Cops seize P1-M shabu, nab ‘courier’

APALIT – Joint elements of the Philippine National Police, Philippine Drug Enforcement Agency (PDEA) and Bureau of Customs (BOC) arrested on Tuesday a 52-year-old man in Barangay San Vicente here who had some P1 million worth of shabu in his possession.
In his report to Senior Superintendent Edgar Tinio, Pampanga Police provincial director, Superintendent Homer Penecilla, Apalit police chief, identified the suspect as Rolando Bonifacio Sunga, a resident of Barangay Sta. Lucia, Masantol town.

Penecilla said prior to the arrest of Sunga, the BOC intercepted a shipment from San Francisco, USA consigned to the suspect with address at 893 Famtanga, San Vicente, Apalit, Pampanga.
He said the “package” arrived at the U-Freight/Cargohaus at the Ninoy Aquino International Airport on July 9 (2012) and was declared as wedding accessories.
However during the regular examination conducted by Custom examiners, the “package” allegedly turned out to be methamphetamine hydrochloride or “shabu”.
Customs director General George Alino (Retired) instructed agent Sherwin Andrada to conduct a controlled delivery of the parcel with the assistance of PDEA agents and Apalit Police to the said address of the suspect.
Penecilla said Sunga was arrested when he was about to retrieve the “package”. The officers took the suspect to the Apalit police station for investigation and filing of charges.
The arrest was witnessed by barangay officials, media and representative of the Pampanga Provincial Prosecutor’s Office.
Police said the suspected shabu was taken to the PDEA laboratory for examination while appropriate charges were filed against Sunga for violation of the Tariff and Customs Code and Dangerous Drugs Act.
Meanwhile, Mayor Oscar Tetangco Jr. commended Penecilla and other law enforcers for the arrest of the suspect, saying the local government unit here has always been in the forefront in the fight against illegal drugs.
“Basta dito sa Apalit, ayaw namin sa mga adik. Sa umpisa pa lang ng aking term bilang Mayor ay inatasan na natin ang kapulisan at mga barangay tanods natin na labanan ang droga, kaya naman marami na tayong nahuli,pinakulong at pina rehabilitate dahil sa ng ilegal drugs na yan,” Tetangco said.

Tetangco added that all the 12 barangays in this first-class municipality have been considered “drug-free”, adding that the LGU will exercise all legal means to assure Apaliteños that drug pushers and users have no place in this town. (Chris Navarro)

Foreign Affairs official explains lack of Asean agreement

MANILA – The Department of Foreign Affairs (DFA) defended itself from accusations attributing to the Philippines the failure of the Association of Southeast Asian Nations (Asean) to issue a joint communiqué at the 45th Asean Foreign Ministers’ meeting in Cambodia.
In an article posted on www.gov.ph, DFA Undersecretary Erlinda Basilio said the non-issuance of the customary joint communiqué generated considerable reactions and commentaries because it was unprecedented in the association’s 45 years of existence.

