CITY OF BALANGA—A group of Turkish businessmen plans to pour a hundred million dollar investment in the Freeport Area of Bataan (FAB) after the industrial complex engaged them with facilities and privileges, a top provincial official bared.
Irfan Karabulut, president of the Turkish Chamber of Commerce of the Philippines (TCCP), disclosed that he was impressed with what he saw during a tour last week of the 1,691-hectare Freeport together with other business magnates from Turkey.
He said he’s into investing in FAB and business plans will be laid out to build the sectors of construction, energy, furniture, business process outsourcing and food processing inside the Freeport located in Mariveles town.
“We want to work with the local people. We want to spend our money here. We will see what products and services you are offering to us,” said Karabulut.
The Turkish magnates exhibited approval with what Authority of the Freeport Area of Bataan Chairman Deogracias Custodio said were the “superior facilities” and advantages of FAB. He outlined its tax privileges, sale of real properties, and the projected lower electricity rate here due to the opening of the GNPower coal plant.
“By 2013, the FAB will have a dedicated power supply providing one of the cheapest electricity costs in the country,” said Custodio.
According to Bataan 2nd District Representative Albert Garcia, the business plans of TCCP and Kayseri Chamber of Commerce, also a group of Turkish traders, revealed “big industries” that he hoped the province will get as they range from “a few million dollars to hundreds of million.”
He accentuated the boons of investing in the country which according to the International Monetary Fund is having increased growth forecast despite the “financial crisis in other parts of the world.”
“We take pride in telling our visitors that based on the latest report of the National Economic Development Authority, the Philippines is only one of four East and Southeast Asian countries that posted positive growths in the first nine months of 2012, along with Vietnam, China and Hong Kong,” said Garcia.
Chambers of commerce of Bataan, Tarlac and Bulacan and other local businessmen also met up with the Turkish traders to deal business. ● (PIA 3)

CITY OF SAN FERNANDO — The city government hosted this year’s Southern Luzon Cluster Science and Technology Fair held on November 22 to 24 at Walter Mart Event Center.
Mayor Oscar S. Rodriguez opened the event with a special message emphasizing on the importance of the Department of Science and Technology’s (DOST) programs in improving people’s lives and supporting budding talents of aspiring scientists and inventors in the country.
“We should be keen in recognizing the efforts of the DOST by showing our trust and support in their programs as they provide us with efficient ways to help us become knowledgeable and be resilient amidst natural calamities and other difficulties,“ said Rodriguez.
Also present during the opening ceremonies were DOST Undersecretary for Regional Operations Dr. Carol M. Yorobe and DOST Regional Director Victor B. Mariano.
This year’s theme “Science, Technology and Innovation: Working Together for Growth and Development“ highlights the recent scientific breakthroughs and advanced technologies developed by government and private research institutions mainly by the DOST R&D institutes and councils as well as private academic institutions and state universities and colleges.
Among the seminar series lined up for the three-day event is a colloquium of completed DOST R&D projects, which include mature technologies ready for commercialization and adoption. These projects were made possible through funding support and technical assistance from the Philippine Council for Industry, Energy and Emerging Technologies Research and Development (PCEERD-DOST).
The event also presents and features Project NOAH which is DOST’s response to the call of President Benigno S. Aquino III for a more accurate, integrated and responsive disaster prevention and mitigation system, especially in high-risk areas around the Philippines.

