7,561 loose firearms recorded in Pampanga

CITY OF SAN FERNANDO – Some 7,561 unlicensed firearms in the province had been accounted for by the Regio-nal Special Operations Task group (RSOTG) of the Philippine National Police (PNP).
Of this total number of accounted firearms with expired or revoked licenses, at least 89 are now in the custody of the Pampanga Provincial Police Office (PPO).
This was the result of the intensified Oplan Katok which was launched last December 2012, according to Pampanga provincial police director, Senior Superintendent R’win Pagkalinawan.
Paglinawan, together with the RSOTG commander and newly installed Deputy Regional Director for Operations, Senior Superintent Virgillo Lazo, said 89 firearms of different calibers were turned-over to the PNP for safekeeping.
Pagkalinawan said 16 of the 89 firearms were turned-over by gun holders who are no longer interested in renewing their licenses, while the rest will be kept pending the processing of the licenses.
The breakdown of the 7,561 firearms as of January 14 are as follows: 1,338 un-renewed licenses recorded but cannot be located; 1,249 cannot be located on the address being stated by the gun owners; 421 on-going renewal; 182 with updated licenses; 346 loose firearms; 245 sold with un-transferred ownership; 89 are in safekeeping; and, 2,557 notified.
The Oplan “Katok” is part of the Philippine National Police (PNP) strategy to ensure Safe and Fair Elections (SAFE) comes May this year.
All police personnel have been utilized to maximize the operations against unregistered firearm.
The police director said some of the gun owners failed to renew their firearm licenses due to financial constraint.
Pagkalinawan appealed to gun owners to surrender their guns to authorities for safekeeping while they do not have enough cash to pay for the license.
Pagkalinawan said after two years, authorities will file search warrant against firearm holders who failed to comply with the government requirements.

Payumos donate land to 27 tenant-farmers in Bataan

HERMOSA, Bataan – Some 27 families received certificates of land ownership award (CLOA) on a 10.2-hectare of land in barangay Bacong here over the weekend.
“I am so happy that the lands were awarded to them while their ancestors are still alive,” former Bases Conversion Development Authority (BCDA) chairman Felicito Payumo, said.
Payumo represented heirs of his father, the late Dinalupihan Mayor Jose Payumo Sr., who executed the voluntary transfer of the land planted to rice and fruit trees.
With him in the visit to the village were his son Tonito and nephews Dinalupihan Mayor Joel Payumo and provincial Board Member Jojo Payumo.
They did not pay even a single centavo and now they already owned the lands, the newly-resigned BCDA chair said.
Sevilla Gigante, 80, profusely thanked the Payumo family for giving them the land.
“Thank you very much because the owner of the land is not only ours but also our granchildren,” she said.
The old woman is the only living patriarch of the Gigante family to whom the landownership was promised.
“We wholeheartedly thanked them,” said 77-year old Orlando Icban, who got a share of one hectare of land.
Years ago, the Payumo family also donated more than 17 hectares of land, now barangay JC Payumo in Dinalupihan town.

Clark airport-Manila transport service opens

MANILA, Philippines – Clark International Airport Corp. (CIAC) sees the launching of the dedicated bus service for Metro Manila passengers between Trinoma in Quezon City and the Clark International Airport boosting passenger traffic in the gateway in Pampanga.
CIAC president and chief executive officer Victor Jose Luciano said passenger traffic at the Clark International Airport is expected to further increase this year with the scheduled opening of the TriNoma-Clark Airport Lounge today.
Luciano said the dedicated bus service for Metro Manila passengers would improve connection between the Clark International Airport and Metro Manila as well as the rest of the South.
“Connectivity to Metro Manila will be much improved when a dedicated first class bus service will start plying their route via Trinoma-Clark-Trinoma with affordable fare of only P200,” he stressed.
Four bus firms including Philtranco, Genesis, Victory Liner, and Five Star would start plying the route to Clark airport in a bid to attract more Metro Manila and the Southern Tagalog residents to experience seamless travel via Clark.
He pointed out that CIAC and Trinoma would sign today a memorandum of agreement for the establishment of the Clark Airport Lounge.
He added that the government did not spend a single centavo in the Trinoma-Clark Airport Lounge that is equipped with comfortable waiting area, secured luggage counter, and real-time flight status updates.
“The Clark Airport Lounge is fully furnished located at the Trinoma Mall which is open 24/7 and passengers would have a taste of the first class amenities of the lounge,” Luciano added.
The Clark Airport is the fastest growing airport in the country posting a 71 percent growth in passenger volume last year. Clark posted a record 1.3 million passengers last year or 533,000 higher than the 767,000 passengers recorded in 2011.

