Jasareno, promotor ng pagmimina, dapat mag-resign

LUNGSOD NG MALOLOS—Dapat magbitiw sa tungkulin ang direktor ng Mines and Geosciences Bureau (MGB) na si Leo Jasareno, ayon kay Gob. Joey Salceda ng lalawigan ng Albay.

Kaugnay nito, ibinulgar ni Salceda na hindi nakonsulta ang mga pamahalaang lokal sa inihandang executive order (EO) ng Malakanyang hinggil sa pagmimina; samantalang inilarawan niya ang mga ordinansang laban sa pagmimina na pinagtibay ng 40 lalawigan bilang isang halimbawa ng bagong pag-asa sa mga pamayanan sa lalawigan.

Samantala, ipinahiwatig din ng gobernador na ang nasa likod ng nakabinbing EO sa Malakanyang ay isang grupo ng mayayamang elitista; at nilinaw na ang pagmimina ay isang negosyong para sa mayayaman lamang.

“He should resign because he is supposed to regulate the industry and yet he leans towards promoting the interest of the mining companies,” ani Salceda sa 10 piling mamamahayag na kalahok sa Environmental Investigative Reporting fellowship na inorganisa ng International Womem’s Media Foundation (IWMF) at isinagawa sa Astoria Plaza sa Ortigas sa Lungsod ng Pasig noong Hunyo 20-23.

Nilinaw ng gobernador na bilang pinuno ng MGB na nasa ilalim ng Department of Environment and Natural Resources (DENR), dapat ay isulong ni Jasareno ang kapakanan ng mamamayan sa pamamagitan ng pagpapatupad ng mga batas at iba pang regulasyon hinggil sa pagmimina.

“He is so dismissive and condescending to LGUs, dapat regulator siya at hindi promotor,” ani pa ni Salceda na isang ekonomista ngunit sa simula pa lamang ay tutol na sa pagmimina.

Ipinaliwanag niya na kung mayroong dapat mamamagitan sa mga nagbubungguang hanay ng mga pamahalaang lokal at kumpanyang nagmimina, ito ay walang iba kundi si Jasareno.

Hinggil sa nakabingbing EO sa pagmimina, sinabi niya na hindi kinonsulta ng Malakanyang ang mga pamahalaang lokal.

“They should have consulted the local government units through the Regional Development Councils (RDCs) or social action center and other agencies that provide voice to local communities,” sabi ng gobernador na kasapi ng Liberal Party patungkol sa Malakanyang.

Bilang isa sa mga tagapayo ni dating Pangulong Gloria Macapagal Arroyo, hindi inilihim ni Salceda ang harapang pagtutol sa pagmimina.

Iginiit niya na madalas nilang pagtalunan ni dating Environment Secretary Michael Defensor ang usapin ng pagmimina.

Dahil naman sa pagpapatiaby ng 40 lalawigan ng mga ordinansang tutol sa pagmimina, nagbabala si Salceda sa posibilidad ng banggaan sa pagitan ng mga pamahalaang lokal at ng Malakanyang.

Ito ay dahil sa ang mga pamahalaang lokal ang kumakatawan sa mga mamamayan sa pamamagitan ng mga nasabing ordinansa, samantalang ang Malakanyang ang lumalabas na kumakatawan sa interes ng mga kumpanyang nagmimina.

Sa panayam ng mga mamamahayag hinggil sa nararamdamang di pagkakaintindihan ng Malakanyang at mga pamahalaang lokal, simple ang kanyang nasaging sagot.

Ito raw ay dahil sa impluwensiya ng mga “unenlightened unelected elite” na nasa likod ng pagbuo ng EO.

Para sa gobernador, ang pagmimina ay hindi para sa mahirap, sa halip ito ay negosyo ng mayayaman.

PAGASA launches Typhoon and Flood Awareness Week

BALANGA CITY The Philippine Atmospheric, Geophysical and Astronomical Service Administration (PAGASA) on Wednesday launched in Bataan the Typhoon and Flood Awareness Week and supervised a flood drill in a flood-prone area here.

Venus Valdemoro, PAGASA information officer, said Pres. Benigno Aquino III issued a proclamation designating the third week of June as Typhoon and Flood Awareness Week for which Pagasa is the lead agency.

