THE Supreme Court (SC) dismissed Tuesday for being moot the administrative complaint against ousted Chief Justice Renato Corona over charges of accepting bribe from a gaming corporation in a form of airline tickets to Las Vegas in May 2009.
In a three-page per curiam resolution, the Court en banc found no merit in the complaint filed by lawyer Fernando Campos, chairman of the Inter-Petal Recreational Corp. who filed the complaint against Corona during his incumbency as Chief Justice.
Campos’s company, whose clientele includes cockfighting aficionados abroad, is engaged in online gaming.
One of the allegations in the impeachment complaint against Corona was his unfavorable decision on the petition filed by Inter-Petal, though this was later on dropped by House prosecutors as they concentrated on just three articles of impeachment, among them, the justice’s failure to declare his peso and dollar deposits in his statement of assets, liabilities and net worth (SALN), for which he was convicted and removed from office.
“Considering the judgment dated May 29, 2012 of the Senate sitting as an impeachment court, which found Corona guilty of the charge under Article II of the Articles of Impeachment, with the penalty of removal from office and disqualification to hold any office under the Republic of the Philippines…, the complaint against (Corona) dated September 14, 2011 filed by Inter-Petal is hereby dismissed for having become moot and academic,” the Court ruled.
All 14 magistrates of the SC concurred with the per curiam decision, led by acting Chief Justice Antonio Carpio.
In his complaint, Campos asked the SC to mount a formal investigation on Corona for allegedly committing unethical behavior unbecoming of a magistrate by meeting the legal counsel of the opposing party.
Corona penned the decision and chaired the SC First Division that had jurisdiction over the case filed by Campos against the Securities and Exchange Commission, Pagcor and Philweb Corp. in connection with the operation of an online cockfight betting.
Campos had accused Corona of impropriety and undue haste in dismissing his petition allegedly in exchange for accepting bribe from the other party in the form of free airline tickets to Las Vegas on May 3, 2009 to watch the Manny Pacquiao-Ricky Hatton fight.
He said his petition was dismissed even with the preponderance of evidence showing conspiracy among respondents SEC, Pagcor and Philweb.

The First Division dismissed Inter-Petal’s petition charging SEC with grave abuse of discretion for denying it has jurisdiction over Pagcor and Philweb after it allegedly made false disclosure of the sale of Philweb shares at the Philippine Exchange over E-Games, including Tele-Sabong of the complainant.
This issue was also raised by Campos when Corona made a successful bid for the position of chief justice.

Ombud asked: Resolve plunder case vs Arroyo

BAYAN Muna party-list representatives on Tuesday filed an urgent motion asking the Ombudsman to immediately resolve their complaint against former President Gloria Macapagal-Arroyo.

The complaint filed last year is for the non-bailable offense of plunder and graft over the malversation of funds of the Philippine Charity Sweepstakes Office (PCSO).
In an investigation conducted by the Senate, it was revealed that between P150 million to P350 million of the PCSO funds, including its “Public Relations Fund” were realigned to its supposed intelligence funds and now cannot be traced.

“We filed this case earlier than that of the NBN-ZTE complaint but it seems that this one is gathering dust. The NBN-ZTE case is now being heard at the Sandiganbayan, and we also want this one to be resolved immediately considering that the case here is plunder,” Bayan Muna Representative Teddy Casiño said in a press statement.

“We believe that this is a very strong case against Gloria, especially since her co-accused Uriarte admitted the irregularities under oath and would be a very big push for our campaign for accountability,” he added.

Casiño was referring to former PCSO general manager Rosario Uriarte.

Uriarte, who served PCSO from 2003-2010, was given the sole authority to disburse intelligence funds which came from PCSO’s public relations funds. She eventually admitted that she issued and encashed the checks with respect to intelligence funds.

Representative Neri Colmenares, for his part, stressed the need to immediately file a plunder case to ensure that the former President will not be able to post bail.

“As for former PCSO Manager Rosario Uriarte, we know that you were used by Gloria to get what she wants, this is the best time to tell all you know and turn state witness,” Colmenares said.

