Debates to delay release of party-list bets

The Commission on Elections (Comelec) may fail to meet its self-imposed deadline for coming out with the list of party-list organizations that will be allowed to participate in next year’s midterm polls.
This was the projection of Comelec Chairman Sixto Brillantes after admitting that the en banc members are still deliberating on which they will allow and disallow to run next year.
“We have to work on the majority. We still have yet to have a unified stand on the numerous issues we are facing,” said Brillantes. “Thus, we are having a difficult time and we may not be able to meet our imposed deadline of end of September.”
Among the issues they are still deliberating are the accreditations of groups that have multi-millionaire nominees, presence of multi-sectoral groups that don’t have any clear sector to represent and on whether it should be the group or nominee that can be considered as marginalized.
As an alternative, the poll chief said they might just come out with a separate list for disqualified and accredited party-list groups instead of their initial plan of having just one.
“We are still looking at September 30 but we might just come out with the disqualified groups first. For those accredited, it might just be on October. October 10 probably,” said Brillantes.
Earlier, Brillantes said they wanted to complete the deliberation on the party-list bets before the October 1 to 5 filing period of certificates of candidacy (COCs) for individual candidates for all positions.
Already registered with the Comelec but are still undergoing review are 124 groups while another 165 have pending petitions for accreditation.
All these 289 party list groups have filed Manifestations of Intent to Participate for the next elections with the the poll body. (HDT/Sunnex)

China sidesteps South China Sea island disputes

BEIJING — China has sought to soothe neighbors it has feuded with over territory in the South China Sea, a stark contrast to recent angry statements and violent street protests targeting Japan over a similar dispute.
Vice President Xi Jinping — China’s presumed next leader — emphasized economic ties and civic exchanges in remarks Friday to delegates from the 10 countries that make up the Association of Southeast Asian Nations.
Xi played down South China Sea territorial disputes with the Philippines, Vietnam and others that have flared up again this year.
“I hope the situation would not reverse backward and bilateral relations could come back to the track of normal development,” Xi told the Philippines’ interior and local government secretary, Mar Roxas, according to China’s official Xinhua News Agency.
In his address at the annual meeting with ASEAN members, held in the southern Chinese city of Nanning, Xi said China was committed to “common development and steadily improving cooperation mechanisms in various fields.” With two-way trade growing 20 percent annually to $362.8 billion last year, China and its southern neighbors are increasingly intertwined, requiring even greater cooperation across a range of fields, Xi said.
The contrasting approaches to the territorial feuds highlight Beijing’s desire to keep the South China Sea disputes in check and avoid drawing in China’s chief rival, the United States, which maintains close security ties with many countries in the region. While eager to assert its claims, Beijing needs a peaceful regional environment to achieve its development goals and has a limited capacity to handle multiple diplomatic crises simultaneously.
Fury at Japan followed the Japanese government’s purchase last week of islands in the East China Sea from their private owners. The tiny, uninhabited archipelago, which is controlled by Japan but claimed by China, has been a lightning rod for simmering Chinese hatred toward Tokyo deriving from Japan’s brutal invasion and occupation of parts of China in the first half of the 20th century.
On Wednesday, Xi told U.S. Defense Secretary Leon Panetta that Japan must “rein in its behavior,” while Defense Minister Liang Guanglie said China reserved the right to take unspecified “further actions” over the issue.
Chinese protesters gathered for days outside Japan’s embassy and consulates, while mobs burned and smashed Japanese cars, factories, and businesses.
The fury has also been directed at the U.S., which includes the islands — called Senkaku in Japan and Diaoyu in China — under its Treaty of Mutual Cooperation and Security with Japan despite claiming to take no sides in the sovereignty dispute. On Tuesday, a crowd surrounded a car carrying U.S. Ambassador Gary Locke and damaged it slightly, echoing an earlier incident in which the Japanese ambassador’s car was blocked and its flag torn off.
The protests follow tiffs earlier this year with Vietnam and the Philippines over islands and reefs in the South China Sea. Chinese and Philippines ships were involved in a prolonged standoff over the Scarborough Shoal off the Philippine island of Luzon and China, and Vietnam issued tit-for-tat administrative orders asserting its rival claims over the Paracel Islands to the west. Apple, Samsung demand changes to $1B verdict

