MANILA (5th Update, 3:32 p.m.) — Malacanang issued Monday Memorandum Circular (MC) 32 suspending government work and college classes in the Metro Manila due to strong winds and heavy rains caused by Tropical Storm “Gener” (international codename: Saola).
Education and local government officials have earlier announced suspension of classes from pre-school to high school in the capital and in nearby provinces due to bad weather.
MC 32 was issued upon the recommendation of National Disaster Risk Reduction and Management Council (NDRRMC) and the Philippine Atmospheric, Geophysical and Astronomical Services Administration (Pagasa).
“In view of the continuing inclement weather brought about by storm ‘Gener,’ work in government offices and classes in college level in the National Capital Region are hereby suspended today, 30 July 2012 from 2:30 p.m. onwards,” the memorandum circular read.
“However, those agencies whose functions involve the delivery of basic and health services, preparedness/response to disasters and calamities, and/or the performance of other vital public services shall continue with their operations and render the necessary services,” it added.
The circular, which was signed by Executive Secretary Paquito Ochoa, shall take effect immediately.
The weather disturbance was caused by combined effects of Gener and southwest monsoon, according Pagasa.
Heavy rains that started Sunday evening have flooded some cities in the capital and its neighboring provinces, prompting authorities to order for the suspension of classes from pre-school to tertiary levels.
Weather forecaster Nikos Peñaranda said Gener and southwest monsoon are affecting the areas of Cavite, Bulacan, Pampanga, Rizal, Batangas and portions of Metro Manila.
Gener has slowed down slightly as it continues to move in north northwest direction, Pagasa said.
Peñaranda the tropical storm is not likely to make landfall and may instead head for Taiwan. It is expected to leave the Philippine territory on Wednesday.
Gener may generate 12 to 25 millimeters per hour rainfall (heavy to intense) within its 700-kilometer diameter radius, the weather bureau said.
At 4 a.m. Monday, the Pagasa spotted Gener 330 kilometers east northeast of Aparri, Cagayan. It packed 105 kilometer per hour (kph) of winds and gustiness of up to 135 kph.
It moved north northwest at 11 kph.
Pagasa has already lifted the yellow alert warning it issued early Monday morning but the public were advised watch out for issuance of next updates.
The state weather bureau raised storm signal number 2 in Calayaan, Babuyan and Batanes groups of islands. While storm signal number 1 is hoisted over Isabela, Kalinga and Apayao provinces.
Areas under storm signal number 2 area expected to experience 61 to 100 kilometers per hour (kph) winds within the next 24 hours, while those under signal number 1 will experience winds of 30 to 60 kph within the next 36 hours over these areas.
No storm signal was issued in Metro Manila but rains inundated the cities of Quezon, San Juan, Navotas, Manila, Pasay, Caloocan, Malabon, Valenzuela, Mandaluyong, Marikina, Muntinlupa, Taguig, Makati, Pasig, Parañaque, and Las Piñas.

Some government offices, including the Senate, have dismissed their personnel early as flooding, which was a result of the downpour may trigger flooding.
Also, government authorities were on alert Monday due to the rising water levels in dams.
Oyie Pagulayan, Pagasa hydrologist, said the La Mesa Dam in Quezon City remained in red alert status as its water level neared the spilling level following the continues rains brought by Gener enhanced by the southwest monsoon.
“As of 8 a.m., 79.85 meters neared the spilling level of 80.15 meters. The dam has no gates and there is a chance the dam will overflow to the Tullahan River,” Pagulayan said.
Tullahan River traverses several villages in Novaliches, both in Quezon City and Caloocan City, Valenzuela City and Malabon City.
Earlier, Pagasa had raised red alert warning over La Mesa Dam as it reached critical level at 12 a.m., forcing local authorities to order mandatory evacuation of residents affected by the dam’s overflow.
At 2 a.m., La Mesa dam reached the critical level of 79.85 meters or 0.34 meter below its spilling level of 80.15 meters.
Pagulyan advised the residents near La Mesa Dam to be on alert.
