Ex-village chair hits school, solon on illegal fund grant

ANGELES CITY–A former village chief here has criticized the chief of the Republic Central Colleges (RCC), a kin of Pampanga First District Representative Carmelo “Tarzan” Lazatin, for completely ignoring his request for documents relative to the grant of government funds to the said school.
Former Barangay Sto. Cristo chairman Aymer Alvarado criticized Dr. Victoria Lazatin-Angeles, president of the Republic Central Colleges (RCC) and sister of the congressman for not answering queries on the congressman’s alleged misuse of pork funds.
“This is definitely a sign of guilt. I know for sure that the RCC received funds not only from Lazatin’s Priority Development Assistance Fund (PDAF) but also from the executive budget of the city government of Angeles during those years he was mayor. This is conflict of interest and a very clear violation of laws against graft and corruption,” Alvarado said.
Alvarado also scored the 78-year old representative for “his eerie silence” on the issue.
“Tila hindi na makapagpaliwanag ng maayos si Ginoong Tarzan Lazatin sa isyung ito. Kaya’t nananahimik na lamang. Baka magkamali na naman ng isasagot tulad ng ginawang sagot ni Irish Calaguas, na lalu lamang nagbaon sa kanyang amo,” Alvarado said.
The former village executive also revealed that he will ask the Commission on Audit (COA) to investigate the grant of funds to the RCC from the city budget from 1999 to 2007.
“Ayaw ko po sanang madamay ang kolehiyong RCC dahil baka maapektuhan ang mga estudyante. Subali’t kailangan din na panagutan nila ang anumang paglabag sa batas na kanilang nagawa,” he said.
Alvarado, who graduated from the RCC in 1983, has already requested the commission to investigate the fund grant to the RCC from the 2010 to 2012 PDAF of the septuagenarian congressman.
“As an alumnus of the college, I wish that the RCC management will reveal the truth. It does not matter if this will result in the filing of criminal cases against Tarzan Lazatin, who is one of the owners. Cops find loose firearm in Tarlac bar’s toilet

CAMP OLIVAS, Pampanga–Police operatives conducting Oplan Bakal recovered a firearm inside a rest room of a bar in Tarlac City on Sunday.
A report submitted to Central Luzon Police Regional Director, Chief Supt. Edgardo Ladao, said the operatives were implementing Oplan Bakal at the Apung Mori Video Bar in Barangay Tibag, Tarlac City at about 1 a.m. when an alert police officer discovered an improvised caliber 22 revolver with live ammunition inside the restroom of the said establishment.
Police said the operatives were about to leave the bar after an initial and futile search of the customers when one of them went to the rest room and saw the handgun at the left corner.
But the customers have already paid their bills and left the place.
The report said the operatives chased the costumers but to no avail.
The police just theorized that one of the customers owned the handgun left inside the restroom to avoid getting caught for illegal possession of firearm.
The gun was brought to the Tarlac City Police Station 5 for investigation and proper disposition. ●Froilan E. Magtoto

MANILA (2nd Update, 2:18 p.m.) — A one-year-old boy from Davao City has been found positive for the Enterovirus 71 (EV-71), the mysterious illness that killed dozens of children in Cambodia.
Health Secretary Enrique Ona said the screening and confirmatory tests done at the Research Institute of Tropical Medicine (RITM) revealed that of the eight suspected Hand, Foot and Mouth Disease (HFMD) patients, one was tested positive of the virus similar to the ones in Cambodia.
Ona clarified, however, that the boy has no history of travel outside the country.
“The virus is similar to Cambodia but this case is the mild one,” Ona told reporters in a press conference Friday.
EV-71 causes diarrhea; rashes; and hand, foot and mouth disease; and is sometimes associated with severe central neurological disease. The virus, which was earlier tagged as a “mystery disease” in Cambodia, caused the deaths of 52 children there.
Based on the details of the case, the official said the boy had developed fever and rashes on his hands, soles of feet, mouth and buttocks last July 6.
He was brought for consultation at a local health facility but was subsequently sent home and has since recovered very well, Ona said.
Although the victim’s family members have no sickness, they are still being closely monitored for possible manifestation of symptoms such as high fever, chest and muscle pain, sore throat and headache, Ona said.
Meantime, two HFMD patients were found negative of human Enterovirus while the five others will be further tested for Coxsackie A16, which is also associated with HFMD, the health official said.
The health official said there is no vaccine on EV-71 yet, so the “approach is to monitor the cases.”
Ona, however, reiterated that the incident should not come as a surprise to the public since EV-71 is not new to the Philippines.
“This virus could have been here all along… Maybe, this specific strain has not been examined before, therefore, it has not been identified in the past,” Ona said.
The DOH had already related in the past that there have been cases of human Enterovirus in the country but that they are not the fatal ones like those found in Cambodia.
Meanwhile, the health department strongly urged the public to always maintain personal hygiene and cleanliness as this would be the best way against the virus.
“Prevention relies on individual personal hygiene and hand washing; shared toys or teaching tools in daycare should be cleaned, washed and disinfected as they easily become contaminated,” said Ona. (HDT/Sunnex)

