CABANATUAN CITY – Two carnapping suspects, including a 16-year-old, were killed in a firefight with police operatives in the urban village of Aduas Centro here before dawn here Saturday, an incident that underscored the use of minors in criminal activities.

One of the suspects was identified as Julius Lombao, 32, a tricycle driver from Purok 6, Barangay San Josef Sur while the minor was a resident of Kapt. Paulino St., Aduas Sur, both of this city.

The victims, on the other hand, were Jefferson Esguerra and his companions Charlene Espiritu and Kimberly Torres, all of Barangay Villa Ofelia here.

Supt. Eli Depra, city police chief, said that the suspects opened fire on mobile patrol and intelligence operatives who reportedly responded to a flash alarm regarding the carnapping of a single Honda Mio at about 2:35 a.m. along Maharlika Highway, Barangay Valdefuente here.

“We immediately activated our dragnet operation upon receipt of the flash alarm re carjacking incident wherein a a motorcycle was forcibly taken from the victims,” Depra said.

Investigation showed the victims were on their way home when the suspects blocked their way and at gunpoint took the motorcycle with license plate 4694-IT.

The suspects fled but when intercepted in Aduas Centro, opened fire at the responding policemen prompting the latter to return fire thus fatally hitting both suspects in the different parts of their bodies.

The suspects died on the spot.

No personal identification was found from the cadavers thus their identities were established later in the day through a follow up investigation, police reported.

Recently, two minors were turned over by the Nueva Ecija police’s provincial public safety company after being caught transporting a motorcycle that was stolen in Cantarilla.

The minors said they were asked by their neighbors who supposedly stole it at the nearby municipality of Gen. Natividad.

The minors said they were tailing the suspects but suddenly disappeared when they were flagged down in a police anti-criminality checkpoint in Barangay Valdefuente.

MASINLOC, Zambales – Dead on arrival sa Candelaria District Hospital ang walong buwang buntis na ginang, samantalang sugatan ang asawa at anak nito sa naganap na banggaan ng tricycle sa National Highway, Barangay Inhobol sa bayang ito kamakalawa ng gabi.

Kinilala ng pulisya ang nasawing si Rochelle Cabalic, 28-anyos at walong buwang buntis. Sugatan naman sina Efren Jr, at Ashley Luciles, 5-anyos pawang mga resident ng Barangay Mambog, Botolan, Zambales.

Sa imbestigasyon ng pulisya ganap na alas-9 ng gabi nang maganap ang aksidente habang ang mga biktima ay sakay ng tricycle patungo sa Barangay Sta. Rita, Masinloc nang banggain ito ng tricycle na minamaneho ng suspek na si Edwin Edaño, 42-anyos at residente ng Purok 4, Barangay Inhobol, Masinloc, Zambales.

Dahil sa lakas ng pagkakabangga tumaob ang sinasakyang tricycle ng mga biktima.

Kaagad namang sumuko sa pulisya ang suspek ilang minuto matapos maganap ang aksidente sa takot na mabugbog ng taumbayan sa lugar na pinangyarihan ng aksidente.

Ang suspek ay nasa custody na ng Masinloc PNP at ipinagharap na ng kasong Reckless Imprudence Resulting in Homicide and Serious Physical Injuries and Damage to Property.

Lewis Grand Hotel golf tourney set June 1

ANGELES CITY – The Lewis Grand Annual Invitational golf tournament will be held on June 1 at the Mimosa Golf and Country Club in Clark, organizers said on Tuesday.

At least 80 players have registered to join the first-ever promotion of Louis C. Yakich, founder of Lewis Grand Hotel here.

Tournament organizer Christopher Pettit disclosed that at least P200,000 in cash and prizes will be given to the winners.

Pettit said interested players have until 11: 00 a.m. on Friday in Mimosa to join the tournament. He added that they may also register at the Lewis Grand reception before the ceremonial tee-off at 6:30 a.m.

“It’s an invitational. But everyone is welcome to join,” said Pettit.

He said the entrance fee is P2,500 and P1,000 for non-Mimosa members and Mimosa members, respectively. The entrance includes the green fee and dinner at the post-game awarding ceremony at Lewis Grand.

“We will bring the players at the High Society bar at Fields after the awarding,” said Pettit.

He said the there will be top three winners on “Net” and “Gross” categories. Special prices will also be given to “closest to the hole,” “longest drive” and “duffer.”

The tournament will be played under Callaway Handicap System.

