CITY OF SAN FERNANDO -– Governor Lilia Pineda said the Pampanga Capitol has its disaster response, rescue, and prevention plans in place, in case any disaster strikes this rainy and typhoon seasons.
The governor said although she has been praying no calamity would fall on Pampanga, the Provincial Government through the Provincial Disaster Risk Reduction Management Council (PDRRMC) has prepared contingency plans and measures.

“We have just purchased hand-held radios and established a repeater station for proper communication and flash information dissemination. We will give these to the barangay and municipal rescue and response teams. Communication is one of the keys to immediate response and rescue,” Pineda said.
Pineda also noted that PDRRMC Action Centers have been established in strategic locations like Apalit, San Simon, the Provincial Engineer’s Office compound in Sindalan (City of San Fernando), Capitol Compound and the focal area along GSO Road, which will serve the Second District towns of Sasmuan, Guagua, Floridablanca, Sta. Rita and Porac.
“We have also identified evacuation centers and relocation sites in Mexico, Magalang, and Floridablanca and we are still looking for other safe places in disaster-prone coastal barangays,” the governor added.
The Provincial Government also has equipment like rescue boats, dump trucks at patrol tricycles, and stockpiled emergency goods and medical supplies ready should a disaster strike.
PDRRMC head Engineer Lulu Alicangcastre said a warning system was set up in villages; and trained personnel are monitoring the installed systems 24 hours and seven days a week, rain or shine.

Maguindanao massacre witnesses placed under guard

MANILA — Several witnesses to a 2009 election-related massacre of 57 people have been placed under government protection following a spate of killings of other witnesses to the country’s worst political bloodletting in recent years, officials said Wednesday.
State prosecutor Peter Medalle said six witnesses have been added to the Department of Justice’s witness protection program to ensure their safety. Additional protection has been given to at least four other witnesses already in the program, he said.
The governor of southern Maguindanao province, Esmael Mangudadatu, who is also the husband of one of the 57 victims, said at least six witnesses or their relatives have been gunned down since the massacre trial began in September 2010, sowing fear among other witnesses.
One witness, Esmail Amil Enog, is believed to have been killed in March, his body cut into pieces, but authorities learned about his death only recently, according to prosecutor Nena Santos.
Enog, a government militiaman, testified in court last year that he drove dozens of gunmen to the hilly site of the massacre in Maguindanao from the residence of one of the suspects, Santos said, adding he refused to be placed under government protection to avoid being separated from his family.
Mangudadatu said the witnesses placed under government protection include a town vice mayor. He has not testified so far because defense lawyers have been trying to block his testimony, he said.
“They don’t want him to talk because he has some damning things to say,” Mangudadatu told a news conference.
Members of the politically powerful Ampatuan clan, which controlled dozens of militiamen, have been blamed for the massacre of rival Mangudadatu clan members, their supporters and media workers who were traveling in a convoy when they were stopped by dozens of gunmen.
The Mangudadatus planned to challenge the governorship of Maguindanao which had been controlled by the Ampatuans for years.
Among the dead were at least 31 media workers. It was the single worst killing of journalists in the world.
After stopping the convoy, the gunmen took the victims to a nearby hill and shot them to death with assault rifles. The gunmen tried to hide the massacre by burying the bodies and some of their vehicles in a large grave with a backhoe.
More than 20 witnesses have testified so far against 103 suspects who have pleaded not guilty to murder charges. They include Andal Ampatuan Sr., the clan patriarch who allegedly gave orders to his son to carry out the massacre. Nearly 100 suspects are still at large.

MANILA — Presidential Benigno Aquino III has declared August 11, which falls on a Saturday, as a special (non-working) day in the province of Samar in celebration of its Foundation Day.
The Chief Executive issued the declaration through Proclamation 427 signed by Executive Secretary Paquito Ochoa Jr. on July 10, 2012, to give the people of Samar the full opportunity to celebrate and participate in the occasion with appropriate ceremonies.

