Filipino peasants fly to Rio de Janeiro

ANGELES CITY- Filipino “peasants” in Rio de Janeiro?

Yes, members of Philippine peasant organizations are in the Brazilian capital, but not to sashay to the beat of carnival.

They come from the Kilusang Magbubukid ng Pilipinas (KMP) and the National Federation of Peasant Women (Amihan) and Asian Peasant Coalition (APC) who flew to Rio de Janeiro to join their counterparts from other countries under the International League of Peoples’ Struggle (ILPS) to protest the so-called Green Economy of the United Nations Conference on Sustainable Development, also known as Rio 20+, to be held in the Brazilian city.

“The chiefs, agents and apologists of the discredited world capitalist system are exploring and exploiting the United Nations Conference on Sustainable Development otherwise known as Rio+ 20 to mislead and coerce the toiling people of the world to accept their long-running program of modern-day slavery under the pretext of sustainable development, poverty eradication and promotion of food security,” said a joint statement of the KMP, Amihan and APC.

Speaking as head of the Philippine delegation, Lita Mariano of Amihan noted that “20 years ago, capitalist exploiters made the use of the same recipe courtesy of the First Rio Earth Summit in 1992.”

“The outcome was a global disaster with half of the global population now living on less than $ 2.50 a day.

Nearly 1 billion people, mostly from underdeveloped countries are traumatized by daily hunger and close to 2 billion people are terrorized by abject poverty,” she said.

Mariano said “amidst the widespread poverty, hunger and dispossession, big capitalist economies managed to amass 70 percent of the world income, and this wealth is sealed in the hands of 20 wealthiest people, majority of them are headquartered in the protected borders of the United States, the European Union and other nations comprising the imperialist bloc.”

“The global reality depicts that the bottom 20 percent of the global population share only 1 percent of the global income, a lucid testimony to the widening gap between rich and poor countries under the current modern-day slavery of global monopoly capitalism,” she added.

Mariano noted that the Green Economy agenda in Rio+20 “will continue to and further intensify the policies of liberalization, privatization, deregulation and denationalization of underdeveloped economies.”

“It will usher an unprecedented era of global landgrabbing, food crisis, massive joblessness, environmental catastrophe and worldwide dispossession,” she added.

She also warned that “Green Economy will further push wages of working people to rock bottom levels and more drastic cuts on social services, while providing super tax holidays, juicy contracts, corporate subsidies and grand bailouts to corporations.”

For his part, Pambansang Alyansa ng Lakas ng Mamamalakaya ng Pilipinas (Pamalakaya) national chairperson Fernando Hicap said “the Green Economy deserves global rejection of the toiling people.”

He warned of a “syndicate headed by the United States and the European Union which will exploit the green economy catchphrase to convince underdeveloped economies to open their water resources including oceans and lakes, municipal waters and offshore waters to transnational investments for privatization, free entry of investments and denationalization.”

According to Hicap, the mad rush for Green Economy prompted Pres. Aquino to offer two of the major fishing areas—the 90,000 hectare freshwater Laguna Lake and Manila Bay- to Green Economy investors.

“Under the Green Economy inspired Public-Private Partnership (PPP), the Aquino government offered to financial investors 54 big ticket projects in Laguna Lake that would initially cost local taxpayers some P 400-billion,” the Pamalakaya leader said.

He said the Laguna Lake Master Plan, a “Green Economy” development program hopes to transform the lake fishing environment into a major industrial and commercial hub for foreign and local investments.

Hicap said that in Manila Bay, the government has embarked on a national reclamation plan consisting of 38 land reclamation projects and will eat up 26,234 hectares of foreshore areas and coastal lands under the concept of Green Economy.

“The bankruptcy and sinister agenda of Green Economy is further exposed by the widespread offshore mining activities in the Philippines.

The Aquino administration has put in the bidding table over 10-million hectares of ocean waters in Visayas Sea, Palawan Sea, Sulu Sea and other areas in the disputed South China for oil and gas exploration,” Hicap also said.

Gerona wins best float in ‘Araw’ grand parade

GERONA’S multi-colored float was adjudged as best while the Ylang-Ylang producing municipality of Anao won the street dancing competition in the grand parade held last May 25 in commemoration of Tarlac’s 139th Araw ng Lalawigan.

The parade, an integral part of the annual foundation anniversary of the province, was participated in by national government agencies, the Philippine National Police and the military, local government units, sponsor establishments, the candidates of the Kuran Queen of Festival [Mutya ng Lalawigang Tarlac], provincial government employees and the officials of the provincial government led by Governor Victor Yap, Vice Governor Pearl Angeli Pacada and the members of the Sannguiniang Panlalawigan.

