the House justice committee’s chairman.
This year, the House justice committee has made possible the impeachment of former Ombudsman Merceditas Gutierrez. It has also conducted investigations on the controversial plea bargain agreement of former military comptroller Carlos Garcia and the Office of the Ombudsman, and the land-grabbing case in Quezon City, among others.
Tupas will be heading the prosecution panel for the Senate trial on the impeachment case against Corona.
With only a 0.9 percent chance of winning based on the November Pulse Asia survey, Tupas may have been wise for saying that he has not thought about leaving the House of Representatives yet. (Sunnex)
