Santiago seeks probe on Puno’s ‘unique powers’

MANILA — Senator Miriam Defensor-Santiago is seeking a congressional investigation on the “unique and exceptional powers” given to Rico Puno as Undersecretary of the Department of Interior and Local Government (DILG).
“I see, as I said, a sinister conspiracy of silence over the Puno case, both on the part of Palace minions and on the part of Mr. Puno himself,” the senator said.
Santiago said the inquiry would cover the alleged break-in of Puno into the condominium unit of the late Local Government Secretary Jesse Robredo on August 19, just a day after the plane carrying Robredo and three others crashed off the waters of Masbate City.
Santiago said Malacanang’s silence on the issue involving Puno is an indication of “infighting among the Malacanang factions.”
“They’re both fighting for the ear of the President. The President is never free of the ‘bulong’ [whisper] brigades in Malacanang,” she added.
The conflict between the two factions in the Aquino Cabinet—the “Balay” and “Samar” groups—have reportedly reignited due to the vacancy created by Robredo’s passing.
Executive Secretary Paquito Ochoa Jr, officer-in-charge of the DILG, is identified with the Samar group while newly-appointed Local Government Secretary Manuel Roxas II belongs to the Balay group.
After his appointment was announced, Roxas wanted Puno out of DILG but Ochoa said the undersecretary would remain part of the DILG family.
Senator Santiago, meanwhile, challenged Puno to defend himself.
“Be transparent. If you are innocent, answer the accusations against you. Bakit siya nananahimik? [Why is he silent] This is all puzzling to me,” Santiago said. (Kathrina Alvarez/Sunnex)

5.3M poor to get full health insurance in 2013 budget

SOME 5.3 million poor families will be given free access to medical treatment under the proposed P2.006-trillion 2013 national budget, a member of the Senate said Sunday.
With an allocation of P12.61 billion, the indigents will be identified through the National Household Targeting System, which is also being used to determine beneficiaries of the conditional cash transfer program.
Drilon also mentioned the benefits of the new Philhealth case rates payment scheme that provides for a no-balance billing policy for 23 medical cases, which include, among others, dengue, pneumonia, asthma, typhoid fever, and appendectomy.
Each family will get P2,400 health coverage from Philhealth.
Meantime, the senator said the Department of Justice opinion in March 2012 authorizing the use of P8.3 billion by the government to fully subsidize the Philhealth premiums of indigent patients for the current year will still be in effect in the 2013 budget.
Under the 2012 General Appropriations Act, the full release of national government full premium subsidy was subjected to the issuance of a DOJ opinion stating that the move to fully subsidize the health premiums of indigent patients will not violate the National Health Insurance Act. City of San Fernando bags choral fest crown anew

CITY OF SAN FERNANDO — The City of San Fernando choir emerged winner again in this year’s Civil Service Commission regional choral competition held on Friday.
City Administrator Ferdinand Caylao said the blending of classic and modern Kapampangan songs led the city choir to bag the first place position.
“Champs once more! The City of San Fernando Choir bested other choirs in the just concluded CSC regional competition. It’s another tribute to the Habitat of Human Excellence,” Caylao said.
Mayor Oscar Rodriguez agreed and told Sun.Star Pampanga: “Talagang mahusay ang ating City Choir and I congratulate them for their winning the regional competition anew.”
The feat has earned the City Choir a ticket to the 2012 Government Choral Competition finals slated to at the UP Theatre at Osmeña Avenue, Diliman, Quezon City, on September 17 this year.
The choral fest is part of the CSC’s 112th anniversary where two finalists each from Luzon, Visayas, Mindanao and National Capital Region will vie for the grand prize of P100,000 and a plaque; the first runner-up with P70,000 and plaque; second runner-up, P50,000 and plaque; and third runner-up, P30,000 and plaque; while the other four finalists (5th to 8th places) will each receive P15,000.
With the theme “Kawani: Ikaw ay isang lingkod Bayani,” the CSC strives to showcase the musical creativity and talent of government employees and promote the unique heritage and culture of the Filipinos, especially in the field of singing.