SAN FRANCISCO — Neither side in a bitter patent battle is satisfied with Apple Inc.’s $1 billion jury verdict over Samsung Electronics Co. after a three-week trial this summer.
Samsung wants a new trial. Apple is seeking an additional $707 million in damages and interest.
The two companies filed a blizzard of legal papers late Friday and early Saturday with their demands that a federal judge in San Jose significantly amend — or toss out altogether — the jury’s August 24 verdict.
The jury found that 26 Samsung products ripped off Apple’s technology at the heart of its iPhones and iPads.
“Samsung made a calculated business decision to copy the industrial designs, graphical user interfaces, and touchscreen navigation technology of the iPhone and iPad,” Apple lawyers wrote in court papers, arguing for the additional damages. “Samsung has reaped extraordinary rewards from its wrongful sale of iPhone and iPad clones by taking market share, revenues, and profits from Apple.”
The Apple lawyers contend that the “massive damage to the iPhone’s distinctive product identity caused by Samsung’s sale of millions of iPhone clones is irreversible.”
US District Judge Lucy Koh has scheduled a December 6 hearing to discuss the myriad issues raised by both companies. Samsung said it will appeal if Koh turns down its demands.
The two companies are locked in a ferocious struggle for supremacy in the global smartphone market. Samsung is the worldwide leaders in smartphone sales, securing a market share of 33 percent in the second quarter, up from 17 percent a year ago. Apple’s fell slightly to 17 percent, from 19 percent a year ago.
Apple accuses Samsung of essentially selling knockoffs of the Cupertino based company’s iPhones. Apple filed a lawsuit in San Jose federal court, alleging patent infringement. It was the latest legal action between the two companies, who are battling in courts in 10 countries over smartphone technology.
On Friday, Samsung asked the San Jose judge for a new trial. The company’s lawyer argued that the jury’s verdict was unreasonable and unsupported by the testimony and evidence. The company’s lawyers also complained that the judge’s strict constraints on the number of witnesses and testimony time deprived it of a fair trial.
“The Court’s constraints on trial time, witnesses and exhibits were unprecedented for a patent case of this complexity and magnitude, and prevented Samsung from presenting a full and fair case in response to Apple’s many claims,” the company’s lawyer wrote in court documents.

Indonesian police arrest 9 more terror suspects

JAKARTA, Indonesia — An elite anti-terror squad has arrested nine Islamic militants in Indonesia and seized a dozen homemade bombs from a group suspected of planning suicide attacks against security forces and the government, police said Sunday.
Two suspects were arrested Saturday in Central Java’s Solo town after authorities received information about their whereabouts from other militants in the group who had recently surrendered, said national police spokesman Brigadier General Boy Rafli Amar.
The two were interrogated and led police to six other members of the group hours later in the same town. A ninth suspect was arrested late Saturday in West Kalimantan on the island of Borneo.
Amar said two of those arrested, Badri Hartono and Rudi Kurnia Putra, both 45, worked to recruit young men and taught at least one member of the group how to make bombs.
“They were the central figures of the group who had planned several terror attacks,” Amar said. “They recruited, invited young men to be trained in a military-style jihadi camp and bought bomb-making materials.”
He said the group had planned to bomb the country’s Parliament building, shoot police and attack members of the anti-terrorism squad.
Police seized 12 homemade bombs and others that were partially completed along with three rifles, four swords and several jihadist books from the homes of three suspects, Amar said.
Five bombs were safely defused late Saturday at the scene in Solo, the hometown of convicted radical cleric Abu Bakar Bashir.
Police are still investigating the possible link of the unnamed group to other terrorism networks, Amar said. Authorities believe it has now been largely broken up, but they continue to search for other members.
Since March, more than 30 militant suspects have been arrested and seven others killed in a series of raids in Indonesia. All were plotting domestic attacks, and some — aged between 18 and 30 — had attended a military-style training camp in Poso on Sulawesi island.
Another member of the unnamed group, alleged bomb maker Muhammad Toriq, surrendered two weeks ago in the capital, Jakarta, while carrying a gun and ammunition and wearing a suicide bomber belt that did not contain any explosives.
A second militant, Yusuf Rizaldi, gave himself up to police in North Sumatra three days later. Both cooperated to help bring down the group’s other members in Saturday’s raid, Amar said.
Police have said Toriq was allegedly part of an elaborate plan to shoot police and bomb the Parliament building as a way to wage jihad to establish Islamic Sharia law in the world’s most populous Muslim-majority nation.
He had been on the run since police flushed him out of his Jakarta house earlier this month after neighbors reported seeing smoke billowing from it. He escaped again a week later after a blast rocked a house in the capital’s outskirts. Police believe the bomb accidentally exploded while it was being prepared for a terrorist attack, killing one alleged militant inside the home.
When Toriq walked into a police station and surrendered after having a change of heart, he told authorities he had planned to go on a suicide bomb mission September 10, targeting either police, Indonesia’s elite anti-terrorism squad or Buddhists as a way to protest against treatment of the minority Rohingya Muslims in Myanmar.
Indonesia, a secular nation, has been battling terrorists since 2002, when militants linked to the Southeast Asian network Jemaah Islamiyah started attacking Western nightclubs, restaurants and embassies.
More than 260 people have been killed in the attacks, many of them foreign tourists.
Recent terror attacks in Indonesia have been carried out by individuals or small groups and have targeted local “infidels” instead of Westerners, with less deadly results. (AP)

