IN THE old days, creating a party was maddening! One had to be ready to fight the war. One had to literally multi-task, be a jack-of-all-trades to wake up in the wee hours of the morning, do the marketing, food preparation, cooking and later on entertaining. Whew! CLARK FREEPORT — The 10th International Invitational Fat Boy Tens Rugby Tournament will be held at the Philippine Air Force Challenger Field on September 7.

Some 350 players and delegates from 16 teams from Hong Kong and other countries are set to compete in a game of rugby for charity, said Director Ronaldo Tiotuico of the Department of Tourism–Central Luzon Region.

The same set of players is scheduled to mount their Charity Golf Tournament a day before at the Mimosa Golf and Country Club on Sept. 6.

This annual event, initiated by the Pot Bellied Pigs of Hong Kong, is held to generate P6 million from international companies and charity.

Tiotuico said the sports tourism project will help disadvantaged children in Angeles City including the development of the game of rugby in the Philippines.

“At the same time, it will contribute towards the generation of more visitor arrivals into the country,” Tiotuico said.

In the last three years, the Pot Bellied Pigs headed by its President Alun Grassick from Scotland, who is assisted by Ross Bendix, was able to raise an amount of more than US$50,000 a year for their charitable causes.

Among their beneficiaries include Clark Rugby Club, Philippine Rugby Football Union Development Fund and the Visayas Rugby Football Union.

Tiotuico said the sports club also supports medical missions providing medicines and vaccinations for hundreds of children across the country.

The group is continuously soliciting contributions from companies that support the development of Rugby.

Tiotuico said proceeds will go to students from various schools in Luzon and Visayas who are in training clinics – either touch rugby or full contact.

Feeding programs are held in each clinic. They also sponsor children’s education in Thailand and have sponsored yurts in Mongolia for the Christina Nobel Foundation, he said.

A portion of the proceeds from all-kit sales goes to the club’s designated charities.

DOT-sponsored prize packages such as roundtrip air tickets to Boracay or Davao including More Fun eco-bags will be up for grabs during the club’s charity auction.

The event’s main sponsors are Tanner de Witt, DHL and Overgaard; and with strong support from Holiday Inn–Clark, Angeles City Government, Philippine Air Force in Clark, and the Department of Tourism including Angeles City Water District and Mabalacat City Water District.

“Everyone including children of school age is welcome to watch the games. Special feeding program for children will be mounted on the day itself courtesy of Holiday Inn Clark,” Tiotuico said.

OF LATE, several non-government organizations or NGOs were put to bad light due to their alleged involvement in the scandalous P10 billion pork barrel scam featuring a scam artist and some honorable members of Congress. Despite protestations of the owner Erik Gomez, Paradise Ranch, a profitable entity, is indisputably situated at Calumpang. There is also a quarry site which gives the small barangay some income, despite the rivalry between the tribal associations. Kap Jimmy says that Calumpang Aeta Tribal Association, headed by Angel Sison, son of the former punong barangay Ruben Sison, should now be given recognition and acknowledgment as the appropriate entity to handle the quarry activities in Barangay Calumpang, to the exclusion of the other pretenders. The boundary dispute there deserves another story.

ANGELES CITY — Pampanga 1st District Congressman Joseller Guiao stressed the need to protect and preserve the natural environment and historical significance of Mount Pinatubo, in order to be more attractive to tourists.

Guiao underscored the magnificent vista surrounding the majestic and famous volcano, which is located at the boundaries of Pampanga, Tarlac and Zambales.

“It will be more attractive to tourists, both local and foreign, while at the same time protecting and preserving its bare natural assets and resources for the sake of future generations,” Guiao said.

The congressman relayed this point to members and officers of the Hotels and Restaurants of Pampanga (Harp), headed by its president, Mitch Otsuru of YuFuIn Japanese Restaurant at Maharajah Hotel, Angeles City, during their recent general membership meeting.

Guiao also told Harp members the need to safeguard and preserve the historical significance and natural environment of the legendary volcano from “further destructive practices and unfettered development.”

