Palace satisfied with Armm voters’ registration result

MALACANANG commended Thursday the Commission on Elections (Comelec) and other groups involved in the successful conduct of general voters’ registration in the Autonomous Region in Muslim Mindanao (Armm).
Presidential spokesperson Edwin Lacierda said the Palace is optimistic that the Armm will have clean and fair elections in 2013 as a result of the “cleansing” of the voters’ list.
“Today marks the end of the voter re-registration by the Commission on Elections (Comelec) in the Autonomous Region for Muslim Mindanao (Armm). We commend the individuals and groups that came together and helped ensure the success of the reform initiative, most especially our uniformed personnel who kept the peace during the 10-day period,” he said.
Despite reports of irregularities, Lacierda said the Comelec has been able to reduce the number of registered voters in the Armm from 1.8 million to only 1.2 million, “a significant reduction that will more faithfully represent the democratic principle of one person, one vote.”
He said the pursuit of genuine electoral reform within Armm binds the Aquino administration and its allies in both houses of Congress.
“With our continued solidarity, our resolve, and the participation of our countrymen, Armm will succeed in attaining enduring reform in governance — where its leaders have clear and convincing mandates through clean and fair elections,” he added.
Comelec Chairman Sixto Brillantes earlier said that the general voter’s registration was “generally peaceful.”
He admitted that there were incidents of violence in some precincts but the commission considered them as isolated cases.
He said there were about 50,000 minors registered to vote in Armm but they will be removed from the master list and will not be allowed to vote. Double registrants will also be removed from list.
After the post-verification process, the Comelec expects the master list to go down to 1.2 million from 1.8 million.
President Benigno Aquino III earlier ordered the cleanup of Armm voters’ list, which is believed to be filled with voters who were underage, deceased, and registered in multiple areas.

Government, MILF peace talks nearing ‘cusp of history’

THE Government of the Philippines (GPH) and the separatist group Moro Islamic Liberation Front (MILF) successfully concluded their 29th formal exploratory talks after three days of difficult negotiations, the Office of the Presidential Adviser on the Peace Process said on Thursday.
Government peace panel chair Marvic Leonen said that in the recently concluded formal talks in Malaysia, both parties have accomplished “something which the GPH and the MILF have never achieved before.”
“These agreements may be in principle, some in detail,” he said, adding the peace negotiations between the government and the Muslim rebels are now approaching the “cusp of history.”
“For a centuries-old conflict and years of negotiations, we definitely will face the hardest questions and confront our principals with the hardest decisions yet ever to be made in these negotiations,” he added.
In the joint statement after the three-day talks, both sides have expressed confidence in their discussions on mechanisms toward realizing the new autonomous political entity (NPE), which will replace the Autonomous Region in Muslim Mindanao (Armm).
The NPE is one of the 10 common standpoints indicated in the Decision Points on Principles signed by the panels in April.
In the same joint statement, the parties said they continued discussions on substantive issues, which include power-sharing and other related matters. They also agreed to meet again in August.
Despite achievements in the recent negotiation, Leonen said the government remains guardedly optimistic.
“For the GPH, there are still many issues to be resolved, including the mechanisms that will ensure the delivery of all these commitments made through broad acceptance by all our critical sectors,” he said.
Malaysian facilitator Tengku Dato’ Ghafar Tengku bin Mohamed also expressed optimism that the GPH and the MILF are “closer to the vision of the Final Peace Agreement.”
“However, we feel there is a lot of work to be done. One thing is – we are moving very fast. I think that is important. The spirit of the whole Final Agreement is understood by both parties,” he said.
On the same note, MILF chief negotiator Mohagher Iqbal agreed that the parties “have achieved something.” He congratulated everyone for enduring three days of hard discussions.
Iqbal said negotiations are always difficult, particularly in their final stages.
“The devils are in the details. We can easily agree on principles, on general framework, on general concepts. But when we discuss the details, the devils are waiting in ambush. So, it is not very difficult to understand why the last stretch of our negotiation is so difficult,” Iqbal said.
“Just wait, because the real matters are yet in the offing and I think finally it would be disclosed to everyone, to the public, to the people back in Mindanao,” he said.
Leonen said the government looks forward to the day when both sides are “able to sign the first of a series of agreements.”
“The GPH believes that we are at the door of something new, and that something new would be to sign an agreement. And then to go on to the next phase of our relationship–to actually implement and be able to achieve the just and lasting peace that our people so richly deserve,” he added.
The panel chair likewise stressed that the future of communities affected by conflict “depends a lot on the words that we craft, the goodwill that we have won, the patience that we can muster.”
“We are confident that even our working relationship that we have seen so far, that we will be true to ourselves and our principles, as well as the beliefs of our principals. That we can see a way forward,” he said.
The panels are set to hold their next round of formal exploratory talks next month.
“We expect the next meetings not to be less in terms of its intensity,” Leonen said as he anticipates discussions to get more difficult.
Iqbal conveyed hopes that both sides “will be able to achieve many things on our way to resolve the Moro question in Mindanao.”