Twelve municipalities joined the street dancing competition that showcased their cultures and traditions. Pura was named first runner-up with Mayantoc and Concepcion placing second and third runners-up respectively.

Gerona, which featured the produce and the programs of the municipality in their float got the nod of the judges headed by Tarlac State University Cultural Director Marcelino Balanquit. Pura was adjudged first runner-up and Ramos second runner-up. Sixteen municipalities vied in the float competition.

By winning the street dancing competition, Anao got a cash prize of P40,000, Pura, P35,000, Mayantoc P30,000 and Concepcion P25,000.

Thirty Thousand pesos went to Gerona by being named best float, Pura P25,000 and Ramos, P20,000.

Yap thanked all those who participated and vowed that the succeeding parades will be more colorful so that it could somehow compete with other famous parades being held especially in the southern parts of the country.

“We have witnessed the metamorphosis of the grand parade through the years and year-by-year, it has grown and has become more colorful,” Yap said.

Pinakamahabang zipline sa bansa, itatayo sa Angat dam

NORZAGARAY, Bulacan—Matapos ang mahigit 42-taong operasyon ng Angat Dam, inihayag ng National Power Corporation (Napocor) ang plano na buksan ito sa turismo sa susunod na taon.

Ang pagbubukas na ito ay tatampukan ng isang kilometrong zipline at iba pang atraksyong tulad ng bungee jumping, mounting trekking, bird watching at boating.

Ayon kay Inhinyero Rodolfo German ng Angat River Hydro Electric Power Plant (Arhepp) ng Napocor, ang planong zipline ay tinatayang magiging pinakamahaba sa bansa, o maging sa buong Asya.

Ito ay mas mahaba sa 840-metrong zipline na matatagpuan sa bayan ng Manolo Fortich sa lalawigan ng Bukidnon sa Mindanao na binuksan sa publiko noong 2009.

Ipinaliwanag ni German na malaking tulong ang Angat Dam bilang tourist attraction lalo na sa lokal na pamahalaan na nakakasakop dito.

Gayunpaman, nilinaw niya na hindi magiging problema ang seguridad sa nasabing dam na sa loob ng 43-taon ay hindi basta mapasok ng tao kabilang na ang mga mamamahayag maliban na lang kung may permiso mula sa punong tanggapan ng Napocor na matatagpuan sa Lungsod ng Quezon.

Sinabi pa niya na sa katunayan ngayon pa lamang ay may mga pagkakataon na may mga dumadayo sa Angat Dam watershed upang mag-bird watching.

Bukod dito, igiiniit pa ni German na may mga namamataang agila sa watershed.

Una nang naihayag ni Danilo Sevilla, bise president eng Napocor, ang mga namamataang agila sa Angat Dam Watershed.

Isa raw iyon sa patunay na makapal pa ang punong kahoy sa watershed, sa kabila ng di mapigil na operasyon ng mga timber poachers.

Ayon naman ay Bro. Martin Francisco ng Sagip Sierra Madre Environmental Society, ang mga agilang namamataan sa watershed ay isang magandang dahilan upang higit na paigtingin ang pagbabantay at pangangalaga doon.

Central bank maintains policy rates

THE Central bank decided on Thursday to maintain its key policy rates at current levels, owing to manageable inflation and better-than-expected first quarter economic growth.
In the Bangko Sentral ng Pilipinas (BSP) Monetary Board Meeting, central bank governor Amando Tetangco Jr. said that key policy rates for overnight borrowing or reverse repurchase (RRP) facility stayed at 4 percent while the overnight lending or repurchase (RP) facility at 6 percent.
The interest rates on term RRPs, RPs, and special deposit accounts (SDAs) were also maintained accordingly and the reserve requirement ratios were also kept steady, he said.
“The Monetary Board’s decision is based on its assessment that the inflation environment remains manageable,” Tetangco said.
Latest baseline forecasts for inflation continue to track the lower half of the 3-5 percent target range for this year and 2013, while inflation expectations remain firmly anchored.
Tetangco also cited the significant improvement on the country’s economic growth, which hit 6.4 percent during the first quarter, for maintaining the policy rates.
Adequate liquidity and strong bank lending, spurred by prevailing low interest rates, should also help sustain domestic real sector activity in the months ahead, he added.
The central bank chief said that core inflation also remains firm.
But he warned that oil prices, which continue to show considerable volatility and additional petitions for electricity rate adjustments could provide upside influence on inflation.
Tetangco also said that the weak global economy could contribute to moderate oil and other commodity prices.
“As such, inflationary pressures and the risk of second-round effects may also ease in the coming months,” he said.
With that, he said the central bank will continue to monitor emerging price and output conditions to ensure that monetary policy remains in line with price stability while being supportive of economic growth.