Man jumps off Bronx Zoo train, mauled by tiger

NEW YORK — A visitor to the Bronx Zoo was mauled by a tiger on Friday after he leaped from an elevated monorail train and plummeted over a fence into an exhibit, police and zoo officials said.
Police, who initially reported the man had lost a leg in the mauling, later said he suffered puncture wounds to his back. They also said he suffered a broken ankle and a broken arm, possibly from the jump.
The attack happened at around 3 p.m. in the Wild Asia exhibit, where a train with open sides takes visitors over the Bronx River and through a forest, where they glide along the top edge of a fence, past elephants, deer and a tiger enclosure.
Passengers aren’t strapped in on the ride, and the 25-year-old man apparently jumped out of his train car, leaping far enough to clear the perimeter fence.
Details of what happened next were unclear, but police said the tiger attacked. The zoo’s staff used a fire extinguisher to chase the tiger off, and the man was instructed to roll under an electrified wire to get to safety, zoo director Jim Breheny said in a statement. 4 dams in Luzon open spill gates

MANILA — Four dams in Luzon opened their spill gates on Saturday to let out excess waters ahead of Tropical Storm “Lawin” which is expected to bring moderate to intense rains this weekend, the Philippine Atmospheric, Geophysical and Astronomical Services Administration (Pagasa) said.
Oyie Pagulayan, Pagasa hydrologist, said Angat and Ipo dams in Bulacan, Binga dam in Benguet, and Magat dam in Isabela continue to spill water as their respective reservoirs have breached the normal levels.
Pagulayan said that as of 10 a.m. Saturday, the water level at Ipo dam reached 100.64 meters, above the normal high level of 100.20 meters, while Angat’s water level was at 211.78 meters, surpassing its normal high level of 210.00 meters.
Ipo dam opened one gate by 0.7 meter while Angat dam opened one gate by one meter, she said.
Authorities said water from Ipo dam is likely to affect low-lying areas along the Angat River. Residents living in those areas have been advised to be alert for possible increase in water level downstream and to take precautionary measures.
Pagulayan also said that one gate of Binga dam remains open by 0.3 meter as its 574.51-metr water level is close to breaching the spilling level of 575.00 meters.
Binga’s water flows downstream to the San Roque dam in Pangasinan, which can contain the water spillage.
San Roque dam’s water level stood at 273.14 meters as of 6 a.m. Saturday, or way below its normal 280.00-meter level.
Pagulayan said that two gates of Magat dam in Isabela remained open by three meters as its water level rose to 191.35 meters, or beyond its normal level of 190.00 meters.
The La Mesa dam in Novaliches, Quezon City, meanwhile, was downgraded to green alert or in operational level from red alert status, as its water level has returned to normal following improved weather condition in Metro Manila.
As of 10 a.m. Saturday, La Mesa dam’s water level stood at 78.94 meters, or below the spilling level of 80.15 meters, Pagulayan said.
Water levels of Pantabangan dam in Nueva Ecija, Caliraya dam in Laguna and Ambuklao dam in Benguet are either below or at normal levels, she added. (PNA)

Pagasa issues thunderstorm advisory in Metro Manila

MANILA — The Philippine Atmospheric, Geophysical and Astronomical Services Administration (Pagasa) issued a thunderstorm advisory in Metro Manila at 12:45 p.m. Saturday, alerting residents to take precautionary measures against heavy rains, strong gusty winds, lightning and possible flash floods.
Pagasa said that thunderstorm is expected to affect the cities of Manila, Quezon, Caloocan, Malabon, Navotas, Valenzuela, San Juan, Mandaluyong, Makati, Taguig, Las Pinas, Paranaque, Muntinlupa and Pasay within one to two hours.
Meanwhile, Pagasa said that Tropical Storm “Lawin” slowed down as it changed its course in a north-northwest direction.
As of 11 a.m. Saturday, “Lawin” was located at 395 kilometers east of Borongan, Eastern Samar (11.8°N, 129.5°E), packed with maximum sustained winds of 95 kilometers per hour near the center and gustiness of up to 120 kph.
The weather agency said that storm signal No. 2 remains aloft over Eastern Samar which is expected to experience winds of 61 to 100 kph within the next 24 hours while signal No. 1 (30-60 kph winds) is still hoisted over Sorsogon, Leyte, Northern and Western Samar.
Pagasa advised residents where signal storms are hoisted to be wary of possible flash floods and landslides.
The weather bureau also alerted those living in coastal areas against big waves.
Fishing boats and other small seacraft were advised not to venture into the eastern seaboard of Southern Luzon, Visayas and Mindanao due to big waves generated by the storm. (PNA)

