Magnitude 6 quake jolts Central

CITY OF SAN FERNANDO-A magnitude 6 earthquake hit some provinces in Luzon including Zambales, Pampanga and Bulacan on Sunday morning.

The Philippine Institute of Volcanology and Seismology (Phivolcs) reported that the earthquake’s epicenter was traced 80 kilometers southwest of Candelaria, Zambales. The quake occurred around 6:18 AM.

Intensity 4 was felt in the towns of Candelaria, Other, Sta. Cruz, Masinloc, Zambales in Subic, Dagupan City, Bugallon, Villasis and Bolinao in Pangasinan, and in Makati City.

Intensity 3 was felt in Angeles City and Lubao in Pampanga, San Fernando, La Union and in Quezon City, Pasay City and Makati City while Intensity 2 was felt in Bacoor, Cavite and Plaridel, Bulacan. Intensity 1 was felt in Tagaytay City.

The earthquake had three aftershocks with the strongest recorded and 3.3-magnitude centered in Candelaria, Zambales.

Phivolcs officials said the earthquake was not strong enough to generate a tsunami.

No injuries, damages

In a phone interview, Civil Defense Office of the Central Luzon Josefina Chief Timothy said there were no reported injuries or damages in Zambales or in other parts of the region as of this posting.

“Although the quake was strong, there were no recorded injuries or damages yet. However, I have asked local officials to double check possible effects in their area, “Timothy said.

Around 1:18 am Sunday, a 3.8-magnitude earthquake was reported in Benguet. And it was felt at Intensity 3 in La Trinidad town and Baguio City.

No damages and injuries were also reported there.

Rains halt classes in Manila, Ipo dam water spills

SANTIAGO CITY-Heavy rains on Sunday night to Monday morning led officials in Manila to suspend classes in selected schools yesterday.

Developed this as the Provincial Disaster Risk Reduction Management Office (PDRRMO) Fears of possible flooding allayed after Ipo Dam started spilling 30 cubic meters of water per second at 6 pm yesterday.

The Pampanga River Flood Forecasting and Warning Center (PRFFWC) also issued warning related to communities in low-lying and high tide-affected areas in Bulacan and Pampanga.

Provincial Administrator Jim Valerio said that as early 6 am yesterday, Mayor Gabriel ORENCIO town of Obando declared suspension of classes in all levels in His town.

The schools covered included the Bulacan Polytechnic College (BPC) campus in Obando town along with elementary and high schools.

Valerio said that the most part of Obando went underwater due to heavy rains Which aggravated the daily rise of tidal water.

In Norzagaray town, Mayor Feliciano Legazpi also suspended classes in elementary and high schools due to heavy rains.

Classes in elementary schools were suspended in the mountain town of Doña Remedios Trinidad.

In the coastal town of Hagonoy, school administrators decided to suspend classes in elementary and high school due to heavy rains and high tide.

In Manila, classes were also suspended in Barangays Great, Tikay, Sumapang Adults and other low lying villages.

Mayor Christian Natividad of Davao said the impact of night-long heavy rains varied from place to place with some areas in the city hardly affected.

“We left the decision to school administrators,” he said.

MAKATI CITY – “Clark is the best bet.”

Business tycoon Manuel V. Pangilinan said Clark fits the bill as best new international gateway of the country, in the wake of the flight delays and congestion at the Ninoy Aquino International Airport in Metro Manila.

