MANILA (5th Update, 11:03 p.m.) — Typhoon Ambo has maintained its strength as it continues to move away from the country, the state weather bureau said in its 11 p.m. bulletin.
At 10 p.m. Sunday, “Ambo” was spotted at 430 kilometers (km) east northeast of Aparri, Cagayan, with maximum sustained winds of 120 kilometers per hour (kph) near the center and gustiness of 150 kph.
The Philippine Atmospheric, Geophysical and Astronomical Services Administration (Pagasa) said “Ambo” is forecast to move north northeast at 13 kph.
But while it is moving away from the country, Pagasa said, another low pressure area was spotted at 980 km east of southern Mindanao.
In the meantime, Pagasa warned fishermen against venturing out into the sea due to bad weather. It said “Ambo,” although moving away from the country, will continue to bring rains as it is expected to enhance the southwest monsoon.
Estimated rainfall amount is from 20 to 30 millimeter per hour within the 400-kilometer diameter of the typhoon.
“Ambo” is expected to be at 530 km northeast of Basco, Batanes by Monday evening and at 800 km northeast of Basco, Batanes by Tuesday evening.
As of 7 p.m. Sunday, the National Risk Reduction and Management Council reported the first typhoon to hit the country this year has left two people dead, seven missing and seven others injured.
Office of Civil Defense administrator Benito Ramos said two children drowned in a swollen river in western Palawan province, which was not directly hit by the typhoon but was lashed by heavy rains, while five of the seven missing were fishermen.
Pagasa advised the public and the disaster coordinating councils concerned to take appropriate actions and watch for the next weather bulletin to be issued at 5 a.m. Monday

ANGELES CITY — The city police have arrested two suspected hold-uppers who incidentally fired a gun while on board a motorcycle along a busy street in Barangay Balibago here Saturday night.
Serafin Valenzuela Vaca Jr., 27, of Amsic, Angeles City and Hermie Estor Capulit, 28, of Balyok, San Clemente, Tarlac were cornered by Senior Police Officer 2 (SPO2) Jose Capinpin III and SPO1 Joven Rodriguez along Don Juico Avenue, Clarkview Subdivision, Malabanias here after few hours.
Chief Inspector Luisito M. Tan, Police Station 4 chief, said the suspects might be responsible for some robbery incidents in the city.
He said they invited a number of robbery victims to identify the suspects.
Seized from the suspects were a Norinco .45 cal., bearing SN 912493 and live bullets, a Motoposh red motorcycle with license plates 6920-UU.
Vaca and Capulit were charged with illegal discharge and possession of firearms, Tan said.

CITY OF SAN FERNANDO — The Regional Development Council in Central Luzon’s Sectoral Committee on Infrastructure Development (SCID) backed the bid of the regional Land Transportation Office (LTO) for jurisdiction of the North Luzon Expressway (NLEx) and Subic-Clark-Tarlac Expressway (SCTEx).
During its regular meeting at Party Place in this city, SCID chairman and Bulacan Governor Wilhemino Sy-Alvarado said: “We strongly support and endorse the desire of LTO to have jurisdiction over NLEx and SCTEx since 98 percent of both highways are within Central Luzon and not Metro Manila.”
“Since the regional LTO similarly supports the appeal of PamCham (Pampanga Chamber of Commerce and Industry Inc.) on this matter, we will immediately issue the necessary resolution and forward it to LTO central office,” he added.
Sy-Alvarado told Sun.Star Pampanga that the move would finally do away with the inconvenience of over-speeding violators in claiming their licenses from the central office in Quezon City.
“We have strategic offices of LTO in Central Luzon including the regional office. It is but logical that confiscated licenses should be claimed in the nearest LTO office or at the regional office, which can then transfer the license in at least a day to the district office where the motorist comes from. We will definitely work this out,” he said.
Earlier, LTO Regional Director Oliver Macaspac disclosed they were lobbying anew for jurisdiction of the two expressways in response to the appeal of PamCham to reconsider its policy involving over-speeding motorists where violators have to retrieve their confiscated licenses from the LTO main office.
The business group, led by its chairman emeritus Levy Laus and president Marco Antonio Jimenez, had written Assistant Secretary Virginia P. Torres, to propose that erring motorists be given the option to claim their confiscated licenses and pay the corresponding penalty from either the LTO main office or the LTO regional office here to avoid inconvenience and additional expenses.
Macaspac said, “We do understand the predicament of PamCham and other concerned motorists. We are looking at this with urgency and will continue to lobby at the central office for us to have jurisdiction over NLEx and SCTex just like SLEx [South Luzon Expressway] is under the operations of LTO Region 4 (Calabarzon),” recalling that on July 21, 2010, Asec Torres had already approved of LTO Central Luzon’s jurisdiction over the NLEx and SCTEx but was reverted back to central office jurisdiction through a memorandum circular dated July 29 of the same year for unknown reasons.
Macaspac, along with PamCham vice chairman Rene Romerop expressed elation and hope that with the RDC-SCID endorsement, the appeal would be fast-tracked.
“Just imagine that about 70 percent of those who use both expressways are from Central Luzon. It would be of great convenience for motorists in the region. Plus, once the LTO gets jurisdiction over the two expressways, traffic there could be strictly regulated in all areas including after the toll exits where it is free for all. And then they would be able to curb apprehensions without evidence. We deeply appreciate the endorsement and support of the RDC,” Romero said.

