Congress urged to confer highest award to Dolphy

MANILA (Updated 11:30 a.m.) — A lawmaker urged on Monday the House of Representatives to posthumously confer the Congressional Medal of Distinction to the late King of Comedy,
Bagong Henerasyon party-list Representative Bernadette Herrera-Dy said Rodolfo Vera “Dolphy” Quizon Sr. deserves the same award earlier bestowed to Filipino boxing icon and Sarangani Representative Manny Pacquiao.
The Congressional Medal of Distinction is the highest award the House of Representatives can confer an individual.
Herrera-Dy said the Congressional Medal of Distinction should be conferred to the late actor “for his outstanding achievements as a stage, television and movie actor over a span of six decades earning for himself the title ‘Comedy King of Philippine show business.’”
“Mang Dolphy may not have reached international fame like our very own Congressman Pacquiao, but he left an indelible mark in the hearts of Filipinos whom he gifted with joy and laughter in the face of economic and political adversities in the past several decades,” she said.
Herrera-Dy said that during his lifetime, Dolphy was able to prove to the country that he deserved many of the highest distinctions both government and the private sector could give, including the National Artist award.
She recalled that in 2010, President Benigno Aquino III conferred on Dolphy the Grand Collar of the Order the Golden Heart, the highest honor that the President could give a private individual.
The neophyte lawmaker added that the massive outpouring of love and sympathy for the passing of Dolphy, as shown by the thousands who visited the wake, already signifies his greatness as an actor and as a Filipino.
Dolphy was laid to rest Sunday afternoon at the Heritage Park in Taguig City.
Facing at least 200 people at Dolphy’s final resting place, the Comedy King’s partner for 23 years Zsa Zsa Padilla thanked all the family’s close friends and relatives who came to the burial.
“Mahal na mahal ka ng sambayanan, Dolphy. Maraming salamat sa lahat ng katatawanan na ibinigay mo sa lahat ng Pilipino (The nation loves you. Thank you for the laughter),” she said on Sunday.
“I love you, lovey ko. Until we meet again,” she added.
Dolphy will celebrate his 84th birthday this July 25, exactly 15 days after his passing.

Also, the Cebu archbishop said he is hoping that the Sona will not promote further political division but rather unity. “When we solicit for the cooperation of many, who have the competence, and when we encourage people to collaborate and work together, then we can really provide solution to most, if not all of our problems,” said Palma. In order to help the government, the prelate said Aquino can be assured the members of the CBCP will pray for guidance on July 23, the day the President will deliver his third Sona. “We pray for our leader to be inspired by the Holy Spirit to really think and plan for the good of our country,” said Palma. Militant group Karapatan, meanwhile, scored the lack of improvement of human rights situation in the country two years after the unpopular Arroyo administration ended. Cristina Palabay, Karapatan spokesperson, said they have documented 95 victims of extrajudicial killings from July 2010 to June 30, 2012. Among the 95 victims, 43 were rights workers in various organizations and institutions. Karapatan data also showed farmers, indigenous peoples and environmental activists being killed. “The communities opposing anti-people projects are victimized through threats, harassment, torture, and repression by the AFP (Armed Forces of the Philippines) and paramilitary groups. Senior US Pacific Command official pays Aquino a visit

MANILA — Visiting United States Pacific Command commander Admiral Samuel Locklear arrived in Malacañang on Monday for a scheduled courtesy call before President Benigno Aquino III.
Presidential Communications and Strategic Planning Secretary Ramon Carandang, who was present during the courtesy call, said Locklear’s visit aimed to reaffirm long standing partnership between the United States and the Philippines.
He said Locklear reiterated the US government’s support for the Philippine efforts to build a minimum credible defense posture.
“The minimum credible defense posture is something that we wanted to do since we came in office. Before we had issues with China, the President has always said that we need to develop a minimum defense credible posture. I think that has been consistent whether or not we have had issues with China that was indeed has been recognized from day one of the administration,” Carandang said.
He said there was no specific discussion on the West Philippines Sea issue and was only touched in “broad strokes.”
Presidential spokesperson Edwin Lacierda, meanwhile, said there will be an “in-depth” discussion between Locklear and Foreign Affairs Secretary Albert del Rosario regarding the territorial dispute at a meeting Monday afternoon.
Other officials present in the meeting were US ambassador to Philippines Harry Thomas, del Rosario and Executive Secretary Paquito Ochoa.
Locklear arrived in Manila for a three-day visit from July 15 to 17.
He visited Manila amid worsening tensions in the West Philippine Sea (South China Sea) after Southeast Asian diplomats failed to reach a common ground on how to deal territorial dispute involving China.
The Philippines is also in the middle of investigation into the Chinese frigate that ran aground at Hasa-hasa shoal off Palawan.
Locklear is paying his first visit in Manila since taking command at US Pacific Command in March.
In his interview before going to Manila, he said he is looking forward to building on the historic US-Philippine bilateral defense relationship that marked its 60th anniversary last year.
He reiterated the US stand not to take sides in territorial disputes and encourages peaceful resolution through international legal processes.