She added that water levels of Magat Dam in Isabela and Ipo Dam in Norzagaray, Bulacan reached near spilling levels.
The water level in Magat Dam in Isabela, with a critical level of 190 meters, already reached 189.68 meters as of 6 a.m., Pagulayan said.
On the other hand, Ipo dam in Bulacan has released water three times Monday. As of 6 a.m., the water level at Ipo dam is 100.66 meters or 0.14 meter below its spilling level of 100.80 meters.
The National Disaster Risk Reduction and Management Council (NDRRMC) said the rising water level at the La Mesa Dam causing excess water to overflow is expected to affect the low-lying areas along the Tullahan River, Fairview, Novaliches and the Camanava (Caloocan, Malabon, Navotas, Valenzuela) area.
NDRRMC advised all the residents living downstream from La Mesa dam “to be alert for possible increase in the water level downstream.”
It said six roads and five bridges have been closed to traffic since Sunday. Four closed roads are in the Cordilleras while some bridges were shut down in Occidental Mindoro and Palawan.
The NDRRMC said one casualty reported identified as Ronald Necor, 33, resident Barangay Pangalcagan, Bugasong, Antique due to drowning.
Gener resulted in floods affecting 2,736 families or 13,472 persons in 18 barangays, five municipalities, three cities in the five provinces of Regions III (Central Luzon), IV-B (Mimaropa), and Region 6 (Western Visayas).
NDRRMC said the total number of population currently served inside and outside evacuations is 2,600 families or 12,933 persons.
On Sunday, at least 13 domestic flights, mostly involving light aircraft from Manila to Caticlan and vice versa, have been cancelled due to bad weather.
According to a media advisory of the Manila International Airport Authority on Sunday, Cebu Pacific Airlines cancelled four flights — 5J 893, 895, 913 and 919 — bound for Caticlan, and five flights — 5J 894, 898, 914, 892 and 920 — back to Manila.
Cebu Pacific also cancelled flights 5J 513 bound for San Jose in Occidental Mindoro and the return flight 5J 514.
Air Philippines also decided to cancel flights 2P 039 from Manila to Caticlan and 2P 040 from Caticlan to Manila as Pagasa placed seven areas in Northern Luzon under public storm signal on Sunday after Gener intensified into a storm.
Although Gener has slowed down, the weather bureau said the storm is expected to enhance the southwest monsoon that will bring rains over Central and Southern Luzon and Visayas, especially the western section, and Northern Mindanao.
Fishing boats and other small sea crafts are advised not to venture out into the seaboards of Central and Southern Luzon, Visayas, and eastern seaboard of Mindanao due to the combined effects of the storm and the southwest monsoon.
Residents living in low-lying and mountainous areas under public storm warning signals and areas affected by the southwest monsoon are alerted against possible flash floods and landslides. Likewise, those living in coastal areas under public storm warning signal number 2 are alerted against big waves or storm surges generated by this tropical cyclone.
Fishing boats and other small sea crafts are advised not to venture out into the seaboards of Central and Southern Luzon, Visayas, and eastern seaboard of Mindanao due to the combined effects of Tropical Storm Gener and the southwest monsoon. (Sunnex/Jill Beltran/with PNA)

MANILA (7th Update, 5:23 p.m.) — Tropical Storm “Gener” (international name: Saola) battered Metro Manila and nearby provinces with heavy rains and gusty winds since Sunday night, killing at least three and displacing 3,000 families.
Executive Director Benito Ramos of the National Disaster Risk Reduction and Management Council (NDRRMC) said three people had died in the storm and another six were missing.
Ernest Flores, one of the men who died, had an asthma attack while he and other passengers were being rescued from M/V Shuttle Roro 1, an inter-island ferry that ran aground in rough seas late Sunday off central Romblon province.
The Philippine Coast Guard said the vessel with 57 passengers and 16 rolling cargoes onboard capsized at Looc Bay in Romblon due to rough seas caused by the storm, currently in the vicinity of extreme Northern Luzon.
Initial information received from Coast Guard Station in Romblon provided the ill-fated vessel was on its way Batangas from Dumaguit via Odiongan when it encountered rough sea condition.