San Fernando 1st socialist mayor remembered

CITY OF SAN FERNANDO–”Without our heroes we will not be enjoying our freedom today.”
Thus, said Mayor Oscar Rodriguez, during the 118th birth anniversary commemoration of Vivencio Cuyugan at the local hero’s ancestral house in Barangay del Pilar here on Sunday.
Rodriguez led the commemoration ceremony together with Vice Mayor Edwin Santiago, relatives of the Cuyugan family, local officials and several residents at 8:30 a.m.
“Let us not forget our heroes. Bigyan natin ng parangal at pag-unita ang ating mga bayani. Obligasyon natin ito kung dahil sa kanila di natin matatamasa ang ating kalayaan dahil sa kanilang pakikipaglaban sa mga mga kaaway,” said Rodriguez.
Cuyugan worked in the United States to support his studies. While, in the US, he was jailed for his principles by depending the oppressed.
The Fernandino local hero was one of the voices of the oppressed, a mission he had lived even while in Chigago.
Later, he was acquitted and returned to the Philippines.
In the country, he became the defender of laborer, the landless and the peasant farmers. Although he belongs to the upper class he identified himself with lowly class and joined the Socialist Movement.
Shortly after his return in 1927, he was appointed municipal vice-president of San Fernando. And later he was elected and became the first mayor of the town under the Philippine Commonwealth. He was also the first socialist to be elected mayor in the country.
When the Japanese invaded the town, Cuyugan resigned as mayor and, together with known socialists like Pedro Abad Santos, Luis Taruc, Castro Alejandro, Mariano Sampang, Apung Banal and others, founded the Hukbong Bayan Laban sa Hapon (Hukbalahap). He was its first commander-in-chief.
Rodriguez said the Japanese used the sequestered Cuyugan residence as the temporary seat of the municipal government since the “municipio” was burned down. This adds to the historical significance of the house, he added.
After the war, Cuyugan was reinstated as mayor but was soon replaced due to his uncompromising position in defense of the continuing struggle of the Hukbalahap.
In his message, Rodriguez said, “We may have lost the Abad Santos house. There are many more structures worth saving in the City of San Fernando such as the residence of Vivencio Cuyugan. Each edifice has its own story to tell and little known accounts such as these make us value our historical and cultural heritage more than ever.”
In her response as representative of the Cuyugan Family, Fides Cuyugan, nationally known theater directress and actress, said “Thank you. This is most enlightening.” ●Froilan Magtoto

CAMP OLIVAS, Pampanga–The police chiefs of the cities of Angeles and Olongapo exchange seats Sunday in a reshuffle of key positions among police officers in Central Luzon before the elections in May.