‘Lawin’ now a typhoon

CEBU CITY (Updated 12:30 p.m.) — Lawin (international codename: Jelawat), the 12th cyclone in the country this year, intensified into a typhoon as it moved closer to Samar provinces on Sunday.
The Philippine Atmospheric, Geophysical and Astronomical Services Administration (Pagasa) said Lawin was spotted around 10 a.m. Sunday at 330 kilometers east of Borongan, Eastern Samar.
It is moving northwest at seven kilometers per hour (kph), packing maximum winds of 120 kph near the center and gusts of up to 150 kph.
Pagasa hoisted public storm warning signal number 1 in Samar provinces. Areas in these provinces will experience winds from 30 to 60 kph.
With this, the weather bureau warned residents living in low lying and mountainous areas in Samar against possible flashfloods and landslides.
Pagasa said Lawin brings estimated rainfall amount of 10 to 20 millimeters per hour within its 600 kilometers diameter. This amount of rainfall is considered “intense heavy.”
Pagasa also warned residents in Western Visayas and Mindanao against southwest monsoon, as it will bring light to moderate rains over their regions.
The southwest monsoon was enhanced by Lawin, said weather forecasters.
Fishing boats and other small seacrafts are advised not to venture out into the eastern seaboard of Southern Luzon, Visayas and Mindanao due to big waves generated by the typhoon.
Lawin is expected to be 335 kilometers east of Virac, Catanduanes by Monday morning; 525 kilometers east of Infanta, Quezon by Tuesday morning; and 420 kilometers east of Casiguran, Aurora by Wednesday morning. (Sunnex)

136 families still housed at Tent City

CITY OF SAN FERNANDO — Some evacuees still housed in the “Tent City” in Barangay San Juan here have nowhere to go, according to a disaster official.
Nelson Aquino, an employee of the City Hall, said some residents from the villages of San Pedro Cutud and San Nicolas stay in evacuation centers because their houses were swept away by rampaging floodwaters induced by the monsoon rains last August.
Aquino said some 136 families or 406 individuals are presently encamped at Tent City.
Jorge Gumba, general manager of the City of San Fernando Water District who went to the Tent City on Thursday, was met by Aquino after they inspected the water being used by the evacuees.
According to Gumba, the tents — or “shelter boxes” — used by the evacuees were provided by the South Western Rotary Club of Pampanga, worth P42,000 each.
Gumba also said that Louie Clemente, housing and regulatory officer of the City Hall, told him the evacuees will stay in Tent City until the tail dike is finished.
Some 200 meters of the tail dike breached on August 7, when heavy rains hit the low-lying communities of in this city, Sto. Tomas and Minalin towns.
Disaster officials warned that typhoons during the “ber” months are strong and could bring heavy rains that can be disastrous.

Nature puts a stop to dredging activities

CITY OF SAN FERNANDO — “Nature makes it way,” was how the Provincial Engineering Office (PEO) described the turnaround of events involving the dredging activities along the Talba Section in Bacolor town.
Engineer Noli Pangan said the Department of Public Works and Highways (DPWH) was supposed to dredge a remaining 700 meters of the river channel after finishing the first half of the 1.4-kilometer target.
“Kusang itinulak ng malakas na agos yung natitirang sediment kaya tuluyan ng nagbukas yung diversion channel na ating tinatrabaho (The diversion channel opened freely due to strong current that washed away the remaining sediments),” Pangan told Sun.Star Pampanga.
The Provincial, Municipal Government and the DPWH had joined forces to facilitate the speedy dredging activity along Gugu River all the way to San Francisco River in Minalin town.
The activity was implemented to temporarily solve the flooding problem in some areas in this city and other neighboring towns in the southern portions.
The San Fernando-Sto. Tomas-Minalin Tail Dike tail dike was damaged at the height of torrential rains on August 7, leading to massive flooding.
Governor Lilia Pineda pushed for the dredging activity while waiting for the approval of the budget by the National Government.
“Naisara na rin yung bahagi ng river channel na pinapasukan ng tubig papunta sa bayan ng Sto. Tomas. Hindi na sila basta babahain ngayon (The portion where the water enters all the way to Sto. Tomas was already closed),” Pangan said.
The diversion of water to its original channel will allow the DPWH to repair some 80 meters of the breached portion of the tail dike.
