CLARK FREEPORT \u2013 The Department of Science and Technology (DOST) launched on Thursday here the Aquino administration\u2018s flagship project in disaster mitigation worth at least P1.6 billion and it is seen as a long-term solution to perennial flood problems experienced in many parts of the country, including Central Luzon.
\nThe DOST\u2019s Nationwide Operational Assessment of Hazards (NOAH) is Aquino\u2019s \u201cdetermination\u201d to start the long-term plan to stop the effects of natural calamities and climate change, said Science and Technology Director Raymond Liboro adding that two Cessna planes were used to launch the project at the Clark Aerospace Hangar late Thursday afternoon.
\nThe DOST, led by its secretary, Mario Montejo, and the University of the Philippines (UP) started the Disaster Risk and Exposure Assessment for Mitigation (DREAM), which is part of NOAH.
\nLiboro said the NOAH and its DREAM project will also be designed to warn residents \u201cin every household\u201d of impending natural disasters through internet connections and cellphones.
\nLiboro said the DOST\u2019s project is \u201ceconomical\u201d because its total budget for its realization in two years \u201cis way lower if you buy it.\u201d He added that it will cost at least P25 billion if the national government buys it from outside source.
\nTo jumpstart the country\u2019s first extensive three dimensional (3D) mapping program, DREAM\u2019s two aircrafts carrying state-of-the-art LiDAR instruments took off at around 4:00 p.m. to begin the scanning of the Pampanga river basin.
\nDREAM\u2019s will create stunning 3D images-reliable, detailed, and up to date flood models of the country\u2019s 22 major river basins, and later will include all other flood-prone areas in the country. In two years, DREAM will complete all flood models of the major river basins, which is roughly 33 percent of the country\u2019s total land area.
\n\u201cThis is one of the most, if not the most, extensive three dimensional mappings in South East Asia. We are also proud to say that the DREAM Program is composed of Filipino engineers and scientists,\u201d Program Leader Dr. Enrico Paringit said in a statement.
\nDREAM employs a technology called Light Detection and Ranging or LiDAR to create 3D datasets to base the intended flood hazard models.
\nLiDAR technology has been around for 10 years, and Dr. Paringit said that it is the most effective technique to accurately measure elevation and depth critical to flood modelling.
\n\u201cThis is what Google maps or Google Earth lacks: a 3D coordinate. It has a few 3D maps but only for select cities, like New York in the US,\u201d Dr. Paringit said.
\n\u201cLiDAR maps also have vertical accuracy of plus and minus 20 centimeters. Philippine base maps and 2D Google Maps, on the other hand, have plus and minus 10 and 20 meters, respectively, and cannot be used for effective flood modelling,\u201d he added.
\nMeanwhile, Dr. Paringit categorizes floods according to location-riverine, coastal and urban all of which require different modelling approaches. While the focus of DREAM is now mainly for riverine floods (situated in river basins), LiDAR mapping is equally useful for the two other flood types.
\nThe DREAM 3D maps have many other uses, such as in the areas of forest inventory, environmental monitoring, infrastructure planning, fault line mapping, archaeological surveys, agricultural assessment, and even government revenue management.
\n\u201cThe maps to be generated by DREAM will be very beneficial for government agencies. After the initial mapping and flood modelling program, we can always use the LiDAR instruments for other purposes, including post disaster damage assessments like earthquakes, tsunamis, and others,\u201d Dr. Paringit said. \u25cf\u2013Marna Dagumboy-del Rosario<\/p>\n