The ship decided to take shelter at Looc Bay, but it accidentally ran aground about two nautical miles Southwest of Agoho Point, Looc, Tablas Island, Romblon, around 7 p.m. on Sunday.
Captain Felix Solidio, master of the vessel, declared “abandon ship” when the vessel started to take in water and directed all passengers to transfer to the life raft.
Immediately, the Coast Guard dispatched a rescue team onboard two motorized banca to conduct search and rescue operation to said distressed vessel.
Upon arrival, the ship was found to be already 70 percent on fire. All passengers were eventually rescued.
Separately, two barges that drifted off of a Manila pier smashed into a row of wooden shanties on stilts in the city’s Tondo slum community, destroying dozens of huts but causing no injuries.
Coast Guard officer Noli Casiano said residents fled from the wind and waves before the empty barges rammed their homes.
“We fled to safety as the waves suddenly grew strong and the wind howled,” Ivy Rosario, a mother of two, told The Associated Press.
“When we came back, everything was destroyed,” said Rosario, pointing to the debris-littered waters near where her home once stood. Some villagers jumped into the water to try to salvage floating belongings.
Another casualty due to Gener was Ronald Necor, 33, who died of drowning in Antique.
The storm has affected 5,816 families or 28,631 individuals in Central Luzon, Calabarzon, Mimaropa, and Western Visayas. Nearly 2,900 families equivalent to 14,303 persons are still housed in evacuation centers as of Monday, the NDRRMC said.
Inclement weather caused by Gener pushed the government to suspend classes in all levels in Metro Manila and work in state agencies, while 10 domestic flights were cancelled and 11 trips bound for Manila were diverted to the Clark International Airport in Pampanga.
Carrying winds of 105 kilometers per hour (kph) and gustiness of up to 135 kph, Gener is moving north northwest at 11 kph.
The storm is expected to move past Taiwan on Thursday but will still enhance the southwest monsoon that will affect western sections of Luzon and Visayas, according to the Philippine Atmospheric Geophysical and Astronomical Services Administration (Pagasa).
As a result, the water elevation at gateless La Mesa Dam in Quezon City reached 79.82 meters as of 2 p.m. Monday, which is 0.33 meter below the spilling level of 80.15 meters.
The NDRRMC said the rising water level at the La Mesa Dam causing excess water to overflow is expected to affect the low-lying areas along the Tullahan River, Fairview, Novaliches and the Camanava (Caloocan, Malabon, Navotas, Valenzuela) area.
With this, the NDRRMC advised all the residents living downstream from the dam “to be alert for possible increase in the water level downstream.”
Gates were closed at Ipo Dam in Bulacan but the Bustos Dam released water from its two gates.
Despite the bad weather, Ramos still found a reason to cheer.
“We haven’t monitored any damage to infrastructure or agriculture. In fact, the rain brought by Gener was a welcome relief for farmers in Northern Luzon especially in areas that have no irrigation services. The farmers were able to plant rice,” he said in a phone interview.
While Luzon gets spared from taking the brunt of the impact from Gener, Taiwan will likely not be so lucky, said senior meteorologist Rob Miller of accuweather.com.
He said the storm will encounter favorable environmental conditions, allowing it to strengthen into a typhoon before reaching Taiwan.
“Current computer guidance suggests Saola will slow its forward speed early next week, perhaps even stalling just east of Taiwan. This will allow several days of heavy rainfall to impact Taiwan, leading to life-threatening flooding; strong winds will also cause some damage, especially over eastern Taiwan,” he said. MANILA (Updated 5:33 p.m.) — Former Commission on Elections (Comelec) commissioner Vicente de Lima, the father of Justice Secretary Leila de Lima, died on Monday from colon cancer. He was 83.
The younger de Lima received news of her father’s death around 2:30 p.m. Her secretary, Lyn Atencio, said the Justice chief was “emotional yet composed,” and immediately asked to be booked to a flight to Bicol, where her father had been residing since his retirement from government service.
Atencio said the elder de Lima has been staying at the family house since he fell ill early this year. Commissioner de Lima was with the Comelec from 1992 to 1994.
