Execs eye state university annex in Macabebe town

MACABEBE, Pampanga – Mayor Annette Flores- Balgan on Wednesday lauded the provincial government for supporting their plan to up a satellite campus of the Don Honorio Ventura Technological State University (DHVTSU).

Balgan said Gov. Lilia Pineda had supported the municipal government’s plan to establish a DHVTSU campus in Barangay San Francisco here.
“It will help so many people and my advocacy to help more poor but deserving students to get affordable and quality college education,” said Balgan.

Balgan said the campus in Macabebe will drastically cut the transportation of expenses of students when going to school.

Macabebe is some 17 kilometers southwest of Bacolor where the main campus of the DHVTSU is. But commuters have to pass by Apalit town before reaching Bacolor, prolonging the distance of travel.

Earlier, Pineda asked DHVTSU President Enrique Baking to support the creation of a campus in Macabebe, one of the coastal Pampanga towns.
Baking assured Pineda that “we will always support you in your endeavour to spread quality education.”

Balgan said the proposed area in San Francisco is some five hectares. She added that other offices of the local government are being constructed such as the center for skills’ training.

“It’s an ideal site. One of the less-flooded areas in Macabebe,” said Balgan.
Earlier, Pineda announced her plans to spread satellite campuses of state universities and colleges in Pampanga, allowing more students to avail of affordable college education.

This, as the DHVTSU reportedly offers some P12,000 per semester for a four-year course compared to at least P35,000 per semester offered by the prominent universities in the cities of Angeles and San Fernando in Pampanga.

Angeles City disaster response team wins regional olympics

ANGELES CITY — The Angeles City Disaster Risk Reduction and Management Office (ACDRRMO) won the Best in Situational Analysis award during a recently concluded regional competition.

ACDRRMO’s Emergency Response and Rescue Team won the award during the 10th Regional Rescue Olympics in San Jose Del Monte in Bulacan province.
The rescue olympics was organized by the Office of the Civil Defense in Central Luzon.

Aside from the Best in Situational Analysis Award, the city’s emergency response team was also awarded as the overall first runner-up winner for the City Olympics for First Aid and Basic Life Support-Cardiopulmonary Resuscitation category.

The city’s response team competed against the response teams of Olongapo City, Zambales; Cabanatuan, Nueva Ecija; Malolos, San Jose Del Monte and Meycauyan, Bulacan; and Balanga, Bataan.

Cabanatuan City topped the situational analysis category in the city level.
“We are ecstatic with the Olympic-level performance of our emergency response and rescue team for having won such award,” Rochelle Aguilar, administrator of the ACDRRMO, said.

“We are very happy that our city is being recognized for being home to one of the best rescue teams in the region,” Aguilar added.
Aguilar said city rescuers are skilled and competent. She added that they are on duty for 24 hours.

She said Mayor Edgardo Pamintuan, a multi-awarded public servant, served as their inspiration to their best in displaying their life-saving skills during the competition. •Charlene A. Cayabyab

DepEd reiterates plea to stop using schools for evacuation

CLARK FREEPORT–The Department of Education in the region yesterday asked the provincial government to refrain from using schools as evacuation centers.
DepEd 3 Superintendent Malcolm Garma, during a meeting with Governor Lilia G. Pineda attended by local chief executives and 505 barangay chairmen, said the schools may be used as evacuation centers, but not more than 15 days, if urgent.

Garma said this is to protect and preserve the school facilities.
The governor has earlier identified permanent evacuation sites in San Isidro in Magalang, San Jose in Floridablanca and Telapayong in Arayat and directed host municipalities to ensure that the sites are well-ventilated and complete in lighting facilities.

Comelec shuns PCOS for barangay elections

CLARK FREEPORT–A Commission on Elections (Comelec) provincial official on Tuesday announced that the country will use the manual system during the barangay polls come October 28 because of insufficient funds.

This was bared by Comelec provincial director Atty. Lydia Pangilinan in a meeting with 505 barangay chairmen in the province the other day.
Pangilinan said instead of using precinct count optical scan (PCOS) machine, they will count the votes manually using tradional tally sheets.

