ANGELES CITY \u2013 \u201cClark is not a pastureland for military retirees, nor is it a milking cow for politicians.\u201d<\/p>\n

Thus the advocacy group Pinoy Gumising Ka Movement \u201cdefinitively disqualified\u201d retired military men and former elected officials from its preferred man-profile for president of the Clark Development Corp.<\/p>\n

This developed as the CDC presidency is vacated anew when its officer-in-charge, former Armed Forces of the Philippines chief Eduardo Oban was appointed undersecretary of the Department of Transportation and Communications.<\/p>\n

\u201cWith due respect, military men have their jobs cut out for them. And the corporate world is nowhere near there,\u201d PGKM chair Ruperto Cruz said. <\/p>\n

Aside from Oban, only one other military retiree headed the CDC, former Air Force General Romeo David, during the Fidel Ramos presidency.<\/p>\n

As to politicians, Cruz feared that the CDC could end up as \u201cfund source for election campaigns, or a dumping ground for their campaign supporters in need of employment.\u201d<\/p>\n

\u201cPolitics, as we know, is the art of the compromise,\u201d Cruz said. \u201cAnd the Freeport could be easily compromised for some political ends.\u201d<\/p>\n

Cruz was however quick to add that PGKM had \u201cnothing personal against politicians.\u201d Among those reported as wanting to head CDC is Clark International Airport Corp. vice president for operations Rey Catacutan, a former three-term mayor of Bamban.<\/p>\n

\u201cPolitical loyalties can be detrimental to the Clark Freeport. Conspiracies can arise out of vested interests taking precedence over those of the Freeport and the communities around it,\u201d Cruz said.<\/p>\n

Cruz cited what he called the \u201cdelayed, if not stunted, development\u201d of the Clark International Airport as \u201ca case in point.\u201d<\/p>\n

The PGKM has held that an alleged \u201cconspiracy of national politicians and Manila-based imperial dragons\u201d is \u201csabotaging\u201d the development of the CIA \u201cin a mutuality of benefits \u2013 campaign funds for the politicians, and protection of the Manila-based businesses.\u201d<\/p>\n

\u201cThe Clark airport as fully operational premier international gateway will shift the center of business and commerce from the metropolis,\u201d said Cruz. \u201cThis, the mandarins of Metro Manila could not allow.\u201d<\/p>\n

In his stint as DOTC secretary and chair of the CIAC Board, Mar Roxas, now Interior and Local Governments chief, was denounced by the PGKM as \u201canti-Kapampangan, anto-development\u201d for allegedly \u201cdenigrating the Clark airport\u201d to be the country\u2019s premier gateway.<\/p>\n

\u201cHe had all excuses, from the long distance to the need of a railway system, not to develop the Clark airport,\u201d Cruz said. <\/p>\n

\u201cThe fact that in his term as CIAC chairman, he never attended a single board meeting speaks of Roxas\u2019 single-minded intention not to develop Clark,\u201d Cruz added.<\/p>\n

The PGKM branded Roxas then as \u201cunfit to be President\u201d for his alleged \u201cunconcern for the well-being not only of Pampanga and Central Luzon but of the rest of northern Luzon.\u201d<\/p>\n

\u201cClark airport services four regions \u2013 Central Luzon, Ilocos, Cagayan and Cordillera. By apparently sitting on its development, Roxas in effect stunted the development of the millions of people in these regions,\u201d Cruz said. <\/p>\n

\u201cThat is no way for a President to do.\u201d <\/p>\n

Corporate visionary<\/p>\n

While declining to name any candidate for CDC president, the PGKM said \u201cthe ideal is one not only experienced in the corporate world but also a visionary.\u201d<\/p>\n

\u201cWe have had really good CDC presidents in the past who brought the big, blue chip investments to the Freeport,\u201d Cruz said.<\/p>\n

He named Rufo Colayco and Tony Ng, \u201cboth non-Kapampangans but worked their hearts out for Clark,\u201d as exemplary among the CDC presidents.<\/p>\n

Both Colayco and Ng are known to have lost the CDC presidency due to political maneuverings of those whose interests they did not cater to.
