MANILA (Updated 2:02 a.m.) — The La Mesa Dam in Quezon City overflowed anew Monday night, following continuous heavy rains over Metro Manila.
Also, the weather bureau has raised red warning signal over the National Capital Region late Monday night due to continues rains.
At 10 p.m. Monday, the water level at La Mesa Dam was at 80.23 meter, which is already above its spilling level of 80.15 meters.
This is the second time the La Mesa Dam overflowed in the last 24 hours. The dam also reached spilling level at 2 a.m. Monday.
Water that flows down the spillway goes to the Tullahan River and empties into Manila Bay.
It is expected to cause floods in Greater Fairview, North Fairview, Novaliches, and Gulod, San Bartolome, Sta. Monica, and Sta. Lucia up to Valenzuela and Malabon where the Tullahan River passes, dam official George Lantin said.
Meanwhile, flood monitoring at the Marikina River reached second alarm Monday night after the Sto. Niño station water level measurement reached 16.01 meters.
The heavy downpour triggered floods in parts of Metro Manila, according to the Metropolitan Manila Development Authority (MMDA).
The heavy rains are caused by the shallow low pressure area and the southwest monsoon affecting Luzon and the Visayas, the Philippine Atmospheric Geophysical and Astronomical Services Administration (Pagasa) said.
In its twitter account, Pagasa said heavy and intense rains were observed over the metropolis with an accumulated rainfall of 83.5 mm was recorded in Quezon City and 63.5mm over Marikina in the past three hours, while the rest of Metro Manila also experienced heavy to intense rainfall of 10.0 to 30.0 mm/hr.
The weather bureau expects the heavy rains to continue throughout the night.
Pagasa also warned of flooding in low-lying areas and those located near the river channels.
“Residents in high risk areas are advised to take precautionary measures, monitor the weather condition, and watch out for the next warning,” it said.
Meanwhile, the MMDA said on its twitter account, as of 9 p.m., Maysilo Circle in Mandaluyong was unpassable to cars and light vehicles due to the waist-deep floods. Traffic was also at a stand-still in Coastal Road, Valenzuela Exit to Camachile in Quezon City and San Mateo, Rizal.

ONE of the three detainees who bolted from detention during an hour-long brownout in Zamboanga City was recaptured while another surrendered to the police.
Recaptured was Orlic Taguran, 20, while the one who surrendered was Ben Asdali, said Police Station 7 commander Chief Inspector Larry Domingo.

Taguran was recaptured around 8 p.m. Sunday in the vicinity of a food chain outlet along Gov. Camins Avenue in the village of Canelar, 1.2 kilometers north of the city, Domingo said.
Asdali, after he was convinced by his uncle, surrendered around noontime Monday in Barangay Ayala, 16 kilometers west of the city.
Taguran is facing charges of robbery and illegal possession of firearms, while Asdali is facing a case for illegal possession of firearms.
Taguran and Asdali, along with another detainee, Aldrin Jailani, who is facing a case of robbery, bolted around 9 p.m. Friday from the detention cell of Police Station 7 in the village of Sta. Maria.
They were among the nine detainees at the Police Station 7.
They escaped by passing through the detention cell’s bathroom. They crawled to the adjacent room that houses a postal office and made their way out through the dilapidated portion of the roof.
Their escape went unnoticed since they fully opened the faucet and took advantage of the darkness.
Domingo said manhunt operations continue to recapture the remaining escapee who is still at large.

CEBU CITY (Updated) — An autopsy on Ramon Igaña Jr., the cyclist who died during the Ironman 70.3 last Sunday, revealed that his death was caused by an acute pulmonary embolism.
Dr. Paolo Soriano of the Visayas Community Medical Center said this condition occurs when a clot forms in blood vessels in the lower extremities, like the foot or pelvis.

Before Igaña’s fall, race marshal Mark Sala saw that Igaña was pale and his bike was swerving. Thinking that the rider was over-fatigued, he followed him. Not long after, Sala saw Igaña falling from his bike.
“Since the pulmonary arteries are blocked, no oxygen could pass through. That explains why he looked pale because the circulation decreased, so he passed out,” said Soriano.
Soriano added that this condition does not happen overnight as it takes years to see symptoms of the clot.
But Dr. Peter Mancao, a running doctor close to the family, said they found it hard to reconcile why this happened since acute pulmonary embolism is common among people who are stationary for long periods of time.
“I have not encountered this in sports. This is very common when one is on long-haul flights and has been sitting for hours. Blood tends to clot in veins on the leg. This clot will go to the lungs, thus causing the condition,” said Mancao.
Igaña was one-third of team TTB Extreme who competed in the relay event of the Ironman last Sunday. He was doing the 90-kilometer bike segment of the race, while his wife, Dr. Humility Igaña, was supposed to do the half-marathon afterwards. However, Igaña never arrived at the transition point.
In a press statement, Sunrise Events Inc.’s Princess Galura said the entire Ironman community expresses deep sympathies to the Igaña family.
Galura added they have extended whatever help they can to the family and she was impressed by how Dr. Igaña is holding up.
“She is a very strong woman,” said Galura after visiting the wake. Galura said they will return to the wake on Wednesday.
Governor Gwendolyn Garcia expressed the Capitol’s sympathies to the Igaña family.
According to a television report, while Dr. Igaña did not lay any blame on the event organizers, she also questioned if there was enough medical support deployed during the event.
She added that if Ramon had been quickly brought to the hospital, there could have been a greater chance of saving his life.
Earlier this year, Igaña underwent an electrocardiogram and was found to be in normal condition.
The Igañas, who have been married for almost 16 years, are active in Cebu’s running and cycling communities, and Ramon’s death has provoked an outpouring of sympathy for the family. (MCB/JBT/With FMG/Sun.Star Cebu)