With this, Pangilinan urged the new voters, transferees and to those who are delisted from the Comelec list to register to the nearest municipal Comelec office on July 22 to 31.

She said the start of barangay election period will be on September 28 to November 12.
The filing of certificate of candidacy (CoC) is set on October 15-17.

The Comelec, Pangilinan said, has set gun ban on October 27 and prohibits offering of free transportation to voters on the same date until the election day.

Comelec Resolution 9716 promulgated last June 18, 2013, provides the rules and regulations on the resumption of the system of continuing registration of voters for the October 28, 2013 barangay elections, any Filipino citizen, at least 18 years of age on or before the scheduled election, a resident of the Philippines for at least one year and in the place wherein he proposes to vote for at least six months before the election, and who was not otherwise disqualified by law, can register as voter.

Pupils escape kidnap attempt

CANDABA – Two public school pupils were almost kidnapped Tuesday by unidentified individuals on board a white van in Barangay Pescadores this town.

“Pauwi na yung apo ko ng biglang hinarang ng mga di kilalang kalalakihan na nakasakay sa van. Pilit siyang pinapasakay at inalok ng kung ano-ano. Natakot siya at buti na lang nakatakbo,” a grandmother of one of the students told Sun.Star Pampanga.

Karen and Ivan (not their true names) were on their way home for lunch when the suspects tried to offer them cell phones and money to persuade them to go with them.

However, the children rejected the offers and ran away.

Residents said the suspects were probably members of a notorious syndicate responsible for the growing number of missing children in different places.

“Sa dati, sa TV lang natin naririnig na mayroong mga nawawalang bata. Yung iba pa nga batay sa balita ay kinukuhanan pa ng organ. Sana huwag nating payagan na mayroong mabiktima dito sa ating bayan,” Teodie Polintan, a resident here said.

Mayor Rene Maglanque, upon learning the incident, immediately ordered the local police to intensify police visibility in various communities, public schools and other public places to make sure that no student or resident will be abducted.

“Pinamomonitor natin mabuti ang ating bayan. Hindi natin papayagan na makapasok sa atin ang anumang grupo na gagawa ng hindi maganda sa ating mga kababayan,” the mayor said.

CITY OF SAN FERNANDO–A shopping mall here has started a campaign that will delight jeans lovers.
SM San Fernando Downtown (SMSFD) has launched the “Everything for the Jeans Lover” campaign on July 12 that will last until July 31.

Scarlet Pagdanganan, public relations officer of the SMSFD, said the campaign highlights latest design from known jeans brands like Bench, Penshoppe, Human and Dickies.

Pagdanganan said these brands prepared a fashion display at the mall’s 2nd level. Aside from presenting their newest trends, participating brands also offer as much as 50 percent discount on great selections.

Kapampangan Immigration chief resigns

CITY OF SAN FERNANDO–Bureau of Immigration (BID) chief Ricardo David has resigned following reports that several fugitives, including Korean nationals, had escaped the country, Malacañang said Tuesday.

David, a resident of this city who was recently bestowed the Outstanding Fernandino award during the tenure of former mayor and now Third District Rep. Oscar Rodriguez, filed his resignation in a letter dated July 12.

Not all hairstylists are gays’, Local stylist cuts way vs. ‘tradition’

ANGELES CITY – Rommel Robles Dobluis of nearby Mabalacat City is not your typical image and hair stylist.
Dobluis endured the prejudice and biases of some people believing that hairstylists are “always gays.”

“I respect and admire gays. In fact, my brother and some relatives are gays working in beauty shops,” said Dobluis.
“But why can’t they accept that real men can work as image and hair stylists?” said Dobluis.

In the country, it has been a wide perception that men working as stylists are gays.
“But it has been noticed that of late, real men are working in beauty salons,” said Dobluis, who was interviewed at the Spa Signature in Marlim Mansion, Balibago.

Dobluis partnered with businesswoman Lea Bais, owner of the Spa Signature, to give the “best all- around beauty service.”