Atencio said while the Justice secretary is away to attend to her father’s wake, the younger de Lima designated Undersecretary Francisco Baraan III as officer-in-charge of the department.
Secretary de Lima, who is known to be close to her father, said she consults him every time she’s faced with challenges, including an offer for her by the ruling Liberal Party to join the political arena as its senatorial candidate. She said she also sought her father’s advice when she decided to vie for the Chief Justice post.
Last July 19, de Lima took an indefinite leave from her work to attend to her ailing father, four days before she was scheduled to face the Judicial and Bar Council for a public interview in her bid to become the next Chief Justice.
In a chance interview with reporters on the same day, de Lima said that she received a call from her siblings, who told her to hurry back to the province because of their father’s worsening condition.
“Please pray for my father. He is sick,” she told reporters.
On July 23, de Lima even attended the State of the Nation Address of President Benigno Aquino III, and the next day, told the JBC during her interview that she is facing a “family emergency” because of her father’s lingering illness.
The former Comelec official, like the late former President Corazon Aquino, suffered from colon cancer, a degenerative disease characterized by the growth of cancerous cells along the walls of the colon or the intestinal track. (JCV/Sunnex)

“Nakahanda po tayo dahil hindi naman tayo tumigil sa paghahanda para masiguro natin ang kaligtasan ng ating mga kababayan,” Pineda added.
The governor also said they will establish action centers in strategic areas in the coastal towns as the need arises.
Pineda said most of these action centers will be put up in the 4th district of the province as this area is vulnerable to intense flooding during rainy season.
Pineda, meanwhile, asked for the full cooperation of the residents in terms of compliance to warnings issued by appropriate authorities.
It can be recalled that the Provincial Government purchased heavy equipments such as backhoes, dump trucks, and loaders among others.
These equipment will be used for clearing, dredging, declogging of affected waterways, and rescue operations when the need arises.

CEBU CITY — A Capitol team is teaching different towns how to prevent accidents that may injure the whale sharks that have drawn tourists to some southern Cebu towns.
The Provincial Veterinary Office, said Mary Rose Vincoy, is training Bantay Dagat workers, local officers and some residents the basics of a “Marine Mammal and Cetacean Rescue” program.
Win US$500. Join Sun.Star Cebu Yearbook Video Contest.
“We also incorporate in the training whale shark conservation and preservation,” said Vincoy, who heads the office.
The activity is being held amid reports that one of the whale sharks has been scarred by a boat’s propeller.
Vincoy said she believes that Fermin — which is what regulars have taken to calling the creature — was probably not injured in Oslob town, but elsewhere.
“When these whale sharks go to other towns where there is no ordinance protecting them, they are at risk,” said Vincoy.
She said not all towns have ordinances to control the actions of those viewing the whale sharks, unlike Oslob. The town’s ordinance also prohibits touching the whale sharks.
Fermin, the favorite and most gentle among whale sharks in Oslob, disappeared for days from that town and was already scarred when it returned, she said.
She heard that one pumpboat operator panicked when he saw the whale shark open its mouth, so he started the engine. The whale sharks in Oslob are regularly fed krill in Oslob.
In Oslob, however, motorized boats are not allowed near the whale sharks’ feeding grounds.
“Tourism is for the enhancement of these species, but people need to become more aware of the need to protect them,” Vincoy said. (OCP/Sun.Star Cebu)

MANILA — Justice Secretary Leila de Lima’s motion for early resolution of her disbarment cases was dismissed by the Integrated Bar of the Philippines (IBP).
De Lima had asked IBP to summarily dismiss the two cases before the Judicial and Bar Council (JBC) takes a vote on who should be shortlisted for the position of Chief Justice.
Win US$500. Join Sun.Star Cebu Yearbook Video Contest.
The Justice secretary is one of the 20 nominees who qualified for the televised public interview by the seven-man vetting body last week.
In a statement, IBP spokesman Dennis Habawel said it is now up to the JBC to decide whether to disqualify de Lima considering the pendency of these cases.
