ANGELES CITY — The City Government here is a recipient of the Local Government Support Fund (LGSF) amounting to P25 million for successfully obtaining the Seal of Good Housekeeping from the Department of the Interior and Local Government (DILG).
DILG Secretary Jesse Robredo told Mayor Edgardo Pamintuan that the fund shall be utilized as capital expenditures and shall be used to augment the approved 2012 Annual Investment Plan of the city.
Robredo stated in an official communication that the fund shall be used in implementing any or a combination of the following projects “only”: a) Rural electrification; b) Local roads connecting national roads; c) Arterial farm-to-market roads and bridges; d) Local economic enterprises; e) Flood control and drainage; and f) To support the following priority projects of the National Government: Millennium Development Goals (MDG), Philippine Disaster Risk Reduction and Management Act of 2010, and Solid Waste Management Act of 2000.
Angeles City bagged the “Seal of Good Housekeeping” award given by the DILG in recognition of its exemplary performance in governance, full disclosure policy, transparency and accountability.
The city also excelled in the areas of planning, budgeting, revenue mobilization, financial management and budget execution, procurement, and resource mobilization.
Pamintuan is thankful of the achievement, saying the P25 million will be a big help to the various development projects of his administration.
“This support fund will augment the expected reduction of our Internal Revenue Allotments (IRA) share this year,” Pamintuan said.
The mayor said the infrastructure projects that will be funded using the LGSF were already identified and submitted to the DILG for approval.
“As soon as the DILG has determined the soundness of the project, it will be endorsed to the Department of Budget and Management (DBM) for fund processing,” he said.
Also in 2011, Angeles City ranked fourth among local government units in the highly urbanized cities category in terms of effective and efficient implementation of the Local Governance Performance Management System.
The recognition was also given by the DILG.
“The awards and achievements that we have received inspire us to do more for our city and our people,” Pamintuan added.

ARAYAT – A businessman from Mexico town in Pampanga was seriously injured in a shooting incident Wednesday along the portion of Gapan-Olongapo road in this town.
Reports from the Pampanga Police Provincial Office (PPPO) revealed the incident happened Wednesday at about 8:50 p.m. in front of Beth store located at Purok 1 of Barangay San Nicolas here.
Authorities identified the victim as Mannylito Paras Pangilinan, 40, married, businessman and a resident of Sitio Tramo, Barangay Lagundi in Mexico town.
The victim was riding his Kawasaki HD-III tricycle on his way to Matamo, Arayat when two armed men fired at him.
The suspects reportedly used a M-6 rifle as evidenced by seven empty shells and one live ammunition recovered by the town police. (Herbert P. Mapiles)

MANILA – Three-fourths of the 285 duly-elected members of the House of Representatives belongs to the majority coalition. This is one of the reasons why the Aquino administration manages to push through with its political and legislative agenda in Congress.
In 2011 alone, the House leadership led by Speaker Feliciano Belmonte Jr. impeached two high-ranking public officials – then Ombudsman Merceditas Gutierrez, for betrayal of public trust, and Supreme Court (SC) Chief Justice Renato Corona, for culpable violation of the Constitution, betrayal of public trust, and graft and corruption.
The Aquino-backed moves in Congress include the following:
No mercy for ‘Merci’
Former Ombudsman Merceditas Gutierrez, an appointee of former President and now Pampanga Representative Gloria Macapagal-Arroyo, was impeached with a vote of 212-46-4. The number was double the required 95 votes.
Gutierrez was the second public official impeached by the House of Representatives. The first was former President Joseph “Erap” Estrada back in 2000.
The impeachment complaint against Gutierrez listed six articles of impeachment from her alleged inaction on the case involving the anomalous National Broadband Network project with China’s ZTE Corporation to the low conviction rate recorded in the Ombudsman’s office from 2008 onwards.
Gutierrez was impeached after the High Tribunal allowed the House justice committee to push through with its proceedings. The SC had earlier issued a status quo ante order on the House panel’s proceedings after the respondent filed a petition before the court.
The Senate trial, however, did not push through after Gutierrez chose to resign from her post. She submitted her resignation to President Benigno Aquino III just 10 days before the Senate trial.
Aquino has appointed retired Supreme Court Associate Justice Conchita Carpio-Morales to replace Gutierrez.
SC chief’s impeachment: Like a thief in the night
At least 15 lawmakers will have their hands full next year as they prove SC Chief Justice Renato Corona is guilty of betrayal of public trust, culpable violation of the Constitution, and graft and corruption.