Pinakamahabang zipline sa bansa, itatayo sa Angat dam

NORZAGARAY, Bulacan—Matapos ang mahigit 42-taong operasyon ng Angat Dam, inihayag ng National Power Corporation (Napocor) ang plano na buksan ito sa turismo sa susunod na taon.

Ang pagbubukas na ito ay tatampukan ng isang kilometrong zipline at iba pang atraksyong tulad ng bungee jumping, mounting trekking, bird watching at boating.

Ayon kay Inhinyero Rodolfo German ng Angat River Hydro Electric Power Plant (Arhepp) ng Napocor, ang planong zipline ay tinatayang magiging pinakamahaba sa bansa, o maging sa buong Asya.

Ito ay mas mahaba sa 840-metrong zipline na matatagpuan sa bayan ng Manolo Fortich sa lalawigan ng Bukidnon sa Mindanao na binuksan sa publiko noong 2009.

Ipinaliwanag ni German na malaking tulong ang Angat Dam bilang tourist attraction lalo na sa lokal na pamahalaan na nakakasakop dito.

Gayunpaman, nilinaw niya na hindi magiging problema ang seguridad sa nasabing dam na sa loob ng 43-taon ay hindi basta mapasok ng tao kabilang na ang mga mamamahayag maliban na lang kung may permiso mula sa punong tanggapan ng Napocor na matatagpuan sa Lungsod ng Quezon.

Sinabi pa niya na sa katunayan ngayon pa lamang ay may mga pagkakataon na may mga dumadayo sa Angat Dam watershed upang mag-bird watching.

Bukod dito, igiiniit pa ni German na may mga namamataang agila sa watershed.

Una nang naihayag ni Danilo Sevilla, bise president eng Napocor, ang mga namamataang agila sa Angat Dam Watershed.

Isa raw iyon sa patunay na makapal pa ang punong kahoy sa watershed, sa kabila ng di mapigil na operasyon ng mga timber poachers.

Ayon naman ay Bro. Martin Francisco ng Sagip Sierra Madre Environmental Society, ang mga agilang namamataan sa watershed ay isang magandang dahilan upang higit na paigtingin ang pagbabantay at pangangalaga doon.

MANILA — Malacañang defended on Thursday former President Fidel Ramos who is being tagged in the supposed plot to oust President Benigno Aquino III.
Deputy presidential spokesperson Abigail Valte said it is “unfair” to link the former President to the Oust Penoy Movement (OPM) due to his association with the group’s spokesperson.
“It is unfair to link former president Fidel V. Ramos to the Oust Penoy Movement just because Mon Pedrosa is a known associate,” Valte said.
OPM earlier bared plans of filing impeachment complaint against Aquino due to violation of the Constitution and acts of treason.
Pedrosa said the complaint will be filed soon but did not give specific date.
Malacanang earlier dared the group to push through with its plan believing that such complaint will not prosper.

PNoy dimasyado sa harapang pag-abuso sa batas

LUNGSOD NG MALOLOS – Nagpahayag ng pagkadismaya si Pangulong Benigno Aquino III na hindi pa rin nauubos ang nagnanais abusushin ang Saligang Batas ng bansa para sa pansariling kapakanan.

Ito ay matapos ang paglilitis at mapatalsik sa tungkulin si dating Punong Mahistrado Renato Corona.

Sa kanyang pahayag sa mga dumalo sa ika-114 na guning taong paghahayag ng Kasarinlan ng Pilipinas, sinabi ng Pangulo na bukod sa mga nagnanais baligtarin ang Saligang Batas, ay mayroon ding mga opisyal na harap-harapang lumalabag dito.

“Hindi ko maiwasang madismaya minsan, dahil matapos ang pinagdaanang ratipikasyon ng ating Saligang Batas noong 1935 at 1987, hindi parin nauubos ang mga walang pakundangan pa ring naghahanap ng butas upang gamitin ito sa pansarili nilang kapakanan,” ani ng Pangulo.

Idinagdag pa niya na “May mga opisyal na harap-harapan kung lumabag sa batas, at harap-harapan ding tinatakasan ang pananagutan.”