The JBC earlier moved to August 2 the date for its members to vote on who among the 20 aspirants for the Chief Justice post should be submitted to President Benigno Aquino III.
“We have adopted a resolution during our Board of Governors meeting held on July 27, basically denying Secretary de Lima’s motions to summarily dismiss the three cases referred to us by the Supreme Court for ‘investigation, report and recommendation,'” the IBP said.
The Board of Governors likewise directed the investigating commissioner to proceed with the formal investigation of the cases in accordance with the rules of disbarment and resolve them with dispatch.
Habawel said such referral by the Supreme Court indicated that the High Tribunal already determined that “there was merit in the complaints justifying a full blown, not a summary investigation.”
He said the IBP shall proceed to “investigate” the cases in keeping with due process of law.
“It is now for the JBC to consider whether or not the pendency of the three cases with IBP for investigation, report and recommendation is a legal ground to disqualify her from being shortlisted for the appointment to CJ,” he added.
De Lima was slapped with two disbarment cases, first after she called then Chief Justice Renato Corona a “walking constitutional crisis,” and the second, for her alleged defiance of the Supreme Court’s November 2011 temporary restraining order on the travel ban against former President Gloria Macapagal-Arroyo.
For her supposed defiance of the Supreme Court-issued TRO, she is also facing contempt cases before the High Court.
In her motion, de Lima asked the IBP to dismiss sans formal investigation the disbarment cases filed by lawyers Agustin Sundiam, Ricardo Rivera and Fernando Perito, saying these were mere nuisance charges in the performance of her official duty as Justice Secretary.
Though she was considered to be one of the front-runners for the top judicial post, the disbarment cases against de Lima was a major thorn in her side since her failure to have the cases dismiss before the JBC takes a vote on August 2 will mean her disqualification.
During the JBC’s public interview on her last July 24, acting JBC chair and Supreme Court justice Diosdado Peralta asked her if she thought she will still have time to have the charges against her resolved or dismissed before the JBC members take a vote on who should be shortlisted.
“If you are appointed and the Integrated Bar of the Philippines’ recommendation whether to dismiss, suspend, disbar will come to the court, can you imagine the problem we will confront if you are the sitting Chief Justice? What are we going to do? Don’t you think that it’s more prudent for us to let us first decide the disbarment before your appointment?” asked Peralta, who noted that disbarment cases involved a “long process.”
It is from the JBC’s shortlist where President Aquino will choose the successor for Corona. The Chief Executive has until August 27 to make his decision.
“I would have wanted that (cases to be dismissed). But it’s beyond my control. I am confident that it would be resolved in my favor, but it’s also unfair for a person like myself to be subjected to that unnecessary process. That’s why I am asking you to look at the grounds (of the complaints). I am confident that it will be thrown out,” said de Lima.
De Lima lamented that she was being vilified despite that she did not willfully defy the Supreme Court’s TRO but a matter of “the former President was trying to leave country prematurely, without consideration of the conditions of the TRO, and the non-service as yet of the notice of TRO.”
Peralta said de Lima gave him the impression that her obedience to the TRO is conditional on her own interpretation of it. He said this was contrary to the normal course of lawyers filing the necessary motions in court to lift the issuance of said orders, in accordance with the rules.
On questioning by Undersecretary Michael Fredrick Musngi, who replaced de Lima in the JBC, and who asked if she had followed the TRO had she received the TRO before the Arroyos reached the airport, she said she would first look at the tenor and language of the order.
“Kung napansin ko na subject to conditions and I had no way of validating at that point, then di ko pa rin yun susundin. At that time, yung perspective ko was that hindi kami masyadong napakinggan bago nag issue ng TRO,” she said.
“If on the face of the order it appears regular, clear in terms and tenor and language then I have no option but to obey,” she added.
While de Lima’s chance in the race for Chief Justice appears dim, Malacanang said the Cabinet official can appeal to the JBC if she will not be included in the short list of nominees for the next Chief Justice.
Last Friday, de Lima wrote to the JBC explaining why she should not be disqualified from the short list on the basis of a pending disbarment case against her.