The 11-man prosecution panel has been assigned tasks in the eight articles of impeachment while the designation of spokespersons and deputy spokespersons are also being finalized.
On December 12, 188 House members signed an impeachment complaint against Corona, a so-called midnight appointee of their colleague, Pampanga Representative Arroyo.
The signing of the complaint was done in a matter of hours during a majority caucus where the contents of the document were explained.
In his reply to the impeachment complaint submitted to the Senate, Corona said his impeachment was done “like a thief in the night” after several lawmakers claimed the complaint was rushed and the non-release of their priority development assistance fund (PDAF) was used as threat against them.
Among them was Anad party-list Representative Pastor Alcover Jr. who may now be a subject of a House ethics committee probe for his claim that his colleagues received P1 million each in exchange for their signatures in the complaint.
Navotas City Representative Tobias Tiangco, meanwhile, had to become an independent member of the House after he resigned from the majority coalition. Tiangco found it unfair that Corona was not given due process.
Unlike Gutierrez, the SC chief had expressed no intentions of quitting from his post. The court’s spokesperson had also said that taking a leave of absence is not an option for Corona.
If Corona is convicted in the Senate, he will become the first head of the Judiciary to be removed from office through an impeachment process. Senate trial starts January 16.
SC Associate Justice Mariano del Castillo is also facing an impeachment case for plagiarism but some House justice committee members said this will likely be less prioritized than that of Corona’s.
Armm elections postponement
Last March, House members voted 191-47-2 approving on second and third reading a measure postponing the August elections in the Autonomous Region in Muslim Mindanao (Armm). The bill was certified as urgent by President Aquino.
Under Republic Act (RA) 10153 synchronizing the Armm polls with the midterm elections in 2013, Aquino is granted the power to appoint officers-in-charge in the region until officials are elected.
Although there is still a pending petition questioning the RA 10153 before the SC, Aquino had already appointed Mujiv Hataman, a former Anak Mindanao party-list representative, as the region’s OIC.
The Aquino government sought the postponement of the Armm elections to ensure that peace talks will not be hindered and electoral reforms will be institutionalized.
The never-ending debate
Some 20 years ago, the first version of the reproductive health (RH) bill was filed in the House of Representatives.
Seven congresses later, in the 15th Congress, the RH measure remains pending for approval. In the Lower House, it is still being debated upon for second reading approval.
Although the highly-divisive measure has been endorsed by the President himself in the Legislative-Executive Development Advisory Council (Ledac) priority bills, its approval would need to wait until 2012, House leaders said. That is if so-called “pro-life” legislators will not cause any more delay in its approval.
At least 20 anti-RH lawmakers are still waiting for their turn to debate on the bill. Most senior lawmakers have already raised issues on abortion, religion and pre-marital sex.
President Aquino had repeatedly said he is in favor of providing information to couples on family planning choices available to them.
Speaker Belmonte, meanwhile, admitted that he is having a hard time in putting the controversial measure to a vote considering the opposing stance of several House leaders.
Aquino’s Liberal Party is yet to take a party stand on the issue. With a party stand, the House leadership could muster enough votes to get the RH bill’s approval.

MANILA – Eight-division champion Manny Pacquiao celebrated his 16th year as a prizefighter in 2011 with victories over different opponents.
As his projected multi-million dollar mega-showdown with undefeated American Floyd Mayweather remained hanging in the air, Pacquiao, who turned 33 last December 11, had to settle for three-division champion Sugar Shane Mosley and Mexican legend Juan Manuel Marquez in a pair of bouts both held at the MGM Grand in the gambling city of Las Vegas.
The twin confrontations were the 58th and 59th for Pacquiao since he started his professional career on January 22, 1995 with a four-round unanimous decision victory over Enting Ignacio in Mindoro Occidental.
The fighting congressman from Sarangani marched triumphantly over Mosley via a unanimous decision last May but was forced to the limit by Marquez by a majority verdict last November that left even his rabid fans unhappy.
Up to this day, many still believed the fight could have been a draw or Marquez, the world lightweight titleholder, should have dethroned Pacquiao as the World Boxing Organization welterweight kingpin.
The double kill raised the Filipino icon’s win-loss-draw record to 54-3-2 with 38 knockouts. Two of his three losses came via knockouts – against Rustico Torrecampo, a year after he debuted as a pro in 1996, and against Thai Medgoen Singsurat, who took his World Boxing Council flyweight crown in 1999.