Guv mulls creation of evacuation center

MAGALANG — Governor Lilia Pineda is seriously considering the creation of an evacuation center here in bid to provide an available facility that would shelter flood and disaster victims in the district and nearby towns.
Pineda, in an interview over the weekend with Sun.Star Pampanga, said the move will, in effect, protect schools and other facilities from being used as makeshift evacuation centers during times of calamities.
“We need to safeguard schools and other public facilities. It is an obvious fact that whenever there are evacuations going on in times of calamities, schools and similar facilities are used as evacuation areas and there would surely be some inconveniences and at times damage to these facilities,” Pineda said, adding that with an evacuation center in place, classes would no longer be disturbed in areas around the facility.
Pineda said she had talked with officials of the National Housing Authority for the possible use of some portions of the 10-hectare lot in Barangay Sta. Lucia here for the proposed evacuation center.
The governor said the establishment of such facility will provide humane evacuation conditions for evacuees.
The proposed facility will feature common areas for cooking, adequate toilet facilities and other facilities like clinics and mess halls.
Meanwhile, the Provincial Disaster Risk Reduction and Management Council will be tasked to manage and operate the facility in times of calamities. The facility is also seen as an effective way in clustering evacuees for quick and efficient relief operations.

P10M set for flood system rehab in Pampanga

MINALIN — Governor Lilia Pineda said over the weekend that the recently approved P5 million to jumpstart the rechanneling project here.
Pineda said the channeling works are currently being undertaken by the Provincial Engineer’s Office along with local government units and supporters of the project.
Pineda, however, said that the Capitol is currently studying effective measures to prevent another massive flooding scenario in Gugu Creek in Bacolor and the main breach point in Sto. Tomas.
The governor said residents in flood-prone areas should still be prepared in case of rains and flooding. She added that local government units should take measures to ensure that disaster response plans are in place and residents are prepared in case of calamities.
Pineda recently approved a P5-million budget to jumpstart the rechanneling project while waiting for the release of funds from the Department of Public Works and Highways.
The municipality of Minalin already dredged some 3.5 kilometers starting at the mouth of the San Francisco River going to the Pasig-Potrero-River.
On the part of the Provincial Government, dredging activities started in Dalang Pari River.
Meanwhile, the DPWH likewise started the rechanneling activity along the area of Pump 2 in Bacolor section.

Aquino urged to let Puno go amid controversy

MANILA – A lawmaker allied with the administration advised President Benigno Aquino III to let go of Undersecretary Rico Puno amid the alleged controversy involving the Department of Interior and Local Government (DILG) official.
Ifugao Representative Teddy Baguilat Jr., an administration ally, said the more prudent thing to do is to remove Puno from the DILG, who is a subject of an investigation by the late Local Government Secretary Jesse Robredo over alleged controversy on the purchase of assault rifles for the Philippine National Police (PNP), an agency under the DILG.
A day after Robredo died in a plane crash off Masbate last August 18, Puno and several police officials have reportedly tried to gain entry into Robredo’s condominium unit in Quezon City. The government was still conducting a search and rescue operation at that time.
Before his death, Robredo allegedly received a report implicating Puno in the supposed anomalous firearms deal.
“I think the investigation on alleged irregularities implicating Usec Puno must continue. That’s the tuwid [right] thing to do. The investigation, if not pursued, would invite suspicion of a conspiracy theory on his [Robredo] death,” said Baguilat, a deputy spokesperson of Aquino’s Liberal Party.
Baguilat, a close friend of Robredo, is also one of the first members of the Kaya Natin movement for good governance, along with the late DILG Secretary.
Agham party-list Representative Angelo Palmones, meanwhile, called for Puno’s resignation.
“Usec Puno may be PNoy’s [Aquino] best shooting buddy, but he’s not a true friend. If Puno is indeed concerned and supportive to PNoy’s governance, he must have delicadeza to resign now,” he said in a text message.
The DILG official once offered his voluntary resignation two years ago when he was linked to illegal gambling and in the August 23 botched hostage crisis in Manila, which killed several Chinese tourists.
In a Senate Blue Ribbon Committee hearing two weeks later, Puno was quoted as saying: “I was about to resign but the President told me to continue on.”
Puno’s fate hangs as Transportation and Communications Secretary Manuel Roxas II is set to take over DILG.
After his appointment was announced by Malacañang, Roxas himself announced that Puno is out of DILG. However, Executive Secretary Pacquito Ochoa Jr. said the undersecretary remains with the agency.
In a recent ambush interview, Puno said he is willing to work with Roxas.
Senators Aquilino Pimentel III and Francis Pangilinan, for their part, said that Puno should be given a fair chance of explaining himself in case the reported investigation involves his name.
“If it’s true that there’s already an investigation ongoing, better that we let the process finish first before calling for any resignations,” Pimentel said.
“I am sure the President is on top of this latest controversy and will do what needs to be done to address it,” Pangilinan added.
Senator Miriam Defensor-Santiago, meanwhile, challenged Puno to speak up on the issues hounding him.
“Be transparent. If you are innocent, answer the accusations against you. Bakit siya nananahimik? This is all puzzling to me,” Santiago said on Saturday.
Santiago said she will seek an investigation on the “unique and exceptional” powers given to Puno as DILG Undersecretary.
She added the DILG Secretary is usually given the authority over the PNP but in the present administration, the President chose Puno to take control over the police force.
“This case of Undersecretary Puno is completely unique, if not anomalous. I believe that Mr. Rico Puno was able to occupy this unique office of the Undersecretary with his unique or exceptional or anomalous powers because of severe pressure on Mr. Aquino,” Santiago said.
Santiago added that the inquiry will also cover the supposed break-in of Puno into Robredo’s condominium unit.
“That is so suspicious. What on earth was so compelling? Namatayan na ang pamilya [The family has lost one member]. His first instinct should be to sympathize or condole with the family,” she said. (Kathrina Alvarez/Sunnex)

