Porac to host cook-fest in 8th Binulu Festival

PORAC town will be hosting its 8th Binulu Festival on November 15, with various barangays bringing their best Binulu recipe for a competition.
Mayor Condralito Dela Cruz said the cook-fest aims to promote the indigenous cooking process and place the town in the tourism radar as food and eco-tourism destination.
Dela Cruz said what most people thought of as a jungle survival technique is in fact a traditional cooking process still practiced by Aeta folk of the town’s mountain villages.
The “Binulu Festival,” which started in 2005, highlights the cooking of rice and other foodstuffs using a variety of bamboo called “bulu,” which can be used to cook rice and usual dish of soured chicken broth that is seasoned with salt and other local herbs.
The organizers first started with simple demonstrations of how the process of cooking with bulu was done.
The Aetas of Zambales taught the art to military personnel and tourists as a jungle survival technique.
The local government aims to popularize the cooking tradition as a highlight of the food attraction of the town and as part of the over-all eco-tourism attraction for Porac town.
Porac is currently being eyed as the next best eco-tourism destination in Pampanga.
It could be remembered that in 2011, top government officials led 56 individuals in exploring a new 22-kilometer route that gives Pampanga an access to the famous Mt. Pinatubo crater.
Representative Gloria Macapagal-Arroyo (2nd District) and Governor Lilia Pineda led the opening of a new route to Miyamit Falls, Mt. Pinatubo, and the Porac Highlands. The new route is a dirt road that spans across Barangays Sapang Uwak, Villa Maria, and Inararo.

The road ends along a camping site on top of a hill that provides a view of Zambales and Tarlac. Mt. Pinatubo would only be a two-hour hike from the drop-off point.
Currently, people wanting to see the crater would take the Capas, Tarlac route via Barangay Patling.
The route, which has been developed by the Municipal Government of Porac, will become an alternative route for eco-tourism enthusiasts and hikers who would like to see the Mt. Pinatubo Crater Lake.

Father, son killed in hit-and-run

ANGELES CITY — A 46-year-old man and his 11-year-old son were killed in a hit-and-run at Wednesday dawn along Friendship Avenue.
Ramie Ragrag, 46, and Roldan Ragrag, 11, both of Purok 3 in Barangay Anunas, were on board a three-wheeler bicycle when struck by a vehicle described as a gray Innova.
Relatives of the victims appealed to the public to report any information that may help identify the suspect.
The victims were travelling along the avenue near Jun-Jun’s Restaurant when they were hit by the van.
“Naka-three wheeler po sila at may kargang kanin baboy, plastic, lata, bote, at iba pang kalakal. Nasa gilid po sila ng daan nang biglang binunggo ng isang gray Innova sa likuran,” a family member said.
“Siguro, mismong sa harapan ng 7-Eleven yung unang bunggo at sa lakas nito umabot hanggang Jun-Jun’s yung dalawang katawan,” one of the witnesses said.
Bystanders failed to get the license plates of the vehicle.

Thousands pay respects to departed loved ones

CITY OF SAN FERNANDO — Thousands of Kapampangans paid respects to their departed loved ones bringing flowers and candles in both private memorial parks and public cemeteries early Wednesday.
Some spent the night at the tombs since Wednesday, October 31, extending their stay on All Saints’ Day until dawn of November 2, All Souls’ Day.
“We have deployed hundreds of our people for All Saints’ Day to make sure everything is in order,” said City Administrator Ferdinand Caylao.
Caylao said security was tight in the cemeteries, as hundreds of uniformed police and plainclothes officers monitored the situation overnight, checking that no weapons and liquor were taken inside.
Traffic was heavy but manageable in most areas where cemeteries are located.
He added more cops were stationed in strategic points to assist motorists and those trooping to burial parks under “Oplan Undas” of the Philippine National Police (PNP), Land Transportation Office (LTO), Bureau of Fire Protection (BFP), Department of Health (DOH) and volunteer groups.
“We have stationed emergency medical personnel, Oplan Habitat members and traffic enforcers to assist police to manage traffic and see to the safety of those going to parks and cemeteries. As far as the old Catholic Cemetery is concerned, we have provided sandbags and temporary foot bridges in parts that are flooded there. ‘Ghost tourism’ birthing at former Clark US base