His only other defeat came in hands of Mexican Erik Morales in 2005. Pacquiao more than made up for this by stopping his tormentor twice the next two times they squared off in 2006. That 2005 drawback to Morales was his last as he followed that up with 15 straight victories, including eight KOs on the way to becoming the only man on earth to hold eight belts in as many weight divisions.
Victories over Mosley and Marquez earned for Pacquiao millions of dollars, making him the highest paid athlete in 2011, a distinction he shared with Major League Baseball campaigner Alex Rodriguez of the New York Yankees a year before.
The fight with Mosley generated 1.34 million pay-per-view buys. A slight increase to 1.4 in his third encounter with Marquez marked the fourth straight year that a Pacquiao fight pulled at least a million pay per view hits since 2008 when he stopped Oscar de la Hoya to register 1.25 million cable buys.
It was the first year that Pacquiao batted 100 percent in accounting at least a million pay-per-view hits in his outings.
Besides extending his hold of the 147-pound belt, Pacquiao, likewise, kept his number one spot in the Ring Magazine’s best pound-for-pound fighters list despite howl of protests from some sectors, including that of Mayweather.
Mayweather toppled him though from that position in several honor-bestowing bodies on the strength of his unimpressive showing against Marquez.
Such unimpressive performance, in fact, led the ever boastful 42-fight winner Mayweather to announce he’s willing to fight Pacquiao, whom he had been continuously ducking for three years.
At a time though when it looked clear that the super-fight, which the whole of boxing world craves would finally be realized, came a court’s decision jailing the unbeaten American for no more than 90 days for assaulting his ex-girlfriend in front of their children.
The verdict, handed down by Las Vegas Justice of the Peace Melissa Saragosa further sent into thin air what has been perceived as boxing’s ‘fight of the century,’ that had been aborted twice already due to misunderstanding on several issues submitted by both camps.
Judge Saragosa’s verdict, which takes effect January 6 will have the American boxer behind bars until April 2, which can delay the realization of the fight the entire boxing universe has been wanting.
And with Mayweather in a temporarily hiatus, the Filipino ring sensation might instead opt to face Marquez for the fourth time or Tim Bradley or one or more challengers in May, a date Mayweather himself, incidentally reserved.
Pacquiao completely dominated Mosley, scoring a knockdown in the third round, leading all judges to hand down a unanimous decision verdict, despite referee Kenny Bayless mistakenly ruling a knockdown in the 10th when the Filipino clearly slipped.
Two of the judges, Dave Moretti and Duane Ford, ignored Bayless’ ruling and scored shutouts for Pacquiao while a third, Glenn Trowbridge, gave Mosley a single round.
For Pacquiao’s failure to stop both Mosley and Marquez, many fans and even media expressed disappointment with the results, especially against the Mexican who pushed to the limit.
The fight, which was supposed to end a trilogy and decide the ‘unfinished business’ between the two best fighters in the world today, ended with no one proving who between them is the best, thus pushing promoter Bob Arum of Top Rank to suggest a fourth meeting that could be calendared in May with the much-awaited Pacquiao-Mayweather confrontation held later in the year or in 2013. CITY OF SAN FERNANDO – Mayor Oscar Rodriguez is calling on the public to unite and together help the victims of Tropical Storm Sendong in the cities of Cagayan de Oro and Iligan.
“Ito ang tunay na diwa ng kabayanihan na ipinamana sa atin ni Gat Jose Rizal. Sa ating pagkakaisa at naising tumulong sa ating mga kababayan na nasalanta ng bagyong ‘Sendong’, ating naipakita na marami pa rin ang mga tunay na bayani ngayon,” Rodriguez said during the
115th death anniversary commemoration rites for the national hero Jose Rizal at the Heroes Hall Friday.
During the event, Rodriguez announced the first batch of aid consisting 144 big boxes containing used clothes and cash donations for the battered areas in Mindanao. The aid came from various sectors in the city. “This is just the first batch of our expected 200 big boxes of assorted aid. Many groups are still pouring in aid and making pledges like an anonymous group who vowed to donate P50,000 in cash. The City Government of San Fernando has earmarked P100,000 and we expect to put up at least a total of P500,000 in assistance,” he said.
The cargo due for the two cities will be transported free courtesy of Luzon Brokerage Corporation.
“Today is very significant since we are commemorating the sacrifices and selflessness of our national hero. This should not be forgotten. And today, Fernandinos have shown their own heroism by uniting for the sake of our fellowmen in Mindanao,” Rodriguez said. (Jovi T. De Leon)