CHD-3 accepts nominations for 2013 Red Orchid Awards

CITY OF SAN FERNANDO–Department of Health (DOH) Center for Health Development 3 is now accepting nominations for the 2013 Red Orchid Awards.
DOH Regional Director Leonita Gorgolon said, “The Red Orchid aims to give due recognition to government offices, government hospitals, and local government units with commendable practices and measures against smoking.”
Gorgolon added, “Nominees will be judged based on the strength of their comprehensive efforts to implement a 100 percent Tobacco-Free environment following the World Health Organization’s MPOWER initiative.”
MPOWER is an acronym that denotes the six proven tobacco control policies, namely: monitor tobacco use and prevention policies; protect people from tobacco smoke; offer help to quit tobacco use; warn against the dangers of tobacco; enforce bans on tobacco advertising; and, raise taxes on tobacco.
Those who will obtain a rating of at least 85 percent will be bestowed the Red Orchid Award.
Aside from the trophy, winners will each take home a certificate of recognition and nicotine replacement therapy patches/ medicines to help smokers quit from smoking.
Meanwhile, Pink Orchid (first runner up) and White Orchid (second runner up) prizes will be handed out to nominees that failed to meet the 85 percent mark but still had high scores.
Gorgolon advises those interested and qualified to download the Self-Assessment form from the Health department’s official website – www.doh.gov.ph and submit it to the DOH Regional Office at the soonest possible time.
Screening and validation is until February 28.
Review of nominees by the technical group is from March 1-15 while final deliberation of the DOH Central Office Awards Committee is on May 15. ● (PIA-3)

Man found dead in Marilao dam

CAMP OLIVAS, Pampanga–A 42-year old bachelor was found dead afloat the Prenza Dam in Marilao, Bulacan on Saturday.
The victim was identified as Apollo Mato, alias “Teng,” of Phase 1, Karla Ville Subdivision, Barangay Prenza, Marilao, Bulacan.
Police said the body was discovered at about 10 a.m. by a charcoal maker identified as Victor Bollanos, a resident of Luasan, Loma De Gato, also in Marilao.
Police said the victim has multiple stab wounds on his body.
The body of Mato was later brought to the Flavel Funeral Homes in Bocaue, Bulacan for autopsy. ●FEM

Former mayoral bet runs councilor

DINALUPIHAN, Bataan–A former mayoral bet of this town is now running as independent municipal councilor here.
Municipal councilor candidate Jules Moncupa, however, was adopted by the group of Dr. Rey Matawaran, who is running as vice mayor, to be included in their slate.
The group of Matawaran, running under Aksyon Demokratiko Party, has no mayoral candidate.
Moncupa was the bet of the Garcias in the 2010 elections against incumbent Mayor Joel Payumo.
Before running as mayor, he was two-time Dinalupihan municipal councilor.
In the more than two years hiatus from politics, Moncupa never lost contact to his leaders and supporters.
“Lagi naman nating nakakausap yung mga lider, supporters natin, nandito lang naman tayo sa Dinalupihan nagnenegosyo”, he said.
“Updated tayo sa mga nangyayari sa bayan, sa buong lalawigan ”, he also said.
“Hindi naman nawawala sa atin yung hangaring makapag-lingkod sa bayan”, he assured.
Moncupa was an outstanding municipal councilor of Dinalupihan and the province of Bataan.

Politicians surrender firearms, too–PPO

CITY OF SAN FERNANDO – A top police official in the province yesterday revealed that 19 politicians surrendered their firearms with expired licenses for safekeeping.
Pampanga police director Sr. Supt. R’win Pagkalinawan declined to divulge the names of the politicians involved, but said they are barangay level officials. He said that police officers are prohibited from naming government officials who surrendered their firearms.
During a press conference held here Monday, Pagkalinawan said aside from the 19 barangay officials who surrendered their guns, 70 more gun holders in the entire province have voluntarily turned-over their guns.
Pagkalinawan, along with newly designated Central Luzon Deputy Regional Director for Operations (DRDO) Senior Supt. Moro Virgilio M. Lazo, presented to reporters assorted high-powered firearms and handguns which were taken from holders as part of the intensified campaign against u-nrenewed firearms license.
Pagkalinawan said the firearms will be turned-over to Firearms and Explosives Division (FED) for custody and it will be subjected to technical tests at the PNP –Crime Laboratory in the region. ●Marna Dagumboy-del Rosario