They are places in this former US military base giving rise to what some local folk have described as “ghost tourism.”
In conversations appropriate to whatever is scary on All Saints’ Day, local folk remembering their dead in cemeteries are likely to bring up these places.
The sites reputed to be among the most haunted in this Freeport whose history dates back to 1901 when American cavalry forces first moved in, and through World War II that saw many soldiers, both American and Japanese, die.
Mabalacat, Pampanga tourism chief Guy Hilbero said that thrill-seeking tourists seek out these areas to experience ghostly sights and sounds, especially during All Saints’ Day.
“I am open-minded, and I don’t see anything wrong with this so-called ghost tourism,” he said.
Retired Benedictine priest Fr. Ed Santos, now often celebrant for requiem Masses in nearby Sto. Rosario parish church in Angeles City, downplayed belief that searching out haunted places could lead to demonic possession.
“Demonic possession does not depend on the place but on how intense is one’s trust and faith in union with Jesus,” he said in a text message.
Hilbero noted that in many parts of the US, ghost tourism has caught on, he said, noting “ghost tours” in Los Angeles and New Orleans.
A group called Ghoula, a social club for Southern Californian ghost-enthusiasts, has been promoting their local ghosts in known haunted places like the Queen Mary ocean liner and Roosevelt hotel, he added.
“There are also ghost tours in San Francisco and Chicago in the US and London and Edinburgh in the United Kingdom,” he also said.
Hilbero dismissed fears that a haunted reputation would drive away investors in this Freeport.
“Places which are reputed to be haunted here are limited. The haunting is not all over the Freeport, and we can reserve these few reputed areas for the thrill seekers,” he added.
He identified the former site of an old cemetery within the grounds of the Mimosa Leisure Estate here as among the most haunted here.
“That used to be the site of an old cemetery whose remains were later moved to the present American cemetery near Clark’s main gate,” he said.
Hilbero noted that a building, whose construction was started in the 1990’s after the Americans abandoned Clark, has never been finished on the exact site of the former cemetery.
“Employees in the area report frequently seeing ghosts or hearing unusual sounds in that unfinished building. There’s no doubt it’s haunted,” he stressed.
Also known as haunted is the abandoned US military hospital near the commercial area hosting duty free shops here, he said. The three-story building, he noted, has already been visited by American ghost hunters who featured it on their television show in the US.
The hospital’s basement used to serve as morgue for bodies of Americans killed during the Vietnam War, pending their being flown to their bereaved relatives.
Hilbero also noted the so called Tres Marias, referring to three pine trees known in Kapampangan as “aguso” along the road towards Clark’s exit gate in Mabalacat City.
“I don’t know the history of those three pine trees which can’t be found elsewhere in Clark, but the road near them have seen unusual number of accidents, so may motorists either honk their cars or make the sign of the cross when passing by them,” he said.
The Lily Hill, also in the area of duty free shops, was the scene of a fierce firefight between the Japanese and Americans during the last world war, and many died there, he recalled.
“The hill used to be haunted but unusual manifestations have ceased after prayers and other ceremonies started to be held there on yearly basis,” he noted.
For his part, Santos said that “like in cemeteries, in haunted houses there are also angels and good spirits like saints and even Jesus who said, ‘I am with you always.’”
He reminded local folk that even when pre-Spanish era Filipinos worshipped ancestors, “there is no report on the connection between visiting haunted houses and demonic possession.”

Europe open to air safety pact with PH

CLARK FREEPORT — Europe is interested in developing an air safety agreement with the Philippines once the European Union’s (EU) ban on Philippine air carriers is lifted, Vice President Jejomar C. Binay said.