Ayon sa Pangulo, ang Saligang Batas ay dapat natatakbuhan ng karaniwang tao, ngunit ito’y “nagiging laruan na lamang ng mga naghahari-harian.”

Inilarawan pa niya ang mga ginagawa ng ilang opisyal na hindi tinukoy ng kanyang sabihing, “Kung umasta sila, animo’y hawak nila ang piring ng katarungan, para bang lisensyado silang palitan, bawasan, ibahin at baliktarin ang Konstitusyon.”

Ayon kay Aquino ang katatapos na paglilitis kay Corona na umabot ng limang buwan ay dapat maging babala sa mga nagnanais baligtarin ang Saligang Batas.

Ito ay dahil sa pinatingkad ng katatapos na paglilitis ang diwa ng demokrasya kung saan ay “karapatan ng mga Pilipinong malaman ang katotohanan at maramdamang buhay ang demokratikong sistema sa bansa.

Muli rin nitong idiniin sa ating mga lingkod-bayan na ang kapangyarihang ipinahiram sa kanila ni Juan dela Cruz ay may kaakibat na responsibilidad at pananagutan.”

Ayon sa Pangulo ang pag-abuso sa batas ay masasalamin sa tahasang korapsyon na naging daan upang lalong dumami ang “naging sakim sa kapangyarihan.”

Ito ay nagbunga ng pagdami ng bilang ng mga manhid at nagwalang-kibo.

“Naging pundido ang parola ng demokrasya dahil walang nagkukusang alagaan at panatilihin ang alab nito,” ani ng Pangulo.

Ipinagmalaki rin niya na nakakabuwelo na ang bansa patungo sa tuwid na landas, at nangako siya na “hindi natin hahayaan pang maligaw tayosa dilim ng nakaraan.”

“Gaya ng nakasaad sa Saligang Batas, sa taumbayan nag-uugat ang lakas ng ating bayan. Kaya’t makatarungan lamang na sila rin ang makikinabang sa bunga ng ating mga pagsisikap.

Kaya naman bawat repormang itinutulak natin—mula sa trabahong naihahandog natin sa ating kababayan, hanggang sa pagtataguyod ng katarungang panlahat; mula sa pagkukumpuni ng sistemang panlipunan, hanggang sa matuwid na paggugol ng ating pananalapi—ay dapat sumasalamin sa prinsipyong pinagtibay sa loob mismo ng simbahang ito noong 1898,” dagdag pa ni Aquino.

Bilang dating Kongresista ng Tarlac, sinabi niya na naging sandigan niya ang Saligang Batas.

“Lagi kong binabasa, pinag-aaralan at sinusuri ang mga probisyon nito. Bukod sa napapaloob dito ang mga batayan na dapat kong sundin bilang Pilipino, ginagabayan din ako nito kung paano ko magagawa nang mas mahusay ang obligasyon ko bilang lingkod-bayan,” ani ng Pangulo.

Pinatingkad din niya ang kahalagahan ng Saligang Batas na pinagtibay ng Kongreso ng Malolos noong Enero 1899.

Sinabi ng Pangulo na noon pa man ay “mulat na ang ating mga ninuno sa prinsipyong bumubuhay sa ating demokrasya: ang ganap na kapangyarihan ay nagmumula at angkin ng sambayanang Pilipino, kaya’t sa kapakanan ng Pilipino rin ito dapat nakatuon.

Pumili sila ng mga kinatawan, hindi para maghari at pagsilbihan, kundi para mamuno at itimon ang bansa tungo sa tamang direksyon, at paglingkuran ang karaniwang mamamayan.”

“Nang nagpunta sa Malolos ang pitumpung kinatawan mula sa iba’t ibang probinsya, pangunahing bitbit nila ay ang mga adhikain ng sarili nilang mga lalawigan, at ang pangarap ng nag-iisang bayan.

Inuna nila ito kaysa sa personal nilang interes. Nakaatang sa kanilang balikat ang obligasyon na isulat ang mga alituntunin na sinang-ayunan ng taumbayan, upang magsilbing gabay kung paano sila mamumuhay at makikitungo nang tama, patas, at makatarungan sa isa’t isa,” sabi ng Pangulo.

Dagdag pa niya, “Hindi nila tayo binigo. Matagumpay nilang ipinunla ang isang saligan na bukal ng katarungan, magtatanggol at magtataguyod ng kabutihan, at sisiguro sa pantay na karapatan para sa lahat.”