Rehab of Porac hospital to be finished in 6 months

PORAC, Pampanga – The major rehabilitation of the Porac District Hospital has started and will be finished within six months, Mayor Condralito “Carling” De La Cruz said Monday.

De La Cruz said Sen. Manuel “Lito” Lapid and the Department of Health (DOH) gave a total of P38 million for the repair work at the district hospital in Barangay Cangatba. At least P25 million will come from the Priority Development Assistance Fund (PDAF) of Lapid, a former governor and native of Porac.

“We really appreciate the continuous support of Senator Lapid to Porac,” said the first-term mayor.

De La Cruz said the new facility will be a two-storey, 50-bed capacity hospital.

De La Cruz and Vice Dexter David thanked Gov. Lilia Pineda for helping them realize the rehabilitation of the district hospital.

“It’s Governor Pineda who helped me work out the funds for the hospital,” said De La Cruz.

For his part, David said the “bigger and better Porac hospital” will serve more people.

“That’s a noble gesture from Senator Lapid as he allowed more of the Porac residents to benefit from his funds,” said David.

The vice mayor disclosed that they still accept patients even if the construction is going on.

But he added that they accept “only 25 patients for confinement.”

P17-M overpass to rise in Balanga

BALANGA CITY- The first pedestrian overpass funded for P17 million is soon to rise in this component city of Bataan to service more than 4,000 students and teachers of the Bataan National High School as well as other pedestrians crossing the Roman Superhighway.

Rep. Albert S. Garcia of the province’s Second District said the overpass will be equipped with elevators for easy access especially to disabled pedestrians and pregnant women.

The project with the installation of road safety devices is targeted to be finished by August this year.

Garcia with brother Balanga City Mayor Jose Enrique Garcia III led the groundbreaking Thursday. “With the pedestrian overpass, students and other pedestrians will have a safe passage without the need of traversing direct to the wide highway,” the congressman said.

He said that many have been requesting his father Gov. Enrique Garcia and the Balanga City mayor for the construction of the overpass because of the risks involved in crossing the highway.

“We do not want accidents to happen before we act so here we are,” Garcia said.

Simeona Emata, BNHS principal, considered the project as a “dream come true.” She said that many parents and students have been waiting for the construction of an overpass in the area.

The flyover is 27 meters long and 2.5 meters wide.

“Thank you very much Congressman Garcia and Mayor Garcia for thinking of our safety,” students who attended the groundbreaking said.

EdPam eyes new public cemetery, crematorium

ANGELES CITY—Mayor Edgardo Pamintuan is planning to put up a new public cemetery that will include a crematorium and a chapel but will offer services seven times lower those of private facilities.

“We’re planning to put up a new public cemetery that will also include a crematorium and a chapel,” Pamintuan said during a press briefing on Tuesday.

However, unlike private crematoriums and cemeteries, Pamintuan said the upcoming public facility will offer services at lower prices.

“In private facilities, cremation costs around P15, 000 to P22, 000. But, in our facility, we’ll offer cremation services for only around P3,000,” Pamintuan said.

Despite cheap service fees, the mayor assured Angeleños of sanitary and safe operation of the cremation facility. He said cremation will only take an hour which is three times faster than the usual four hour cremation in private facilities.

Pamintuan got the idea of putting up a public crematorium after an ocular visit to a one in Pasay City.

“In their crematorium, there were no flesh residue and smoke after the process. The operation is very clean and sanitary. We can also do that here,” Pamintuan said.

Pamintuan furthered that the revenue from the public crematorium in Pasay City has brought back good revenues to the local government.

Expected revenues to the upcoming public crematorium will be used to make up for the budget cut in the internal revenue allotment (IRA) with the entrance of the 16 new cities.

The 16 new cities slashed off P54 million from the IRA of Angeles City, Pamintuan said.

MALOLOS CITY—Itinangging pamahalaang panlalawigan ng Bulacan na naka-baon ito sa P1-bilyong utang sa mga suppliers nito.

Ngunit inamin ng mga opisyal na may mga pagkakataon na naaantala ang pagbabayad nila katulad nitong buwan ng Mayo.

Ito ay dahil mas inuna nilang ipagkaloob ang mga benepisyo ng mga kawani bilang paghahanda sa pagpasok sa paaralan ng mga anak ng kawani sa unang linggo ng Hunyo.

Kaugnay nito, tiniyak ng kapitolyo na mababayaran nila ang mga supplier ngayong Hunyo dahil ang 80 porsyento ng kanilang internal revenue allotment (IRA) ay darating sa Hunyo 8.