“She believes strongly that the disbarment case was politically motivated and hence, it is her right to state so and ask the JBC to consider that in the light of the letter that should be considered as one of the candidates and not be disqualified immediately from selection,” presidential spokesperson Edwin Lacierda said Monday.
Lacierda said while President Aquino earlier stated that he preferred de Lima as Justice Secretary, the administration would welcome her as replacement for Corona.
“We’re very happy with her being our Secretary of Justice. We’re very comfortable with her. Either way, we would certainly welcome her — she be the Chief Justice, she be the DOJ (Secretary),” he said.
He said, however, that de Lima’s appointment to Chief Justice post still lies in the hands of the JBC.
“We will leave it with the JBC to determine in its discretion the validity and weight of the letter of Justice Secretary Leila de Lima,” he said.
Malacanang also said the President will follow what is required of him by the Constitution in choosing the top most official in the judiciary amid issue on the constitutionality of the eight-man composition of the JBC.
“As far as the Constitution requires, you have to pick from the shortlist,” said Lacierda.
“But I don’t know if the Supreme Court will be able to render a resolution on the JBC composition. My understanding is the congressional leaders will file a motion for reconsideration on the judgment by the Supreme Court — decision rendered by the Supreme Court. So we don’t know yet how long that will take. There is an en banc tomorrow but I don’t know if they are going to file it in time,” he added.
Senator Francis Escudero and Iloilo Representative Niel Tupas had decided to inhibit from the deliberation of the JBC pending the decision of the Supreme Court on their appeal for Congress’ dual-representation in the JBC.
The Supreme Court granted the petition of former Solicitor General Francisco Chavez to declare the eight-man composition of the JBC as unconstitutional.
Chavez cited first paragraph of Section 8 of Article VIII of the 1987 Constitution, which said Congress is entitled to only “a member” in the JBC.
JBC member Jose Mejia said the voting for the next Chief Justice will push through next week even without Congress representative.
President Aquino has until August 27 to decide on who will replace Corona, who was ousted last May 29 for betrayal of public trust and culpable violation of the Constitution for not truthfully disclosing his assets and net worth. (Jill Beltran/Sunnex)

DAVAO CITY — After taking lunch at a leadership seminar on Sunday, 169 students and staff of Ateneo de Davao University (Addu) were rushed to a hospital for suspected food poisoning.
Jeremy Eliab, assistant to the president of Addu, said 334 students and administrators participated in the one-day Sui Generis Leaders’ Summit on July 29.
Win US$500. Join Sun.Star Cebu Yearbook Video Contest.
Of the 169 who were believed to have suffered from food poisoning, 118 were outpatients who were told to rest at home.
The victims were brought to Davao Doctors Hospital (DDH), San Pedro Hospital, and Davao Medical School Foundation Hospital.
Eliab said another one only complained on Monday.
Students started to feel stomach discomfort and were vomiting between 2 p.m. to 2:30 p.m. of Sunday, prompting the school administrators to call Central 911.
Atenews ADDU @atenews tweeted that 350 student leaders attended the Sui Generis Leadership gathering conducted at the Ateneo campus on Sunday.
One of the victims identified as Ricky Zonio also tweeted that he started vomiting around 3 p.m., about two hours after eating the food.
“Around 3 p.m., nagsimulang nakaramdam ng pananakit ng sikmura. Kala ko nga ako lang nakaramdam, pero nung pumunta ako sa men’s CR puno na ng suka yung dalawang sink tapos may di pa umabot sa toilet bowl,” tweeted Zonio.
The university’s president Fr. Joel Tabora was also rushed to DDH, but was released Monday afternoon.
Aside from Tabora, seven other administrators were brought to the hospitals.
Eliab said the school’s health insurance will pay the cost of medication for the patients during their confinement at the hospitals and also the post-medication.
Eliab identified the caterer as the MTC Rebosura that served them chicken adobo with boiled egg, bihon, fish fillet, rice and fruit salad for lunch.
He said MTC Rebosura has been catering for the school twice a week for three years now. This was the first incident they had with the caterer.
He added the caterer will be summoned by the investigation team convened to look into what happened and to see what legal action they can take.
