Probe sought on new PCSO deal

MANILA — The Philippine Charity Sweepstakes Office (PCSO) allegedly violated its exclusive leasing agreement with the local gaming unit of the Malaysian conglomerate, Berjaya, when it signed a contract with a company without public bidding, a senator said over the weekend.
Seeking to launch an investigation into the deal is Senator Aquilino Pimentel III as he wanted to also look into the integrity of all lotto games, which raked in millions of pesos annually from the public.
Expected to be summoned soon by the Senate committee on games and amusements headed by Pimentel is the PCSO Board led by Chairman Margarita Juico.
Earlier, Berjaya Philippines told the Philippine Stock Exchange (PSE) that it has authorized its subsidiary, Philippine Gaming Management Corp., to file criminal, civil and administrative cases against the state-run PCSO.
This developed after PCSO entered into an agreement with Pacific Online making the company the exclusive provider of lottery equipment for Luzon. Berjaya, however, pointed out that its contract with the PCSO will only expire in 2015.

Philippines urged to deport nearly 300 Taiwanese

MANILA, Philippines — Taiwan wants the Philippines to immediately deport nearly 300 Taiwanese who were arrested by Manila police in a massive anti-fraud crackdown after one died and some began falling ill in crowded detention.
Philippine authorities arrested 380 suspected members of an online fraud syndicate, including 291 Taiwanese, 86 Chinese and a New Zealander, in simultaneous raids last month in houses in metropolitan Manila and nearby Rizal province. It was the most single-day arrests in a Philippine anti-crime operation in years.
The Taipei Economic and Cultural Office, Taiwan’s de facto embassy in Manila, said Sunday that it wants the Taiwanese to be deported “as soon as possible.”
Chinese and Taiwanese officials worked with Philippine police to bust the syndicate, which allegedly defrauded victims in China and Taiwan in an elaborate online scam. (AP)

Mayor’s wishes: Completion of City College, long life

CITY OF SAN FERNANDO — Mayor Oscar Rodriguez said he hopes for a long and healthy life and the completion of the City College of San Fernando’s facility here, as part of his wish for his birthday this September 19.
Rodriguez told Sun.Star Pampanga the completion of the city college building will be among the legacy accomplishments of his administration.

The construction of the City College of San Fernando’s main building started early this year. The four-story building of the city college is set to rise inside the 1.7-hectare Heroes Hall grounds here.
“The completion of the building will bring to full realization our goal for quality education that is within the means of our poor students. This will be the start of newer programs and the expansion of the college,” Rodriguez said.
Rodriguez said at this point in his political career, he only wishes for good health and long life. Asked if he will declare his next intentions for the 2013 political race here, Rodriguez said he has yet to decide.
However, talks abound that Rodriguez will run for the third district congressional seat currently held by Representative Aurelio Gonzales, who is also gunning for reelection next year.
Rodriguez said he is currently concentrating on finalizing and accomplishing the remaining programs for this city and the League of Cities of the Philippines where he is also league president.

Luxury hotel told to pay P52-M to Norwegian bizman kin

THE Supreme Court (SC) has ordered the high-end Makati Shangri-la Hotel to pay more than P52 million in damages to the heirs of a Norwegian businessman who was killed then robbed by unidentified assailants inside his hotel room 13 years ago.
In a decision penned by Associate Justice Lucas Bersamin, the SC’s First Division denied for lack of merit the appeal made by Makati Shangri-la of the Court of Appeals’ October 2009 judgment entitling the widow and son of 30-year-old Christian Fredrick Harper, and their Filipino representative, Rigoberto Gillera, to the award of civil damages.

The CA ruling affirmed with modification the October 2005 decision of the Quezon City regional trial court, and placed actual and compensatory damages at P52,078,702.50, to be paid by Makati Shangri-la; P25,000 temperate damages; and P250,000 attorney’s fees.
“The Court concurs entirely with the findings and conclusions of the CA, which the Court regards to be thorough and supported by the records of the trial… In that regard, the factual More anti-Japan protests in China over islands