Cebu doing ‘a tremendous job’ vs trafficking

CEBU – A White House official lauded the anti-sex trafficking campaign in Cebu and vowed that the United States Government will continue its partnership with government agencies and civil society groups in fighting “modern-day slavery.”
Joshua DuBois, special assistant to US President Barack Obama and executive director of the White House Office of Faith-based and Neighborhood Partnerships, talked with stakeholders of the anti-sex trafficking campaign in Cebu last Thursday.
He also visited the center for trafficking victims in Mandaue City to learn about the Mandaue Reintegration Support Network for Sex Trafficking Survivors, a project of the City Government and the International Justice Mission (IJM) Philippines.
“Cebu is doing a tremendous job caring for victims and prosecuting perpetrators and I want to applaud the government here, the police department, the prosecutors and the NGOs (nongovernment organizations) for the work they are putting in to help (sex trafficking victims),” DuBois told reporters.
“Our approach as the United States Government is to think about how we can partner with you to continue and to strengthen that work,” DuBois added.
Violeta Cavada, head of the Mandaue City Social Welfare Services (CSWS), said she and representatives of NGOs providing after-care services to trafficking victims shared their experiences with DuBois.
The Mandaue CSWS recently established the Women’s Center with the help of the IJM Philippines.
Group therapy and counseling sessions for sex trafficking victims who are back in their communities are held at the center.
The center is part of the reintegration support network project, which aims to promote the well-being of trafficking survivors through a supportive community and a network of professional volunteers.
Social welfare officer Pureza Tabuac said 54 sex trafficking survivors in Mandaue have reintegrated into their communities and are attending the sessions.
At the center, trafficking survivors are given free dental and medical services. The City Government also provides them with rice, noodles and canned goods.
From 2007 to present, authorities have rescued 106 victims of sex trafficking from Mandaue, according to the Mandaue CSWS.
“Human trafficking anywhere is alarming. What is encouraging is the work of your government and the work of your NGOs to address this issue,” DuBois said. “We are excited to partner further in the days ahead.” (RSB of Sun.Star Cebu)