De Lima replacement in JBC need not come from DOJ

PRESIDENT Benigno Aquino III still has the final say in choosing for the replacement of Justice Secretary Leila de Lima in the Judicial and Bar Council (JBC), Malacañang said Thursday.
Jose Mejia, a member of the JBC representing the academe, said the replacement of de Lima as representative of the Executive department in the body that will screen nominees for the next Chief Justice of the Supreme Court should come from the Department of Justice (DOJ).
De Lima inhibited from the proceedings since last month when her name was floated as one of the possible successors to ousted Chief Justice Renato Corona, but Malacañang on Monday got a go-signal from the JBC to name a temporary representative soon.
Presidential spokesperson Edwin Lacierda believed Aquino could appoint someone as de Lima’s replacement outside of the DOJ.
“Based on the records of the constitutional commission when the Secretary of Justice sits in the JBC, he does not sit there as SOJ, he sits there primarily as the alter ego of the President,” he said.
“The JBC stated their preference but the choice of who will be the replacement of Secretary Leila de Lima is with the Office of the President,” he added.
He said it could be an undersecretary or a member of the Cabinet since they are alter egos of the President.
But Lacierda said the President has yet to decide on who will be Malacañang’s representative to the JBC.
Lacierda said they have no information on whether Justice Undersecretary Francisco Baraan is being considered to represent the Palace in the screening body.
Baraan also neither confirmed nor denied to Sun.Star if he will be named for the position, saying he has “no idea.”
The JBC is expected to submit a shortlist of nominees for the replacement of Corona to the Chief Executive on or before July 30.
The JBC is a constitutional body tasked to screen and submit a shortlist of nominees from which the President will make appointments to vacant judicial posts.
De Lima inhibited from the selection process since she was nominated for the Chief Justice post along with Acting Supreme Court Justice Antonio Carpio.
Both officials, however, could still screen nominees for other vacant judicial posts.
At the Supreme Court, preparations for the public interviews of the 22 candidates for the position are in full swing.
The interviews, which will be opened for live coverage, are set at the Division Hearing Room located at the left side of the High Court lobby. At least 56 people can be accommodated inside since there are eight rows with a seating capacity of seven individuals.
The last row of seats inside the Division Hearing Room shall be reserved to media on a “first-come, first-served” basis, but only one reporter per media entity can enter.
However, a projector showing live feed shall be placed outside the Division Hearing Room for the rest of the public and the media who may not be accommodated inside.
JBC presiding officer and Associate Justice Diosdado Peralta said the Dignitaries Lounge, which is just a few meters away from the Division Hearing Room, will be used as holding area for the candidates.
“It will be an ordinary proceeding. We expect everybody to be relaxed and possibly, we’ll not let them feel nervous,” Peralta told reporters.
Six nominees led by de Lima will be grilled at the start of the four-day activity on July 24.

