Housing authority sets P10-M for land development

ARAYAT — The National Housing Authority (NHA) has allocated P10 million for the victims of the 2009 landslide in Barangay San Juan Baño this town.

According to NHA Project Manager Ines Gonzales, the funds will be used for land development in the area where permanent shelters were constructed and recently awarded to beneficiaries by the Department of Social Welfare and Development (DSWD).

Gonzales said they have initially released at least P1.5 million to the local government here to jumpstart the development in the area.

“Nakikipagtulungan po tayo sa mga ahensiya ng pamahalaan para lalo pa nating mapagsilbihan ang ating mga kababayan na nangangailanan ng tulong (We are currently collaborating with government agencies to fast-track our services to the people in need),” she said.

The construction of the facilities and other amenities in the resettlement area will be implemented by this town’s Municipal Government.

“Ang munisipyo ng Arayat ay magbibigay din ng P2 milyon para sa initial development,” the NHA project manager said.

Governor Lilia Pineda told Gonzales to prioritize the installation of electric posts.

“Unahin na natin yung mga poste para yung mga pamilyang gusto ng lumipat ay mayroon na silang ilaw na gagamitin,” Pineda said.

It can be recalled that some 57 core shelters were awarded by the DSWD to landslide victims.

Maribel Malang Blanco, one of the division chiefs of the regional office of DSWD, said they are still set to construct additional 113 units to serve all other landslide victims.

Earlier, the Provincial Government led the construction of bunkhouses amounting to more than P5 million. This is intended to provide temporary shelters for the affected families.

Governor Pineda also previously asked the Provincial Board’s permission for the release of another P5 million in the form of cash-for-work to augment the personal needs of the families who worked for their own houses.

City council rejects 2 barangay ordinances

ANGELES CITY — The City Council has disapproved two ordinances — the bar girl dress code and amusement fee — which were recently passed by the council of Barangay Balibago here.

During Tuesday’s session, Councilor Willie Rivera moved for the disapproval of Balibago Barangay Ordinances Number 10 (an ordinance imposing amusement fee to recreational establishments) and 11 (an ordinance implementing a dress code to receptionists of night clubs).

According to Rivera, the two ordinances were disapproved because the initiatives are beyond the powers of the barangay council. Balibago chairman Rodelio Mamac assailed the City Council, saying it cannot disapprove a barangay ordinance.

Mamac cited Section 57 of the Local Government Code – Review of Barangay Ordinances by the City Council or Municipal Council: (a) Within ten (10) days after its enactment, the barangay council shall furnish copies of all barangay ordinances to the City Council or Municipal Council concerned for review as to whether the ordinance is consistent with law and city or municipal ordinances; (b) If the City Council or Municipal Council, as the case may be, fails to take action on barangay ordinances within thirty (30) days from receipt thereof, the same shall be deemed approved; (c) If the City Council or Municipal Council, as the case may be, finds the barangay ordinances inconsistent with law or city or municipal ordinances, the Sanggunian concerned shall, within thirty (30) days from receipt thereof, return the same with its comments and recommendations to the barangay council concerned for adjustment, amendment, or modification; in which case, the effectivity of the barangay ordinance is suspended until such time as the revision called for is effected.

Mamac defended their passage of the two ordinances saying that the barangay council already sought the opinion of the Department of the Interior and Local Government (DILG) legal department regarding their legality.

He claimed that funds derived from amusement tax will used in the construction of a fire department and scholarship program.

Mamac said Ordinance Number 11 is also important because there is really a need to implement a dress code on the bar door girls to remove the image of obscenity at the entertainment district.

The village chairman also cited Section 16 of the Local Government Code: General Welfare — Every local government unit shall exercise the powers expressly granted, those necessarily implied therefrom, as well as powers necessary, appropriate, or incidental for its efficient and effective governance, and those which are essential to the promotion of the general welfare. DSWD livelihood program benefits families

CITY OF SAN FERNANDO — Close to 2,000 families in Central Luzon benefited from the Sustainable Livelihood Program under the Self-Employment Assistance-Kaunlaran (Sea-K) program of the Department of Social Welfare and Development (DSWD).

The family-beneficiaries were provided with interest-free capital assistance worth P15,027,000 for the first semester of 2012.

Adelina S. Apostol, regional director of the DSWD Field Office III, said the amount funded the 89 SEA-K Level 1 livelihood projects of some 1,816 members worth P13,943,000 and 121 projects with capital assistance worth P1,084,000 under the family enterprise.

“The various projects undertaken by the beneficiaries were anchored on the government’s poverty alleviation initiatives,” Apostol added.