Flooding hurts 50 households in Cebu

CEBU CITY – Two sitios in Barangay Sapangdaku, Cebu City were hit by a flash flood following a heavy downpour on Saturday, in a week marked by rainy afternoons.
Four people spent half an hour trapped inside their home by rising floodwater, while students were compelled to cut a camping activity short.
Sapangdaku village chief Lorna Damalerio said the flash flood affected some 50 families in Sitios Caimitohan Riverside and Mohon, when floodwaters entered their houses.
They were immediately brought to higher ground.
Aside from barangays Guadalupe and Sapangdaku, Alvin Santillana of Cebu City’s Local Disaster Risk Reduction and Management Council (LDRRMC) said the flash flood on Saturday affected several areas in Barangays Kalunasan and Sambag II.
In an interview, Damalerio said sitios Caimitohan Riverside and Mohon have always been hit by flood whenever there is a heavy rain, as it is located near the Sapangdaku River, but Saturday’s impact was more pronounced.
“Karon pa gyud ni nga na-grabehan kay nangaanod man gyud ang mga appliances ug mga baboy nila (It was the worst yet, and some people’s appliances and hogs were carried away),” she said.
Damalerio said no houses were damaged, except for one that sits near the river. She said the Bureau of the Fire Protection (BFP) had to tear down part of the house to rescue the four people who were trapped inside.
The four people, Damalerio said, could not get out of the house because of the surge of floodwater.
Aside from the families affected, Damalerio said some 50 students from Sapangdaku Elementary School were also evacuated on Saturday.
P12-million bridge
Damalerio said the students were camping inside the school when floodwater rushed in. Their camp, which was supposed to end Sunday yet, was cut short.
Damalerio blamed the flash flood on the ongoing construction of a P12-million bridge in the area, which is 30 to 40 meters long and six meters wide.
The bridge is a project of the Department of Public Works and Highways (DPWH) and is supposed to connect barangays Sapangdaku and Guadalupe. The said bridge will replace the already dilapidated bridge in the area.
Damalerio said the project has caused the water from the river to overflow.
The village chief questioned the delay in the completion of the project. She said the project started last February and was supposed to be finished last July yet.
Upon the instructions of Mayor Michael Rama, LDRRMC’s Santillana said they will ask the contractor of the project, Dakay Construction and Development Corporation, to fast track the construction of the bridge.
Damalerio said, though, that Dakay suggested to close the old bridge so they can finish the project immediately, but the residents opposed to it.
The weather bureau has warned of moderate to heavy rains over the western portions of Luzon and Visayas, which may cause floods and landslides, within July to September. It said that tropical cyclones over Northern Luzon were expected during these months to enhance the southwest monsoon.
It also said the rains associated with the southwest monsoon would “gradually recede” during the second half of September.
On guard
In a separate interview on Saturday, Santillana again asked those who are living near rivers to relocate themselves to a much safer area so as not to endanger their lives.
“Although the rain has stopped and the floodwaters have subsided, it’s not a guarantee nga di sila mabahaan balik diha that we’re safe from floods),” he said.
When the water subsided on Saturday, the affected families went back to their respective homes.
Sun.Star Cebu tried to interview the site engineer but he refused to issue statements or give his name.
Several culverts were piled up under the bridge but these clogged up and the water rose by as much as 10 feet, entering houses in Sitio Mohon, Barangay Sapangdaku.
The rising water trapped an 88-year-old healer, her husband, and two of her patients past 12 p.m.
Rescue
The emergency rescue team of Barangay Basak-Pardo helped pull them out by cutting a hole into their roof.
Pacing Navarro, 88, recalled she was treating her two patients at the second floor when the water rapidly rose in a span of five minutes.
Her husband Moricio, 62, tried to get them out, to no avail. The water was already in their waist and they could be washed by the current.
“Tunga sa oras mi didto na-trap. Abi nako mamatay nami (We were trapped for half an hour. I thought we would die),” Pacing said.
During their rescue, Pacing was brought to the health center in Barangay Guadalupe after she passed out.
“Pagsuway ni pero gitabangan gyud mi niya (This is a trial but she has helped us),” Pacing added, referring to the Blessed Virgin Mary, on whom she relies for her healing work.
Meanwhile, her neighbor Wilson Reandon, 30, was watching television with his family when the water rapidly increased.
“Dugay na ko nagpuyo diri, bisan ug kusog ang uwan, dili ni molapaw ug ing-ani kataas (I have lived here for a long time, and I can’t remember a time when the water level rose so fast),” he said.
Gratitude
Sari-sari store owner Lenet Adolfo, 40, showed Sun.Star Cebu her damaged supplies and goods because of the flood. She said the bridge expansion was supposed to have been finished last July 5, 2012. It was started on February 6, 2012 with the cost P12.98 million.
“Tungod ana kay dako kay ko ug lugi (This has formed me to get deeper in debt),” Adolfo added.
Workers of Dakay Construction and Development Corp. were compelled to destroy the drainpipes with the use of a backhoe.
Guadalupe Barangay Councilor Roberto Camu told Sun.Star Cebu that a two-storey concrete house in Sitio Ma. Theresa Uno was washed away by the flood.
The elderly house owner identified as a certain “Paquera” was able to get out quickly and left unscathed.
In Sitio Sapang Komunidad and Sta. Lucia, the rain-swollen rivers entered 10 houses and damaged the families’ electric appliances. No one was reported injured.
More than ten families had been affected by the flood but won’t need evacuation, Camu said.
“They have started cleaning their houses as of Saturday afternoon,” the barangay councilor added. (Sun.Star Cebu)

