Aquino wants Villanueva to stay in Tesda

MANILA — Technical Education and Skills Development Authority (Tesda) Director General Joel Villanueva is officially out of the senatorial ticket of the Aquino-led Liberal Party for next year’s elections.
A Palace source said President Benigno Aquino III met with Villanueva in Malacañang Friday to inform him that he wanted the Tesda chief to stay in his agency.
Villanueva is an early favorite to join the LP senatorial line-up.
Villanueva failed to gather enough votes in the recent Pulse Asia survey on possible senatorial candidates in 2013 elections. He placed 26th.
The Liberal Party (LP) is set to reveal its official senatorial line-up by the end of September.
Among the potential LP candidates who made it to the top 10 of the survey are Aurora Representative Sonny Angara (10th), Senator Koko Pimentel (8th), Senator Antonio Trillanes IV (6th), Senator Alan Peter Cayetano (3rd) and Senator Francis Escudero (2nd). (Jill Beltran/Sunnex)

UP professor: Showing of anti-Islam film to push through

MANILA — Citing constitutional rights and academic freedom, a law professor from state-run University of the Philippines (UP) will still continue the showing of an anti-Islam video despite the prohibition ordered by school officials.
In his website, UP law professor Harry Roque said the order forbidding the showing of the controversial film “Innocence of Muslims” is “in direct contravention of my academic freedom and freedom of expression.”
“It is in the nature of prior restraint. I will hence still show the movie trailer as scheduled today,” Roque said.
The showing of the film’s trailer will be at 6:30 p.m. at Room 305 of Malcolm Hall, UP College of Law.
The law professor said he will be showing the video to his class on Constitutional Law 2 where they will be discussing freedom of expression, freedom of religion, and academic freedom.
“No order from the Chancellor or from anyone else can infringe on these rights. I am showing it because unless we see it, we will not know what is depicted in the film. Unless we see it, we cannot make a judgment on it,” said Roque.
“This is why there is a constitutional commitment to this freedom. It is only in the free marketplace of ideas that we can discern the truth and form our individual opinions,” he added.
Roque also warned that he will hold civilly and criminally liable those who would try to prevent him from discharging his functions as a lawyer and a member of the academe.
“I will persist with the showing to uphold the freedom which was the first to be suppressed by the dictatorship, which we are painfully recalling today. This is irony,” the professor concluded.
The film showing in UP was reportedly cancelled earlier due to security concerns.
The film “Innocence of Muslims,” which was uploaded on video-sharing website YouTube, has sparked series of violent protests in the Middle East and North Africa as its content was considered blasphemous by many Muslims.
President Benigno Aquino III said earlier this week that banning the showing of the controversial film cannot be done through executive action.
However, the Chief Executive said the Movie and Television Review and Classification Board can classify the film as prohibited.
Manila Mayor Alfredo Lim said Thursday that movie houses and theaters in the city who will attempt to show the controversial film will be closed down.

136 families still housed at Tent City

CITY OF SAN FERNANDO — Some evacuees still housed in the “Tent City” in Barangay San Juan here have nowhere to go, according to a disaster official.
Nelson Aquino, an employee of the City Hall, said some residents from the villages of San Pedro Cutud and San Nicolas stay in evacuation centers because their houses were swept away by rampaging floodwaters induced by the monsoon rains last August.
Aquino said some 136 families or 406 individuals are presently encamped at Tent City.
Jorge Gumba, general manager of the City of San Fernando Water District who went to the Tent City on Thursday, was met by Aquino after they inspected the water being used by the evacuees.
According to Gumba, the tents — or “shelter boxes” — used by the evacuees were provided by the South Western Rotary Club of Pampanga, worth P42,000 each.
Gumba also said that Louie Clemente, housing and regulatory officer of the City Hall, told him the evacuees will stay in Tent City until the tail dike is finished.
Some 200 meters of the tail dike breached on August 7, when heavy rains hit the low-lying communities of in this city, Sto. Tomas and Minalin towns.
Disaster officials warned that typhoons during the “ber” months are strong and could bring heavy rains that can be disastrous.