She said many of those reactions and commentaries were based on erroneous information, and she wished to lay down the facts.
“I feel it is my duty to present to all Filipinos the efforts made by the Philippine delegation to seek the unified support of Asean to the West Philippine Sea issue, which affects not only its member countries but the region as a whole…” Basilio said.
She hopes to present the real picture during the Ministerial Meeting from the point of view of a Filipino, and in the process, correct the grave misimpressions generated by some who were not present during those meetings.
Basilio was present during the discussions in the different sessions of the Asean caucus.
Chinese spokesperson Hong Lei earlier said the Asean meeting led by Phnom Penh (Chair) yielded positive results despite its failure to produce a joint communiqué, and demonstrated the common aspiration for the countries in this region to boost regional cooperation and achieve common development.
“China will maintain its support for the building of the Asean community, and comprehensively push forward the pragmatic cooperation in all areas for mutual benefit and win-win outcome,” Hong added.
But in Basilio’s article, she enumerated 10 “fictions” generated during the regional meeting, and detailed the facts behind it.
“Fiction: There was no joint communiqué because Asean failed to agree on the Code of Conduct on the South China Sea, and that never before has the regional association been as strained as it is today — and much of the blame might be put on the Philippine side.”
“Fact: Asean had already agreed on the key elements of the proposed Code of Conduct on the South China Sea for discussion with China. The Philippines was successful in having its suggested main elements included to give the Code the substance it requires. The strain being felt by Asean is not attributable to the Philippines but it was reportedly due to the failure of the Chair to gain a consensus. Within the Asean framework, the Philippines needed to be resolute in giving primacy to national interest,” Basilio said.
Foreign Affairs Secretary Albert Del Rosario was also accused of denouncing China’s “duplicity” and “intimidation” in the West Philippine Sea, thereby souring the mood at the meeting designed to soothe tensions.
Basilio said the “souring of the mood” was attributed by everyone who was there to the failure of Asean to issue a joint communiqué, resulting from the Chair’s (Cambodia) firm position not to reflect the recent developments in the West Philippine Sea, despite the view of the majority of the member-states that these developments impinge on the overall security of the region.
On the reference to “duplicity and intimidation,” she said the Philippines forged an agreement with a neighboring country for the simultaneous pull-out of all vessels inside the shoal, which it undertook in good faith.
However, that country that agreed to remove its barrier at the entrance of the shoal, to this day, “has not fulfilled its obligations under the agreement and has maintained its ships inside and outside the shoal, as well as its barrier, in its aim to establish effective control and jurisdiction in the shoal and surrounding waters.”
While Basilio did not name which country she was referring to, it is believed to be China, with which the Philippines had a maritime standoff over the disputed Scarborough shoal.
Contrary to allegations that Phnom Penh’s strong position against the Philippine position in the Asean is quietly shared by four other member-states – Thailand, Malaysia, Singapore and Brunei, Basilio said the country’s position was strongly supported by many countries, including Singapore, Indonesia, Malaysia, Thailand and Vietnam, and even the Asean secretary-general expressed support.
She said that Singapore, in its Foreign Ministry website, even claimed that it was a blow to Asean’s credibility that “it was unable to deal with something that is happening in our neighborhood and not say something about it.”
When the ministerial meeting failed to issue a communiqué, the Philippine side allegedly accused Cambodia of doing Beijing’s bidding.
But Basilio denied making accusations to Cambodia. “We did not accuse Cambodia of doing Beijing’s bidding, choosing to remain silent; other quarters preferred not to be silent,” she said.
On the alleged walk-out of Del Rosario in one of the meetings, Basilio clarified that the DFA Secretary stayed to finish the meeting and was steadfast in promoting and defending the Philippine national interest, even when his microphone went silent when he first began to speak on the Scarborough Shoal issue.
The standoff between China and the Philippines at the Scarborough Shoal began when the Philippines accused Chinese fishermen of poaching in its exclusive economic zone, including the shoal. Both sides sent government ships to the area.

Con-con urged in amending Charter

MANILA (Updated 12:25 p.m.) — An election lawyer said Tuesday that modifying the 1987 Constitution will happen if done through a constitutional convention (con-con) that will be composed of qualified individuals and representatives of political parties.
Romulo Macalintal, whose client includes Charter change (Cha-cha) supporter ex-President Gloria Macapagal-Arroyo, said doing it through a con-con will break the impasse of conflicting views on how to vote on any proposal under a constituent assembly.
The Constitution is silent on its provision under Section 1(1), Article XVII that “any amendment to or revision of the Constitution may be proposed by Congress, upon a vote of three-fourths of its members.” Congress refers to both the House of Representatives and the Senate.
Macalintal pushes for con-con as a way to amend the Charter.
Discussions on Charter change were revived following statements made by both Senate President Juan Ponce-Enrile and House Speaker Feliciano Belmonte on the issue.
Enrile and Belmonte reportedly prefer to have a constituent assembly in pushing for reforms such as total foreign ownership of land and bigger military allocation in the Charter.
Past debates on holding a bicameral constituent assembly, however, showed the congressmen wanted the vote to be done jointly with the senators, whose numbers pale in comparison.
There are over 280 congressmen as opposed to 23 senators. With this, the Senate earlier said that voting shall be “separately,” meaning each house should get the three-fourth of their respective members to validate an amendment of the Constitution.
Macalintal said the delegates should be appointed by the President and not elected. The law creating it may also give political parties the privilege to nominate their delegates on the basis of proportional representation from the parties accredited with the Commission on Elections (Comelec).
In 1986, former President Corazon Aquino handpicked the individuals who drafted the present Constitution. This resulted in savings for the government as Macalintal said electing delegates will also be “too divisive” for the country.
The administration has been cool about Charter change but in the event the government would really push for this, it is best to do so while President Benigno Aquino III is in power because he is not interested to extend his term, Senator Edgardo Angara said.
He said the country can be assured that President Aquino has no interest in staying in power for more than one term, which ends in 2016.
While some legislators are pushing for Cha-cha to amend the economic provisions of the Constitution, Angara, a former Senate president, urged Congress to consider changing the political structure.
“We have to empower the local government. We have to decentralize and transfer more control from the center, from Malacañang and Manila to the provinces. Our country will definitely grow,” he said.
Angara further encouraged political parties to take a stand on Cha-cha in time for the midterm elections next year.