“Pagasa is the lead agency to supervise activities and we are here in Balanga for the flood drill conducted by the City Disaster Risk Reduction Management Council,” she said.

Valdemoro said the activity in Balanga is the first drill supervised by Pagasa since the President issued the proclamation.

“Maganda ang drill na ganito para alam namin ang gagawin, alam kung saan tatakbo pagdating ng saklolo,” said Neneng del Mundo, one of the participants in the drill.

She said she carried with her a pillow, medicine kit, alcohol, flashlight, candle, cotton, cash money, water, water container.”Pati marriage contract dala ko para hindi makatakbo asawa ko,” the woman said in jest.

The drill participants are from Sitio Pio del Mar in Barangay Cupang Proper in Balanga City. The sitio is adjacent to a big river. “Lampas tao na umaabot ng 18 feet,” del Mundo said as to the depth of the flood waters in their area.

A village watchman banged the improvised bell repeatedly to advise residents to evacuate the area upon receiving instruction from Cupang Proper barangay captain Norman Guila who was at his command post in the barangay hall.

Guila said 67 families of more than 100 residing along the river bank in Pio del Mar participated in the exercise.

Old men, children and women composed the “evacuees” who were guided by city marshalls, barangay tanod and kagawad, police and CDDRMC officials to waiting vehicles on designated three “pick up points”.

The “evacuees” were brought to the evacuation center at the Cupang Elementary School where they were given food and checked for high blood pressure and other ailments.

Balanga’s CDRRMC chief Engr. Dennis Mariano and Johnrey Amado with Guila and PAGASA people managed the activity.

7,321 Members Join Political Party

ANGELES CITY, Pampanga – A newly-formed political party in Pampanga continued to gain strength and support in the grassroot level as various women’s groups, transport groups, senior citizens and fraternities have already joined as members.
Partido Abe Kapampangan (PAK), the local political party of Angeles Mayor Edgardo Pamintuan, has a national reach and membership among Kapampangans who reside outside Pampanga or Angeles City and is seen to actively participate in local and national elections.
“As of June 21, 2012, we now have 198 chapters with 7,321 full-fledged members in 33 barangays of Angeles City,” Alexander Cauguiran, PAK president, noted.
Cauguiran said that PAK was organized in a bid to broaden grassroots participation in local politics and policy-making.
He added that there is an overwhelming support and enthusiasm among Angeleños to join the Partido Abe Kapampangan.
“They all believed in the principles and advocacies of the Partido Abe Kapampangan which are: parity and equitability in development, participatory governance, efficiency in the delivery of basic services and transparency and accountability,” Cauguiran said.
He said that ordinary residents in the community joined every party orientation conducted almost daily including Sundays.
“They readily accept the challenge to become leaders of their own chapters and serve their communities,” Cauguiran added.
Some of the community issues identified during party planning are the problems on proper waste disposal, medical assistance, abusive city traffic enforcers, registration of voters and livelihood assistance.
PAK is a local political party led by Mayor Ed Pamintuan, as founding chairman with Vice Mayor Vicky Vega Cabigting, as vice chairman.
Reports said that Pamintuan will run for a reelection in next year’s polls against First District Rep. Tarzan Lazatin.

Pampanga city mayor named World Mayor Award finalist

MANILA, Philippines – The mayor of Angeles City, Pampanga was chosen as one of the official finalists for the 2012 World Mayor award.

Mayor Edgardo Pamintuan was named by the international think tank City Mayors Foundation as one of its 25 finalists for this year’s award for the most outstanding city mayor in the world. He, along with the other finalists, were selected among 98 city mayors who were nominated through a search held from January to May.

“This is really an unexpected result. As what I have said, being long listed to receive this award is already a heart-warming acknowledgment. But being one of the 25 finalists to vie to be the next World Mayor is extremely overwhelming,” Pamintuan said in a statement.

He has served as vice mayor of Angeles City from 1988 to 1992 and mayor from 1992 to 1998. He has also served in various government agencies and even became a presidential adviser under the Arroyo administration. He is currently serving another term as mayor after winning in the 2010 local elections.

“I guess the reason why we were able to get this far is that people see what we have given in honor of the people of Angeles,” Pamintuan added.

He is the second Angeles City mayor to make it as a finalist in the award, after former mayor and now Pampanga representative Carmelo Lazatin became a finalist in 2006.