Nature puts a stop to dredging activities

CITY OF SAN FERNANDO — “Nature makes it way,” was how the Provincial Engineering Office (PEO) described the turnaround of events involving the dredging activities along the Talba Section in Bacolor town.
Engineer Noli Pangan said the Department of Public Works and Highways (DPWH) was supposed to dredge a remaining 700 meters of the river channel after finishing the first half of the 1.4-kilometer target.
“Kusang itinulak ng malakas na agos yung natitirang sediment kaya tuluyan ng nagbukas yung diversion channel na ating tinatrabaho (The diversion channel opened freely due to strong current that washed away the remaining sediments),” Pangan told Sun.Star Pampanga.
The Provincial, Municipal Government and the DPWH had joined forces to facilitate the speedy dredging activity along Gugu River all the way to San Francisco River in Minalin town.
The activity was implemented to temporarily solve the flooding problem in some areas in this city and other neighboring towns in the southern portions.
The San Fernando-Sto. Tomas-Minalin Tail Dike tail dike was damaged at the height of torrential rains on August 7, leading to massive flooding.
Governor Lilia Pineda pushed for the dredging activity while waiting for the approval of the budget by the National Government.
“Naisara na rin yung bahagi ng river channel na pinapasukan ng tubig papunta sa bayan ng Sto. Tomas. Hindi na sila basta babahain ngayon (The portion where the water enters all the way to Sto. Tomas was already closed),” Pangan said.
The diversion of water to its original channel will allow the DPWH to repair some 80 meters of the breached portion of the tail dike.

Rodriguez shares award to Fernandinos

CITY OF SAN FERNANDO — Mayor Oscar Rodriguez dedicated his Civil Service Commission Presidential Lingkod Bayad Award given by Malacanang to residents here, saying “I could not have done it alone.”
Rodriguez said the award he received from President Benigno Aquino III was the most fitting gift for his birthday on September 19 and another feather on the cap oh his administration.
He received the award on his birthday.
“It is always the collaborative effort of various groups in city like the business sector, the Multi-Sectoral Government Council, our city officials, volunteers and even common Fernandinos alike that leads to success. I could not have done it alone. I share the award to each and every Filipino,” he said.
Rodriguez was feted for successfully elevating the City of San Fernando through a system of managing governance and performance that is anchored on the principles of transparency, accountability and participatory governance, according to the Civil Service Commission.
The commission conducts the annual search for outstanding performers in government through its Honors Awards Program (HAP), a report from the City Information Office (CIO) said.
The same report noted during the awards ceremony in Malacañang Mayor Rodriguez’s key achievements in recent years, particularly the big increase in city revenues and the reduction in its dependence on Internal Revenue Allotments, the rise in household incomes in San Fernando, and the establishment of major projects at no cost to the city but through a strong private-public partnerships program.
The CIO earlier reported that Rodriguez, after only one year in office, implemented the Performance Governance System in the city that earned international recognition when he was named third runner-up in the World City Mayor competition.
“The medal and the citation [that went with the Lingkod Bayan Award] I dedicate to you all,” the mayor was quoted as saying in the report at the end of a concelebrated Mass at Heroes Hall in Malacanang.

Mayor: Spare trees along Manila North Road

MABALACAT CITY – Mayor Marino Morales said he will not allow the trees along the national highway (Manila North Road) here to be cut to give way for the road-widening project of the Department of Public Works and Highways (DPWH).
Morales said the century-old trees lined up along the MacArthur Highway have become part of the city’s heritage and serve as a natural canopy benefitting motorists and the general public.
The mayor said the full-grown trees, which are mostly rain trees or acacia, also help greatly by absorbing harmful gas and floodwaters.
In relation to this, Morales said he will ask the Clark Development Corporation to restore the old perimeter road inside the Clark Freeport to serve as an alternate road of private vehicles going to and from the city proper.
Several environmentalist groups and barangay officials here opposed the cutting of the trees when the DPWH started rehabilitating the highway more than three years ago.
Morales said environmental protection is part of his agenda for a better Mabalacat City.
The DPWH is presently continuing its widening project in Barangays Camachiles, Dau, and Mabiga, where the national highway passes through.

