AC pilots women’s month celebration

ANGELES CITY- “This celebration is a challenge to every woman- a challenge for their presence to be felt.” said Councilor Maricel “Marang” Morales, yesterday, as she stressed on the city’s participation in the observance of the National Women’s Month.
The celebration is spearheaded by the city’s Gender and Development Council (GAD) with this year’s theme, “Women Weathering Climate Change: Governance and Accountability, Everyone’s Responsibility”.
The theme endeavors to raise awareness on several social issues and empower the women’s role in environmental campaigns and activities such as waste segregation, disaster preparedness, risk reduction, recovery rehabilitation and climate change adaptation.
It aims to build gender-responsive resilient communities that are, at the same time, responsible, accountable, and prepared for any catastrophe that may come their way.
The city-wide celebration kicked off in the recent “Lingap king Balen Malinis a Sapang Balen” river clean-up drive last March 3, where a majority of the volunteers were women.
Activities will continue on March 8 with the Mass Aerobic Exercise and a city Clean Up Advocacy Drive at the Nepo Quadrangle, followed by the launching of GAD’s livelihood program and the city’s search for the Most Gender Sensitive Barangay.
According to Mayor Edgardo Pamintuan, having a gender sensitive community has always been a dream for Angeles, one which is stipulated under the Contract with the Angeleños.
“With our current efforts in promoting and empowering women’s, children’s and even gays’ rights, we are well on our way for making Angeles the most gender-sensitive city in the country.” Pamintuan said.
On March 10, Morales’ second leg of the Purple Run (a fun-run) will be held as a campaign to raise gender sensitivity.
On the 24th, Vice Mayor Vicky Vega-Cabigitng will be having the Parangal Para sa Kababaihan coinciding the launching of the GAD Code at Hotel Stotsenberg, Clark Freeport Zone.
There will also be free beauty treatments, seminars and orientations, parent leader trainings and free tubal ligation & pap smear operations as part of the month-long celebration.
Morales added that the city is planning to build a shelter for the abandoned women and children, in order to address the increasing number victims of abuse and/or abandonment.
The month of March is celebrated yearly as National Women’s Month pursuant to Proclamation No. 224 signed on March 17, 1988, in recognition of the critical role of women in economic, cultural, political, and social role in every sphere of the nation’s life
It primarily aims to underscore the role of women in the society and advocate the implementation of the Magna Carta of Women and the Millennium Development Goals.

Women’s group: Test vote on RH bill ‘unnecessary’

A WOMEN’S group urged Wednesday the leadership in the House of Representatives to push for a “real vote” on the controversial reproductive health (RH) bill.
“A test vote on the RH bill is unnecessary. What women need is the real vote that the HOR leadership can actually immediately do,” said Elizabeth Angsioco, national chairperson of the Democratic Socialist Women of the Philippines (DSWP).
The group was reacting to an earlier statement of House Majority Leader Neptali “Boyet” Gonzales II that the voting on the termination of RH debates will be the “test vote” for the controversial measure.
Some lawmakers plan to move for the termination of the debate before Congress goes on a Lenten break on March 21.
Angsioco said the public has seen how powerful the House leadership is.
“We know how fast the House can work on matters it deems important, just like on the ongoing impeachment cases. We have also seen how a single text message from the Office of the Speaker can magically make absent congressmen appear in plenary when they want to have a quorum,” she said.
But an official of the influential Catholic Bishops’ Conference of the Philippines (CBCP) warned lawmakers against rushing the vote on the controversial bill.
“We appeal to lawmakers not to cut short the process for the sake of the country,” CBCP–Episcopal Commission on Family and Life (ECFL) executive secretary Fr. Melvin Castro said in Filipino.
The RH bill has been pending in the House plenary since early 2011 despite being one of the Aquino administration’s priority measures.
CBCP president and Cebu Archbishop Jose Palma seconded the position of Castro, saying there should be strict following of the process instead of cutting it short.
“I also would not shortcut the process. I also believe in making people aware and in the value of more studies and sharing of insights and relating the pros and cons (of the bill),” said Palma i
n a separate interview Wednesday.
Asked why he thinks the lawmakers are looking to cut short the debates, the Cebu prelate said it could be because of fear the truth is slowly being revealed.
“I think, the longer the debate, the more people become aware of the truth in the Church’s teachings. I think that is their fear,” said Palma.
But the principal author of the RH bill welcomed the move of some House leaders to terminate the plenary debates, noting that the measure has been pending in Congress for the past 12 years.
“After 12 years of debate inside and outside the Halls of Congress, all relevant and even irrelevant questions had been asked and answered about the RH bill. There is absolutely no fresh argument or novel misconception against the bill,” Albay Representative Edcel Lagman said in a statement.
Lagman, a former House Minority Leader, called on all prospective interpellators to rise and question the sponsors during the remaining session days before the debates are terminated.