In this year’s list of finalists, Pamintuan is joined by four other city mayors from Asia, five from North America, four from Latin America, seven from Europe, two from Australasia, and two from Africa.

Davao City Mayor Sarah Duterte and Manila City Mayor Alfredo Lim were also shortlisted as nominees for the award, but they didn’t make it among the finalists.

Voting for the finalists is done by accomplishing an online ballot form, in which a person has to state the reasons for voting for the finalist of his or her choice. The voting will close in October, and the City Mayors Foundation will declare a winner and runner-ups in December.

Since the establishment of the awards in 2004, five nominated city mayors from the Philippines made it among the finalists, with three of them ranking among the top 10:
• 2005: Oscar Rodriguez of San Fernando, Pampanga (still incumbent mayor) – ranked 4th
• 2006: Jejomar Binay of Makati City (now Philippine vice president) – ranked 4th
• 2006: Carmelo Lazatin of Angeles City, Pampanga (now Pampanga representative) – finalist
• 2008: Marides Fernando of Marikina City (former mayor) – ranked 7th
• 2010: Jesse Robredo of Naga City, Camarines Sur (now Interior and Local Government secretary) – finalist

Dengue rises in Santo Tomas town

SANTO TOMAS — Some 30 individuals from Purok 1 in Barangay Moras Dela Paz in Santo Tomas town are now afflicted with the dengue virus, the mayor confirmed Wednesday.
Mayor Lito Naguit said the dengue cases have been recorded by the municipal health office for the past two weeks, leaving one casualty from the same barangay.
He assured residents, however, that the Municipal Government is on top of the situation and is doing all the necessary efforts to prevent the prevalence dengue cases in the locality.
“Nag-purchase na po tayo ng mga gamot na kailangan natin sa paglaban sa dengue. Nagkaroon na rin tayo ng fogging activity sa Barangay Moras para sa ating mga kababayan doon,” he said.
The mayor also stated that canalization project in the said area is ongoing to make sure that water will not get stagnant especially this rainy season.
“Ini-encourage din natin ang ating mga kababayan na maglinis ng kani-kaniyang bakuran para mawalan ng lugar na pweding pamahayan ng lamok na may dengue virus,” Naguit added.
Earlier, Governor Lilia Pineda instructed various district hospital chiefs to treat dengue patients at no cost, as the same will be shouldered by the Provincial Government.

Gov allowed quarrying in Pampanga by firm with expired ECC

PORAC, Pampanga—Gov. Lilia Pineda had allowed a company to quarry rocks near the Malele River here four months after its environmental clearance certificate (ECC) expired in January last year, documents showed.
Upon the recommendation of the Provincial Mining and Regulatory Board (PMRB), Pineda approved the quarry permit of Clarkstone Corp. on May 6, 2011, even though the ECC lost its validity on Jan. 29, 2011. The permit expired on May 6 this year and the governor has not renewed it due to opposition by members of the Nagkakaisang Mamamayan para sa Kalikasan at Agrikultura (Namaak), a farmers’ group.
PMRB recommended the approval of the quarry permit through Resolution No. 22-2011, despite opposition cited in the same resolution.
Oscar Cabayanan, former director of the Environmental Management Bureau (EMB), noted on ECC R3-0812-484-2236 of Clarkstone Corp. that this was to be “valid for two years.”
The ECC was attached to the application of the company for an industrial sand and gravel permit from the Pampanga government, a set of documents showed.
Dated Jan. 26, 2009, the ECC lapsed on Jan. 26, 2011. The quarry permit issued by Pineda was dated May 6, 2011, or four months after the ECC lost its validity.
Pineda said she was having the documents reviewed by provincial administrator Andres Pangilinan, a lawyer.
PMRB will deliberate on the issues once the reports are done, said Danilo Uykieng, head of the Mines and Geosciences Bureau in Central Luzon and PMRB chair.
Gilbert Baquing, Clarkstone president, said the ECC issued to his firm remained valid. In text messages on Sunday, Baquing said the ECC has been “renewed for a month now.”
This could not be immediately confirmed with EMB.
The quarry site, stated in the ECC to be 37,134 square meters, turned out to be composed of five lots covered by the Comprehensive Agrarian Reform Program (CARP).
Five farmers obtained titles to the lots through emancipation patents (EPs) issued to them in 1990.
On Thursday, when farmers gathered at the riverside land, Dominador Mendoza, chair of the Barangay Agrarian Reform Council in Barangay Pio here, showed a survey plan listing the names of 69 beneficiaries of EPs.
CARP beneficiaries are required to seek clearance from the Department of Agrarian Reform to use CARP land for purposes other than agricultural, said Teofilo Inocencio, DAR director in Central Luzon.
What was attached to Clarkstone’s applications was a copy of a resolution by a judge that dismissed the claim of Belmonte Agro-Industrial Development Corp. over the lots that were previously mortgaged to the Philippine Veterans Bank.
The owners of the five lots gave Baquing a special power of attorney to “extract quarry materials” on their lands.
The ECC authorized Clarkstone an annual extraction rate of not more than 40,000 metric tons.
Pablo Sese, one of the lot owners, said he wanted the rocks removed from his land so he can resume planting rice on it.
Lazaro Santos, former village chief of Pio, said the operations of Clarkstone destroyed the riverbed of the Malele River and reduced the supply of irrigation water.