De Castro: SC appointment not a reward for convicting Estrada

MANILA (Updated, 5:37 p.m.) — Associate Justice Teresita Leonardo-de Castro denied on Thursday that she convicted former President Joseph Estrada of plunder five years ago in exchange for a seat in the Supreme Court.
“I don’t think so. I’ve been in the government for a long time. In fact, it (appointment) was delayed because they wanted someone who was there from the beginning (to preside the case),” she told the Judicial and Bar Council (JBC).
De Castro presided over the Sandiganbayan’s special division that convicted Estrada of plunder and sentenced him to life imprisonment following a six-year trial in September 2007. A month later, then President Gloria Macapagal-Arroyo set Estrada free due to humanitarian reasons.
On December 3, 2007, De Castro was appointed associate justice.
The magistrate said she deserved the position, boasting over 30 years of legal experience at the Department of Justice and even at the Supreme Court when she worked for the late Chief Justice Fred Ruiz Castro during Martial Law.
She said she was not pressured at all by the appointing authority to give favorable decisions as she envisioned a Court packed with people of integrity.
If appointed, de Castro said she will try to strengthen the mediation process in resolving conflicts and stamp out corruption by enlisting the help of the Integrated Bar of the Philippines (IBP) for feedback mechanism.
De Castro vied for the position of Chief Justice for the second time. She lost in May 2010 to then Senior Associate Renato Corona, who was later removed by the Senate impeachment court for betrayal of public trust and culpable violation of the Constitution.
For his part, former Ateneo de Manila law dean Cesar Villanueva will push for the unification of the Supreme Court and create a strategy roadmap of the judiciary.

2 dead in Quezon bank robbery

MANILA — Two security guards were killed while another was injured during a bank robbery in Lucena City in Quezon province on Thursday afternoon.
Quezon provincial director Senior Supt. Valeriano de Leon said undetermined number of suspects swooped into the United Coconut Planters Bank in the city around 3:05 p.m.
De Leon said the suspects shot the three guards upon entry of the bank.
The three were brought to the hospital where two of them died at the Quezon Medical Center. The third security guard, he said, is in critical condition at the Mt. Carmel Hospital.
De Leon said the suspects fled on board a Toyota Revo vehicle with plate number XHC 759, heading towards Pagbilao town, also in Quezon.
When asked how much cash was taken from the bank, de Leon said: “It’s up to them (bank) to declare.”

Arroyo to visit constituents in Pampanga Friday

MANILA — Former President Gloria Macapagal-Arroyo will visit her constituents in the second district of Pampanga Friday after she checks out of a health facility in Tagaytay City.
“She was advised by her doctor that she can visit her district as long as she wears her neck brace and avoid using his voice box,” Arroyo’s spokesperson, Elena Bautista-Horn, said in a statement released Thursday night.
“The former President feels uneasy because she’s thinking of the duties she needs to do for her constituents,” Horn added.
Arroyo was granted provisional liberty by the Pasay City Regional Trial Court branch 112 Wednesday.
Arroyo was at Tagaytay City to seek alternative medicine for her condition.

Rival clans fight anew in Maguindanao

    KIDAPAWAN CITY — A still unidentified villager was wounded when hit by a stray bullet after two warring clans of Moro rebel commanders clashed in Sultan sa Barongis, Maguindanao.
    Authorities said the injured was immediately rushed to Maguindanao Provincial Hospital in Shariff Aguak town.