PhilHealth covers 75% of CL population

CITY OF SAN FERNANDO, Pampanga — The Philippine Health Insurance Corporation (PhilHealth) has reported that 75 percent of the about 10 million population of Central Luzon is now covered by the government-owned insurance company.

This was disclosed by Dr. Roberto Reyes, department manager of PhilHealth Region 3, saying the number covers members who are government-employed with 7 percent, private-employed with 33 percent, individually-paying with 20 percent, overseas workers with 13 percent, members under sponsored programs with 25 percent, and lifetime members with 2 percent.

Reyes, however, clarified that the total number of registered PhilHealth members in the region is about 2,871,570 while the members’ dependents account to a total number of 4,631,229.

“Data reported are actual counts of members and dependents registered in the database except for dependents of Non-National Household Targeting System (NHTS) Sponsored Program members,” Reyes explained.

Overseas workers are land-based overseas contract workers whose premiums are paid prior to departure. Individually paying members, on the other hand, are self-practicing professionals who voluntarily contribute to the program, while sponsored members are the marginalized and less privileged families whose coverage is jointly shouldered by the National Government and the Local Government Units or by private individuals and companies, members of the Congress and other philanthropists.

Employed sector, meanwhile, are the employees in the government and private sectors, as well as household employees and sea-based Overseas Filipino Workers (OFWs) whose premiums are jointly shouldered by the employee and the employer. The lifetime sector comprise of retirees and pensioners who are entitled to lifetime coverage once they reach the age of retirement and have made at least 120 monthly contributions. (WLB/JGB)

Cops heighten anti-crime drive in Angeles

ANGELES CITY – Five persons were arrested as authorities stepped-up their anti-criminality campaign in separate areas here including Barangays Sapalibutad and Pulung Cacutud recently, police said yesterday.

Police identified the suspects as Ace Adriano, 27; Abella Sunga, 21; Aron Sisono, 21; Martin Estorres, 24; all of Sapalibutad Resettlement Center and Jessie Manarang, 28, of EPZA Resettlement Area, in this City.

The suspects, police said, did not resist when pounced by lawmen in separate places for alleged robbery hold-up and rape offenses.

Police said Adriano, Sunga, Sison and Estorres were spotted by lawmen along the EPZA Road, Barangay Pulung Cacutud on board a tricycle with plate number 1938-RN suspiciously parked in a dimly-lit portion of the highway past 4 a.m. Sunday.

When confronted, policemen noticed one of the suspects clutching a ladies bag believed stolen by the group.

Police said one of the suspects tried to escape and avoid arrest but he was eventually cornered after a brief chase. A knife was seized from him.

Policemen took the bag from the suspects and recovered the items intact including an I-phone, 4-S Apple cellular phone, assorted personal belongings, pictures with nametag of a certain Merlyn Saligumba and cash amounting to Php400.00.