The Vice President said he had a chance to meet with European Commission (EC) Vice President and Commissioner for Transport Siik Kallas during the 7th European Development Days (EDD) in Brussels to discuss the current EU ban on Philippine air carriers.
Binay said that according to Kallas, EU’s main issue with the Philippines was “maintaining the professionalism and regularity of air safety inspections.”

“I informed the commissioner that the Philippines had sought technical assistance from the French government to improve air safety standards, and that Philippine Airlines, which is now under new management, had just ordered 54 Airbus aircraft in line with its re-fleeting program,” Binay said.

The Vice President added that he assured the commissioner that the government was taking the air carrier ban issue very seriously and was already in the process of instituting critical reforms to improve the country’s air safety standards.

“I even mentioned the fact that the Philippines would be receiving an ICAO (International Civil Aviation Organization)-Coordinated Validation Mission on October 24 to 28 to assess the improvements made thus far,” he said.

Binay also clarified that the ban applied to both EU and non-EU carriers.

“The commissioner said these bans were not meant to discriminate against non-EU carriers since European carriers were not immune from the same bans if they failed to meet the EU’s strict air safety standards,” the Vice President said.

The EC banned Philippine carriers from operating in all 27 member-states of the EU in 2010.

According to Philippine Airlines, the ban was caused by the United States Federal Aviation Administration’s (FAA) decision in January 2008 downgrading the Philippines’ safety rating to Category 2 and “significant safety concern” findings by the ICAO in November 2009 against Philippine aviation safety regulators.

There has been no commercial flight by Philippine-registered carriers to Europe since 1999.

Carjack group victimizes trader

CAMP OLIVAS — The notorious Bukas Kotse Gang carjacking group has reportedly victimized a businessman who parked his car in front of Motorista Store at Villa Victoria, Barangay Dolores, City of San Fernando, Monday.
Mario Bautista, 63, a businessman and a resident of Dolores Homesite, said his black Toyota Hi-Lux with license plate number (WEH-252) was stolen around 6:45 p.m.
Baustista went to the Dolores Church and when he came back around 8 p.m., he was surprised that the left door of the vehicle was open.
The victim discovered that his caliber .40 pistol, undetermined cash money, assorted jewelry worth P250,000, three cellphones, a gold weighing scale, diamond tester, Philip Stein watch worth P40,000, and hi-end bags were stolen.
Police failed to see any signs of forced entry to the said vehicle.
Bautista told policemen that he was not sure whether he locked his car or not.
Meanwhile on the same day, a computer shop in Barangay San Roque Dau, Lubao, Pampanga was burglarized by unidentified men.
Jevenil Cabrera, 29, owner of the computer shop, told police that at least 15 CPUs and three monitors worth P214,500 were stolen by the suspects.
The suspects forcibly destroyed the padlock of the shop around 4:30 a.m.
Witnesses told police they noticed a gray pick-up truck in front of the shop and after several minutes the vehicle left the area.

Tons of garbage piled up at cemeteries in ‘Undas’

STA. ANA Pampanga– Tons of garbage piled up in various cemeteries here and in neighboring towns a day after the celebration of All Saints’ Day.
Ricardo Custodio, one of the caretakers in a private cemetery here, said that people who visited the departed loved ones threw their garbage indiscriminately.
“Sa dami ng mga dumalaw sa sementeryo, bawat isa sa kanila ay nag iwan ng kanya kanyang basura na kapag pinagsamasama ay marami rin. Sana kung naging responsible lamang sila ay hindi ganun kalaki ang problema natin,” he said.
Custodio added that it would take them weeks to remove all the garbage in the area.
“Siguro ang nasa isip nila mayroon namang tulad naming na naglilinis sa mga sementeryo,” Custodio stated.
In Candaba town, public cemeteries in the Barangays of Pasig and Paralaya were also left with tons of garbage.