    Reports said the armed fighting on Wednesday was between the groups of Commander Basco and Commander Kubota, both of the Bangsamoro Islamic Armed Forces (BIAF) of the Moro Islamic Liberation Front (MILF).
    Basco, a senior leader of the MILF’s 106th Base Command, was supported by his ally, a certain Commander Abdul Haqq, also from the BIAF-MILF.
    Kubota, on the other hand, gets help from Commander Baksan of the 105th Base Command and Jerry of the 106th Base Command.
    The fighting has disrupted the villagers’ observance of the month-long Ramadan, which started last July 21, as they evacuated to safer places for fear of being caught in cross fires.
    The tension escalated to nearby towns of Datu Piang, Mamasapano, and Datu Abdullah Sangki, all in Maguindanao province.
    MILF political affairs Chief Ghadzali Jaafar has clarified that the skirmishes in the village of Sultan sa Barongis were not conflicts that involved government forces and the MILF.
    “Rather, it was a feud between two of our commanders that stemmed from land conflict,” he said.
    Jaafar brushed aside fears that the incident might affect the ongoing peace negotiations between the MILF and the government.

12 killed, 5 hurt in military-bandit clash

ZAMBOANGA CITY – Soldiers attacked al Qaeda-linked militants at an encampment in the island province of Basilan on Thursday, and eight government troops and four rebels were killed in the fighting, the military said.
Lieutenant Colonel Randolph Cabangbang, Western Mindanao Command (Wesmincom) spokesman, said the clash took place around 7:30 a.m. Thursday in the village of Upper Cabengbeng, Sumisip town, Basilan.

Cabangbang said identities of the slain and wounded soldiers from the 11th Scout Ranger Company of the Army’s 4th Scout Ranger Battalion are yet to be confirmed.

Army Major General Ricardo Rainier Cruz said government forces struck in the morning after the military pinpointed an encampment of Abu Sayyaf militants blamed for past attacks in Basilan Island’s Sumisip township.
Sporadic fighting continued until afternoon, with reinforcement troops deployed.
Cruz said seven soldiers and four militants were initially killed.
Three government troops and two rebels also were wounded, but one of the soldiers later died while being evacuated, raising the military’s death toll to eight, said army spokesman Major Harold Cabunoc.
Officials said the militants belong to the same group that ambushed a truckload of rubber plantation workers in Sumisip two weeks ago. Five farm workers of the Tumahubong Agrarian Reform Beneficiaries Integrated Cooperative (TARBIDC) and one government militiaman were killed in that attack, while 22 others were wounded.
Cabangbang said that before the clash on Thursday, the troops were pursuing the group of suspected Abu Sayyaf bandits who attacked a military detachment securing the rubber planters’ cooperative in Upper Cabengbeng, Sumisip. No casualty was reported.
The attack on Wednesday was the bandits’ retaliation to the July 20 clash in the boundary of Sapah Bulak and Upper Cabengbeng villages, Sumisip, where the military have recovered an M-16 Armalite rifle and a rocket-propelled grenade launcher.
Cabangbang said the leader of the suspected Abu Sayyaf bandits that clashed with the troops on Thursday morning was identified as Wyms Wakil.
Wakil was a former official of TARBIDC but was fired for wrongdoing and is allegedly out to avenge his termination from work.
Violence in the southern Philippines continues despite efforts by U.S.-trained Philippine forces to put an end to decades of bombings and ransom kidnappings by Muslim extremists in the predominantly Christian nation.