Ticket holders will board the bus at 5:00am in Ortigas Metro Manila, opposite the Philippines Stock Exchange Center (Tektite) where there is plenty of public parking. Ticket holders must make sure they arrive at least 15 minutes before departure. The Hot Air Balloon Festival shuttle will depart promptly so please arrive on time. There will be no refund for no-shows or late arrivals. Those who miss the departure may still board the bus for the return trip from Clark back to Manila. The bus will depart from Clark Wine Center around 7-7:30pm expecting to arrive in Manila by roughly 9:00 to 10:00pm depending on traffic. To get to the Clark Hot Air Balloon Site, some visitors prefer to drive because the 90 minute journey from Manila to Pampanga via North Luzon Expressway, or NLEX, connecting briefly to Subic Clark Tarlac Expressway or “SCTex”. Except for Sunday, traffic going into Clark is not expected to be too heavy. It is usually during Hot Air Balloon Fiesta closing that departing traffic can clog up the roads of Clark as most of the participants are expected to want to leave at about the same time. Even getting out of the parking area can take a long time testing the patience of Hot Air Balloon Festival visitors to the limits.

For those who drive to the Hot Air Balloon Festival in Clark, Pampanga, they are well advised to make plans for parking. The limited parking facilities at the Hot Air Balloon Festival site fill up very quickly. It is expandable to propagate Wi-Fi hot spots in various remote municipalities, from 200 meters radius to as much as 5 kilometers radius.
This will aid money remittance services, provide links for ATM services, and provide any type of data, video and voice services for both domestic and international routes.

Bosconian students laud Laus for feat

CITY OF SAN FERNANDO — More than 350 student-leaders from Don Bosco’s schools in Sta. Rosa, Canlubang, Mandaluyong, Makati, Tarlac and Pampanga lauded and thanked Laus Group of Companies (LGC) chairman and chief executive Levy P. Laus for his feat in establishing and building the conglomerate that has been serving the countryside.
The LGC and Laus were chosen by the Bosconian youth leaders as the first part of their study tour and Don Bosco Student Leaders Assembly themed “ProBusko: Propesyon Ko, Buhay Busko” where they were treated to how the automobile dealership came to being on Friday at the Carworld headquarters.
The tour took the young “Busko” to a glimpse of the operations of Mitsubishi Carworld, Corporate Guarantee and Insurance Company, DWRW 95.1 FM, CLTV 36 and Huper Optik among others.
Speaking in behalf of the group, Don Bosco Student Council head Mosche Lacson said they were awed and inspired by what their co-Bosconian has accomplished.
“He [Laus] is an epitome of a good leader from Don Bosco who translated his vision successfully into reality. We have heard and seen the fruits of his labor. He was just a simple Bosconian like us who had dreamed big for his future. We are indeed lucky to have his prestigious presence to show to us the fruits and the outcome of his profession. He truly inspired and touched the lives of present student leaders,” he said.
The aspiring “Busko” youth leader and his colleagues also thanked Laus for “his unselfishness and welcoming them warmly” at Laus Group.
“We thank you for accepting our invitation and for unselfishly sharing and letting us experience your accomplishments. We are so inspired,” Lacson told Laus, who spoke about his favorite guides embodied in the book “Into the Millionaire’s Mind.”
Salesian priest Rector Fr. Ditto Gueco agreed with Lacson and the student leaders as he told Sun.Star Pampanga that Laus ever since lived the life and ways of a true Bosconian.
“He is the best example of a good Bosconian who lived the life and preserved the values, integrity and discipline advocated by St. John Bosco, as he persevered to dream big and pushed for developments in the countryside. His story is indeed very inspiring as we learn, lead and live,” said Gueco.