Ayon kay Marina Flores, ang provincial budget officer ng kapitolyo, imposibleng magkautang ng P1 bilyon ang pamahalaang panlalawigan sa mga suppliers nito.

Sa esklusibong panayam, ipinaliwanag niya na katulad ng iba pang pamahalaang lokal, ang kapitolyo ay nagpapatupad ng cash programming sa pananalapi nito.

Batay sa pahayag ng gobernador, milyon-milyong piso ang naiwang utang ng administrasyon ni dating Gob. Joselito Mendoza.

Ayon kina Alvarado at Flores, ang pagkaantala ng pagbabayad sa utang sa suppliers ay matutukoy sa mg pinuno ng ibat-ibang departamento ng kapitolyo.

Nilinaw nila na ang bawat departamento ay may nakalaang pondo para sa bawat proyekto at programang isinasagawa.

“Kung minsan, sa dami ng trabaho ng mga department heads hindi naaasikaso yung documentation ng sa mga gastos kaya naaantala ang pagbabayad sa mga suppliers,” ani Flores.

Noong Linggo, Mayo 27, ipinahayag ng Balikatan Peoples Alliance Bulacan (BPAB) na nakatanggap sila ng ulat mula sa mga supplier ng gamot sa kapitolyo na ilan sa mga kontraktor ay tumigil na dahil sa umabot na sa P1bilyon ang utang ng kapitolyo na hindi nababayaran.

Ayon kay Arsenio Antiporda, tagapangulo ng BPAB, ilan sa mga suppliers ay tumigil nang maghatid ng gamot sa Bulacan Provincial Hospital sa Malolos, Rogaciano Mercado Memorial Hospital sa Sta. Maria, Baliuag District Hospital, San Miguel District Hospital, Emilio Perez District Hospital sa Hagonoy, Calumpit District Hospital at Gregorio District Hospital sa Bulakan.

Ang di nababayarang supplier ayon kay Antiporda ay ang GGK Pharma Distributors, SanVen Medical Enterprises at United Diagnostic.

House leader on senator’s vote: Wah!

This was the brief comment of House Majority Leader Neptali Gonzales II to Senator Miriam Defensor-Santiago’s explanation of her acquittal vote on ousted Chief Justice Renato Corona.
Defensor herself used the “Wah!” remark when the prosecution panel decided to rest its case and drop five of its eight articles of impeachment.

On Tuesday, the senator from Iloilo entered a “not guilty” vote for Corona along with senators Joker Arroyo and Ferdinand Marcos Jr.
House leaders, including Speaker Feliciano Belmonte Jr., said they have no hard feelings toward the senator even after prosecutors received an earful from her in explaining her vote Tuesday.

“We don’t take it personally, even the spokespersons who also received criticisms, and of course, the prosecution,” lead public prosecutor Niel Tupas Jr., also from Iloilo, said.

“There are 23 senators, three dissented and they all gave their reasons; although I could not follow her (Santiago) reasoning. She says she was a former RTC (Regional Trial Court) judge. Apparently, it gave her a special view on things,” Belmonte said.

In her explanation, Senator Santiago said she finds it “reprehensible” that the document from the Anti-Money Laundering Council (AMLC) was introduced as evidence even without authentication.

Ombudsman Conchita Carpio-Morales referred to the AMLC document when she said that Corona has 82 dollar accounts with transactions amounting to at least $10 million.

Santiago added that there is no conflict between the 1987 Constitution and the Foreign Currency Deposit Act.

The senator is set to leave Senate to assume a seat as one of the judges at the International Criminal Court in The Hague, Netherlands.

Pay hike for government workers ready for June 1

PRESIDENT Benigno Aquino III fulfilled his promise to the 1.1 million government employees to release the fourth tranche of the Salary Standardization Law III (SSL III) as early as June.

Budget Secretary Florencio Abad confirmed Thursday that salary increase is ready to be implemented on June 1, one month ahead of its original schedule.
“President Benigno Aquino III earlier promised a pay raise for all government employees in fulfillment of the fourth tranche of SSL III. The raise was originally scheduled for July 1, but the President’s announcement pushed its implementation to June,” Abad said in a statement.

President Aquino made the announcement in May 1, Labor Day, as the administration’s “gesture of appreciation” to government workers.

Abad said the fourth tranche of the SSL III will cover all salary and base pay increases for National Government employees until December 31, 2012.

The pay hike will be supported by P21.7 billion from the Miscellaneous Personnel Benefits Fund (MBPF) in the 2012 General Appropriations Act (GAA). This will be further augmented with P2.7 billion, sourced by government savings from the 2012 GAA.