Teachers believe mayor will run for governor

CITY OF SAN FERNANDO — A group of teachers from the Pampanga High School (PHS) believe that City Mayor Oscar Rodriguez is still thinking of running for governor in 2013.
Rodriguez claimed to have told the teachers that in case the next city mayor stops their monthly allowance of P1,000, he will continue to give their allocation and increase it once he “is at the Capitol.”
“Kapag nasa Capitol na tayo dadagdagan ko pa ‘yan,” Rodriguez allegedly told the teachers attending the assembly.
“The way we see and understand his statement, clearly, Mayor Oca is running for governor,” a teacher who preferred not to be identified said.
“Hindi naman siya mukhang nagbibiro. Ang sabi pa nga ng mga kasamahan namin, kay Oca na tayo,” another teacher added.
The PHS teachers’ general assembly hosted by Mayor Rodriguez was recently held at the Heroes Hall this city.
Relative to this, it was learned that as early as August 9, 2011, a Facebook account “OCA for Governor 2013” (Oscar Rodriguez for Pampanga Governor Movement) was created to gather support in the gubernatorial bid of the mayor.
The said account has been “liked” by at least 37 Facebook users since its creation.
“Mayor Oca has been ready for governor of our province for a long time. 2013 must be his time. Please count me in,” Norman Ocampo, a Facebook user, posted in the wall of the OCA for Governor 2013 account.
Earlier, Rodriguez said he is not closing his doors on the possibility of running for governor.
“Taya ku nung taya kayu (I will only put my bet on it if you do),” he previously said in response to his supporters’ clamor for him to run for governor.

Fish vendors note limited tilapia supply

CANDABA — Fish vendors in the public market here noted the limited supply of tilapia ever since the rainy season started.
“Mahal na ang presyo tapos wala pang dumarating na tilapia sa palengke,” said Cora Meneses, a tilapia vendor here.
Meneses said the price per kilo of four finger-sized tilapia already ranges from the P80 to P90.
“Hindi namin alam, baka diskarte lang ito ng mga fish pond owners para lalo pang magmahal ang presyo ngayong tag-ulan,” another vendor here said.
Earlier reports have it that more than 70 percent of the fishpond operators have ceased their operations due to financial reverses.
In fact, several hundreds of hectares originally dedicated to the tilapia industry were already converted into farming grounds to recover from the losses.
This town has an original 6,032 hectares of fishponds with more than 6,600 metric tons of tilapia produced every season.

City exalts Rizal on principles, values

CITY OF SAN FERNANDO — The City Government of San Fernando led by Mayor Oscar Rodriguez exalted Dr. Jose Rizal on Tuesday for his strong nationalistic principles and values that had resulted in the freedom Filipinos enjoy today.
During the commemoration of Rizal’s 151st birth anniversary at Heroes Hall here, which was graced by the hero’s great grand nephew Health Undersecretary Dr. Teodoro Herbosa and attended by hundreds of students, officials, free masons and multi-sectoral representatives, Rodriguez emphasized the importance of “keeping in heart and instilling into one’s consciousness the principles” the national hero lived by.
“In order for us to be resilient, we must not simply throw away his principles, especially the love for country, the value of learning and education and the strong spirit of being a Filipino. Rather, we should emulate these by continuing to remember the life of Dr. Jose Rizal,” said Rodriguez.
For his part, Herbosa gave tribute to the “Tao sa Piso” or his great grandfather, while thanking Rodriguez and Fernandinos for continuously remembering the hero.
The current undersecretary is kin to Delfina Herbosa, one of the women who sew the Philippine Flag.
Herbosa also disclosed Rizal’s 14 “don’ts” and stressed their importance today, which include: “Don’t gamble; Don’t be a drunkard; Don’t break laws; Don’t be a rabbit partisan; Don’t condone anyone without hearing his side; Don’t abandon the poor who has rights; and Don’t over cease working for prosperity and welfare of our native land,” among others.
“Iyung mama sa piso saw the importance of fraternity, equality and liberty. I hope that we could all live by his code of ethics, especially the youth of today. It is his greatest legacy to us,” said Herbosa.

