CITY OF SAN FERNANDO\u2013The City Council of the City of San Fernando has been named \u201cMost Outstanding Sangguniang Panlungsod\u201d at the provincial and regional levels for the third time in a row.<\/p>\n
This, according to Vice Mayor Edwin Santiago, is bolstered by its \u201cexemplary performance\u201d and a record of \u201clandmark legislation.\u201d<\/p>\n
The Sanggunian has now won the award for consecutive terms 2006, 2009 and 2012 under a merits program of the Department of Interior and Local Government (DILG) and the Philippine Councilors\u2019 League (PCL).<\/p>\n
The award made the city council eligible for national-level honors that the DILG will determine in the coming weeks.
\nAnnouncing the award on February 11, DILG Regional Director Florida Dijan said the selection was based on a comprehensive criteria that included: effectiveness of the legislative agenda; legislative tracking system; availability of legislative documents; efficiency of performance of the Sanggunian; and quality of office set-up and staff complement.<\/p>\n
In particular, the San Fernando Sanggunian was noted for \u201csignificant landmark legislations\u201d such as the Annual Investment Incentives Program, Comprehensive Development Plan, Revenue Code, Solid Waste Management Plan, Appropriation Ordinance, and the first-ever City Risk Reduction and Management Code for a local government unit.
\nThe Sanggunian has enacted thus far a total of 202 ordinances and 1,262 resolutions with impact on local communities.
\nThis crop of local legislative measures \u201cshows [the San Fernando Sanggunian\u2019s] exemplary performance,\u201d said Director Dijan, pointing out further that the council \u201calmost got a perfect score\u201d during the assessment of the regional committee.<\/p>\n
For his part, Vice Mayor Santiago, who is concurrently the Sanggunian Presiding Officer, said he was elated by the new award. He attributed the council\u2019s outstanding performance to the \u201charmonious relationship\u201d between the executive and legislative sectors of the San Fernando city government.<\/p>\n
\u201cTogether with Mayor Oscar Rodriguez, we work hand in hand for our vision for San Fernando to be a Habitat of Human Excellence,\u201d the Vice Mayor said.<\/p>\n
\u201cFurthermore, we consult the masses before we pass codes, ordinances and resolutions by conducting public hearings because we know for a fact that they will be affected in such cases,\u201d he said.<\/p>\n
The Secretary of the Saggunian, Avelina Lagman, said the award will serve as \u201can inspiration [for the council and its staff] to continually strive for excellence.\u201d She said legislative measures now under consideration include a Poverty Diagnosis Ordinance, Administrative Code, and Cooperatives Code. \u25cfMarna Dagumboy-del Rosario<\/p>\n