“The implementation of the fourth tranche should help government employees respond better to the rising cost of living and price increases for basic commodities. Besides this, the pay raise may give them a much-needed boost for paying tuition and academic fees, especially since schools will be reopening soon,” Abad said.

While the fourth tranche of government employees will be sourced from the MBPF in the 2012 GAA, the amount for government-owned or -controlled corporations (GOCCs) and government financial institutions (GFIs) will be charged against their respective corporate funds in the approved corporate operating budgets.

The pay increase for local government units (LGUs), on the other hand, will be charged against their respective local government funds.

Abad clarified that the pay hike for President Aquino, Vice President Jejomar Binay, and all Cabinet secretaries will not be implemented until July 1, 2012.

Individuals not covered by the fourth tranche are individuals and groups engaged through job orders, contracts of service, and other similar agreements.

Also excluded are civilian personnel in government institutions which are exempt from Republic Act (RA) 6758, “Compensation and Position Classification Act of 1989,” as amended, and which are authorized by law to adopt and are implement their own compensation and position classification systems approved by the Office of the President.

Abad added that Section 10, Article VI of the Constitution will also apply in the implementation of the fourth tranche of SSL III, which states that “the salaries of Senators and Members of the House of Representatives shall be determined by law. No increase in said compensation shall take effect until after the expiration of the full term of all the Members of the Senate and the House of Representatives approving such increase.”

Philippines optimistic to sustain economic growth

MALACANANG on Thursday expressed optimism that the Aquino administration could sustain the economic growth as it grew by 6.4 percent in the first quarter of 2012.

Deputy presidential spokesperson Abigail Valte said the government welcomed the rise in the country’s Growth Domestic Product (GDP) attributing it to sustained investors confidence and accelerated infrastructure spending.
“The Philippine economy grew by 6.4 percent in the first quarter of 2012. The better than expected economic growth was due to sustained private sector confidence and accelerated government spending. There were healthy increases in the services sector, complemented by growth in exports and increases in household consumption expenditures,” Valte said.

She said the GDP figure validates the optimistic outlook of President Benigno Aquino III and his economic team.

“It is the highest first quarter GDP growth in a non-election year since 2006; the second highest in Asia; and the highest growth rate in the entire Asean region for this period,” she noted.

While several economists expressed doubt whether the government could sustain the 6.4 percent growth, Malacanang is confident of meeting the full-year GDP target saying that the country “have traditionally demonstrated more robust and dynamic economic performance.”

“The hard work continues, on the firm foundations of these recent achievements. As the Aquino administration has been resolute in carrying out its agenda of reform and in institutionalizing good governance, it will continue to be equally steadfast in translating our economy’s gains into employment opportunities, programs geared toward poverty alleviation, and the systemic improvement of the way of life of Filipinos,” Valte said.

The growth came at the heels of Moody’s Investors Service upgrade of the country’s credit outlook to positive from stable.

“All indications point to the global economy’s continued confidence in the Philippines, as well as to a more optimistic outlook within the country,” Valte added.

Budget Secretary Florencio Abad also lauded the significant increase in the economy, saying it reaffirms the Aquino administration’s two basic platforms of anti-corruption and anti-poverty.

“We are pleased to note that vigorous public spending in the first quarter of the year contributed greatly to GDP growth,” Abad said.
In January this year, the government undertook critical measures to fast-track public spending, beginning with early, comprehensive releases to all agencies, he said.
“Strong budgetary support for infrastructure initiatives — spending for which had grown by 59 percent in the first quarter — was also crucial, as were the effects of the Disbursement Acceleration Plan (DAP) implemented in late 2011,” Abad said.

He said the first-quarter growth was further bolstered by government spending for key antipoverty and social programs, including the Conditional Cash Transfer program of the Department of Social Welfare and Development, salary increases pushed by the Aquino administration under the Salary Standardization Law III, and priority programs for rice and other agricultural products.

“We have little doubt that spending in the next three quarters will continue its strong trajectory, and that this — together with the administration’s antipoverty and good governance drive — will ultimately lead to direct, immediate, and sustainable benefits to all Filipinos,” Abad added.

Meantime, Valte also announced that two of the eight projects that were discussed during the National Economic and Development Authority board meeting Wednesday were approved.
The projects were the Ninoy Aquino International Airport Expressway Phase 2, which would cost more than P15 billion and the National Sewerage and Septage Management Program with a total capital cost of P26.3 billion.
Valte said the government would start the bidding for the two projects.