Ford to close Philippine assembly plant

US auto giant Ford said Wednesday it is to close its vehicle assembly plant in the Philippines by the end of the year, with the loss of 360 jobs, as part of an ongoing restructuring across Asia.
The decision will leave the country without a motor vehicle exporter, Ford Group Philippines president Randy Krieger said in a statement.
“This is a very difficult decision. The company studied every possible scenario and opportunity, but we could not make a strong enough business case for future manufacturing,” he added.
The company said it had exported more than 80,000 vehicles worth $1 billion over to Thailand, Malaysia and Indonesia since 2002.
Ford invested $270 million in the 36,000 vehicles per year factory in Santa Rosa, south of Manila that opened in 1999.

Philippines rice terraces off endangered list: UN

The Philippines’ ancient rice terraces, carved into mountains like giant green stairs, have been removed from a UN list of endangered world heritage sites, the UN office in Manila said Wednesday.
The 2,000-year-old living cultural monuments were put on the World Heritage Committee’s danger list in 2000 at the Philippine government’s request to rally local and international aid, and for better management of their preservation.
“Both actions were successfully undertaken, leading to the conservation of the remote high rice fields,” the UN information office said in a statement.
The UN Educational, Scientific and Cultural Organisation (UNESCO) said it had extended $153,200 to aid Philippine efforts to conserve paddies it said were threatened by deforestation, disuse, climate change and earthquakes.
The terraces, located in five towns in the northern Cordilleras, were named as a UNESCO world heritage site in 1995, citing the need to preserve the traditions of terrace-building peoples in Ifugao province.
Jerry Dalipog, mayor of Banaue town, where two of the five terraced fields are located, said UN-assisted conservation efforts should drive tourist traffic to the sites by up to 30 percent.
“Once the tourists are convinced that there are still terraces left to see, more of them will come and visit us,” he told AFP in a telephone interview.
He said Banaue is set to complete by year’s end a four-month project to repair amphitheatre-shaped rice terraces in the village of Batad, one of the most famous sites, that had been disfigured last year by a huge landslide.
The repair works, estimated to cost 50 million pesos ($1.18 million), are being funded by the government and private donors, Dalipog added.
UNESCO describes the terraces as an “expression of sacred traditions and a delicate social balance,” which has helped creates “a landscape of great beauty that expresses the harmony between humankind and the environment.”

Environment secretary says national law has primacy over anti-mining ordinances

MALOLOS CITY—Environment and Natural Resources Secretary Ramon Paje reiterated the primacy of national laws against anti-mining ordinances passed by 40 provinces in response to the proposed new mining executive order that will be signed by the President.

This developed as Governor Joey Salceda of Albay reiterated his opposition against mining in the country noting that it is a “mistake,” while cause oriented groups said that mining operation is a way of international companies in plundering the country’s natural resources.

“We stick to the primacy of the national law over local ordinances,” Paje told journalists participating in year-long enviromental investigative reporting fellowship led by the Washington-based International Women’s Media Foundation (IWMF) held at the Astoria Plaza in Ortigas last week.

However, the secretary said that anti-mining ordinances passed recently by 40 provinces will remain until declared illegal.

He said that it will require a competent agency to render such ordinances illegal.

The said ordinances were passed in response to new Executive Order to be signed by President Benigno Aquino III.