In Pampanga, the 353 beneficiaries undertook 80 projects amounting to P3,913,000. In Aurora, DSWD funded capital assistance to 19 projects amounting to P2,734,000, while 46 projects worth P2,555,000 in Bulacan.

The DSWD Field Office III records also showed that P2,155,000 was released to 30 SEA-K projects in Nueva Ecija Province; P1,510,000 to the 13 projects in Tarlac; P1,325,000 for 13 projects in Bataan; and P835,000 for the nine (9) projects in Zambales.

Evelyn Manalo, DSWD Central Luzon information officer, said the Sea-K program, which provides economic opportunities for the poor, is a capability building program that enhances the socio-economic skills of poor families through the organization of community-based associations for entrepreneurial development.

The Sea-K Level I offers capability-building activities, as well as interest-free capital assistance for micro-enterprises for the marginalized sector, Manalo said.

PamCham hosts discussion on real property rights

CITY OF SAN FERNANDO — The Pampanga Chamber of Commerce and Industry (PamCham), through its Universal Access to Competitiveness and Trade (U-ACT) Regional Trade Policy Center in North Luzon, held a focus group discussion on Real Property Rights and access to credit for small and medium enterprises (SMEs) over the weekend at Gracelane Hotel here.

The discussion is also led by the U-ACT, the think-tank of the Philippine Chamber of Commerce and Industry (PCCI) and in partnership with the Center for International Private Enterprises (CIPE).

Now on its second phase, the Property Rights Scorecard Project was initially implemented by the Institute for Solidarity in Asia (ISA) in partnership with PCCI.

It aims to strengthen property market institutions and the rights of small businesses, improve governance practices and access to credit and financing by entrepreneurs.

“Findings from the first phase of the project showed that although the legal framework for securing and protecting property rights in the Philippines is well defined, small businesses continue to experience difficulty due to bureaucratic loopholes which include among others overlapping functions of at least nineteen national and local agencies involved in property administration, lack of laws on valuation, land use and zoning and problematic implementation of existing laws such as Lina Law and Real Estate Service Act (Resa Law),” PamCham said in a statement.

Participants to the FGD are various stakeholders including representatives from the National Economic Research and Business Action Centers (NERBAC), Land Regulation Authority, Bangko Sentral ng Pilipinas, local government units of Angeles, San Fernando, and Mabalacat, Bankers Association of the City of San Fernando Pampanga, local chamber members, Real Estate Developers and Brokers.

Representatives from the Angeles University Foundation and Holy Angel University, the Small and Medium Enterprise Development Councils and other National Government Agencies like the National Economic and Development Authority, Bureau of Fisheries and Aquatic Resources, Philippine Information Agency and Department of Trade and Industry also attended the event.

Tumang backs off from vice-guv race

MEXICO, Pampanga — Mayor Teddy Tumang said recently that he is “officially backing out of the vice-gubernatorial race in 2013.”

In talks with Tumang at Northwalk 1 two days ago, and whose brother Alex, an architect gunning for the mayoralty post of this town, he told Sun.Star Pampanga “bigwigs” have discussed with him the possible scenario in 2013 for the post, where two other prominent and strong candidates would contest the position, Senator Lito Lapid’s son Maynard, as one, plus another contender from Lubao.

“We have discussed the matter and in the name of friendship and long lasting ties, I am giving way to political plans of ‘friends’ in 2013,” Tumang told Sun.Star Pampanga.

“Hindi naman ako mahirap kausap pagdating sa kapakanan ng probinsiya,” he added.

It was unclear, though, what Tumang would eye for 2013 as a trade off for the “exchange deal.” The mayor has been consistently under attack by critics like incumbent Vice-Mayor Roy Manalastas and Councilor Rex Calma for alleged anomalies. The officials are reportedly ready to challenge the Tumangs in next year’s polls.

“Bayaan muna iyun. Ang importante ngayon ay ang Pampanga. Kung kailangan nating magbigay daan, gagawin natin,” said Tumang, professing no regrets on his early intent for the post to be vacated by Vice Governor Joseller Guiao who is keen on the First District Congressional seat.

Public Works set to demolish houses along river

CITY OF SAN FERNANDO — A total of 698 shanties, houses, and other illegal structures established along the Pampanga River in towns of Macabebe and Masantol are set to be demolished by the Department of Public Works and Highways (DPWH).

This came as DPWH started the initial implementation of the Supreme Court‘s decision involving the cleanup of waterways from Pampanga Bay all the way to the mouth of Manila Bay.

