MABALACAT — Vice President Jejomar Binay said he will ask for the cancellation of Globe Asiatique (GA) owner Delfin Lee’s passport if reports that the controversial property developer has left the country to evade arrest are confirmed.

In a press statement sent to Sun.Star Pampanga on Friday, Binay said that aside from cancelling Lee’s passport, the government could also request for Lee to be extradited back to the country.

“Pag na-trace yan sa abroad, magpa-file sa pamahalaan na kung pwede ay pabalikin dito kasi may kaso. Para bang pinapa-cancel mo ‘yong pasaporte,” Binay said.

The GA owner has an outstanding warrant of arrest issued against him for syndicated estafa in connection to Xevera housing project in Mabalacat, Pampanga.

Binay said he feared Lee’s escape, if true, will lead to loss of the public’s trust in the government.

“Ito po ang mga pagkakataong nawawalan ng tiwala ang mga kababayan natin sapagkat maliwanag pa sa araw ang kasong ito at talagang hot issue ang
kasong ‘yon,” he said.

Binay, the chairman of the Housing and Urban Development Coordinating Council (HUDCC), said he will not allow Lee to escape arrest and vowed to help the public regain its trust in the country’s judicial system.

“Hindi po ako papayag. Ibabalik po natin ang tiwala ng taumbayan,” he said.

He said he wrote the National Bureau of Investigation (NBI) and the Bureau of Immigration (BI) to confirm if Lee indeed left the country.

He also asked the NBI to investigate “how a fugitive from justice can easily escape from our jurisdiction,” if the reports are confirmed.

The Vice President said he was no longer questioning the apparent failure of the authorities to arrest Lee, but for the GA owner to be able to leave the country was another story.

“Kasi sa aking pagkaka-practice ng batas, magkaka-file po ng information. Pagka-issue ng warrant, yang warrant na yan pinapadala sa lahat ng agencies: sa CIDG, sa PNP, sa NBI. So, paano nga nakalabas kung nakalabas nga,” he said.

In October 2010, after he was named housing czar, Binay directed Pag-Ibig to investigate the fraudulent loans obtained by GA during the previous administration. It was revealed that GA used “ghost borrowers” and fake documents to obtain over P6.5 billion in loans from the Home Development Mutual Fund (Pag-Ibig) for its Xevera housing project.

According to the investigation by the NBI, GA used fake documents such as TINs, marriage contracts, and identification cards for thousands of ghost buyers for the Xevera project.

Pag-Ibig and the Department of Justice subsequently filed syndicated estafa charges against Lee.

On May 22, Judge Amifaith Fider-Reyes issued warrants of arrest with no recommendation for bail against Lee, his son Dexter, and other GA officials.

The housing czar remained hopeful that the case against Lee will not be neglected.

“Inaasahan ko at ng mga nabiktima sa Pampanga, dito sa pabahay na project ni Delfin Lee, na hindi pababayaan ang kaso,” he said.

THE Quizon family is overwhelmed by the love and support shown by the Filipino people for their patriarch, Comedy King Dolphy.
In an interview with Epi Quizon at the Heritage Park in Taguig City Thursday afternoon, the actor said until now, they did not expect the show of support and love from many Filipinos.
“Nakakataba ng puso kasi alam namin na maraming nagmamahal sa tatay namin. The people prayed, the media is here, grateful that my dad has been part of your lives, we are actually celebrating his life,” he said.
Epi said through Dolphy’s 70 years in the entertainment industry, he remained a good friend, good co-actor and a humble person.
One lesson Epi will never forget is the Comedy King’s constant reminder for him to stay true to his craft and keep his feet firmly on the ground.
“Sabi niya sa akin, ‘Alam mo Epi, ang sarap lumipad, kung ako lumipad na din ako. Pero siguraduhin mo na nakaapak yang mga paa mo sa lupa. Baba ka muna at ipako mo kasi pag medyo naging mataas lipad mo eh mahirap bumaba.”
“He’s humble enough to play the role of a jester and he did not go for a kingdom. You gave him the kingdom. He just wants to entertain you… to make you laugh,” Epi said.
Epi is still in pain with his father’s passing, but he knows the whole family will get better because their father is resting now and looking at them from above.

MANILA — A member of Congress cautioned on Friday that renewed talks to amend the 1987 Constitution may result in the detriment of mining communities and local players.
Bayan Muna Representative Teddy Casiño said this after House Speaker Feliciano Belmonte Jr. and Senate President Juan Ponce Enrile are set to tackle the pending proposals on Charter change (Cha-cha) before the President’s State of the Nation Address (Sona) on July 23.
The progressive party-list legislator pointed out that watering down the provisions on land ownership and foreign investments is sure to favor foreign mining firms.
“While Executive Order (EO) 79 provides mere band aid solutions to the problems of the mining industry, Cha-cha will aggravate and worsen it by allowing foreigners to further exploit mineral resources that is supposed to be reserved for Filipinos and used for our own industries,” he said.
President Benigno Aquino III signed EO 79 over the weekend imposing a moratorium on new mining permits until Congress revises mining tax laws.
Casiño stressed that the proposal to give aliens 100 percent ownership to land, public utilities, and natural resources is “a recipe for disaster given the festering problem of landlessness.”
“Even the supposed economically booming countries do not allow the same extent of liberalization. Thailand requires 51 percent Thai ownership of its public utilities such as electricity and energy; Australia requires 65 percent Australian ownership of its telecommunication; Brazil requires 49 percent Brazilian ownership of its lands,” he said.
The chairman of the House committee on constitutional amendments, meanwhile, clarified that everything is still debatable at this point.
“Not possible for 100 percent land ownership. What was proposed is ownership of exclusive industrial land only,” Misamis Occidental Representative Loreto Ocampos and the House committee chair said in a text message to Sun.Star.
In a hearing last year, the House panel discussed eight possible revisions in the Charter, which include the scrapping of the 60–40 percent equity limitations, and extending the 25 + 25 land lease agreement.
Casiño also said that Congress should not be distracted by issues that are not urgent like Cha-cha and instead focus on proposed laws that would improve the lives of ordinary Filipinos citing measures that seek to reduce the cost of electricity and other utilities. CITY OF SAN FERNANDO — A 19-year-old lad from Northville 14 was arrested for attempting to steal a motorcycle here over the weekend.

Police reports showed that William Meria, 19, allegedly attempted to steal a motorcycle owned by Billy John de Jesus, 22, of Barangay Sucad, Apalit town. The incident happened along B. Mendoza St., Poblacion in Barangay Sto. Rosario here.

De Jesus left his Honda TMX 155 motorcycle at the parking area of Eusebio Building, the police said, adding that De Jesus went inside the office of Liberty Value Loan Inc. were he reported for work as a sales collector.

However the suspect, who tried to use a kitchen knife in turning on the ignition, was caught in the act by the victim.

De Jesus prevented the suspect from escaping. The commotion was witnessed by members of Task Force Habitat who were deployed along the street, which led to the arrest of the suspect and recovery of the motorcycle.

The suspect, who was turned over to the San Fernando Police, admitted to the commission of the crime.

Aside from the kitchen knife, also confiscated from the suspect was a sachet of methamphetamine hydrochloride, locally known as shabu.

Meria is now detained at the city police office while pertinent documents are being prepared for inquest proceedings.