'Ghost workers' file affidavits vs EdPam

ANGELES CITY– Relatives of several barangay officials here submitted affidavits supporting the graft charges filed against Mayor Edgardo Pamintuan in relation to allegations of “ghost employees” at the City Government.
The four new complainants are Irene David, wife of Barangay Lourdes Northwest councilman William David; Joan Lozano, sister of Barangay Cutcut councilman Roy Ogurida; Marlene Coronel, wife of Barangay Salapungan councilman Renato Coronel, and Roberto Miranda, friend of Barangay Santo Domingo councilman Oliver Chaneco.
David, Lozano, Coronel, and Miranda were reportedly listed as
administrative assistants under the Philhealth Program of the Office of the Mayor and are supposedly receiving a salary of P500 daily.
But the four denied receiving the amount saying they have no knowledge about their inclusion in the City Government’s job order employees.
Barangay Margot council member Nenita Ferrer also signed a sworn statement to be included in the graft complaint.
Ferrer is reportedly listed in the job order appointments by the City Government as one of the Researchers in the Cultural Mapping Program for the period of July 1 to July 31, 2012 where she supposedly received P600 per day as salary.
Ferrer said she participated in the said program voluntarily and she only received an allowance of P400 for the entire duration of the program.
On October 19, 2012, Sanchez filed graft and corruption charges against Pamintuan, City Accountant Wilfredo Tiotuico, City Budget Officer Fe Corpuz, City Treasurer Juliet Quinsaat, and other department heads before the Office of the Ombudsman regarding the 2,506 job order appointments of the City Government under the Pamintuan administration.
The City Government is allegedly spending P240 million a year for the controversial 2,506 job order employees.
Pamintuan and company are being charged with Conduct Prejudicial to the Best Interest of the Service, Grave Misconduct, Violation of Section 3(e) and 3(g) of Republic Act 3019, otherwise known as Anti-Graft and Corrupt Practices Act, and Violation of Article 217 (Malversation of public funds or property; Presumption of malversation) of the Revised Penal Code.
On December 5, 2012, Deputy Ombudsman for Luzon Adoracion Agbada ordered Pamintuan and the company to submit their Counter-Affidavit within a period of 10 days after the receipt of the letter.

Pamintuan is Top 8 World Mayor

ANGELES CITY – Mayor Edgardo Pamintuan now joins the ranks of the best mayors around the globe as he was ranked eighth among the top 10 awardees for the 2012 World Mayor Prize.
The City Mayors Foundation, organizers of the World Mayor Project, came out with the top 10 awardees on Tuesday who were judged based primarily by the arguments and persuasiveness of testimonials bestowed upon the chosen mayors.
The total number of votes cast was only considered as a secondary factor as, according to the World Mayor website, “basing judgment on numbers alone would unfairly disadvantage mayors from smaller towns.”
Despite its relatively small size against huge cities like Bilbao, Spain; El Paso, Texas; and Quebec City in Canada, the city mayor from Angeles still managed to acquire several nominations and testimonies from voters in the city and the country as well.
In an interview, Pamintuan said he was thankful of all the support from all the Angeleños and local government employees who helped him take the eighth place.
“I am truly grateful of all the hard work that the City Government employees and officials have shown. To all the city councilors headed by Vice Mayor Vicky Vega-Cabigting, department, office and program heads, barangay chief executives and kagawads (councilors), I couldn’t have achieved such an award without your support,” he said.
Pamintuan is the only mayor from the Philippines to join the awardees, and is one out of three in Asia.
According to World Mayor’s website, Pamintuan was chosen for his “for specific achievements, including being the first mayor to build a city college providing low-cost education; the planting of 200,000 trees with help from volunteers, which apparently will help avoid flooding; the cleaning of major drainages and for modernizing the city hospital, including installing dialysis facilities.”
Congratulations
City of San Fernando Mayor Oscar Rodriguez, who is also the national president of the League of Cities of the Philippines (LCP), congratulated Pamintuan.
“We are happy for Mayor Pamintuan’s inclusion in top ten World Mayor Prize. Another feather in the cap of Kapampangans and Filipinos,” Rodriguez said.
One testimonial from Gerald M. in Angeles City lauded Pamintuan for his firm commitment to serving the public.
“His passion to public service has contributed to the betterment of our city. He knows the needs of his fellow men and he has never failed to provide for all these needs,” states the testimony.
Carla, also from Angeles City, then complements this by citing Pamintuan’s dedication to developing healthcare through the 19 dialysis machines in the city’s Renal Care Unit.
“Mayor Edgardo ‘ed’ Pamintuan had help the city to regain its natural beauty, he open a lot of opportunity for the locals to have business and working job for other locals as well. When it comes to health, he is the one responsible for a less cost dialysis center for our less fortunate locals now they have their dialysis in a lower cost price… [sic]” Carla said.
Another testimony from Jonel G. praised Pamintuan for the establishment of the City College of Angeles.
“Edgardo Pamintuan was the mayor of my choice because finally after graduating to high school 6yrs ago and wanting to go to college to continue my study only this mayor granted my wish and the wish of thousands poor young talented, brave and intelligent Angeleños who aimed to finish their studies… [sic]” Jonel said.