According to the SC, petitioner hotel is liable due to its own negligence in failing to provide the basic and adequate security measures expected of a five-star hotel; and that its omission was the proximate cause of Harper’s death.
It took note of the testimony of the hotel’s security manager, who admitted during trial that it was undermanned during that time because the hotel was only half-booked, thus, they then saw no need to adopt a one guard per floor policy.
The High Court also junked the hotel management’s claims that being mere establishments, hotels are not insurers of the safety of their guests.
“The hotel business is imbued with public interest. Catering to the public, hotelkeepers are bound to provide not only lodging for their guests but also security to the persons and belongings of their guests. The twin duty constitutes the essence of their business,” the SC held.
“Otherwise, the hotelkeepers would simply stand idly by as strangers have unrestricted access to all the hotel rooms on the pretense of being visitors of the guests, without being held liable should anything untoward befall the unwary guests. That would be absurd, something that no good law would ever envision,” it added.
Concurring with Bersamin are Chief Justice Maria Lourdes Sereno, Teresita Leonardo-de Castro, Martin Villarama and Bienvenido Reyes.
Records showed that the victim was on a business trip to Manila as the Business Development Manager for Asia of the engineering firm ALSTOM Power Norway AS, when he was found dead in his room at the 14th floor of the luxury hotel on November 6, 1999.
Harper’s eyes, mouth, hands and feet were wrapped with packaging and electrical tapes. His valuables – laptop, undetermined amount of cash, credit cards – were missing. The security cameras of the hotel however only showed a male foreigner and a woman enter Harper’s room at past midnight.
The male suspect even tried to use Harper’s credit card to purchase an expensive ladies’ watch at a jewelry store in a nearby mall on the same day but left the credit cards and Harper’s passport in haste when he failed to answer personal details to verify the identity of the cardholder. Board member files proposal on funding for maintenance of dikes

CITY OF SAN FERNANDO – Second District Board Member Salvador Dimson Jr. has a filed a proposal before the Sangguniang Panlalawigan (Provincial Board) calling for the allocation of funds or a budget for the maintenance of vital dikes around Pampanga.
Dimson, in particular, cited the need to maintain the Megadike, transverse dike and other essential protective structures against floods after the San Fernando-Sto. Tomas-Minalin Tail Dike breached, allegedly because of neglect and lack of funds for maintenance.

“One of the major problems we identified is the lack of funds for the maintenance of our dikes in the province. The funds from the national government might take a long time so it would be us at the provincial government who must take responsibility for this to avoid another massive calamity,” he said.
Dimson told Sun.Star Pampanga that his request — seconded his colleagues at the august body during last week’s hearing — has been forwarded to the Committee on Appropriations headed by Senior Board Member Crisostomo Garbo, which will take it up during the PB’s regular session on Tuesday at Capitol.
Garbo’s initial reaction was “favorable” as he said: “That proposal will now be on a joint sponsorship between the committees on appropriation and public works, together with the committee on environment and natural resources. Our Governor Lilia Pineda has a similar proposal forwarded to the board at something around P35 million which we will include in the annual budget of the province.”
“Important here is that the governor wants to have the national government sees that we have funds and the capability to maintain dikes. Tayo na muna daw ang responsible until funds from concerned national agencies come,” said Garbo.

Flashflood causes 8-hour traffic jam

CITY OF SAN FERNANDO — Rains brought about by Typhoon “Karen” flooded sections of the Jose Abad Santos Avenue (JASA) here, resulting in traffic jams from Paskuhan Village all the way to Mexico town.
Around 4 p.m. Saturday, floodwaters began to rise along the city’s steel flyover and along portions of Greenville and the S and R warehouse, cutting vehicular traffic for light vehicles and causing traffic jams.

The traffic was also compounded by the exodus of vehicles and commuters from SM City Pampanga and Robinsons Starmills, causing traffic to reach as far as Mexico town’s border barangays.
Commuters and mall goers were forced to walk almost a kilometer and waded through the flooded highway to reach the city proper. People made use of the center island of the Jasa to cross the flooded highway while others boarded dump trucks and buses to cross the street.
The flashflood may have been caused by canals and waterways that are still holding much of the water from the recent monsoon rains.
Earlier, a portion of the San Fernando-Sto. Tomas-Minalin Tail Dike breached at the onset of the southwest monsoon, resulting in massive flooding in this city and the fourth district towns of Sto. Tomas, Minalin, Macabebe, Masantol and parts of Apalit and San Luis.
Meanwhile, motorists here are calling on local officials to restudy the flood control systems along Jasa and institute possible engineering measures to keep floodwaters out of the busy road that serves as the gateway to Bataan and Zambales provinces.
“Officials should seriously consider implementing flood control works here to ensure that this will not happen again. It did not rain that hard here but floodwaters coming from upstream just flooded the Jasa in minutes,” a local businessman here told Sun.Star Pampanga.
Traffic eased out after a few hours except for the approach leading to the still being constructed overpass along Lazatin Boulevard, where traffic is still slow due to ongoing construction works.