CHAMPION
Dobluis gained popularity in 2007 when he topped the national search for Hair Diva sponsored by Ricky Reyes. The entire series was aired over Channel 11 owned by GMA 7 Network.

Dobluis said what had contributed to his victory was his disclosure of his experience shortly after the eruption of Mt. Pinatubo in 1991.
Dobluis said he had to start as janitor in one popular barber shop in front of the old Mabalacat municipal hall in Poblacion to help support himself and his family.

He added that he was later asked to be one of the barbers.
“Life’s difficult in Pampanga in the early ‘90s shortly after Pinatubo had erupted. But I did not give up,” said Dobluis.

INVEST IN TRAINING
Dobluis got at least P500,000 in parlor packages from Reyes. But the organizer of the contest had asked Dobluis to put up the shop along MacArthur Highway, City of San Fernando.

“I wanted the shop in Angeles City and preferably in Balibago because my market is there. But I have no choice. The shop was not earning and I had to sell it,” said Dobluis.

Dobluis disclosed that he had sold the shop for at least P250,000.
He added that he had used all the money to enrol at the Elle Hair Academy in Kuala Lumpur, Malaysia.

“I was already quiet known then, especially after I won Reyes’ search. But I believe in investing to improve more,” said Dobluis.
Elle is one of the top hair schools in the world, having branches in Singapore, France and other nations.

Dobluis’ gamble had worked. As of late, he has at least 100 regular customers, including celebrity Sunshine Dizon who married a businessman from Guagua, Pampanga.

Dobluis said he had worked with the most prominent and popular spas and saloons in the country but “Spa Signature is the most deserving.”
Dobluis said the spa “is located at the heart of Balibago,” regarded as the center of business and entertainment in the city.

More importantly, he added, Bais “had allowed me to mix what we use in front of our customers.”
Dobluis said that his service is not that expensive and what we use “adds to the price.”

“I left one shop because it began to dupe our customers by giving less of what they should get in the medicines and materials we use. I don’t like that,” he added.

Dobluis said he will have long working relationship with Bais of Magalang town because “we both agree in giving only the best and truest to our growing clients.”

Dobluis said “I am all-around and I know everything except do the nails.”’
“I am known to do hair well for both men and women. But now, I enjoy doing make-up,” Dobluis said.

d Children’s Welfare, recently celebrated Children’s Book Day on July 16, with a simultaneous storytelling across 46 SM malls nationwide and five SM mall in China.

In SM City Pampanga, a much-enjoyed animated storytelling from performers of the Academy of Performing Arts Leonilyn Sarmiento who read the story “Sandwich to the Moon” and another story from Carlo Catu titled “Hayan na si Kidlat”. Teaching the kids the value of saving money is BDO Marketing Officer John Paul Bascon thru the story “Arroz Caldo ni Lolo Waldo”.

Participants from Basic Thoughts Learning Center, Dominican School of Mexico Inc., and San Lorenzo Ruiz Center of Studies and Schools actively joined the interaction after the storytelling.

“With more than 2.8 million customers going to our malls daily, and approximately 1.2 million being children, we have put it upon ourselves to make our malls not just child-friendly, but more importantly, an avenue for a kid’s growth and learning,” said Eng. John Lo, Assistant Mall Manager of SM City Pampanga.

“SM is now beyond shopping, entertainment and leisure. It is now about taking affirmative action in our social responsibilities. It is about taking initiatives, to be instrumental in caring for children, the best way we can,” he added.

Together with partners from the Department of Education (DepEd), the National Book Development Board (NBDB), the Department of Social Welfare and Development (DSWD), Vibal Publishing and SM Foundation, the NCBD hopes to cultivate a love for reading and inspire kids into reading early to further boost a child’s development. This shall be highlighted by a turnover of more than 35,000 brand new books to different public schools nationwide.

Primary objective of SM Cares is for kids to have fun in learning that would reinforce a child’s rich and colorful imagination, instill proper values, and encourage children to explore and learn about other cultures. ●