Ex-Pagcor officials face plunder, graft raps

MANILA (Updated 1:30 p.m.) — The Philippine Amusement and Gaming Corporation (Pagcor) filed Tuesday plunder and graft charges against its former chairman Efraim Genuino and three others in relation to the excessively priced coffee products that were sold in at least five Casino Filipino branches.
Named respondents in the case filed before the Office of the Ombudsman are former Pagcor officials Rafael Francisco (president), Rene Figueroa (senior vice president and senior managing head of Research Development Department), and Promolabels owner Carlota Cristi Manalo-Tan.
A report on government website www.gov.ph said the 25-page complaint was initiated by the current Pagcor Board. The agency’s Board authorized incumbent Directors Jose Tanjuatco and Enriquito Nuguid to sign and file the complaint.
According to the complaint, from 2001 to 2010, Genuino, Francisco and Figueroa, in their capacities as officials and/or employees of Pagcor, directed Casino Filipino branches “to enter into concession agreements with Promolabels with a view towards enriching themselves and coffee concessionaire Manalo-Tan through the sale and purchase of overpriced Figaro coffee products, to the damage and prejudice of the Filipino people.”
Documents obtained by the present Pagcor management revealed that the previous Board headed by Genuino approved a resolution on May 16, 2001, granting the proposal of Figaro Coffee Company to set up coffee kiosks in its Casino Filipino branches wherein the prices of beverages “will be similar to the prices in the malls.”
Pursuant to the said resolution, the previous Pagcor Board gave Figaro franchisee Promolabels concession agreements in seven Casino Filipino branches.
Manalo-Tan signed the agreements on behalf of Promolabels, while Genuino and Francisco signed/co-signed most of these contracts on behalf of the casino branches.
Manalo-Tan is the wife of Johnny Tan, a known ally of Genuino. Johnny Tan was in fact the second nominee of the Bida party-list, a political group identified with Genuino, during the 2010 national elections.
All seven contracts, which gave Promolabels a virtual monopoly as coffee supplier in Pagcor’s casinos, were awarded to Manalo-Tan without public bidding, which is prescribed by law.
Promolabels was initially given three- to five-year contracts that were renewed and/or extended following the expiration of their original terms, likewise without the benefit of public bidding, the complaint said.
In the original contracts with Pagcor, it was stated that Promolabels was a duly registered corporation. However, Pagcor found out upon verification that it was not registered with the Securities and Exchange Commission.
The current Pagcor management called for an exhaustive audit following the discovery of the billion-peso coffee expenses incurred by the previous administration, the bulk of which went to Manalo-Tan’s Promolabels.
Pagcor’s audit team discovered that from 2005 to 2008 alone, five Casino Filipino branches paid at least P258 million to Promolabels for coffee products.
The prices charged by Promolabels for its Figaro coffee products were much higher than the prices at which the exact same products were sold by Figaro coffee shops operating outside the Casino Filipino branches during this four-year period.
This contradicted the original resolution issued by the Genuino-led Pagcor Board on May 16, 2001, that the selling price of Figaro coffee beverages will be similar to the prices of these products inside the malls.
“For the years 2005 to 2008 alone, Pagcor could have saved at least P78 million if only the prices of Promolabels’ Figaro coffee products were the same as those of other Figaro franchisees,” the state-owned gaming firm cited in its complaint.
The Pagcor complaint also cited that Genuino, Francisco and Figueroa were “repeatedly informed of the losses being suffered or incurred by the Casino Filipino branches as a result of their transactions with Promolabels, and they refused or otherwise failed to act to stem or prevent further losses.”
Several Audit Observation Memoranda (AOM) prepared by COA Auditors assigned to the Casino Filipino branches and/or the Pagcor Head Office revealed that sometime in 2006, the Auditors already raised several concerns regarding the validity and implementation of the concession agreements with Promolabels. They stated that Pagcor should have conducted a public or competitive bidding as required by government procurement laws prior to awarding of the said agreements to Promolabels.
The AOMs also noted the material disparities between the prices of Promolabels’ Figaro coffee products and those of other Figaro franchisees operating outside, the casinos that went as high as 74 percent. The AOMs stated that Pagcor could have saved considerable amounts of money if only Promolabels sold the products at the same prevailing prices of Figaro franchisees outside Casino Filipino at that time.
Pagcor also stated in its complaint that despite knowing the audit observations, “the respondents refused or failed to demand price reductions from Promolabels, and even went out of their way to give several justifications for Promolabels’ higher prices.”
Moreover, the justifications were prepared in a matter of days from the respondents’ receipt of the AOMs “which leads to a conclusion that the respondents did not even bother to conduct a full and exhaustive review of Promolabels’ justifications for its excessively priced coffee products.”
What made matters worse was when respondent Figueroa still allowed Promolabels to increase further the prices of its coffee products a year after despite COA’s issuance of the AOMs, the complaint said.
“The respondents’ acts of procuring coffee from, and “leasing” spaces to Promolabels without observing government procurement laws and their refusal to demand price reductions from Promolabels despite notices of irregularities affecting the concession agreement and the losses being suffered by the Casino Filipino branches under these contracts caused undue injury to the government and gave Manalo-Tan unwarranted benefits, advantages and preferences,” the Pagcor complaint pointed out.
In filing the complaint, the current Pagcor management had to work back on all the documents pertaining to Promolabels transactions. The agency’s Auditors had to validate and verify every invoice and receipt of Promolabels, particularly for the period covering 2005 to 2008.
The billion-peso coffee issue was first exposed by President Benigno Aquino III during his first State Nation Address last July 2011.