Good weather seen over PHL

MANILA — Expect good weather over the country on Thursday, the Philippine Atmospheric Geophysical and Astronomical Services Administration (Pagasa) said.
Weather forecaster Aldczar Aurelio said the intertropical convergence zone (ITCZ) will affect the western section of Visayas and Mindanao that will experience scattered rainshowers and thunderstorms.
An ITCZ is a merge of winds from different directions, which is also a breeding ground for a low pressure area.
Aurelio said Luzon including Metro Manila will experience partly cloudy to mostly cloudy skies with passing light to moderate rains mostly in the afternoon or evening because of the localized thunderstorms.
He added there is no weather disturbance spotted near the Philippine Area of Responsibility (PAR).
But the weather bureau is monitoring a band of rainclouds over the Pacific Ocean that may intensify into a weather disturbance.
Pagasa said light southeasterly to variable winds will prevail over Palawan, Visayas, and Mindanao.
The coastal waters along these areas will be slight except during the thunderstorms.
Elsewhere, winds will be light to moderate coming from the northeast to northwest with slight to moderate seas. (PNA)

Bizman: Clark airport has all qualities of a premier gateway

ANGELES CITY — Businessman Rene Romero said Wednesday that the Clark International Airport has all the characteristics of a premier international airport that other airports in the country fail to match.
Romero cited the airport’s strategic location, two big parallel runways, space, and other qualities enough to be converted into the country’s main international airport.

Romero issued the statement in reaction to reports quoting Ramon Ang as saying that the government’s plan to turn Clark into the country’s premier gateway might be ill-advised, given the facility’s distance from Manila.
“If you want to fly [from] Clark, how long will it take you to get to the airport? Two hours if you are coming from Makati. Then you have to wait two more hours for your flight,” Ang said.
Ang reportedly said plans to build a new high-speed railway between Metro Manila and Clark — at an estimated cost of $10 billion — would be too heavy a burden for the government to carry.
Romero said the Philippine Air Lines is free to put its own airport but not to the point that its officials will discredit the Clark airport, which is seen by Kapampangans as their future in terms of economic development.
“Libre lang manalakad sarili dang airport pero ‘e de sisiran ing Clark. Masakit para kareng Kapampangan ita,” Romero said.
Clark, which is expected to spur tourism and trade in the whole of Central Luzon and other regions in Luzon, is now well-developed and has enough space for expansion, according to Romero.
“Makisabi tamu, ‘e ne (Ang) sisiran ing Clark. Patye sinira ne future ning Clark, anti na ne mong sinira ing buong Pilipinas,” Romero said. “Anybody who will discredit Clark, maghinakit tamung Kapampangan kaya.”
The businessman at the same time appealed to President Benigno Aquino III to declare Clark airport as one of the country’s main gateways.
“It’s okay to build international airports in other parts of the country like in Cebu, Davao and others but Clark should be one of the country’s premier gateways,” Romero said.
Ang earlier announced that PAL is planning to build a big airport in Bulacan that can accommodate flights four times the capacity of the Ninoy International Airport.
