As this developed, the governor told the women who attended a community dialogue held in this town Wednesday to coordinate with the Provincial Cooperative and Entrepreneurial Development Office (PCedo) through its head Mamerto Gatus for the provision of financial assistance.

Pineda claimed that the provincial government is continuously providing additional capital for all sectors and groups who want to put up a small business in their communities.

This is being given in the form of loan without interest after complying with the minimum qualifications set forth for the purpose.

ANGELES CITY – The labor dispute between Holy Angel University (HAU) and the HAU Teachers and Employees Union (HAUTEU) is still far from over, as union members held a prayer vigil and candle lighting event on Wednesday.

HAUTEU spokesperson Veronica Pangilinan also appealed to the HAU administration to become “more open hearted and open minded” in respecting the rights of the HAUTEU in expressing their rights and sentiments with regards the collective bargaining agreement (CBA) deadlock.

The HAUTEU held a candle lighting event in front of the Museo Ning Angeles in relation to the labor issue.

Pangilinan said some of their members have been complaining of alleged eavesdropping and monitoring of HAU security personnel.

“The security guards of HAU have been following us whenever we do activities. In fact we received reports that some teachers, while doing their classes, are being videoed by some security guards,” Pangilinan said.

Some guards, Pangilinan added, have also been videotaping their events outside of the school which she said is a violation of their rights.

She said the HAUTEU feels that such action of HAU security personnel is meant to “instill fear” on some members of the union from attending union events.

Pangilinan said they still hope to resolve the issue in a more peaceful manner.

The negotiations have reached a deadlock after the HAU management refused to account for and disclose the amount of money it has collected from tuition increases, a large chunk of which is due to workers, according HAUTEU president Edmond Maniago.

HAU’s chair of the management panel, Edna Marriza Santos, was earlier quoted by the press stating that management cannot accept the proposal “for the end-of-year re-computation of figures with regard to the amount of incremental proceeds from tuition increase and the distribution of the 70 percent of proceeds to our employees’ salaries and benefits.”

“It invokes its prerogative to handle its business operations and processes according to its best judgment and guided by the prescription of law. In doing so and in good faith, it also exercises its prerogative to keep university records of such nature in utmost confidentiality,” Santos said in a previous interview with the national press.

Maniago said the Commission on Higher Education (Ched) has mandated that 70 percent of tuition increase “shall be used for the payment of increase in salaries, wages, allowance and other benefits of teaching, nonteaching and other staff.”

The 20 percent, it said, “shall go to the improvement or modernization of buildings, equipment, libraries, laboratories, gymnasium and similar facility and to the payment of other costs of operations.” The remaining 10 percent goes to profit.

The HAU raised tuition for school years 2010-2011, 2011-2012 and 2012-2013, Ched documents showed. It also filed certificates complying with the 70-20-10 percent proceeds, according to reports.

“It won’t show us a recomputation of the incremental proceeds of 70 percent of tuition increase,” Pangilinan said.

Santos, however, said the incremental proceeds were shown and discussed in September last year.

HAU boasts of being the biggest Catholic University in Central Luzon founded by a lay person. The HAU board of trustees is currently chaired by businessman Manuel Pangilinan.

Both parties have also urged students not to get involved in the issue in the January 25 web post of the Nexus, the official student publication of HAU’s College of Arts, Sciences and Education.

CAMP OLIVAS, Pampanga–An American national was arrested after an employee of a hotel where he was staying complained on Tuesday that the American tried to kill him in Angeles City.
Police identified the American as Mark Hunior Guida, 29, and billeted at Dorm 127 and Apartelle located along A. Avenue, Balibago, Angeles City.
Police said after the incident Jessette Manguera, assistant manager of the apartelle, reported to them that Guida physically harmed one of their front desk clerk, identified a Dexter Sangil, 23, of 1373 Miranda Extension, Barangay Trinidad, Angeles City.
During the investigation, Sangil said that the suspect tried to kill him by breaking his neck.
The American also destroyed the company mobile phone when Sangil tried to call the police.
The suspect was not in the hotel when authorities arrived at the apartelle.
Later Guida was spotted at 7-11 convenience store located at the Bayanihan Park, also in Balibago and was promptly arrested.
The suspect was then temporarily held at the Angeles City Police Station 4 pending filing cases of Frustrated Homicide and malicious Mischief against him. ●Froilan E Magtoto

ARAYAT, Pampanga–Governor Lilia G. Pineda vowed to give a bigger pie of the annual budget and more projects for the municipality that could be recorded the most peaceful during the election and would be able to maintain the peace and order should she win her re-election bid in May 2013.
“Kung ako ay mananalong muli sa halalan, pangako ko na bibigyan ko ng pinakamalaking budget ang bayan na may pinakamapayapang halalan,” the governor said.
This came as the barangay officials and health workers assembled yesterday at the Arayat National Park to greet and give the governor a surprised advanced birthday party.
As the governor acknowledged the effort of the local officials, she took advantage of the event to appeal to Arayat resident to help in the peace and order situation and assist the law enforcers and the Commission on Election (Comelec) to guard and implement a peaceful holding of the election in May 13, this year.
“I promised you to give bigger financial assistance should you help maintain the peace and order in this town this coming election,” Pineda vowed.
It can be recalled that Pampanga has been tagged by the Comelec as one of the 15 provinces under the watch-list of the commission.
“Let us show to the whole country that we are a province of peace-loving people who work for progress and development,” Pineda said.
Vice Mayor Larry Trinidad, who is eyeing the highest position in this town, said they would cooperate for the peaceful election and added that they were happy because the governor opted to spend her birthday with the people in Arayat who had been very supportive to her programs in the provincial government.
Trinidad stressed that the town is close to the heart of Pineda as this was the first among the municipalities in the province visited by the governor soon as she formally started discharging the duties of the provincial chief executive in 2010.
The vice mayor said, now this town was the first to be visited by the governor a day before her actual birthday celebration.