Ex-Pagcor officials face plunder, graft raps

MANILA (Updated 1:30 p.m.) — The Philippine Amusement and Gaming Corporation (Pagcor) filed Tuesday plunder and graft charges against its former chairman Efraim Genuino and three others in relation to the excessively priced coffee products that were sold in at least five Casino Filipino branches.
Named respondents in the case filed before the Office of the Ombudsman are former Pagcor officials Rafael Francisco (president), Rene Figueroa (senior vice president and senior managing head of Research Development Department), and Promolabels owner Carlota Cristi Manalo-Tan.
A report on government website www.gov.ph said the 25-page complaint was initiated by the current Pagcor Board. The agency’s Board authorized incumbent Directors Jose Tanjuatco and Enriquito Nuguid to sign and file the complaint.
According to the complaint, from 2001 to 2010, Genuino, Francisco and Figueroa, in their capacities as officials and/or employees of Pagcor, directed Casino Filipino branches “to enter into concession agreements with Promolabels with a view towards enriching themselves and coffee concessionaire Manalo-Tan through the sale and purchase of overpriced Figaro coffee products, to the damage and prejudice of the Filipino people.”
Documents obtained by the present Pagcor management revealed that the previous Board headed by Genuino approved a resolution on May 16, 2001, granting the proposal of Figaro Coffee Company to set up coffee kiosks in its Casino Filipino branches wherein the prices of beverages “will be similar to the prices in the malls.”
Pursuant to the said resolution, the previous Pagcor Board gave Figaro franchisee Promolabels concession agreements in seven Casino Filipino branches.
Manalo-Tan signed the agreements on behalf of Promolabels, while Genuino and Francisco signed/co-signed most of these contracts on behalf of the casino branches.
Manalo-Tan is the wife of Johnny Tan, a known ally of Genuino. Johnny Tan was in fact the second nominee of the Bida party-list, a political group identified with Genuino, during the 2010 national elections.
All seven contracts, which gave Promolabels a virtual monopoly as coffee supplier in Pagcor’s casinos, were awarded to Manalo-Tan without public bidding, which is prescribed by law.
Promolabels was initially given three- to five-year contracts that were renewed and/or extended following the expiration of their original terms, likewise without the benefit of public bidding, the complaint said.
In the original contracts with Pagcor, it was stated that Promolabels was a duly registered corporation. However, Pagcor found out upon verification that it was not registered with the Securities and Exchange Commission.
The current Pagcor management called for an exhaustive audit following the discovery of the billion-peso coffee expenses incurred by the previous administration, the bulk of which went to Manalo-Tan’s Promolabels.
Pagcor’s audit team discovered that from 2005 to 2008 alone, five Casino Filipino branches paid at least P258 million to Promolabels for coffee products.
The prices charged by Promolabels for its Figaro coffee products were much higher than the prices at which the exact same products were sold by Figaro coffee shops operating outside the Casino Filipino branches during this four-year period.
This contradicted the original resolution issued by the Genuino-led Pagcor Board on May 16, 2001, that the selling price of Figaro coffee beverages will be similar to the prices of these products inside the malls.
“For the years 2005 to 2008 alone, Pagcor could have saved at least P78 million if only the prices of Promolabels’ Figaro coffee products were the same as those of other Figaro franchisees,” the state-owned gaming firm cited in its complaint.
The Pagcor complaint also cited that Genuino, Francisco and Figueroa were “repeatedly informed of the losses being suffered or incurred by the Casino Filipino branches as a result of their transactions with Promolabels, and they refused or otherwise failed to act to stem or prevent further losses.”
Several Audit Observation Memoranda (AOM) prepared by COA Auditors assigned to the Casino Filipino branches and/or the Pagcor Head Office revealed that sometime in 2006, the Auditors already raised several concerns regarding the validity and implementation of the concession agreements with Promolabels. They stated that Pagcor should have conducted a public or competitive bidding as required by government procurement laws prior to awarding of the said agreements to Promolabels.
The AOMs also noted the material disparities between the prices of Promolabels’ Figaro coffee products and those of other Figaro franchisees operating outside, the casinos that went as high as 74 percent. The AOMs stated that Pagcor could have saved considerable amounts of money if only Promolabels sold the products at the same prevailing prices of Figaro franchisees outside Casino Filipino at that time.
Pagcor also stated in its complaint that despite knowing the audit observations, “the respondents refused or failed to demand price reductions from Promolabels, and even went out of their way to give several justifications for Promolabels’ higher prices.”
Moreover, the justifications were prepared in a matter of days from the respondents’ receipt of the AOMs “which leads to a conclusion that the respondents did not even bother to conduct a full and exhaustive review of Promolabels’ justifications for its excessively priced coffee products.”
What made matters worse was when respondent Figueroa still allowed Promolabels to increase further the prices of its coffee products a year after despite COA’s issuance of the AOMs, the complaint said.
“The respondents’ acts of procuring coffee from, and “leasing” spaces to Promolabels without observing government procurement laws and their refusal to demand price reductions from Promolabels despite notices of irregularities affecting the concession agreement and the losses being suffered by the Casino Filipino branches under these contracts caused undue injury to the government and gave Manalo-Tan unwarranted benefits, advantages and preferences,” the Pagcor complaint pointed out.
In filing the complaint, the current Pagcor management had to work back on all the documents pertaining to Promolabels transactions. The agency’s Auditors had to validate and verify every invoice and receipt of Promolabels, particularly for the period covering 2005 to 2008.
The billion-peso coffee issue was first exposed by President Benigno Aquino III during his first State Nation Address last July 2011.