U.S. says Russia’s expulsion of USAID ‘regrettable’

WASHINGTON — The U.S. State Department said on Wednesday that Moscow’s decision to end the USAID activities in Russia was” regrettable.
“It is regrettable that Russia has taken this decision,” State Department spokeswoman Victoria Nuland told reporters at a regular briefing.
Russia confirmed Wednesday that the United States Agency for International Development (USAID), the primary U.S. official aid agency, will leave the country as of Oct. 1. Moscow accused the agency of trying to influence Russia’s domestic political affairs.
“This decision (to shut down USAID) is made due to attempts of the agency to influence political processes, civil society institutions, and elections at various levels, through distribution of grants,” Russian Foreign Ministry spokesman Alexander Lukashevich said on Wednesday.
Lukashevich cited “serious questions” that arose from USAID activities in Russia, “especially in the North Caucasus.”
At the Wednesday briefing, Nuland dismissed such allegation.
“We completely reject the notion that our support for civil society, democracy, human rights in any way interferes with elections,” she said.
Nuland’s remarks marked a change of tone with her previous statement. During a briefing on Tuesday, when asked if she was disappointed by Russia’s decision, Nuland said: “Obviously, this is a sovereign decision that any country makes.”
USAID, founded in 1961, is America’s primary government agency responsible for administering civilian foreign aid. The agency opened its office in Moscow in 1992, with some 60 Russians and 13 U.S. citizens working for it currently.
During the APEC summit early this month, Russian Foreign Minister Sergei Lavrov informed the U.S. Secretary of State Hillary Clinton that Moscow would ask USAID to leave the country shortly.
According to Nuland’s remarks on Tuesday, the USAID has spent about 2.7 billion U.S. dollars in total in Russia since the end of the former Soviet Union and the agency’s budget for Russia in fiscal year 2012 is about 50 million dollars. (PNA/Xinhua)

Defrocked monsignor sues in NYC sex abuse scandal

NEW YORK — A defrocked Roman Catholic monsignor who once led fundraising for the Archdiocese of New York has sued the church for libel.
Charles Kavanagh’s lawsuit was filed Wednesday in federal court in Manhattan. Kavanagh accuses the archdiocese of libeling him by saying he had sexually abused a teenage student in the 1980s even though the now-middle-aged man admits he lied.
The lawsuit seeks unspecified damages.
The church defrocked the 74-year-old Kavanagh in 2010, eight years after the accuser claimed the clergyman touched him inappropriately during a trip to Washington D.C.
Kavanagh was the archdiocese’s vicar of development in the 1990s.
Archdiocese spokesman Joseph Zwilling says lawyers haven’t yet reviewed the lawsuit, but he stands by his May statement that the church didn’t base its decision on the Washington trip. (AP)

Nine Cebu City employees positive in drug test

Nine employees of the Cebu City government are in danger of losing their jobs after they were found positive in a surprise drug test on Monday.

The nine employees were working in the city government’s playgrounds commission, radio dzBB’s Cebu affiliate Orchids Lapincao reported Tuesday.

The report said the nine employees admitted to using drugs.

The 36 other employees of the commission who underwent the surprise drug test tested negative for drug use, the report said.

Cebu City Mayor Michael Rama said he is leaving to the city government’s human resources division the decision on what to do with those who tested positive.

Rama said casual workers who tested positive will not have their contracts renewed.

For regular employees, they will be given “due process,” he added. – VVP, GMA News