Saligumba, a resident of 850 Tanapayon St., Plaridel I, Brgy. Malabanias, Angeles City, rushed to Police Station 3 after she learned that her bag was recovered. She positively identified the suspects as the persons who robbed her at knife point Saturday evening.

Manarang, on the other hand, was collared by policemen after the suspect’s live-in partner filed acts of lasciviousness complaint against him.

Police said the suspect kissed and touched the private parts of his 14-year-old step-daughter in one occasion inside their residence.

The alleged sexual molestation, police said, was noticed by the victim’s younger brother who immediately told their mother.

The victim was escorted by her mother to a nearby police station and filed criminal complaint against the suspect.
During confrontation, authorities seized a plastic sachet containing dried marijuana leaves.

All the suspects are presently detained at Station 3 as criminal complaints have been filed before the City Prosecutors’ Office.

Miriam Defensor Santiago got her readings of the Bible—and of the Roman Catholic doctrine now known as “Vatican 2”—wrong when she said there is no hell, and that any references to “hell” should be taken to mean merely as a figure of speech signifying man’s separation from God.

There is a place called “hell”, Miriam, and even science attests to that. The Philippine Daily Inquirer, in its issue (online at www.inquirer.net and print) of June 24, 2010, reported on sightings by human scientists of this “hell”. REALITIES OF HELL: That scientific finding confirms Biblical verses on the reality of hell. The first verse is Isaiah 66:24 and the second is Revelation 21:8. Both of these verses say there is hell, and both say they are places of eternal fire for those who do not believe in God. Isaiah 66:24 says however that aside from being a place of fire, hell is at the same time a place of eternal worms.

On the other hand, there are verses that talk of fiery hell, right here on earth, when Jesus, our God and Savior, returns. One verse could be found at Malachi 4:1-2, while another one could be found at 2 Peter 3:10-11. Both of these verses say fire will consume the earth and everything in it, the sky, the sun and the stars, leaving out only those who died and live for Jesus.

SOLAR STORMS AND SOLAR FLARES: HARBINGERS OF HELL: On top of these, there is also a batch of Internet postings about Nibiru, a planet that is reported to be approaching the nine planets of our Sun’s solar system, causing huge gravitational pulls that, at the proper time when it has come really near the planet Earth and the Sun, would cause solar flares or solar storms to leap out of the Sun and reach even the Earth.

Do these solar flares and solar storms coming out of the Sun and reaching even the Earth represent the realization of the account of the end of world under 2 Peter 3:10-11? For those interested, here is what 2 Peter 3:10-11 says: “But the day of the Lord will come like a thief. The heavens will disappear with a roar; the elements will be destroyed by fire…”

Malachi 4:1-2, a book of the Old Testament, has something similar to say: “… `Surely the day is coming; it will burn like a furnace. All the arrogant and every evildoer will be stubble, and the day that is coming will set them on fire,’ says the Lord Almighty. `Not a root or a branch will be left to them’…”

Police checking canals, drainage system

CITY OF SAN FERNANDO – Police authorities, in cooperation with the Department of Public Works and Highways 3 (DPWH3), have started checking water drainage and canals in areas where banks, pawnshops and other big establishments are situated to prevent attacks by “rodents”, a top police official told Central Luzon Daily yesterday.

Supt. Luisito Magnaye, Chief of the Police of the City of San Fernando, said at least 80 percent of covered drainage had been opened and checked of possible traces of “Acetylene Gang” believed responsible in the foiled robbery attempts of a pawnshop and a thrift bank in the City of San Fernando recently.

“Robbers utilize covered canals and drainages before digging further into the prospective target,” said Magnaye, citing the discovery of aborted robbery try in a pawnshop at the New Public Market and the Real Thrift Bank.

Magnaye said robbers dig into the establishment once they got the exact location of the target from where the culvert or drainage is situated. He said the diggings are being made during weekend in time where banks and pawnshops employees are off.