LPA’s dissipates but rains still expected in Mindanao

MANILA — A shallow low pressure area (SLPA) spotted in Palawan has dissipated but rains over parts of Mindanao are still expected due to intertropical convergence zone (ITCZ), the weather bureau said on Monday.
Weather forecaster Aldczar Aurelio said the ITCZ can bring scattered rainshowers and thunderstorms over Mindanao and Eastern Visayas.
The ITCZ is the result of the converging of trade winds from the northern and southern hemispheres. It brings widespread cloudiness, thunderstorms, precipitation and moderate to strong surface winds and where low pressure areas are formed.
Aurelio said the SLPA spotted in Puerto Princesa on Sunday afternoon has dissipated in the evening.
Temperature in Metro Manila may range from 24 to 32 degrees Celsius. The Metro will also experience scattered rainshowers in the afternoon or evening.
Aurelio said a tropical depression near the Philippine Area of Responsibility (PAR) was monitored and is expected to enter within 24 hours.
“As of now may namonitor tayo na bagyo nasa northern part malapit sa PAR pero kung papasok ito, dadaplisan lang niya ‘yung bansa para lang si’ ‘Carina’ at tutungo itong papunta Japan (As of now, we monitor a tropical depression in northern part near the PAR and will just passed over just like Tropical Storm Carina, it will just skim the country and will be headed to Japan),” Aurelio said.
He said that once the tropical depression enters the Philippine territory, it will be named “Enteng” and will be the fifth weather disturbance to enter the PAR this year.
In its advisory, the Philippine Atmospheric, Geophysical and Astronomical Services Administration said Eastern Visayas and Mindanao will experience mostly cloudy skies with scattered rainshowers and thunderstorms.
The rest of the country will be partly cloudy to cloudy with isolated rainshowers or thunderstorms.
Light southwesterly to variable winds will prevail over Mindanao and its coastal waters will be slight except during thunderstorms.
Elsewhere, winds will be light to moderate coming from the Southwest with slight to moderate seas.