Aquino wants Arroyo back in jail for plunder

MANILA (Updated) – President Benigno Aquino III wanted his predecessor, Gloria Macapagal-Arroyo, back in jail for a separate case of plunder filed against her by the Ombudsman last week
Arroyo, who is now Pampanga second district representative, was released from hospital detention Wednesday after the Pasay City Regional Trial Court (RTC) Branch 112 allowed her to post bail on electoral sabotage case filed against her by the Commission on Elections (Comelec) in connection with alleged fraud in the 2007 midterm elections.
The former President posted a P1-million bail.
Arroyo on Thursday went to Tagaytay City to seek alternative treatment for her ailments from Dr. Antonia Park. The former President will stay in Tagaytay until Sunday, according to her camp.
“She’s left with no choice at this point. With all the legal limitations, this (alternative treatment) is the only thing she can pursue,” Arroyo spokesperson Elena Bautista-Horn said Thursday.
Aquino said, however, that Arroyo is not a free person yet since she has to face a non-bailable charge of plunder before the anti-graft court Sandiganbayan.
“Hinihintay natin ‘yung desisyon ng Sandiganbayan (We are waiting for the decision of the Sandiganbayan),” Aquino said.
The Ombudsman case is in connection with the alleged misuse of P365-million confidential and intelligence funds of the Philippine Charity Sweepstakes Office from 2008 to 2010. It was filed days before Aquino was set to deliver his third State of the Nation Address (Sona).
Arroyo’s camp criticized the timing of the filing of case, saying it was meant to “demonize” the Pampanga lawmaker on the Sona.
Several groups also lambasted the Aquino administration for filing a “rushed” electoral sabotage complaint against Arroyo that allowed her to escape jail.
Bayan Muna party-list Representative Teddy Casiño said Arroyo’s release from hospital detention is a “big slap on the face” of Aquino, who boasted the administration’s efforts to hold the Pampanga lawmaker accountable just two days ago in his third Sona.
“The court decision was made apparently because the government’s complaint of electoral sabotage was rushed, owing to its failure to build up any of the major cases filed earlier by various citizens’ groups,” Casiño said.
But Aquino submitted to the decision of Pasay City RTC Branch 112 Judge Jesus Mupas finding no corroborative evidence to pin down Arroyo for poll fraud.
He said it would be impossible for Arroyo and her co-accused, former Maguindanao governor Andal Ampatuan Sr., to testify against each other.
Emerging from a meeting with Comelec Chairman Sixto Brillantes, Justice Secretary Leila de Lima said the prosecution will now focus for the pre-trial set next month.
“We are moving forward. The DOJ (Department of Justice) and the Comelec will work closely together. The Comelec will still be the lead prosecutor in the electoral sabotage cases but during the trial proper, the DOJ would take a more active role in handling the case,” she told reporters.
Brillantes said it is important to realize that Arroyo has not yet been cleared of the case and that the Comelec remains determined to make her accountable of her supposed crimes.
“If that is what the court believes, we cannot do anything about it but remember that it was only on the bail hearing, which is only an incident of the entire case,” he said. “We agreed that we will now proceed with the presentation of evidence on the trial on the merits.”
For the trial on the main merits of the case, the poll chief noted that their camp will insist on the credibility of the testimonies of their star witness, Norie Unas, over the role of Arroyo in the 2007 Maguindanao polls.
Among these, he said, are the findings of Mupas that Unas’s testimony is uncorroborated and that the latter is not a credible witness.
Brillantes said he does not agree that Unas’s statement should be corroborated since it was only him, Arroyo and Ampatuan that were in the said incident, where the supposed instruction from the Chief Executive to rig the poll results were given.
Aside from backing Unas, Brillantes also noted that they will enhance their line-up of witnesses that will stand in the trial on the merits of the case.
Still, he instructed the Comelec law department to hasten the filing of motion for reconsideration over the decision to allow Arroyo to post bail.

No pork for Arroyo allies, says Abad

Budget Secretary Florencio Abad Jr. on Wednesday said he would continue to withhold congressional pork barrel allocations from close allies and kin of former president Gloria Macapagal-Arroyo.
“These are political realities we have to consider,” said Abad when asked to explain why the administration continues to deprive some House representatives of pork barrel allocations, especially with elections coming next year.
But Abad clarified that this did not mean that their districts would not get direct allocations from the Department of Public Works and Highways (DPWH). “The President’s instruction was ‘don’t deny the districts,’” he added.
At least four minority members—Zambales Representative Milagros Magsaysay, Camarines Sur Representative Diosdado Macapagal Arroyo, Iloilo Representative Augusto Syjuco Jr. and Ang Galing Pinoy Representative Juan Miguel Arroyo—did not get a single peso from their P70 million annual pork barrel in the last two years.
These House members will continue to get zero allocations in the 2013 budget, Abad admitted.
But while these representatives might not receive their pork barrel, their districts will continue to get access to their share of the budget through the DPWH.