CITY OF SAN FERNANDO — The woman trader shot by robbers during an early afternoon heist is alive and well contrary to reports that she died while undergoing treatment at Makabali Medical Center last Tuesday.
Florenda Garcia, who runs GLM Hardware and Construction Supply at 82 Capitol Boulevard in Barangay Santo Niño with his husband, was shot on the left foot by one of two suspected thieves who fled on board a motorcycle after taking some P17,000 in cash and a P3,000 check during the broad daylight hold-up.
Garcia was discharged from the hospital Wednesday afternoon and dropped by the store before going home in Bulaklak Village.
“I am okay and safe now. Mas importante ang buhay kaysa pera,” she told Sun.Star Pampanga.
Garcia also thanked the police whom they said dropped by early morning on Monday to apologize for the report that the woman had died at the hospital.
“Humingi sila ng paunmahin at kami naman ay nagpasalamat din sa tulong nila. May mga tumatawag ng mabasa ang report pero sabi namin ay ligtas naman kami,” they said.
The couple corroborated the statements of City police chief Luisito Magnaye, who said during the investigation that one of the robbers, pulled the trigger of a suspected .45 caliber handgun.
“Iyun mismong suspect ang nagsabi sa mga biktima na nakalabit lang niya ang baril at tinamaan nga si Mrs. Garcia sa paa,” Magnaye said.
Follow up operations are being conducted, he said, to track down the suspects.

MABALACAT — Governor Lilia Pineda expressed optimism that the people of Mabalacat will vote in favor of the conversion of the first-class town into a component city.
Pineda issued the statement during a rally in front of the old town hall in Barangay Poblacion on Thursday where she urged constituents here to go out on Saturday to vote for “Yes” to cityhood in a referendum scheduled by the Commission on Elections.
The governor, who received a warm welcome from thousands of cityhood supporters, said P200 million will add up to the income of the town once it is converted into a city.
At the same time, Pineda assured that the Provincial Capitol will still help the local government here even if it becomes a component city.
“E naman pu buring sabyan na uling city ne ing Mabalacat e na ne sopan ning kapitolyu. Sundu ku pa mu rin pu ing pamanyaup kekayu,” Pineda told the people.
Pineda also asked Mayor Marino Morales to earmark some P50 million for various projects for the multi-sectoral groups like senior citizens, urban poor associations, women’s organizations, and others.
The governor said the Provincial Government will also appropriate P50 million as counterpart funds.
She also urged Morales to consult the multi-sectoral groups here regarding their needs and other development programs for the city.
“Ing gawan mi pung Mayor Morales, puntalan da kayu pu kaybat na ning referendum banta pisabyan tamu nung nanu ing dapat tamung gawan,” Pineda said.
Morales earlier said he is optimistic that the people will support the conversion of the town into a component city.
In a survey, 71 percent of the respondents voted “Yes”, 15 voted “No”, and the remaining were undecided, according to Morales.
He said basic services will be effectively delivered to the people once the town becomes a city.
“We will be able to construct more school buildings and hospital in line with the education and health programs of the local government,” Morales said.

Councilor wants probe on OFW’s death

ANGELES CITY — Councilor Jesus Sangil asked the Department of Foreign Affairs (DFA) to investigate the death of a female worker from Pampanga who reportedly drowned in a hotel swimming pool in Bahrain.
Sangil said the family of Marilyn Pamintuan Bondoc, 42, an overseas contract worker (OCW), sought the help of city officials for an investigation to determine if there was a foul play behind her death.
In his letter to DFA Consul Elmer Cato, through Central Luzon Regional Consular Officer Arturo Romua, Sangil stated the case of Bondoc who died on July 9, 2012.
“The cause of her death is still in a ‘cloud of doubt’ as far as her family is concerned. In connection with the unfortunate incident, we are now seeking DFA’s assistance in seeking clear answers to the cause of her death and/ or if necessary her family is seeking justice with the tragedy to their family,” Sangil said in his letter.
“Further, we are also earnestly requesting to facilitate the recovery of the remains of Mrs. Bondoc and that it be transported back to the country and to her family. Her remains is said to be at the Al Salmaniya Hospital in Bahrain,” city councilor added.
Sangil said Bondoc’s relatives were informed that the victim went swimming in a pool hotel and drowned.
“He (Bondoc’s husband) sought our assistance thru Broadcaster Arnel Panganiban, Station Manager of dwGV-AM. We immediately called the attention of DFA Consul Elmer Cato for assistance,” Sangil said.
Sangil authored a resolution for the creation of an OFW and Owwa desk at the Public Employment Service Office in City Hall during his second term in the City Council.