On Monday, the drainage along MacArthur Highway in Barangay Saguin where Planters Bank and other establishments are located were opened and checked, said Magnaye, adding his men continue scouring the canals up to Barangay Telabastagan.

“We started checking canals and drainage system since last Friday, Saturday and Sunday and fortunately no traces or tunneling was discovered,” said Magnaye.

The moved, Magnaye said, is part of the security plan being laid by the city government to protect establishments from “resourceful” robbers. He said his office also held security dialogue with bank managers and pawnshop operators in a bid to protect them from being prospective targets in the future by robbery gang.

Magnaye said he informed the group of various robbery syndicates, including the modus operandi of the notorious “Acetylene Gang” as he encouraged them to install security device as part of their investment.

Magnaye cited as example the foiled robbery attempt at the Real Thrift Bank where suspects aborted the plan after hitting the motion censor installed inside the establishment. He said continuous alarm sent robbers to flee.

There are at least 64 pawnshops and 69 small and medium banks scattered with the city suburbs which are being closely monitored by the police, said Magnaye. He said security device and other alarms are linked to different police station for us to respond quickly in real time.

Close circuit television (CCTCV) camera will also help, said Magnaye.

He said the city government is planning to create a multi-agency body that will inspect banks, pawnshops and related establishments of its security plans.

AC forms inter-fraternity and sorority union

ANGELES CITY – Despite the public’s stereotypical views and issues dragging frat brotherhood into much controversy, the city-based factions here have recently formed an Inter-fraternity and Sorority Alliance for People Empowerment (ISAPE) through the city government.
The group was formed through the assistance and support of Retired Police Inspector Oscar A. Molina, Chairman of the Unified Guardians Brotherhood International Incorporated (UGBII).
Leaders and representatives of the different participating frat alliances have drawn and signed a Memorandum of Understanding (MoU).
Mayor Edgardo Pamintuan graced and expressed his support in the signing of the memorandum.
“I am truly grateful that the fraternities and sororities of our city express their full support in the local government’s projects instead of involving themselves in acts of vandalism or petty crimes.” Pamintuan.
He added that their commitment during the “Tigtigan Terakan king Dalan” and several environmental campaigns such as the “Lingap king Balen, Malinis a Sapang Balen” clean-up drive is a clear manifestation of their desire to assist the city government in its endeavors.
Joining the mayor are Danilo De Austria Consumido, City Consultant for Political and External Affairs and William P. Aguilar, Executive Director of ACMCC.
The signing of the MoU was held at the Angeles City Library in the presence of the aforementioned city executives, officials and fraternity-sorority members.
Signing the pact are Sunday Waje, Chairman of Alpha Beta Epsilon Kapatiran Organization; Syvil Gamas, President of Alpha Gamma Beta Fraternity & Sorority; Charlie Sia of Alpha Kappa Rho; Lewell Santos, OIC of Delta Psi Epsilon Fraternity; Alvin Ocampo, Chairman of Phi Beta Rho Confraternity; Shem Masigla, President of Pi Sigma Fraternity and Sorority; and Emeraldo Nunag of Tau Gamma Phi/Sigma International Fraternity and Sorority.
The organization will dedicate itself in: (1) Empowering people through active participation in the programs and activities of the local government, (2) Initiating change to counter people’s stereotype on brotherhoods and sisterhoods, (3) Launching barangay-based inter-fraternity activities, (4) Leading their constituents to be of service to every Angeleños, and (5) Preventing inter-fraternity wars and conflicts to preserve unity and peace through the formation of an arbitration committee.
Members have attended rigid discussion, peace talks, issue-settlement conferences and seminars conducted by the Angeles City Multi-Sectoral Consultative Council (ACMCC) prior to the signing.
ISAPE was formed primarily to stop violence and help promote fraternities as useful means of upholding unity and peace throughout the city.