Mt. Pinatubo erupted in June 1991 and was heralded all over the world as one of the biggest eruptions of that century.

Department of Tourism-Central Luzon (DOT-3) Director Ronnie Tiotuico said that the Mt. Pinatubo is known by people living around its core, especially the indigenous people called Aetas, as a sacred place where the so-called native deity named Apu Namalyari resides.

Tiotuico said he was directed by Guiao to prepare a timeline for the formation of a technical working group, which will prepare the plans and programs for Mt. Pinatubo’s sustainable development.

Members of the technical working group will include the Department of Environment and Natural Resources, Philippine Institute of Vulcanology and Seismology, Department of Public Works and Highways, National Commission for Indigenous People, local government units and private organizations, Tiotuico said.

Guiao said he is planning to file a bill in Congress to have Mt. Pinatubo and its surrounding communities declared as a “protected area” under Republic Act No. 7586, otherwise known as An Act Providing For The Establishment And Management Of A National Integrated Protected Areas System, defining its scope and coverage, and for other purposes.

As provided for under the same act, protected areas refer to identified portions of land and water set aside by reason of their unique physical and biological significance, managed to enhance their biological diversity and protected against destructive human exploitation.

These areas are public lands that are habitats of rare and endangered species of plants and animals, biogeographic zones and related ecosystems, whether terrestrial, wetland or marine, all of which shall be designated as protected areas.

Categories of protected areas include strict natural reserve, natural park, natural monument, wildlife sanctuary, protected landscapes and seascapes, resource reserve, natural biotic areas and other categories established by law, conventions or international agreements.

The DOT-3 office initiated the establishment of Mt. Pinatubo “Kabuhayan sa Turismo” Program in 1999 via Sta. Juliana, Capas, Tarlac where the safest and quickest route to the crater is found.

Tiotuico said the program has provided economic opportunities to hundreds of indigenous folks and local entrepreneurs through livelihood projects and job creation.

He added that thousands of trekkers find their way in the village every month until now.

MABALACAT CITY — The village chief of Barangay Mesalipit in Bacolor and two former councilmen were shot and killed in an ambush in Barangay Bundagul Saturday night, reports said.

Mabalacat City police Chief Ferdinand Perez identified the fatalities as barangay chairman Rodrigo Tongol Lopez and his aides Pedro Canlas Sambo and Merlito Pineda Naguit, who are both former councilmen.

The three victims, who were residents of Madapdap Resettlement Center, were gunned down around 8 p.m. the other day in Barangay Bundagul, police said.

Investigators are still validating reports that the killing had something to do with politics, considering the scheduled barangay and Sangguniang Kabataan elections this October.

The victims were on their way home on board a village service vehicle when the gunmen, riding a motorcycle, assaulted them.

Witnesses said a car was also tailing the victims’ vehicle before the incident.

According to relatives, nobody filed a certificate a candidacy to oppose Lopez for the position in the upcoming polls.

The suspects used .45 caliber pistols in the ambush, according to police.

Tongol was taken to the Tiglao Medical Foundation Center in Barangay San Joaquin, Mabalacat City where he was declared dead on arrival by Dr. Johnny Michael Mangulabnan.

Pineda and Canlas, meanwhile, were taken to the Feliciano Hospital but they were also declared dead on arrival by Dr. Orgie Feliciano.

Pampanga police Director Oscar Albayalde said he has ordered a manhunt operation against the suspects for their possible arrest.

He has ordered the creation of a task force to identify and arrest the suspects behind the killing.

Condemned

Bacolor Mayor Jomar Hizon condemned the senseless killing of his loyal leaders.

Hizon, in a telephone interview with Sun.Star Pampanga, also appealed to police authorities to identify the suspects and bring them to justice.

He said Lopez was not only a loyal leader, but also a good friend.

Hizon said his senseless killing is a great loss to his constituents, and to the people of Bacolor.

The mayor visited the Lopez family to give his condolences. Aside from giving financial support, Hizon promised the children of Lopez that they will be given scholarship grants to finish their studies.

Hizon, however, said he could not comment as of this time if the killing was election-related.