SUCs get P10.5B budget hike for 2013

THE Aquino administration has raised the budget for State Universities and Colleges (SUCs) by P11.3 billion for next year, the Department of Budget and Management said Wednesday.
The proposed budget for SUCs for 2012 would be P37.1 billion, which is 44 percent higher than the P25.8 billion budget in 2012.
According to DBM Secretary Florencio Abad, the budget hike for SUCs is designed to strengthen SUC performance and improve student welfare through better infrastructure, in line with the Aquino administration’s higher education roadmap.
“In preparing the SUC budget for 2013, we were instructed by President Aquino to concretize the roadmap for higher education as part of this Administration’s reform agenda. This way, the delivery of higher education will be more efficient and accessible. Following the roadmap will also allow SUCs to develop their students’ capabilities so they’re well-prepared to join the work force,” Abad said.
Of the proposed P37.1 billion, P27.3 billion will support Personal Services, which went up by 20.6 percent for the implementation of the fourth tranche of the Salary Standardization Law III to raise the salaries of SUC teachers and staff. The amount includes allocations for unfilled positions of SUCs.
Another P6.4 billion of the 2013 budget for SUCs will cover Maintenance and Other Operating Expenses (MOOE), 114 percent higher than the previous year’s MOOE budget. The increase will help bolster institutional improvements, research initiatives, extension services, and the quality of instruction across all SUCs.
“Improvements in teaching quality and the establishment of quality assurance systems in SUCs are attainable not just through better compensation for our teachers. To support these initiatives, MOOE will also receive normative funding. Fund support will therefore be based on a set criteria to bolster our rationalization efforts in SUCs, so that more programs and courses respond directly to growing industry demands,” Abad added.
The rationalization of SUCs entails the mapping out of leading universities in all regions, centers of excellence, as well as centers of development.

The budget chief also noted that the University of the Philippines (UP) is set to receive a P3.9-billion increase in their budget, raising their total 2013 allocation to P10.0 billion. Under the 2013 budget for all UP campuses, CO support rose from P190 million in 2012 to P1.45 billion, while the allocation for Personal Services was pegged at P6.5 billion, up by P1.2 billion from this year. Personal Services does not include unfilled positions.
Finally, MOOE activities under UP will receive a 188.2-percent boost amounting to P2 billion, which will cover research and other related activities for the university’s nationwide campuses. The remaining amount will be devoted to retirement and life insurance premium support for faculty and staff.

RH bill author: House lacks political will, not time

MANILA (Updated) — The main proponent of the reproductive health (RH) bill said lack of time should not be used as an excuse for the non-passage of the highly divisive measure.
Albay Representative Edcel Lagman, main author of House Bill 4244, said Tuesday that the House of Representatives can easily pass the bill if it wants to.
“Lack of time should not be made the scapegoat for lack of political will in failing to enact the long pending reproductive health bill,” he said. “‘If there is a will, there is a way’ is a truism in lawmaking.”
On Tuesday, Majority Leader Neptali Gonzales II said the House might not have enough time to have the RH bill approved.
He said he will propose to Speaker Feliciano Belmonte Jr. to call for a caucus to finally set a date when legislators will vote whether to terminate the RH debates or not.
In Malacañang, presidential spokesperson Edwin Lacierda said the RH bill remains a priority of the administration.
However, he admitted that the matter is “contentious,” thus it has been subjected to long debates.
“We certainly would like to see the end to the debates but again, it will leave it with the legislature as to when the debates will end and there will be an up or down vote on the RH,” he said.
Lagman cited the swift approval of a measure cancelling the elections in the Autonomous Region of Muslim Mindanao, and the passage of the Government-Owned and Controlled Corporations Governance Act (GOCC).
Unlike the Armm poll postponement and GOCC bills, which were immediately approved by the House, Lagman said the RH measure had been debated upon inside and outside Congress for almost one and a half decade.
Debates on the pending RH bill in the 15th Congress started in March 2011. It has, however, been filed in the previous Congresses.
“If the Senate has the time to vote on its counterpart RH bill, why should the House find time elusive and running out on an allied measure, which has been principally nurtured in the House,” Lagman said.
He said President Benigno Aquino III himself has endorsed the RH bill to the Legislative-Executive Development Advisory Council as a priority measure.
The senior lawmaker insisted that there is sufficient time from the opening of the third regular session next week until August to vote on the RH bill.