The higher court ordered DPWH and other attached agencies to clean up, rehabilitate, and preserve Manila Bay in order to restore and maintain its waters for the next generation.

Demolition will also cover at least 233.571 hectares dedicated to fishing industry, a portion of the High Water Channel (HWC) located within the municipal waters in Macabebe town.

Antonio Molano Jr., DPWH regional director, said that some 40 houses and illegal structures in Macabebe town were already dismantled.

Molano explained that all connected rivers and waterways that eventually exit to Manila bay should be cleared from any obstructions.

Macabebe Mayor Annette Balgan in a previous interview, told Sun.Star Pampanga that in Barangay San Esteban alone, a place near the mouth of Manila Bay, more than 50 hectares have been occupied by illegal fishponds.

She also stated that during dry season, they cannot pass through going to the mouth of Manila Bay except during high tide.

Mayor: Development plan on track

ANGELES CITY — Mayor Edgardo Pamintuan reported on Thursday that his administration is on track in its development plans for the city stressing that some of his campaign promises to Angelenos have now been realized.

Pamintuan, during his regular breakfast meeting with media men, said that his regular barangay day have benefited a total of 57, 455 beneficiaries from their medical and dental missions from 2010 to the first half of 2012.

“We have not been off-track from our service to Angelenos. We are not distracted by the political noise as evidence by our continuous programs and events for Angelenos. On an average we attend some five major events for the city in a day,” Pamintuan said.

Pamintuan said that the Renal Care Unit (RCU) of the city was able to serve a total of 170 end stage renal disease patients (ESRD) since July 2011 to July 2012. A total of 5, 248 hemodialysis treatments were also given since the establishment of the RCU.

“Our public hospital was also able to serve about 185,072 patients and still counting,” Pamintuan said, stressing that his office, the Ospital Ning Angeles and various barangay halls have served some 44, 433 beneficiaries in free medicines.

Pamintuan was also able to institutionalize the City College of Angeles (CCA), offering market-driven courses catering to indigent student Angeleños who wish to continue their education.

The mayor said the school now offers Computer Science, Information System and Tourism courses with 376 spread into nine sections with 85 students of which are scholars.

The mayor said t they will also be launching the health program here by the end of the month that will cater to other indigent patients from different parts of the city.

Mayor: I will face the challenge of 2013

ANGELES CITY — Mayor Edgardo Pamintuan said over the weekend that he will face the challenge of 2013 even as he and his camp hope for “changes” in the next year’s polls.

One of the changes the mayor was referring to was the declaration of incumbent first district Representative Carmelo Lazatin to gun for the mayoralty of this city instead of seeking re-election for the congressional seat.

“He is a worthy opponent. He may not be so young anymore but he has so many achievements and is very sharp. He is unpredictable. He remains a mystery but he is an institution that I may have to contend to, if tides, as we hope, will not change come 2013,” said Pamintuan during his regular Kapihan with media.

His camp’s hopes are bounded on his “being a sucker for friends” where he remains loyal and supportive even if he is “badly hurt or wounded,” he said.

“We all know that in politics, there are no friends. That’s my dilemma because I am a sucker for friends. Whether you hurt me or insult me, I will remain as your loyal friend. The situation in Angeles City is like having a car na pangit noong dumating pero pinagawa mo, inayos ang gulong at salamin at ng okay na, gusto iba ang magmaneho. But then, I always see the innate goodness of a person and not the negative. I treat my friends as friends no matter what. For now, all I want to do is to serve my people and not be distracted by all of these political noises,” the mayor said.

Asked if he would support any congressional aspirant in the likes of Vice Governor Joseller Guiao in 2013, Pamintuan categorically said, “Considering the situation, if it will not change, I will not be supporting anyone, even the vice governor. I respect him but at this point, I will not be supportive of him. And you can quote me on that.”

The same sentiments were echoed by Lazatin’s senior political adviser Irish Calaguas, who told Sun.Star Pampanga that the lawmaker was not endorsing any congressional candidate.

“Congressman Lazatin is not endorsing any congressional candidate in the first district. He would only accord all-out support to Pamintuan if he runs for Congress. The congressman is not backing out of the mayoralty race in Angeles City. It has been cast.”

On party affiliations, Calaguas said that Lazatin was open to options and possibilities.

“He is district chairman of Lakas Party right now but he is open for options like aligning with the Liberal Party, PDP-Laban or others. Nothing is sure yet at this time,” said Calaguas.

Over at the Guiao camp, sources said they would not want to meddle with the Lazatin-Pamintuan affair, emphasizing it is still early to speculate. (Jovi T. De Leon)

CITY OF SAN FERNANDO — Pampanga Chamber of Commerce and Industry Inc. (PamCham) vice chairman Rene Romero described over the weekend the performance of the local economy during the first semester or past six months of 2012 as still “sluggish.”