ANGELES CITY – Various multi-sectoral organizations in this city appealed to Malacañang to replace Victor Jose Luciano as president and chief executive officer of the Clark International Airport Corporation (CIAC) instead of pushing through with the renaming of the Diosdado Macapagal International Airport (DMIA) to Clark International Airport (CIA).
The Angeles City Multi-Sector Consultative Council issued a manifesto denouncing the move to rename the airport and instead requested President Benigno “Noynoy” Aquino III to remove Luciano from his post as CIAC head.
According to the group, Luciano is being insensitive to what the Kapampangans and the Filipinos in general would feel (on the issue of renaming DMIA to CIA), who respect and hold high regards to the legacy of the late President Diosdado Pangan Macapagal.
In their manifesto, the group appealed to President Aquino not to be swayed by the proposals of Luciano.
“Rather than changing the name of the airport, the president should definitely consider replacing Luciano himself,” the group said.
“Para sa amin, walang malinaw na basehan ang panukala ni Luciano, kundi ang lantarang pagsisisip sa kasalukuyang administrasyon,” said Bhot Mangulabnan, a spokesperson of the group.
“Ang panukalang ibalik sa Clark International Airport ang pangalan ng DMIA ay produkto ng sagad-sagarang kaisipang kolonyal,” he added.
The group adds that Clark Air Base is a former military installation of the United States, which became a symbol of incursion and American supremacy here in the Philippines and in Asia.
Covering 2,500 hectares, the Clark Aviation Complex used to be the central facility in the Clark Air Base of the United States Air Force until 1991 when the Senate ordered all US military bases in the Philippines closed and American troops pulled out.
Clark Air Base was named in honor of Major Harold Clark of the US Army Signal Corps who died in a seaplane crash in Panama Canal in 1919. In honor of this aviation pioneer, the American government changed the name of Fort Stotsenberg into Clark.
“Napalayas na natin ang mga Kano, kaya walang dahilan na panatilihin pa natin ang pangalang Clark hindi lamang sa airport, kundi sa buong lugar na ngayon ay ginawa na nating isang malayang kalakalan o Freeport zone,” the group stressed.
At the same time, the multi-sectoral group said they will also conduct protest rallies and mass actions to prevent Luciano from implementing the CIAC board resolution renaming DMIA to CIA.
The CIAC board during its 10th special meeting on October 14, 2011 approved the resolution restoring the name of CIA.
The resolution states that it will restore the name “Clark International Airport” to refer to the Clark Civil Aviation Complex within the Clark Freeport Zone to enhance its international acceptance and to preserve its historical significance.
CIAC clarified, however, that it did not drop Macapagal’s name in the airport, noting that the Terminal 1 will be named as Diosdado Macapagal Terminal (DMT) to recognize the legacy of former President Diosdado P. Macapagal as the first Kapampangan to become the President of the Republic of the Philippines.
Clark International Airport was renamed to DMIA in July 2001 through a board resolution in honor of the late President Macapagal.

Alliance with LGUs key to war vs crime

CITY OF SAN FERNANDO – The Philippine National Police (PNP) top official in the province cited the partnership with various local government units as the key to “win the war against criminality.”
Pampanga Provincial Director Edgardo Tinio said the support of the present Provincial Government to the police and the surrounding communities is proof of strong partnership in curbing criminality.
Tinio said “no war is hard to win with the available resources given by the local officials led by (Gov. Lilia) Pineda, who is continuously distributing tricycle patrols to more than 500 barangays in the province.”
He added that the distribution of patrol service vehicles to the barangays is a manifestation of the strong commitment of the Provincial Government in maintaining peace and order.
“Without the resources given by the Provincial Government, we cannot totally achieve our desired goal in waging the war against bad elements,” Tinio stressed.
Recently, the governor led the distribution of 31 tricycle patrol services in Barangay Ascomo, Guagua town.
Ascomo village chief Angelo Layug thanked the governor for giving them patrol services, which they could use in pursuing bad elements in their respective communities.