CLARK FREEPORT – The Department of Science and Technology (DOST) launched on Thursday here the Aquino administration‘s flagship project in disaster mitigation worth at least P1.6 billion and it is seen as a long-term solution to perennial flood problems experienced in many parts of the country, including Central Luzon.
The DOST’s Nationwide Operational Assessment of Hazards (NOAH) is Aquino’s “determination” to start the long-term plan to stop the effects of natural calamities and climate change, said Science and Technology Director Raymond Liboro adding that two Cessna planes were used to launch the project at the Clark Aerospace Hangar late Thursday afternoon.
The DOST, led by its secretary, Mario Montejo, and the University of the Philippines (UP) started the Disaster Risk and Exposure Assessment for Mitigation (DREAM), which is part of NOAH.
Liboro said the NOAH and its DREAM project will also be designed to warn residents “in every household” of impending natural disasters through internet connections and cellphones.
Liboro said the DOST’s project is “economical” because its total budget for its realization in two years “is way lower if you buy it.” He added that it will cost at least P25 billion if the national government buys it from outside source.
To jumpstart the country’s first extensive three dimensional (3D) mapping program, DREAM’s two aircrafts carrying state-of-the-art LiDAR instruments took off at around 4:00 p.m. to begin the scanning of the Pampanga river basin.
DREAM’s will create stunning 3D images-reliable, detailed, and up to date flood models of the country’s 22 major river basins, and later will include all other flood-prone areas in the country. In two years, DREAM will complete all flood models of the major river basins, which is roughly 33 percent of the country’s total land area.
“This is one of the most, if not the most, extensive three dimensional mappings in South East Asia. We are also proud to say that the DREAM Program is composed of Filipino engineers and scientists,” Program Leader Dr. Enrico Paringit said in a statement.
DREAM employs a technology called Light Detection and Ranging or LiDAR to create 3D datasets to base the intended flood hazard models.
LiDAR technology has been around for 10 years, and Dr. Paringit said that it is the most effective technique to accurately measure elevation and depth critical to flood modelling.
“This is what Google maps or Google Earth lacks: a 3D coordinate. It has a few 3D maps but only for select cities, like New York in the US,” Dr. Paringit said.
“LiDAR maps also have vertical accuracy of plus and minus 20 centimeters. Philippine base maps and 2D Google Maps, on the other hand, have plus and minus 10 and 20 meters, respectively, and cannot be used for effective flood modelling,” he added.
Meanwhile, Dr. Paringit categorizes floods according to location-riverine, coastal and urban all of which require different modelling approaches. While the focus of DREAM is now mainly for riverine floods (situated in river basins), LiDAR mapping is equally useful for the two other flood types.
The DREAM 3D maps have many other uses, such as in the areas of forest inventory, environmental monitoring, infrastructure planning, fault line mapping, archaeological surveys, agricultural assessment, and even government revenue management.
“The maps to be generated by DREAM will be very beneficial for government agencies. After the initial mapping and flood modelling program, we can always use the LiDAR instruments for other purposes, including post disaster damage assessments like earthquakes, tsunamis, and others,” Dr. Paringit said. ●–Marna Dagumboy-del Rosario

APALIT, Pampanga – The Blue Eagle Foundation, Incorporated, headed by Lirius Quezon, in coordination with the San Fernando Filipino Chinese Chamber of Commerce and Industry, Incorporated (SFFCCII), led by its President Eddie Chua, turned-over eight classrooms under their “Barrio School Program” to the local government units of San Simon and this town.
The turn-over was witnessed by Governor Lilia G. Pineda, Board Members Nestor Tolentino and Fritzie David-Dizon last week.
Chua said the SFFCCII and the Blue Eagle Foundation had initiated the construction of two classrooms in San Vicente Central Elementary School in this town and four classrooms in Sto. Niño Elementary School and two classrooms in San Agustin Elementary School, both in San Simon town.
Chua bared the two classrooms in San Vicente Central Elementary School here were funded by the Blue Eagle foundation.
Quezon said the Blue Eagles’ fund for the two classrooms came from the proceeds of the 3rd Charity Golf Tournament, which was supported by the municipal and provincial government.
“We have only P300,000 and we do not have the resources and manpower to construct the two classrooms, hence, I coordinated with the officials of the Filipino-Chinese Chamber of Commerce to make this project realized. So, I thanked the Filipino–Chinese led by President Chua,” Quezon stressed.
Quezon disclosed that their first plan is to build a computer laboratory, however, upon inspection, they have observed that a state of the art computer laboratory is already existing.
Hence, she furthered, they have changed their plan to build two new classrooms for the school as suggested by the principal.
Pineda and Mayor Oscar Tetangco, Jr. had expressed their gratitude to SFFCCI and Blue Eagle Alumni Foundation Inc. for choosing Pampanga as recipient of the “Barrio School Program”.
Tetangco said the classrooms in San Vicente are being used for dual purpose—classrooms for the students and evacuation centers for the families affected by floods during calamities as this school is not prone to perennial flooding.
Elizer Dimarucut, newly installed principal IV here, has lauded the benevolence of the donor and the provincial officials as he added that these classrooms will become the foundation of good education and better future of the school children. •–Elaine Mercado