DOST fair whets Central, South Luzon youth interest in Science

CITY OF SAN FERNANDO—Science and Technology Secretary Mario Montejo on Thursday underscored that the conduct of a cluster-wide fair seeks to awaken the interest of the youth in Central Luzon, CALABARZON, MIMAROPA, Bicol and Metro Manila in Science.
In his speech that was read by Undersecretary Carol Yorobe during the opening of the 2012 Southern Luzon Cluster Science and Technology Fair in Pampanga, Montejo said, “the occasion is being celebrated to showcase and demonstrate the contribution of science and technology in the Philippines which would hopefully lead to students being inspired to come up with their own researches and inventions.
To propagate such cause, Department of Science and Technology (DOST) is sponsoring scholarships both in the secondary—through the Philippine Science High School (PSHS) and college via partner premiere educational institutions that would harness their knowledge and skills.
Montejo bared that “PSHS opened a campus inside Clark Freeport to attract more gifted youngsters from Central Luzon while a total of 58 Kapampangans currently benefit from our tertiary scholarships.”
Aside from awakening youth interest, Montejo stressed that DOST is also helping micro, small, and medium entrepreneurs improve their craft in order to expand market, boost sales, and generate employment.
“In Pampanga, we have helped various businesses including Mallari’s Nursery Furniture, Ellen’s House of Frames and Crafts wherein their glasses ‘ay nakakasilaw sa ganda’ (dazzling in beauty), Philiana Design which produces world class furnitures, Aiza’s sweets that ‘makes delicious pastries and delicacies,” he said.
Guided by the theme “Science, Technology and Innovation: Working Together for Growth and Development”, the November 22-24 affair showcases the recent scientific breakthroughs and advanced technologies developed by government and private research institutions from Regions 3,4A, 4B, 5, and NCR.
People from all walks of life will be able to see the latest products and services on information and communication technology, electronics, and renewable energy among others.
Apart from exhibits, an academic contest, research colloquium, and seminar on Nationwide Operational Assessment of Hazards otherwise known as Project NOAH will also be featured.
Project NOAH is a responsive program for disaster prevention and mitigation, specifically for the Philippines’ warning agencies, that is primarily intended to reduce casualties and property loss from extreme hazard events.
Its mission is to undertake disaster science research and development, advance the use of cutting edge technologies, and recommend innovative information services in government’s disaster prevention and mitigation efforts wherein its immediate task is to integrate current disaster science research and development projects and initiate new efforts within the DOST.
Project NOAH presently has eight components namely: Hydrometeorological Devices in hard-hit areas of the Philippines (Hydromet), Disaster Risk Exposure Assessment for Mitigation – Light Detection and Ranging (DREAM-LIDAR), Enhancing Geohazards Mapping through LIDAR, Coastal Hazards and Storm Surge Assessment and Mitigation (CHASSAM), Flood Information Network (FloodNET), Local Development of Doppler Radar Systems (LaDDeRS), Landslide Sensors Development, and Weather Hazard Information Project (WHIP). ● (PIA 3)

Canon supports CSF Giant Lantern photo contest

CITY OF SAN FERNANDO–Here’s an opportunity for photographers and photo enthusiasts to demonstrate their craft: the Giant Lantern Festival (GLF) Photo Contest which will be held during the lantern exhibition on December 15 at the Robinsons Starmills Pampanga.
The contest is co-sponsored by Canon Philippines and the City Government of San Fernando to capture highlights of one of the most awaited events of the Christmas season.
There is no fee to join the competition, but participants will be required to use Canon photography equipment. Prior registration is also necessary.
Contestants may submit a maximum of two entries. The photos must not be digitally altered.
Criteria for the competition include: adherence to the theme (20%), composition (25%), mood and lighting (25%), emotional impact (25%), and most number of online votes (5%).
After the contest, pictures belonging to top 20 shall be printed and included in a photo exhibit to be staged by the City Government. Non-finalist photo entries shall be disposed of properly to prevent unauthorized use.
Photographers retain full copyright over the submitted entries. However, they will be asked to authorize Canon and the City Tourism Office to use the same in any of their promotional campaign or material without compensation or remuneration, provided that the name of the corresponding photographer is properly recognized.
The registration period for the competition is from November 19 to December 12, 2012. Submission of the photo entries is from December 16 to 19, 2012.

Tire firm to plant 2,896 trees

CLARK FREEPORT – A leading Japanese tire exporter based inside this Freeport is set to plant at least 2,896 tree seedlings as part of the company’s fifth annual installment of the Forever Forest tree planting activity.
Yokohama Tire Philippines, Inc. (YTPI) and Yokohama Tire Sales Philippines, Inc. (YTSP) will be holding the “Forever Forest 5” on Dec. 8, 7:30 a.m. at the company’s tire manufacturing site here.
Forever Forest is a tree planting project that uses the concept of natural vegetation and aims to develop forests around the perimeter of YTPI’s manufacturing site.
This year, more than 300 participants, which include YTPI employees and executives, officers from the Department of Environment and Natural Resources and Clark Development Corporation (CDC), Local Government Unit (LGU) officials, and members of the academe, will be joining the Forever Forest 5 project.