Corruption, political patronage cited on P45-B CCT ’13 project

ANGELES CITY – Left-leaning leaders said yesterday that government’s plan to give a higher P45-billion budget for the Department of Social Welfare and Development’s (DSWD) conditional cash transfer (CCT) next year , amid reports of “corruption and political patronage” marring the project.

“It is turning the country into a republic of mendicants and beggars,” said a joint statement issued by Pambansang Lakas ng Kilusang Mamamalakaya ng Pilipinas (Pamalakaya) vice chair Salvador France and Anakpawis party list chair Fernando Hicap.

This year, the CCT transfer budget is P34 billion.

Pamalakaya noted in a statement, however, that the project has been marred by reports of “corruption and political patronage.”

It cited complaints from fishing areas in Sorsogon, Cavite and Laguna where supposed beneficiaries reportedly get less of their monthly allocation of about P1,400, while others report not getting their share at all.

France and Hicap said that the P45 billion of “hard-earned taxpayers’ money” should not be treated as a “national charity fund” and would find better use in “creating jobs, implementing social justice-driven land reform, and providing the country the much needed resources for education, social services, and mass housing.”

They said the fund could also be used “to fund agricultural development and rural industrialization which is liberating, productive and thorough-going compared to the useless and corruption-driven CCT.”

They lamented that CCT has only perpetrated mendicancy and made poor folk as “objects of charity” and cited Washington and the International Monetary Fund- World Bank as authors of the project.

“Instead of approving the CCT budget of P45 billion for next year, senators and congressmen should instead pursue in-depth investigation and audit-performance of the CCT program which was introduced by former Pres. Arroyo,” the statement of the two leaders said.

The statement called on Senate Pres. Juan Ponce Enrile and House Speaker Feliciano Belmonte to “prioritize the oversight review of the CCT and study its relevance as soon as the President has finished with his State-of-the-Nation Address.”

Budget Sec. Florencio Abad said earlier that the 30 percent increase in the CCT budget would represent about two-thirds of the DSWD budget for 2013.

Social Welfare Sec. Dinky Soliman said, however, that her department is seeking a total of P67 billion budget for next year, including the P45 billion for CCT to cover an additional 700,000 poor families nationwide.

Live coverage of Chief Justice selection ‘impossible’

CALLS for media coverage on interviews of aspirants for the post of Chief Justice may not be granted due to lack of time to amend the rules, a member of the Judicial and Bar Council (JBC) said over the weekend.
“Changing the rules will entail a lot of time for discussion. There’s also a requirement of publication. I am afraid that the amendment will not make it to our timetable (of coming up with a shortlist),” Senator Francis Escudero told reporters.
Escudero echoed the position taken by Milagros Cayosa, a regular member from the Integrated Bar of the Philippines, who said they have to stick to the rules to protect the reputation of any applicant from attacks.
In a resolution dated September 23, 2002, Rule No. JBC-10 states that “cameras and tape recorders, however, shall not be allowed inside the room (during the public interview). No live TV (television) and radio coverage of the proceedings shall be permitted.”
Because of this, reporters who will cover the public interviews in the first week of July will have to record the proceedings through pen and paper.
The JBC is expected to submit at three names of nominees for the next Chief Justice to President Benigno Aquino III on July 16. Last week, the JBC announced that applications and recommendations for the post vacated by deposed Chief Justice Renato Corona will only be accepted by the JBC until June 18.
During his stint as the Senate representative to the JBC from 2001 to 2007, Senator Francis Pangilinan opened to the public the interview process. He hopes the JBC will heed his request anew to make the voting process just as transparent.
“The rules are not set in stone and may be amended as the JBC sees sit, for as the times call for change. We have learned fresh lessons from the recently concluded impeachment trial and must do our best to avoid making the same mistakes,” Pangilinan said.
Senator Ralph Recto, however, said the JBC must be allowed to work with little distraction as the search is not akin to discovering the next “American Idol” who needs to impress the body with his or her “good diction, fancy wardrobe and cerebral exhibition.”
“Let’s not bring in the cameras inside the JBC, one televised impeachment drama should be enough for one year,” he said.
Corona was removed by the Senate impeachment court last May 29 for betrayal of public trust and culpable violation of the Constitution for not declaring some P180 million worth of dollar and peso accounts in his asset statement.
Among the early nominees as his successor are the five senior justices of the Supreme Court led by Antonio Carpio, Internal Revenue Commissioner Kim Henares, women’s rights lawyer Katrina Legarda, ex-Ateneo de Manila law school dean Cesar Villanueva and former University of the Philippines law dean Raul Pangalanan.
Aquino is required to name the new top magistrate in 90 days or until August 28.