THE Court of Appeals (CA) has turned down a motion filed by a suspected financier of the international terror group Jema’ah Islamiyah (JI) to lift the six-month freeze order issued against his bank accounts.
In a three-page resolution, CA’s Former First Division through Associate Justice Mariflor Punzalan-Castillo held that the motions for reconsideration filed by Eduard Guerra, alias Abraham Yap Alonto, and his wife Jocelyn, failed to raise new arguments that would warrant the reversal of the court’s January 19, 2012 resolution.
The assailed CA ruling denied Guerras’ motion to lift the freeze order issued on December 20, 2011, covering their bank accounts in Banco de Oro, Bank of the Philippine Islands, Land Bank of the Philippines, Maybank, Metrobank and Rizal Commercial Banking Corporation.
The bank accounts are believed to have been used to finance the terror activities of the separatist Moro Islamic Liberation Front (MILF).
Guerra, a senior member of the rebel group’s central committee, was arrested in September 2010 while trying to enter the Davao International Airport heading to Geneva, Switzerland to attend the United Nations Human Rights Council meeting. He is now facing terrorism charges.
“A perusal of both motions for reconsideration, however, reveals that the respective arguments therein are practically a mere rehash of those which the movants had already propounded in their respective motion to lift the freeze order and the motion for extension of the freeze order, and have been successfully and exhaustively disposed of by this Court in its resolution sought to be reconsidered,” the CA said.
Concurring with the ruling were Associate Justices Andres Reyes Jr. and Franchito Diamante.
The Anti-Money Laundering Council had asked the appellate court to lift the freeze order on the Guerras’ bank accounts.
Records showed Guerra, along with 62 others, was charged on June 28, 2010 before the Regional trial Court (RTC) in Sarangani in connection with their participation in the attack on the town’s police station, an electric substation and a military detachment that left two civilians dead.
On September 1, 2010, a warrant of arrest was issued in the names of Guerra and several others by the RTC in Sarangani.
In the return of the writ of warrant of arrest, Police Inspector Saguisag Mira prayed that the Intelligence and Security Group-Army be allowed to take custody of Guerra as he is considered a high-profile detainee being a major JI facilitator and financier for the MILF in purchasing and smuggling large quantities of weapons and ammunition from North Korea and other parts of East Asia.
On the same day, the lower court issued an order for the detention of Guerra at ISG-Army facilities at Fort Bonifacio.
The MILF has been demanding for his immediate release from detention, saying Guerras’ arrest was a big blow to the ongoing peace negotiations with the government.

SENATOR Miriam Defensor Santiago told President Benigno Aquino III to expect a backlash if he decides to appoint a political ally as replacement to deposed Chief Justice Renato Corona.
Santiago, who voted against Corona’s conviction last May 29, said Aquino will only prove his critics right that the end goal of removing the ex-magistrate was to sworn in a Palace-friendly candidate.
Corona was removed from office last week when 20 of 23 senators found him guilty of committing culpable violation of the Constitution and betraying public trust. His independence was repeatedly criticized by Malacañang for being a perceived supporter of the past administration.
“He (Aquino) cannot afford to appoint a completely loyal person who will take all his instructions about certain controversial issues because certainly, the administration will lose its credibility,” Santiago said Sunday in an interview over radio dzBB.
Corona earlier said he was a stumbling block to Aquino’s bid of regaining control of the family-owned Hacienda Luisita, which was ordered by the Supreme Court to be distributed to over 6,200 farmers last April.
“We are talking about the principle of independence of the judiciary. Will the new Chief Justice be independent or a mere follower of the administration?” Santiago said.
Among those reportedly eyed as the country’s next top judge are Justice Secretary Leila de Lima, Bureau of Internal Revenue Commissioner Kim Henares, and Senior Associate Justice Antonio Carpio, Corona’s rival to the post two years ago.
Incidentally, Carpio and de Lima are members of the Judicial and Bar Council (JBC), a constitutional body tasked to screen candidates to all posts in the judiciary.
Sensing paradox, Santiago asked the two officials to just inhibit from the deliberations of the JBC if they will accept any nomination.
“Potential nominees who are part of the JBC by provision of law should just inhibit (from the deliberations and voting),” she said. “It’s ironic to see someone who is a nominee and will vote at the same time.”
Santiago, meanwhile, agreed with the Palace’s position that the President can appoint an outsider as long as he is in the shortlist to be submitted by the JBC.
“There is no problem whether he/she is in or out of the Supreme Court as long as the person is independent, with integrity and competent,” political analyst Ramon Casiple said in a text message to Sun.Star.
Under the Constitution, the President has 90 days from the time of vacancy. The JBC will meet on Monday to discuss the selection process for the next Chief Justice.