Capitol works on child rights – Guv

CITY OF SAN FERNANDO — Governor Lilia G. Pineda said Friday that the Provincial Government is working hard to intensify and uphold the four main rights of the children — survival, protection, participation, and development rights.
Under survival, the Provincial Government underscored its maternal care program with the help of barangay health workers and social workers.
It was learned that some 17,950 pregnant mothers underwent pre-natal care in the municipal health and rural health centers while 12,768 were monitored in the 11 district and provincial hospitals; 31, 517 were given tetanus toxoid immunization; 29, 280 received iron supplement and 998 were given vitamin A supplement.
Pineda said “with this maternal health care program, we can be sure that pregnant mothers are safe and the infants are healthy upon birth.”
To ensure the health care for the mother and child during birth, the provincial government pushed the construction of birthing station through the help of the Department of Health (DOH).
“Sa tulong ng Department of Health nagkaroon na ng klinikang paanakan sa Emigdio Cruz district hospital sa Arayat at sa Dr. Andres J. Luciano District Hospital sa Magalang,” Pineda said.
The Capitol has also allotted P6 million for the construction of birthing stations in Bahay Pare and Salapungan in Candaba and Sta. Lucia Resettlement in Magalang.
Upon birth, the needed vitamins and vaccines of the child against sickness are already prepared under the child care program of the Capitol.
In fact for the past 2 year and 3 months of the administration of Pineda some 29, 276 children were injected with BCG (Bacillus Calmatte Guerin) against tuberculosis; 145,985 were given DPT1, 2, 3 against Diphtheria, pertussis and tetanus; 148,085 given Oral Polio Vaccine o OPV 1, 2, at 3; 64, 241 injected with vaccines against Hepatitis B1, B2 and B3; 24, 848 children given with anti-measles vaccine; 23 613, fully immunized children (FIC); 16, 742 – Child Protected At Birth (CPAB); 5, 624 underwent oral rehydration therapy; 2, 697 children with pneumonia were cured; 189, 514 – vitamin A Supplement; 29, 455 –newborn screening and 201 094 children were dewormed.
It has a total of 2, 019, 794 children were given health care assistance from 2010 (395,636), 2011(742,984) and 2013 (881,174).
The Capitol has also implemented a child care program for 2 to 5-year-olds particularly those undergoing pre-school.
Around 2,318 pre-school children found to be underweight or malnourished were given medicines and vitamins while some 55,714 pre-schoolers benefited with the feeding program.
Under the protection right, the incumbent governor has pushed measures in the provincial board that will give enough protection for the children to avoid abuses particularly in the family.
With this, the Provincial Board has approved the enactment of the Provincial Child Welfare Code sponsored by Third District Board Member Trina Dizon, chairperson of the Committee on Family and Children.
The governor has instructed the Provincial Social Welfare Office headed by Elizabeth Baybayan in coordination with the Consuelo Zobel Alger Foundation to form the Child Abuse Prevention and Intervention Network (CAPIN) which was given fund allocation to ensure the implementation of the program for the protection of the Kapampangan children and youth.
With this, the birth of Child Protection Units in all provincial and district hospitals in the province was realized wherein Single Child Friendly Interviews are being conducted with the assistance of the newly-formed Multi-Disciplinary team to avoid trauma to child victim of abuses.
“A Protocol Manual on Child Abuse Management was outlined to give direction on how to handle child abuse cases,” Pineda said.
We will also revitalize the active participation of the Local Council for the Protection of who directly supervise and safeguard the rights of the children to avoid child abuses in communities.
The Capitol through the governor has constructed a new dormitory for the abused girls and women in Haven Pampanga, a women facility of the Department of Social Welfare and Development (DSWD) which serves as sanctuary for abused women and girl children.
The Provincial Government is also open for the suggestion from the youth sector and encourages their active participation in government’s decision making process represented by Youth Council Chairperson Krizzanel Garbo in the Provincial Board.
The Capitol is also pushing for the construction, repair and renovation of 605 day care centers in the province and if needed, the governor wants additional day care workers to man the centers.
The Provincial Government wants to put up reading centers in every barangay for the benefit of the school children and students and encourage them with study and reading habit.
The governor said she is planning to hire barangay social workers to formulate and implement provincial plans and programs for the welfare and protection of the children.