LPA dissipates but rains still expected in Mindanao

MANILA — A shallow low pressure area (SLPA) spotted in Palawan has dissipated but rains over parts of Mindanao are still expected due to intertropical convergence zone (ITCZ), the weather bureau said on Monday.
Weather forecaster Aldczar Aurelio said the ITCZ can bring scattered rainshowers and thunderstorms over Mindanao and Eastern Visayas.
The ITCZ is the result of the converging of trade winds from the northern and southern hemispheres. It brings widespread cloudiness, thunderstorms, precipitation and moderate to strong surface winds and where low pressure areas are formed.
Aurelio said the SLPA spotted in Puerto Princesa on Sunday afternoon has dissipated in the evening.
Temperature in Metro Manila may range from 24 to 32 degrees Celsius. The Metro will also experience scattered rainshowers in the afternoon or evening.
Aurelio said a tropical depression near the Philippine Area of Responsibility (PAR) was monitored and is expected to enter within 24 hours.
“As of now may namonitor tayo na bagyo nasa northern part malapit sa PAR pero kung papasok ito, dadaplisan lang niya ‘yung bansa para lang si’ ‘Carina’ at tutungo itong papunta Japan (As of now, we monitor a tropical depression in northern part near the PAR and will just passed over just like Tropical Storm Carina, it will just skim the country and will be headed to Japan),” Aurelio said.
He said that once the tropical depression enters the Philippine territory, it will be named “Enteng” and will be the fifth weather disturbance to enter the PAR this year.
In its advisory, the Philippine Atmospheric, Geophysical and Astronomical Services Administration said Eastern Visayas and Mindanao will experience mostly cloudy skies with scattered rainshowers and thunderstorms.
The rest of the country will be partly cloudy to cloudy with isolated rainshowers or thunderstorms.
Light southwesterly to variable winds will prevail over Mindanao and its coastal waters will be slight except during thunderstorms.
Elsewhere, winds will be light to moderate coming from the Southwest with slight to moderate seas.

Congress urged to confer highest award to Dolphy

MANILA (Updated 11:30 a.m.) — A lawmaker urged on Monday the House of Representatives to posthumously confer the Congressional Medal of Distinction to the late King of Comedy,
Bagong Henerasyon party-list Representative Bernadette Herrera-Dy said Rodolfo Vera “Dolphy” Quizon Sr. deserves the same award earlier bestowed to Filipino boxing icon and Sarangani Representative Manny Pacquiao.
The Congressional Medal of Distinction is the highest award the House of Representatives can confer an individual.
Herrera-Dy said the Congressional Medal of Distinction should be conferred to the late actor “for his outstanding achievements as a stage, television and movie actor over a span of six decades earning for himself the title ‘Comedy King of Philippine show business.’”
“Mang Dolphy may not have reached international fame like our very own Congressman Pacquiao, but he left an indelible mark in the hearts of Filipinos whom he gifted with joy and laughter in the face of economic and political adversities in the past several decades,” she said.
Herrera-Dy said that during his lifetime, Dolphy was able to prove to the country that he deserved many of the highest distinctions both government and the private sector could give, including the National Artist award.
She recalled that in 2010, President Benigno Aquino III conferred on Dolphy the Grand Collar of the Order the Golden Heart, the highest honor that the President could give a private individual.
The neophyte lawmaker added that the massive outpouring of love and sympathy for the passing of Dolphy, as shown by the thousands who visited the wake, already signifies his greatness as an actor and as a Filipino.
Dolphy was laid to rest Sunday afternoon at the Heritage Park in Taguig City.
Facing at least 200 people at Dolphy’s final resting place, the Comedy King’s partner for 23 years Zsa Zsa Padilla thanked all the family’s close friends and relatives who came to the burial.
“Mahal na mahal ka ng sambayanan, Dolphy. Maraming salamat sa lahat ng katatawanan na ibinigay mo sa lahat ng Pilipino (The nation loves you. Thank you for the laughter),” she said on Sunday.
“I love you, lovey ko. Until we meet again,” she added.
Dolphy will celebrate his 84th birthday this July 25, exactly 15 days after his passing.