At the onset of the year, Romero opined that the local economy would be “shaky” but not “really worrying,” because of external effects of other world economies like that of the US, China and what he branded as the Asean tigers.

“I am not an expert, honestly, on the local economy. Our projections in the business sector are primarily based on local observations, figures and data that are coming to us in the real sense. Based on these, we could actually make preparations in the coming months, especially with the onset of lean months in July,” he told Sun.Star Pampanga.

“As an example, we made observations in malls recently and we noticed that people just moved around. What were conspicuously missing were filled shopping bags in the hands of customers. Even if there were, they evidently were necessities. It’s an indication that people don’t have that much-needed purchasing power in their hands after the first six months of the year,” Romero said.

His observations were corroborated by marketing managers of two malls in the city, who said traffic count was way down versus last year even with promotions and special sales and discounts occasionally.

“We are still reeling from the effects of slowdowns in the economic activities of the US, Europe and China which ‘overheated’ recently, so to speak, including tiger economies of Asia like Singapore that are similarly affected by global downtrends. Our local exports like furniture, toys, and house wares are down based on records. Much more, locally, we are not yet feeling the positive effects of the National Government’s stimulus packages. Some of us at PamCham maybe rebounding now, but generally, our local economy remains sluggish at this point,” the businessman narrated.

‘October fever’

Hopes for some boost, Romero said, are nearing come October this year, when elections in 2013 get to a grind.

“Election money will certainly perk up the local economy, palliative as it maybe. Our past experience shows that when candidates start gearing up for elections, like starting October this year, money will flow and pump up the circulation starting from the bottom. When this election money cascades to the labor sector, a sudden energy of purchasing power goes into the hands of the consumer. The big thing is, it is pre-Christmas season by that time and the manufacturing and production industries–from T-shirts to food–will double inventory, translating to solutions that will ripple to all sectors including health, agriculture and finance,” he added.

“What is good about the ‘October Fever’ and election syndrome is that it will sustain the local economy to as long as June next year,” he shared.

“We in the business sector have always crossed our fingers for better things to come for the sake of our employees and the labor industry in general. Sluggish as the local economy maybe now, we are doing everything we can to perk up the local economy and cushion effects it may have on our workers. Hope is always there and we would certainly overcome these challenges,” he said. (Jovi T. Ana Chua, RWM sales manager, said that under the “Special Bus Program,” Kapampangan can now travel conveniently by boarding Resort World Manila-bound buses in the pick-up points located at the McDonalds branch in Barangy Dau in Mabalacat town and McDonalds branch in O.G. Road in this city every 8 a.m.

Passengers from Pampanga who wish to avail themselves of the ride going to RWM may get a round-trip ticket for only P550 for those boarding in Dau and P500 for those from the City of San Fernando.

Special trips and schedules for group or corporate arrangements are also entertained upon request.

CITY OF SAN FERNANDO –- The Provincial Environment and Natural Resources Office (Penro) lauded the Iglesia Ni Cristo (INC) leadership in the Ecclesiastical District of Pampanga for conducting a tree planting activity over the weekend.

Leovino Ignacio, chief of Penro Pampanga, said that more than 3,000 banaba seedlings were planted by the INC brethrens spearheaded by its District Supervising Minister Manuel Soriano.

“Nagpapasalamat po tayo sa mga kapatid nating Iglesia Ni Cristo dahil sa kanilang malasakit sa ating kalikasan. Consistent po sila sa mga ganitong tree planting activity na sinimulan pa nila noong nakaraang taon,” Ignacio said.

The tree planting activity was held along the three-kilometer stretch of Mega Dike starting from Barangay Manibaug Porac town.

The Penro chief also said that they are looking forward for the continuous commitment of the Iglesia Ni Cristo in its environmental protection advocacy.

“Malaking tulong ito sa ating probinsiya dahil makikita naman ang pagkakaisa ng mga kapatid nating Iglesia. Kapag sila ang kumilos sama-sama,” Ignacio added.

The activity was participated by the INC Christian Family Organizations like Buklod (for married members), Kadiwa (single members aging 18 and above) and Binhi (members who are under 18 years old and below).

Aside from these groups, the Society of Communicators’ and Networkers (Scan) from the ten clusters in the province of Pampanga also joined the said activity.

Scan is an amateur radio group that aims to provide alternative source of information through two radios handled by its members nationwide, particularly in Pampanga. (Herbert P. Mapiles)