Lawmaker understates real property taxes

ANGELES CITY — Representative Carmelo ‘Tarzan’ Lazatin has understated his Real Property Tax/Special Education Tax (RPT/SET) receivables when he was still the city mayor here in 2005 by P105 million, according to a Commission on Audit (COA) report, said incumbent Mayor Edgardo Pamintuan.
In a press statement sent to Sun.Star Pampanga on Thursday, Pamintuan said that as per COA report of 2005, the RPT/SET receivables for the year was reported at P95 million, which did not tally with the report submitted by the City Assessor to the Department of Finance of P200 million.
“It is puzzling why then mayor Lazatin would understate the city’s tax receivables by as much as P105 million. Is it because they are giving allowance for negotiations by the big realty property owners, which include the Lazatins?” asked Pamintuan.

Lazatin is among the biggest real property owners in Angeles City and nearby areas, according to Pamintuan.

“This could be an indication that tax collections under the nine years of Lazatin as mayor is largely transactional,” the mayor said.

Pamintuan added that the P105 million, if collected, could have meant a lot for the city in terms of infrastructure and services.

“I think that foregoing that much is tantamount to criminal neglect. It is giving concession to the rich,” he said.

“The practice of condoning the tax obligations of the rich is grossly unfair to the salaried workers whose withholding taxes are automatically deducted from their pays,” Pamintuan added.

The COA observed that the actual tax collections from taxpayers as recorded in the Real Property Tax Account Register of 2003 was not reconciled with the assessment report of the City Assessor.

It admonished the city government to set up the RPT/SET Receivables based on the Certified List of Taxpayers of the City Treasurer taken from the Assessment Rolls showing names and amounts due and collectible for the year.

The COA added that the City Assessor should submit the updated Assessment Roll at the beginning of the year to update and reconcile the taxpayers’ records as basis for collecting real property taxes.

Lazatin, who is running for mayor, promised laxity in tax collections while promising free college education and hospital services.

Some sectors have expressed apprehensions how Lazatin would deliver on the latter, while at the same time promising lesser taxes, Pamintuan said.

Labor office creates construction councils

CITY OF SAN FERNANDO — The Department of Labor and Employment (Dole) in Central Luzon region recently established six more Construction Industrial Tripartite Councils (C-ITC) in the region to promote industrial peace and create awareness about the voluntary code of good practices (VCGP) in labor standards, occupational safety, and health standards.

Dole regional director Raymundo Agravante said the six C-ITCs are in provinces of Aurora, Bataan, Bulacan, and Zambales.
The VCGP covers the 10 areas of good practices which include Compliance to Labor Standards; Coordination for Training and Education; Recruitment and Termination; Occupational Safety and Health; Productivity; Dispute Settlement; Legitimate Contracting and Sub-contracting; Social Dialogue; Collaboration of Government Partners; and Monitoring of the Code.
VCGP is designed to promote a culture of compliance with basic labor standards among key players of the industry where workers in the construction industry, regardless of employment status, shall be entitled to all rights and privileges as provided for in the Labor Code and likewise be ensured on their protection and welfare at the worksite.
This code also aims to professionalize, upgrade, and update the level of competence of all workers in this industry through continuous training and education and adopting programs that will increase productivity and harness competitiveness of the industry.
“With compliance to labor standards and occupational safety and health in the workplace as one of our primary concerns in the construction industry, the Dole deemed it necessary, under the directives of Labor Secretary Baldoz, to establish ITCs for this industry, in order for labor and management to have a venue to raise their issues and concerns with the aim of fostering industrial peace and growth,” said Agravante.