2 kids with enterovirus recover

MANILA (2nd Update, 3:15 p.m.) — The two children who were earlier found positive for enterovirus have recovered and were discharged from the hospital, the Department of Health (DOH) said.
The health department recently intensified security among travelers following the deaths of 52 children in Cambodia due to Enterovirus 71 (EV-71), a more virulent strain of enterovirus that causes diarrhea, rashes, and hand, foot and mouth disease (HFMD), and is sometimes associated with severe central neurological diseases.
“They are recuperating well. We have reports that they have been discharged,” DOH spokesman Dr. Eric Tayag said in a press conference Wednesday.
The DOH earlier said that seven cases were referred to the government, with two being found positive for enterovirus.
The government said, however, that the Research Institute for Topical Medicine (RITM) has yet to confirm whether the enterovirus that contracted the children was the EV-71 type.
In a television interview, Tayag said he is expecting the lab results from the Muntinlupa City-based RITM by late Wednesday or Thursday.
He said, however, that the likelihood of it being similar to the EV-71 cases in Cambodia is slim.
“Because they have recovered, unlikely na Enterovirus 71 ‘yun,” he said.
“Kaya lang, because nag-test na sila, hindi namin pwede i-dismiss na EV-71 kasi alam naman namin na EV-71 is associated with HFMD na mild, eh. Hindi naman lahat ng EV-71 ay deadly, eh (But we cannot dismiss the case yet while RITM is still conducting tests and because EV-71 is associated with HFMD, though, not all cases are deadly),” he added.
Deputy presidential spokesperson Abigail Valte also said chances are slim that the cases are associated with EV-71, as these are both local and the kids have no history of travel.
Tayag said the DOH reported these cases as they “wanted hospitals to report any suspected cases of HFMD and this is, of course, to also alert the public that the HFMD doesn’t have to come from other countries because we have them except that we don’t have fatal form of the disease.”
Malacañang, meanwhile, assured Wednesday that all concerned government agencies have been alerted for possible similar cases.
Presidential spokesperson Edwin Lacierda said airport authorities are closely screening arriving passengers especially those from international flights.
“We are monitoring any possible entrance of enterovirus through people coming from abroad. We’re making sure that that is being addressed,” he said.
He said that so far, there is no reported incident of enterovirus strain coming from Cambodia.
Tayag said the DOH will continue monitoring similar cases in the country. He said they will include HFMD cases in their routine surveillance reports like dengue, leptospirosis, and influenza, among others.
But he said, “We will stop releasing new numbers. We want to stop the confusion that there is an HFMD outbreak. 7 people oppose de Lima’s candidacy for Chief Justice

MANILA (Updated 4:46 p.m.) — Screening body Judicial and Bar Council (JBC) has received at least seven letters from lawyers and certain individuals who are opposed to the possible appointment of Justice Secretary Leila de Lima as Chief Justice of the Supreme Court.
Among those who are opposed to her nomination are lawyers Arturo de Castro and Frumencio Pulgar, who feared a slow administration of justice under de Lima because of her penchant for “sensational cases.”
De Lima’s defiance of a temporary restraining order (TRO) released by the Supreme Court allowing former President Gloria Macapagal-Arroyo and her party to leave the country last November was the reason cited by certain Jericho Urquiola and Shiela Marie Gargolez of Iloilo City.
They said the Justice chief disregarded the authority of the highest court of the land when she barred Arroyo, a suspected plunderer, from seeking medical treatment abroad. As a result, de Lima was slapped with a disbarment case, which has yet to be resolved by the Integrated Bar of the Philippines (IBP).
Others who opposed de Lima’s candidacy are Paul Camillon, Dr. Oscar Noble and Rico Paolo Quicho, one of the lawyers of deposed Chief Justice Renato Corona.
De Lima testified against Corona in his impeachment trial last February, heavily quoting the dissenting opinion of Associate Justice Maria Lourdes Sereno, who said that not all conditions in the TRO were met by Arroyo and husband Jose Miguel.
“Surely, there is not a dearth of good men and women from whose ranks the next Chief Justice of the land may be selected,” Quicho said.
The JBC will accept opposition to the nominees for Chief Justice until July 20, four days before the vetting body will begin to quiz applicants to determine their fitness to lead the judiciary. (Virgil Lopez/Sunnex)