Mayoralty bet sees a ‘greater City of San Fernando’

CITY OF SAN FERNANDO — Reelectionist Dr. Reynaldo B. Aquino expressed his vision for a “better and greater” City of San Fernando as he announced on Tuesday his partial line-up for 2013’s elections.
Aquino said he is “offering himself in service once more.” He was the first city mayor of San Fernando from 1995 to 1994. He also occupied a congressional seat in 2004 to 2007 and has vast experiences in government service culled from various positions, including being president of Philippine Health Insurance Corporation.
“This is the beginning of my journey back to city hall where I bring with me a complete vision of a greater city and a better place for governance, as I accept the challenge for a brighter future for the City of San Fernando,” said Aquino.
Aside from continuing the good projects of the current administration, Aquino said he will push for stronger health programs that are truly responsive to the needs of Fernandinos; creation of more health units to match the growing population; a local PhilHealth center; provision of essential medicines; accreditation of the City College and improvement of students’ performance in the National Achievement Test, which he noted was very poor; full scholarships more financial assistance for indigent students; upliftment of teachers’ welfare; addressing unemployment; enhanced peace and order, including installation of CCTV cameras in strategic areas; creation of a Rescue 911 system; and effective solid waste management and environmental programs.
“It’s a total package of better services and programs we envision once we are given the chance by Fernandinos. That is why I am offering myself to serve Fernandinos again given that we are proven and dedicated. In fact, I personally told the President [that] I serve at your pleasure after I left PhilHealth. I believe that what I have gained in experience during the past years of government service I should give back to the City of San Fernando and the right time is now,” added Aquino.
Members of his team — wannabe councilors Angie Hizon, Puring Bamba, Jay Cuyugan, Jay Patio, Jep Miranda, Ray Pekson Jr., Harvey Quiwa plus incumbent Councilor Ayzel Macalino — all professed to support Aquino in his comeback quest.
The team plans to ally with local Kambilan and Vice President Jejomar Binay’s PDP-Laban in 2013. It was Aquino who propelled the city to its Gawad Galing Pook Award, conversion of the capital town into a component city, investments boom and saving San Fernando from lahar in 1991.

Capas-Botolan Road seen to boost Pampanga, Zambales tourism

CITY OF SAN FERNANDO – Pampanga Chamber of Commerce and Industry Inc. vice chairman and Regional Development Council (RDC)-Central Luzon member Rene Romero said Monday the construction of the Capas-Botolan Road will boost tourism in Pampanga and Zambales provinces.
The construction of the road was recently approved by the RDC’s Sectoral Committee on Infrastructure Development (SCID).
Romero said that with the ongoing SCID moves to link road networks via the Subic-Clark-Tarlac Expressway, the Tarlac-Pangasinan-La Union Expressway and the planned Tarlac-Casiguran Expressway, the “backdoor” Capas-Botolan Road, which will traverse through Angeles City and other Pampanga towns like Floridablanca, Porac and Sta. Rita, there would be a new access to tourism sites in the two provinces, as well as a new corridor for development.
The Kapampangan chamber had also recently proposed the construction of the Subic-Tarlac-Casiguran Expressway, which is more than 160 kilometers of transport time-cutting stretch that will link the eastern and western seaboards.
“Our additional proposal for the Capas-Botolan road is for it to cut through Angeles City via Sacobia, forming some sort of a “Y” junction. From there, tourists coming from the Clark International Airport could have access to destinations in Pampanga like Sacobia, Miyamit Falls, Nabuclod and even Arayat. A lot of towns and the cities of Angeles and San Fernando, plus Mabalacat, have so much to offer in terms of eco, cultural tourism and entertainment,” Romero said.
Further west, he added, would be the unspoiled natural sites of Mt. Apulao and the shorelines of Zambales including the marine sanctuary in Candelaria.
“With the growing awareness and advocacy to promote local tourist destinations that the two provinces have to offer, we would not only boost tourism but open windows for development, create jobs and attract investments since the road networks pass through idle. And by not traversing through narrow municipal and barangay roads, risks and danger to tourists and motorists are reduced,” Romero said.

PAMPANGA — Candaba Mayor Jerry Pelayo on Sunday called for the revival of Pampanga River Control System (PRCS) to help address the looming problem on flooding in the province, particularly along the coastal towns in the fourth district.

5-year-old girl raped, killed

MABALACAT — A man under the influence of liquor raped and killed a five-year-old girl in Barangay Marcos Village here.

Norming I. Claridad, 20, of Marcos Village here, admitted he was drunk when he committed the crime.

Superintendent Rodney Raymond Louie J. Baloyo IV, town police chief, said Claridad has been charged with murder.

He said the victim’s family is renting a room at the residence of Claridad’s parents.

Medical reports revealed that the girl was raped and hit several times on the head with a hard object.

Claridad is now detained at the Mabalacat Police Station.