New road seen to boost town’s development

CANDABA – A Kambilan Party mayoralty bet here divulged that the town’s development is on the way with the construction of the remaining 3.5-kilometer stretch of the Paralaya-Magumbali road.
Patrick Gerard Pelayo, son of incumbent Mayor Jerry Pelayo, said the road project will provide economic opportunities to the locals.
The said road is part of the national road that connects Candaba to San Miguel town in Bulacan province.
He explained that the same could also serve as an alternate route for big buses and private motorists coming from Gapan, Nueva Ecija who want to escape heavy traffic and long period of travel.
“Kapag natapos kasi ang kalsadang ito, ang byahe mula Gapan hanggang San Fernando ay magiging mabilis na kumpara kung dadaan pa sa San Isidro, Nueva Ecija,” the younger Pelayo told Sun.Star Pampanga.
Aside from this, the Kapampangan region here covering at least eight barangays will be given easy access to the town proper wherein farmers in the localities can freely bring their farm produce to the public market.
“Madali na nilang maibebenta ang kanilang mga ani sa merkado. Dati kasi hirap silang magdala ng produkto dahil mahirap ang daan,” Pelayo added.

Officials call for support of PhilHealth programs

ANGELES CITY — Local government officials called on the public and fellow officials to support the PhilHealth programs, particularly the upcoming “PhilHealth Run 2013: Nationwide Run for Mother and Child Protection” in February 17.
Governor Lilia Pineda said the success of PhilHealth’s programs greatly depends on the support of government officials, public hospitals, doctors and the private sector.
“The health services that Philhealth offers can be maximized with the support of government and the private sector. Let us support Philhealth and its programs for 2013,” Pineda said.
David called on running enthusiasts to join the PhilHealth Run 2013, saying the event shall be an avenue to show corporate social responsibility of the beneficiaries involved in the protection of Mother and Child.
He added that the event will benefit Porac town and other beneficiaries like KaKaK Foundation, Programme Margarita, and Bulacan Medical Center.
He said he will personally participate in the event and invite other participants in Porac town.
“We are very thankful for the support of PhilHealth and we hope to invite participants in the coming event,” David added.
Cabigting, who read Mayor Edgardo Pamituan’s welcome remarks during the event, said the program will enable the success of PhilHealth programs.
She said the run is targeting some 12,000 professional and amateur runners in two sites, Clark Freeport and Malolos City in Bulacan.
“Let us support this worthy cause of Philhealth and become sponsors of bring more health care services to non-government organizations and institutions,” Cabigting said.
Cabigting said that Angeles City is very thankful to the agency for facilitating the distribution of PhilHealth cards for indigents in the city years ago.