As of this posting Monday, the caterer has not yet issued a statement.
Two test samples were taken for laboratory testing. One was a fecal sample from patients done by the hospitals and another one was on food samples.
The food samples were preserved frozen and forwarded to the Department of Health Manila for further examination.
“We don’t know how long will be the results of the examination,” he said.
Ricardo Enriquez, director of the Office of Students Affairs, said the cause of the alleged poisoning, whether it was due to the chicken adobo, is not yet confirmed.
“The smell was just alleged,” he said of claims that the chicken smelled bad.
Enriquez also said more than 20 patients were already released from the hospitals as of this posting.
Davao City Mayor Sara Duterte-Carpio said she already sent a team from the City Health Office to check on the caterer’s facilities at Skyline Subdivision in Catalunan Grande.
Duterte-Carpio did not discount the possibility that the caterer’s business permit could be revoked as a result of the massive food poisoning.
Vice Mayor Rodrigo Duterte, meanwhile, already visited some of the victims in hospitals. (With BOT of Sun.Star Davao/Sunnex)

MANILA — The Department of Transportation and Communications (DOTC) ordered on Friday the Land Transportation Office (LTO) to defer enforcement of the motorcycle Helmet Act of 2009 and its implementing rules and regulations.
The decision to defer was in line with the Department of Trade and Industry’s (DTI) request to give them more time to inspect all the helmets that are coming into the country. DTI wants to ensure that all the helmets bear the Import Commodity Clearance seal issued by the Bureau of Products Standard.
The DTI requested to give them until the end of the year to complete inspection before the Helmet Law and its IRR is enforced nationwide.
“We want to ensure the orderly implementation of the Helmet Law with the safety of the riding public as our foremost objective,” Secretary of Transportation and Communications Mar Roxas said.
The DOTC directed the LTO to instruct its enforcers to issue reminders to motorcycle drivers of the issue starting August 1 until the end of the year. In cooperation with other pertinent government and private agencies and organizations, the LTO will conduct an aggressive public information and education campaign on the matter.
During the period covered, no punitive measures such as the issuance of citation tickets shall be implemented.
From January 1, 2013, motorcycle drivers caught driving without a protective helmet bearing the ICC seal will be issued citation tickets and penalized as stated in Helmet Act of 2009.
The IRR of the Helmet Law was stipulated in the joint administrative order (JAO) crafted by the DOTC and DTI, requiring motorcycle drivers and riders to use protective motorcycle helmets with PS and ICC seals.
The order was originally for implementation on August 1.
The JAO also penalizes motorcycle dealers who do not comply with DTI to produce or sell sub-standard helmets and not bearing the Philippine Standard mark or ICC seal, including those who tamper and forge the PS or ICC marks. Cebu Pacific cancelled six of its flights to and from Caticlan and two others bound for San Jose and back.
Airphil Express, on the other hand, did not allow its planes also bound for Caticlan and back to take off Sunday.
The bad weather, according to the Philippine Atmospheric, Geophysical and Astronomical Services Administration (Pagasa), was caused by Tropical Storm Gener, which slightly intensified as it moves closer to extreme Northern Luzon on Sunday.
Public storm warning signals have been raised over several areas in Northern Luzon. Under signal number 2 are Cagayan, Calayan Group of Islands and Babuyan Group of Islands, while those in signal number 1 are the provinces of Isabela, Kalinga, Apayao, and Batanes.
Pagasa said Gener will continue to enhance the southwest monsoon, which will bring rains over Southern Luzon, Visayas and Mindanao. The tropical storm is forecast to be out of the country by Tuesday or Wednesday. (Sunnex)

MANILA (Updated 3:27 p.m.) — State security forces arrested on Saturday one of the founding members of the notorious Abu Sayyaf Group (ASG) in Tawi-Tawi.
Nabbed Saturday morning was Ustadz Ahmadsali Asmad Badron, alias Ammad Hamad Ustadz Idris in Lamion village.
He has a standing warrant of arrest for six counts of kidnapping with serious illegal detention.