8 cops ordered arrested for bloody Parañaque shootout

THE Court of Appeals (CA) ordered the arrest of eight Parañaque police officers involved in the death of a civilian and his daughter during a shootout with the notorious Waray-Waray Ozamis robbery gang in December 2008.
The CA’s Eight Division likewise directed the Paranaque Regional Trial Court (RTC) to reinstate the complaint for two counts of murder against Police Chief Inspectors Lawrence Cajipe and Joel Mendoza, Police Inspector Gerardo Balacutan, Police Officer 3 Jolito Mamanao Jr., Police Officer 3 Fernando Rey Gapuz, Police Officer 2 Eduardo Blanco, Police Officer 2 Edwin Santos and Police Officer 1 Josil Rey Lucena.
The policemen were ordered to face trial for the murder of 53-year-old seaman Alfonso “Jun” de Vera and his seven-year-old daughter Lia Allan.
In a decision written by Associate Justice Noel Tijam, the CA said the Parañaque court committed grave abuse of discretion in dismissing the complaint against the policemen after it did not find judicial probable cause for the issuance of a warrant of arrest against them.
It reversed and set aside the trial court’s ruling that held there was no probable cause for the issuance of an warrant of arrest because the complainant, Lilian, wife of the victim, did not mention any of the policemen to have participated in the shooting and killing of the victims.
The trial court’s finding of probable cause was anchored on the policemen’s defense that the evidence tends to show that “they acted only as members of a blocking force during the shooting incident which led to the death of Jun and Lia.”
The CA said the trial court dismissed the murder charges without evaluating the evidence of both parties in a full trial. Contrary to the RTC’s findings, there is sufficient basis to proceed with the trial.
“This Court, thus, is of the considered view that there is ample evidence and sufficient basis on record supporting a finding of probable cause. Needless to say, a full-blown trial is to be preferred to ferret out the truth,” the CA added.
Concurring with the ruling were Associate Justices Romeo Barza and Edwin Sorongon.
The Paranaque RTC’s decision prompted the government prosecutors to elevate the case before the CA.
Records showed Cajipe and his men were among the 25 cops who were initially charged before the Department of Justice for the shooting incident, which took place on December 5, 2008 at the United Parañaque Subdivision IV, West Service Road.
The shooting also resulted in the killing of 14 robbery suspects.
The DOJ leaned on the affidavits of eyewitnesses Hilario Dauz Indiana and Ronald Castillo, who both claimed that De Vera and her daughter were not killed during the shootout between the 25 accused and the robbers.
In fact, the DOJ pointed out that there was no exchange of fire as the policemen were in complete control of the area where the two were killed.
Castillo corroborated Indiana’s account that the policemen peppered with bullets the Isuzu Crosswind then being driven by De Vera, instantly killing his daughter who was seated in front of the vehicle.
When De Vera alighted from the van to carry her daughter to safety, the policemen followed him and shot him in the head.
Based on investigations, there were some 80 bullets pumped into De Vera’s vehicle, indicating that a number of policemen could have fired at the vehicle of the victims, contrary to the claim of policemen that they were caught in the crossfire with the robbery group.
In the complaint filed by De Vera’s wife, the policemen allegedly violated the Philippine National Police’s (PNP) rules of engagement that led to the death of her husband and daughter.
The wife said the policemen were cordoning off the area in an attempt to block a group of robbers who engaged policemen in a running gunbattle on Sampaguita Avenue.
The policemen, according to the complainant, might have mistaken her husband and their van, with license plate van XEW-327, as one of the getaway cars of the suspects.
She said her husband and daughter were on their way to pick her up in Pasay City as they agreed to have a late snack.

Arroyo’s desire to play golf, use gadgets ‘understandable’

IT IS natural for prisoners to miss some of their routine activities while in detention, a Malacañang official said, referring to former President Gloria Macapagal-Arroyo’s yearning to play golf and use laptop and cellphone.
“We understand it since anybody in detention will have a restriction of liberties,” deputy presidential spokesperson Abigail Valte said in an interview with state-run dzRB.
Lawyer Raul Lambino said Arroyo wanted to play her favorite sport while watching him doing it at the golf course of the Veterans Memorial Medical Center (VMMC) in Quezon City where the lawmaker is detained for electoral sabotage charges.
Lambino is Arroyo’s legal spokesperson.
Valte said the Palace will leave it to the Commission on Elections (Comelec) if it will oppose Arroyo’s request to use gadgets and to the Pasay City Regional Trial Court branch 112 to decide on Arroyo’s plea.
The court is currently haring the former leader’s petition to post bail on the case that stemmed from supposed irregularities in the results of the 2007 senatorial elections in Maguindanao.
Arroyo remains at the hospital as she has yet to fully recover from a degenerative bone disease. Her lawyers have been appealing to the court to allow her to seek medical treatment abroad.
Lambino said Arroyo keeps herself busy by writing memoirs about her nine-year term as President.