Badron is one of the original members of the ASG and a cousin of one of the group’s leaders, the late Nadzme Sabtula, alias “Commander Global.”
The arrested bandit was involved in the kidnapping of tourists and resort staff in Sipadan, Malaysia and members of the religious group Jehovah’s Witnesses in Jolo in 2000 and 2003, respectively.
Police Senior Superintendent Edgar Cabrera Danao, Western Mindanao chief of the Criminal Investigation and Detection Group (CIDG), said Badron is among the trusted members of the ASG who kept millions of pesos in ransom money they collected from their operations.
He is also an alleged Jemaah Islamiah facilitator to ASG’s foreign members, namely, Maweyah, Qaem, Dulmatin, Palestinian Yusef; and to local members identified as Ibni Akosta and Tuan Muktar.
They were contact persons of Hata Haipe or Ustadz Tuan Awliayah in Malaysia until his arrest in 2008 in Kuala Lumpur, and other Palestinians belonging to the radical group Hamas under Yusef, who is a supporter of terrorist network al-Qaeda in Southern Philippines, Danao said.
The CIDG said Badron was arrested on the back of joint operating units from the CIDG and Community Investigative Support, the Philippine Center on Transnational Crimes, 84th SAC Special Action Force, Marine Battalion Landing Team-5, Naval Intelligence Service Group for Western Mindanao, Tawi-Tawi Provincial Police Office and the Regional Intelligence Unit 15, in coordination with the Directorate of Integrated Police Operations for Western Mindanao. Established in 2002, wine supplier in the Philippines YATS WINE CELLARS is a wholly-owned business unit of Hong Kong-based Yats International which owns and operates resort, wine shops, wine bars and fine-dining restaurant properties in Clark Freeport in The Philippines. YATS WINE CELLARS and its wine stores in Manila, Angeles City, Clark, Pampanga cater to a clientele of discerning wine lovers from all over the world. This wine shop is generally regarded by wine lovers to be the best place to buy wine in Manila. Besides a good selection of wine for everyday enjoyment, YATS wine stores offers a unique selection of aged vintage wines made available to wine enthusiasts at remarkably affordable prices. Vintages of wines from this wine supplier in the Philippines span over a century and the selection of old- and new-world wines covers all major wine regions.

To enable wine lovers in Asia to learn more about wine, public wine tastings are held by this wine supplier in the Philippines from time to time in Clark, Pampanga and sometimes in Manila. Tickets range from p500 to p1500 for these themed events that are professionally run –no wine merchants sponsorship, pushy wine salesmen or tacky banners to ruin the evening. Each wine tasting ticket contains a certain number of stubs that can be redeemed for a tasting pour of a wine among those on a line-up which often contains wines that are quite old and expensive. This is another reason why Yats Wine Cellars is generally regarded as the best wine supplier in the Philippines. This is one of the wine stores that do more than just sell wines to wine shoppers in Manila. Yats Wine Cellars offers a chance for wine lovers to enjoy the wine lifestyle in Philippines.

Wine-paired dinners are organized by this wine supplier in the Philippines either at fine dining Y A T S Restaurant in Clark or in collaboration with other restaurants and organizers. Private wine dinners can also be organized for groups of 14 or more. Even Asian cuisines can be a part of a Yats Wine-paired dinner.

Wine stores of Yats Wine Cellars offer interesting gift packs for all occasions. Wine gift baskets from these wine shops have to contain something more interesting than just a colorful packaging with very mediocre content. The wine has to be a bit more than marginally drinkable. Last year many people were disappointed with the wine gifts they received when they went around to drinking the wine.

Wine from all major wine regions are available, including fine wines from Bordeaux, Burgundy, Rhone, Loire, Sauternes Barsac, Champagne, Chablis, Meursault, Cote Rotie and Romanee Conti are all available from this wine supplier in the Philippines. In addition to French wines, this leading Philippines wine supplier also has a good selection of wines from Spain, Italy, Portugal, Germany and Australia. The selection of Brunello, Chianti, Rioja, Riesling, Gruner Veltliner and Ice wine are impressive.
